<a href="https://news.pindula.co.zw/2020/02/26/full-text-mdc-has-fired-victoria-falls-mayor-from-the-party-with-immediate-effect/">Fired</a> MDC Vic Falls Mayor Somvelo Dlamini has taken the legal route to challenge the party’s decision to recall him under the banner that he violated protocol and party rules, The Herald reports.
Councillor Dlamini in his founding affidavit said:
<blockquote>I was never charged of any act of misconduct in terms of the MDC Alliance’s constitution. The law clearly states that where an adverse administrative decision is to be taken against me I ought to be given an opportunity to make representations, but in this case, I was neither afforded such an opportunity nor furnished with any reasons thereof.
My right to a fair administrative justice under section 68 of the constitution has been violated since I was never brought before a disciplinary hearing to answer any charges either at provincial level or on appeal before the national disciplinary committee.
…However, my colleagues from Masvingo and Chegutu have not be recalled while I am being recalled. I am therefore subjected to unfair discriminatory conduct which is against the constitution of Zimbabwe. The fourth respondent (Mr Chamisa)’s actions of showing racial discrimination in saying I must resign from being mayor of Victoria Falls to pave way for his preferred losing candidate Margarete Varley is against the ethos of equality among the people of different races</blockquote>
Dlamini who is representing himself was reportedly fired twice in 2018 before he was reinstated by the party. He has fired again this year in a letter from <a href="https://www.pindula.co.zw/Charlton_Hwende">Charlton Hwende’</a>s desk dated 24 February 2020.

The country’s leading opposition has sent a letter to its former secretary-general <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora</a> warning him to stop discussing party issues on social media, ZimMorning post reports.
A letter that reportedly emanated from <a href="https://www.pindula.co.zw/Charlton_Hwende">Charlton Hwende</a>‘s desk to Mwonzora read:
<blockquote>We note with concern that you continue to discuss party business in the media, notwithstanding the decision of the party to restrict such to authorised offices. You also continue to discuss party business on social media in violation of our social media policy,
As a member (of the party), you are entailed to redress in the event that you feel aggrieved by the actions or utterances of other members as provided for in our constitution, which you are bound by,</blockquote>
Mwonzora, Komichi and the Makonis have reportedly been complaining that Chamisa was sidelining them despite their contribution to the party according to the publication. MDC Sternly Warns Mwonzora Not To Discuss Party Issues On Social Media - Report

The state working on MDC Legislator <a href="https://www.pindula.co.zw/Charlton_Hwende">Charlton Hwende</a>‘s case is reportedly planning to visit Twitter Headquarters to try and retrieve a Tweet by Charlton Hwende which will help them make their subversion case against Hwende, the Daily News reports.
According to the publication, the development came to light after the state asked for a postponement of the trial to allow them to travel to Northern Ireland to Twitter headquarters to retrieve the January 2019 tweet that Hwende has disowned which said:
<blockquote>We can’t continue on this trajectory of failure and kwashiorkor of leadership. Enough is enough? 
In January, citizens must organise themselves for a complete shutdown of the country. Stay at home, no one will shoot you.</blockquote>

Prosecutors Working On Hwende's Case Planning To Visit Twitter Headquarters To Retrieve Hwende's Treasonous Tweet

The UNDP has denied that it funded in part the budgetary seminar currently underway in Victoria Falls.  The matter came to light after a video of an MP thanking the UNDP for their yearly sponsorship surfaced on Twitter.

UNDP Denies Funding Parly's Pre-Budgetary Seminar

The MDC has released a statement dismissing a <a href="https://news.pindula.co.zw/2019/10/16/mdc-officials-visit-zanu-pf-hq-in-bid-to-initiate-ed-chamisa-talks/">Daily News report claiming that it sent senior members to meet with Zanu PF at its HQ</a> for talks.
Here’s the full text of a statement released by the MDC Secretary-General, Charlton Hwende:
<blockquote>The MDC would like to put it on record that it has not been involved in any meeting with Zanu PF either formal, ad-hoc or informal.</blockquote>

<blockquote>As the party that won the 2018 election, the MDC is committed to resolving the socio-economic problems facing the country in keeping with its promise to the people of Zimbabwe at the 2018 Election.
The MDC understands that the deepening crisis is a direct consequence of the unresolved 2018 Presidential election wherein popular will was disregarded and the MDC was prevented from executing its mandate as the winning party. We therefore, believe that it is fundamental that there be genuine dialogue aimed at resolving this legitimacy question and to attend to political and economic reforms.

