Officials from Zimbabwe Anti-Corruption Commission (ZACC) on Thursday conducted a rapid spot check at the Central Vehicle Registry (CVR) following corruption allegations at the department.
Motorists and members of the public accuse CVR of corruption in the issuance of number plates and driver’s licences.
In a statement, ZACC said it had carried out the rapid spot check on whether CVR was complying with set procedures in response to a public outcry about alleged corruption. Part of the statement read:

The Zimbabwe Anti-Corruption Commission’s (ZACC) Compliance and Systems Review Department conducted a rapid spot check at the Central Vehicle Registry (CVR) on 20 January 2022.
The exercise is in response to a public outcry about alleged corrupt practices and inefficiencies by the department.
This includes, among other things, unjustified delays in the issuance of vehicle number plates, licence discs and replacement of lost driver’s licences.
The commission will be regularly updating the Zimbabwean citizens on the outcomes of the exercise.

Reports indicate that there is a backlog in both the issuance of driving licence discs and vehicle number plates dating back to 2018.
Early this week, Transport and Infrastructural Development Minister Felix Mhona toured CVR head office in Harare. Speaking after the tour, Mhona said:
<blockquote>
I visited the CVR offices to understand why people are failing to get number plates on time.
As the Second Republic, we are saying we have enough plates in stock and no one should pay extra money to get them.
I am concerned that some motorists who applied for number plates last year are yet to receive them, but some who applied recently already have the number plates.
We are going to decisively deal with this issue.

Motorists find themselves between a rock and a hard place as on one hand, CVR is failing to avail number plates while on the other hand, the Zimbabwe Republic Police (ZRP) recently launched an operation targeting vehicles without number plates. The Police has so far impounded thousands of vehicles.

ZACC Conducts Rapid Spot Check At Central Vehicle Registry

Central Vehicle Registry (CVR) can only issue number plates to 32 000 vehicles before the year ends against a backlog of 80 000, The Sunday Mail reports.
The matter came to light during a virtual training of Journalists when the Insurance Council of Zimbabwe (ICZ) urged the government department  to improve capacity and issue more number plates to the public when ICZ chief executive officer Mr. Tendai Karonga said:

Performance of motor insurance was further affected by the Central Vehicle Registry (CVR)’s inability to register vehicles due to lack of financial resources to produce registration plates. 
This resulted in about 80 000 unregistered and uninsured vehicles on the roads, leading to a loss of the mandatory Third-Party Motor premiums of approximately $60 million.

The situation might persist as CVR has financial resources to provide plates for 32 000 vehicles, leaving more than 48 000 unregistered

The news that CRV cannot issue 48 000 number plates comes amid reports of an increase in crimes being committed through unregistered vehicles.
ZRP has also warned the <a href="https://news.pindula.co.zw/2020/09/15/update-police-to-impound-all-vehicles-without-number-plates/">general public that it will impound all unregistered vehicles</a> on the road in a bid to try and contain the number of criminal activities being conducted using unregistered vehicles.