JUST IN: MDC Dismisses Reports On Talks And Meeting At Zanu PF HQ #FullText

The Sunday has published an article apologising to MDC Secretary-General Charlton Hwende saying he was at the centre of the January violence.
Said the article:
<blockquote>In our 3 February 2019 Sunday Mail edition, we published an article entitled “In the Press” where we alleged Honourable  Charlton Hwende’s constituency was at the centre of the January 2019 violent protests.
We also alleged that Hon Hwende is a known sponsore of the notorious Vanguard.
It has since come to our attention that the violence referred to did not take place in Hon Hwende’s constituency, Kuwadzana East, but in Kuwadzana constituency.
We had no basis for alleging that he is a known sponsor of the notorious Vanguard.

Sunday Mail Apologises For Lying About Hwende On January Violence

Kuwadzana East legislator, Charlton Hwende (MDC Alliance)’s application for refusal of further remand was dismissed yesterday by a HARARE magistrate. Hwende is accused of trying to subvert a constitutional government.

Through his lawyer Harrison Nkomo, Hwende had filed an application for refusal of further remand arguing that the State was failing to provide them with a trial date within a reasonable period.
Magistrate Barbara Mateko, however, dismissed his application arguing that Hwende had been on remand for less than three months. Mateko further said that Hwende must give the State time to compile the docket and finalise its case. The magistrate also postponed the matter to June 11.
Sebastian Mutizirwa, representing the state had opposed the application. He had argued that the docket was sent to the Prosecutor-General’s Office for perusal and authority.
The state claims that Hwende posted a tweet in December last year that was meant to incite people into revolting against a constitutional government. The tweet is alleged to have incited the violent mass protests of January.

Hwende's Application For Refusal Of Further Remand Dismissed

Competition for the top positions in the MDC seems to have intensified following acceptance of nominations by almost all candidates so far.
There is stiff competition for the posts of vice-presidents, secretary-general, and treasurer-general, which have received an overwhelming number of nominations for strong contenders.
The leading contender for the vice-presidency, Morgen Komichi confirmed his acceptance to the nominations. He said that he looks forward to a peaceful campaign. He also said that candidates must look beyond the Congress. It is also reported that Tendai Biti and Welshman Ncube have also accepted their nominations. News Day reports that Mudzuri declined to directly respond to questions on the matter arguing that he was traveling to Buhera for Tsvangirai’s memorial service.
Recently, the MDC national council resolved to reserve a female vice president post. Three candidates, Lilian Timveos, Lynnete Karenyi-Kore and Tracy Mutinhiri who have all accepted nominations will battle for the post. Paulina Mpariwa who was also nominated for the post has since decided to settle for the women’s league chairperson post.
For the Secretary-General post, Charlton Hwende, will face Daniel Molokele and possibly Douglas Mwonzora. Hwende is leading the title race with nine nominations out of a total 13 provinces.
David Coltart who will be contesting with Tapiwa Mashakada for the Treasurer general post has also accepted the nominations.
Party chairperson Tabitha Khumalo, who has confirmed acceptance of nominations will be contesting with Gabbuza Joel Gabuza for the same post.

Competition For Top Posts In The MDC Intensify

Outspoken MDC Deputy Treasurer, Charlton Hwende is leading the nominations for the Secretary-General post ahead of the party’s congress in May. Hwende currently has 8 nominations out of the 11 nominations that have been held so far.
Other contestants for the post – current SG Douglas Mwonzora, Ncube, and Daniel Molokele – all have one nomination each.
Hwende had initially indicated he was not interested in contesting the SG post. He, however, <a href="https://twitter.com/hwendec/status/1118848979066851328">tweeted yesterday to confirm the nominations</a> and said he was looking forward to the increased amount of work the position comes with.
Said Hwende:

Charlton Hwende Leads MDC Secretary General Nominations

Harare West legislator Joanna Mamombe was granted $3 000 by High Court Judge Justice Davison Foroma.
Mamombe, who was arrested a week ago on 2 March, is facing treasons charges, the same charged faced by several other opposition and civil rights leaders in Zimbabwe like Pastor Evan Mawarire..
This week, Charlton Hwende, MDC legislator for Kuwadzana East, was also charged with treason and granted bail as well at the Harare High Court.

Joanna Mamombe Granted $3 000 Bail

MDC deputy treasurer and Kuwadzana East MP Charlton Hwende has been arrested. Hwende was arrested soon after arrival at the Robert Mugabe International Airport on Tuesday.
Hwende is an outspoken close ally of MDC president Nelson Chamisa. He had been in Namibia since January. Security services were looking for him in relation to the ShutDownZim protests.

How Zimbabweans Reacted To Charlton Hwende's Arrest

MDC Alliance deputy treasurer-general and Kuwadzana East MP, Charlton Hwende has been arrested. Hwende had been in Namibia for some time where he has been receiving medical care.
He was arrested upon his arrival back home at the Robert Gabriel Mugabe International Airport. Hwende will most likely be charged with treason as he was on the police’s wanted list of the ringleaders of the January riots according to reports.
Hwende joins a long list of opposition MPs who have been arrested for treason following fuel protests that broke out on January 16.
Hwende’s arrest was revealed by MDC presidential spokesperson Nkululeko Sibanda on Twitter. Sibanda wrote:

MDC Official, Charlton Hwende Arrested

MDC Alliance president Nelson Chamisa is set to address the Mashonaland West provincial structures in Chinhoyi this Sunday.
This was revealed by the party’s deputy treasurer-general Charlton Hwende. He said:
<blockquote>Today the President Nelson Chamisa is expected to address the Mashonaland West Provincial Structures in Chinhoyi.</blockquote>
Chamisa on Sunday last week addressed a bumper crowd at Gweru’s Mkoba stadium in his latest ‘Thank You’ rally.
The MDC is set to hold an elective Congress at the end of May where Chamisa is expected to be challenged for the top post by secretary general Douglas Mwonzora.

Chamisa To Address Mash Central Party Structures This Sunday

MDC deputy treasurer-general, who is also MP for Kuwadzana East, Charlton Hwende said that the party’s leadership in Mashonaland West province held a provincial assembly meeting where they reaffirmed their support for party president Nelson Chamisa. He said:
<blockquote>Our Leadership in Mashonaland Central, the Provincial Assembly met today and reaffirmed that the President is Nelson Chamisa. They are ready for congress to refocus the party and strengthen it.</blockquote>
Meanwhile, Hwende has bemoaned the harassment of MDC officials by the government through arbitrary arrests, especially those that are considered to be loyal to Chamisa ahead of the party’s elective Congress to be held from the 24th to the 26th of May this year. Hwende had this to say:
<blockquote>We must brace up for more arrests to help the ZANU PF preferred candidates to win at the MDC Congress. If you look at the pattern of the MDC Senior people arrested so far All of them have one thing in common! Now we are told that even the President is now facing arrest.</blockquote>
Meanwhile, Hwende says he is about to return home after being given the all clear sign by his doctors in Namibia where he has been undergoing treatment for an undisclosed ailment.
<blockquote>Happy that I have now finalized my treatment in Namibia and my medical team is satisfied that I can now go home. I am now preparing to come back to resume my Parliamentary duties when Parliament resumes this week.</blockquote>

Mash Central Backs Chamisa, As Govt Seeks To Prop Up Rival Faction - Hwende

As the MDC Congress draws near, MDC president Nelson Chamisa is seemingly coming under attack from every direction. A <a href="https://twitter.com/matigary/status/1101887325242568704" rel="noopener" target="_blank">ZANU PF activist on Twitter narrates</a> how Chamisa grabbed power in the MDC party soon after the death of its founding president Morgan Tsvangirai. Below is a full thread of the accusations:
<blockquote>The day Shakespeare Mukoyi, Commander-in-Chief of the Vanguard was to appear on Kwirirayi’s ZiFM show, he wanted to bury Charlton Hwende and Wamba (Nelson Chamisa) and tell all about how they used him and violence to take over MDC last year. Mukoyi had been promised the Kuwadzana seat.
The promise for Kuwadzana seat, which Wamba was vacating, was good for Mukoyi to do violence for Wamba since it was a “safe seat”. But Hwende who is from Kadoma also wanted the safe seat. So he took Mukoyi on.
Prior to his Kwirirayi show on ZiFM Stereo, Mukoyi widely circulated a video of his appearance. That day I had passed through Wamba’s office, he was a worried man, quite frantic.
Around 6 pm, most MDC top honchos were waiting eagerly for the show.
A couple of days earlier, Wamba (Chamisa) had called Shakespeare Mukoyi and threatened to fire him from the party.
But Mukoyi reminded him that he had no such powers and was illegitimate anyway.
Meantime, the Kuwadzana seat primary had been postponed several times with Hwende complaining that Shaky Mukoyi was threatening him with a gun.
Hours before the Vanguard appearance of Mukoyi on the Kwirirayi show, the man of God, Pastor Wamba dia Wamba and Charlton Hwende were left with no option but to pay Shaky Mukoyi $10 000 to be quiet!
He took the Cash and played truant on Kwirirayi. He was a no show.
Kwirirayi kept calling him, but Shaky let the phone ring off. But at this point, he had $10 000 in cold cash.
Remember Shaky had played a key part in making sure Wamba took hold of MDC by “kidnapping” Khupe and Mwonzora at Morgan Tsvangirai’s funeral. Remember this was at Tsvangirai’s funeral.
Remember after Morgan funeral there was severe violence in Bulawayo that led Khupe and Gutu to say no, this is not what the MDC stands for. Even Jessie Majome (former MP for Harare West) complained about Vanguard. [MaDube] complained too but did not condemn the instigator.
MDC has been sustained by violence for many years. That’s why the likes of Ian Kay left because it was becoming an unfamiliar animal.
Wamba’s challenge today is, he used Vanguard and alienated it. That’s why people saying Chete Chete are outsiders like Biti and Job Sikhala.
The Pastor’s leadership did not come from MDC structures or the people. That is the bone of contention today! It’s a significant issue.</blockquote>

Chamisa Paid 'Vanguard' Leader $10 000 To Buy His Silence - Report Claims

MDC deputy treasurer-general Charlton Hwende, who is also MP for Kuwadzana East constituency said that only four posts will be contested at the upcoming MDC Congress.
Hwende claims that the party’s constitution state that the posts of president, vice presidents, national chairperson, and the vice national chairperson will be contested. <a href="https://twitter.com/hwendec/status/1100711016634204160" rel="noopener" target="_blank">Wrote Hwende</a>:
<blockquote>In terms of the current MDC Constitution which we amended at the last Congress only the following posts will be contested 1. President 2. Vice Presidents 3.National Chairmen 4. Vice National Chairman. The rest will be appointments made by the new NEC after Congress.</blockquote>
MDC amended its constitution in 2014 when it held its last Congress. The next Congress will be held this year from 24 to 26 May.

The MDC Alliance is set to have its National Congress on 24 to 26 May 2019.
This was revealed by MDC deputy treasurer and MP for Kuwadzana East, Charlton Hwende. Said Hwende:
<blockquote>Our National Congress date is now set as the MDC. We will have our National Congress on 24 to 26 May 2019. All other branch, ward, District And Provincial Congresses will happen between March and April (sic).</blockquote>

MDC Congress Set For 24th-26th May 2019

Three MDC Alliance MPs face expulsion from Parliament for absconding the August House without approval from the Speaker.
The three are left with only 9 parliamentary sitting days for them to show face in the National Assembly or lose their seats. The three are Charlton Hwende (Kuwadzana East), Godfrey Sithole (Chitungwiza North), and Joanah Mamombe (Harare West).
The three went into hiding during the January riots after security agents went after them, accusing them of having masterminded the disturbances.
Speaking to Newsday on Tuesday, leader of the opposition in the National Assembly, Thabitha Khumalo said:
<blockquote>I wrote to the Speaker and he has not responded yet, but I am still hoping that he will respond soon because the three MPs can lose their seats if they absent themselves for 21 consecutive days.
The three have to bite the bullet and make a decision – either to come back and face arrest – and hopefully, they will be judged fairly through evidence and not speculation, and hopefully, they will not be beaten up or tortured.
… I am gutted because, as leader of the opposition in the House, I seem to be fighting at all fronts without recourse because all MPs have rights and immunity, but it seems opposition MPs are not being protected.
Hwende is chairman of the Parliamentary Portfolio Committee on Information, Communication Technology, but in his absence – and if the committee is operating it means Zanu PF is in control.</blockquote>

3 MDC MPs Face Expulsion From Parliament

Police have launched a manhunt for at least 27 MDC-Alliance officials and activists, including their civil society partners, for allegedly organising the Shutdown Zimbabwe stay-away that resulted in looting, vandalism and lawlessness.
Suspects on the police wanted list include, activist Mr Promise Mkhwananzi, Crisis in Zimbabwe Coalition (CiZC) chairperson Mr Rashid Mahiya, Kuwadzana East MP Charlton Hwende and party spokesperson Mr Jacob Mafume. Police spokesperson Assistant Commissioner Paul Nyathi yesterday said they wanted to interview the above mentioned people with regards to the violent disturbances. Said Nyathi:
<blockquote>As police we are keen to interview 27 suspects in connection with rampant looting, incitement on social media and destruction of property, which occurred between January 14 and 16 this year. Anyone with information on their whereabouts should contact any nearest police station.</blockquote>

Police Keen To Interview MDC Top Officials Hwende, Mafume Over Stay Away

The Parliamentary Portfolio Committee on Information Communication Technology is fully behind government plans to privatise parastatals such as TelOne, NetOne, Zarnet and Telecel.
The Committee chaired by Kuwadzana East MP Charlton Hwende (MDC Alliance) said that privatising the entities will ensure that they will be run profitably and cease to be a drain on the fiscus. The committee report read in part:
<blockquote>… In light of this, the plan by government for partial privatisation of TelOne is expected to bring new opportunities for growth, with anticipation for a positive outlook in terms of revenue, profit as well as debt management, and all these buoyed by broadband and over the top (OTT) services.
For the 2018 financial year, NetOne expects to make a profit. As of October 31 2018, NetOne reported a profit of $14,9 million after cost containment strategies were put in place.
While voice revenue is declining, it is the data revenue which will be the driver of these profits. In addition, future performance is expected to markedly improve due to the pending privatisation of NetOne.</blockquote>

'Privatisation Of Netone Expected To Markedly Improve Its Performance' - Parly Committee

MDC president Nelson Chamisa could be arrested for addressing joyous crowds at Mbare Musika today without police clearance as required under the Public Order and Security Act (POSA).
According to an MDC official, Charlton Hwende, the Zimbabwe Broadcasting Corporation (in a news bulletin) said that Chamisa could be arrested. Writing on microblogging site Twitter this afternoon, Hwende had this to say

Chamisa Faces Arrest For Addressing Crowds At Mbare Musika Without Police Clearance, As Required Under POSA

MDC-T  Bulawayo Youth Assembly provincial deputy secretary Mr Takunda Madzana accused the party’s secretary for elections Mr Murisi Zwizwai and deputy treasurer general Mr Charlton Hwende of imposing candidates and fraudulently running the candidates’ selection process.
Said Mudzana:
<blockquote>We want to raise an alarm in the conduct of one honourable Zwizwai who is our secretary for elections in the main wing. And Mr Charlton Hwende, who is from the national election directorate. As a province we set aside Bulawayo South as our youth quota after Mpopoma-Pelandaba was subjected to an open contest. The above mentioned leaders came all the way from Harare to impose a sham election in Ward 6 of Bulawayo South and called it a Members of Parliament primary election. These two shameless gentlemen who are trying to commercialise the struggle have naturally declared themselves enemies of the Youth Assembly and as a result it is our position that we don’t want to see them again in Bulawayo on issues to do with candidates’ selection.</blockquote>

MDC-T Youths Accuse Zwizwai, Hwende Of Imposing Candidates

Shakespeare Mukoyi, the leader of MDC-T’s Vanguard movement has said that they were used by the party’s leadership to ensure that Nelson Chaisa took over from Morgan Tsvangirai. Mukoyi revealed that the approach was made when Tsvangirai was on his deathbed. In an interview with NewsDay, Mukuyi said,
<blockquote>During the time when Tsvangirai was on his deathbed, my brother Hwende and other leaders approached me saying the situation was bad and the party needed new leadership. They told me that the work that they were about to do had to be done by the youth assembly, especially the Vanguard, which they are now dismissing as thugs today. We fought to bring sanity in the party until we had this hierarchy that we are having today.
I feel betrayed that they say The Vanguard is bad, yet they are the ones who were behind the operations of The Vanguard. This is bad. Maybe, as leaders, they, have their wisdom to say that, but I don’t think that is right.</blockquote>

MDC-T acting treasurer-general Chalton Hwende took to social media to celebrate Shepherd Bushiri’s prophecy as pointing to a victory for Nelson Chamisa.
Said Hwende:
<blockquote>Pastor Bushiri is also now talking about spaghetti roads and a city like Dubai to be built in Zimbabwe in six years’ time. When president Nelson Chamisa talked about these issues, he was vilified.</blockquote>

MDC-T president Nelson Chamisa’s supporters have dismissed the Congress which was held by Thokozani Khupe’s breakaway MDC-T faction as unconstitutional. Khupe announced <a href="https://news.pindula.co.zw/2018/04/21/thokozani-khupe-unveils-party-leadership/" rel="noopener" target="_blank">new leadership for the MDC-T</a> after the Congress. Charlton Hwende, deputy treasurer-general for Nelson Chamisa’s MDC-T told NewsDay,
<blockquote>The purported MDC-T congress held today (Saturday) by the expelled former MDC vice-president Thokozani Khupe has demonstrated that whilst Khupe talks about constitutionalism daily, she was today willing to violate every clause in the MDC-T constitution in a futile attempt to instal herself as a party president. The so-called congress was not properly convened, as provided for, and the national council did not meet to either authorise the Congress or approve the congress agenda.</blockquote>
Obert Gutu, spokesperson for Khupe’s party dismissed the allegations saying,

They don’t know constitutionalism, if they want lessons on the MDC constitution, I can give them for free. If they want to challenge this Congress; it’s legitimacy and everything, they can go to the courts and we will clobber them there.

Khupe's Congress Violated The MDC-T Constitution: Chamisa's MDC-T

MDC-T deputy treasurer, Charlton Hwende has accused the party’s secretary general Douglas Mwonzora of being at the centre of the problems bedeviling Zimbabwe’s biggest opposition party.
MDC-T is embroiled in a leadership dispute with the party’s deputy presidents Nelson Chamisa, Elias Mudzuri and Thokozani Khupe vying for the top post which fell vacant with the passing on of Morgan Tsvangirai. Writing on Facebook, Hwende accused Mwonzora of causing confusion in the party and called for action against him. Said Hwende:
<blockquote>We know that Douglas Mwonzora is at the centre of all problems now being faced by the party. He initially used Mudzuri to claim the acting presidency and he has now dumped him. He is now using Khupe to claim the same, he wants to destroy the MDC-T before joining the Mujuru led coalition. He was promised the second vice president when they met in Cape Town recently. We must stop him from destroying the legacy and the MDC of Morgan Tsvangirai.</blockquote>

Mwonzora Is Causing Problems In MDC-T Before Joining Mujuru Claims Hwende

Former Prime Minister and leader of the opposition MDC-T, Morgan Tsvangirai has pardoned deputy treasurer Charlton Hwende for apparently condoning violence against”rogue” opposition leaders. <a href="https://news.pindula.co.zw/2017/08/07/mdc-ts-charlton-hwende-apologises-khupe-says-not-condone-attack/" rel="noopener" target="_blank">Hwende made the comments in the aftermath of an attack on Vice-President Thokoza</a>ni, national chairman, Lovemore Moyo and Abedinico Bhebhe, the party’s organising secretary in August by opposition activists.
Hwende confirmed that the suspension had been lifted on social media saying:
<blockquote> 
Today I received a letter from President Morgan Tsvangirai informing me that my suspension as the MDC-T national deputy treasurer general has been lifted and I should resume my duties immediately.
I would first and foremost want to thank the President and all the organs of the party and general party membership and pledge to double my efforts and ensure that in 2018 we deliver change.</blockquote>
