The ZANU PF-led government has mandated that all mayors and council chairpersons attend indoctrination sessions at Rainbow Towers Hotel, organised by the ruling party’s Chitepo School of Ideology.
A letter signed by K. Ncube, on behalf of the permanent secretary in the Ministry of Local Government and Public Works, says that all mayors and chairpersons are invited to participate in local authorities training conducted by the Chitepo School of Ideology from 21 to 23 August 2024. Reads the letter:

In terms of Section 5 of the Constitution, Local Authorities are a third tier of Government with devolved service delivery mandates. In this regard, they are engines towards the attainment of Vision 2030.
His Excellency, the President of the Republic of Zimbabwe, Cde Dr E.D Mnangagwa launched the Call to Action No-Compromise to Service Delivery blueprint on 01 November 2023 with a view of enhancing service delivery.
In this regard, it is pertinent for Local Authorities to be exposed to the ideals of national security and patriotism as espoused by the Chitepo School of Ideology.
You are Invited to attend a training by the Chitepo School of Ideology at Rainbow Towers from the 21st to the 22nd of August 2024. Delegates are expected to be seated by 7:30 AM.

Commenting on the development, journalist and government critic Hopewell Chin’ono said that President Emmerson Mnangagwa, by instructing civil servants to do the work of ZANU PF, and forcing mayors to attend indoctrination sessions, has destroyed any semblance of democracy. Wrote Chin’ono on X:

The Local Government Permanent Secretary, who is a civil servant, wrote a letter to councils inviting them to attend these indoctrination sessions.
If this were in South Africa, it would be the equivalent of a Director General in the government writing letters asking DA/opposition mayors to attend indoctrination sessions at Luthuli House, and government paying for it.
This is merely an excuse to loot public funds for ZANUPF through these indoctrination sessions, wasting local councils’ time and threatening mayors who don’t attend…

Government Orders All Mayors And Chairpersons To Attend ZANU PF Indoctrination Sessions

The ZANU PF youth league has made a series of controversial demands to President Emmerson Mnangagwa, including requiring teachers, nurses, and other civil servants to undergo “ideological re-orientation” at the Chitepo School of Ideology.
According to <a href="https://www.newsday.co.zw/local-news/article/200030674/zanu-pf-youth-make-outrageous-demands">NewsDay</a>, the ZANU PF youth leaders also called for 20% of all government tenders to be reserved exclusively for young people, and for local authorities to set aside residential stands specifically for the youth.
Mnangagwa met with the ZANU PF youth league members at an interactive meeting held at the party’s national headquarters in Harare on Thursday, where these demands were presented.
Manicaland ZANU PF provincial youth chairperson Stanley Sakupwanya insisted that all civil servants should be compelled to attend the Chitepo ideological training, claiming this is necessary to prevent them from “selling out.” Said Sakupwanya:

Your Excellency, you said that we should attract youths as young as 15 years to join ZANU PF. These youths are in schools and our effort to woo them is hitting a brick wall because of the teachers.
As Manicaland, we proposed that every teacher should undergo training at Chitepo School. From now onwards, we also resolved that those who want to be civil servants, including nurses, should also be taken from those who graduated from Chitepo School.

Mashonaland West ZANU PF provincial youth chairperson Tapiwa Masenda said 20% of all government tenders should be reserved for youths. He said:

We have seen that many companies are getting tenders and we have resolved that there should be a quota system, where youths get 20% of all the tenders.
</blockquote>
Masenda also said there should be a resolution that all local authorities should reserve stands for the youths.
In response, Mnangagwa encouraged the youth league members to leverage their positions in government, parliament, local authorities, and various organizations to drive economic empowerment initiatives. He said:

The strategic positions the youth hold in Cabinet, Parliament, local authorities or as board members of various organisations are not designed so that you have clout in your social circles.
Kuti muremere mastreets, Kwete! (so that you become bigwigs in the streets, no!) You have a duty to leverage on those portfolios to wholeheartedly serve the young people of Zimbabwe,” he said.
So far, I commend the majority of those appointed for showing zeal to learn and serve. To sustain the current growth trajectory and further accelerate our country’s modernisation and industrialisation, it is critically important that the youth league promotes and inculcates a culture of innovation and entrepreneurship, driven by science and technology.

ZANU PF’s National Secretary for Youth Affairs, Tino Machakaire, stated that the party’s youth wing will not be silenced when it comes to discussing ZANU PF’s succession politics.
However, President Mnangagwa reaffirmed his commitment to upholding the Constitution and not seeking a third term.

China has donated over 1,000 books along with computers and printers to Zimbabwe’s ruling ZANU-PF party. The donation ceremony took place at the ZANU-PF headquarters in Harare, where Zhou Ding, the Chinese ambassador to Zimbabwe, handed over the items to Munyaradzi Machacha, the principal of the Chitepo School of Ideology, ZANU-PF’s ideology school.
The donation includes a wide range of books covering various subjects, such as Chinese history, financial reforms, and foreign affairs according to <a href="https://english.news.cn/20231216/10fc52b1da79468ba7f7bdd24ae4d49d/c.html">Xinhua</a>. These resources will be utilized in the library of the recently completed ideology school in Harare. Machacha told Xinhua after the handover ceremony:

We will be opening our school soon, and these will grace our library, where students can come and borrow and read.
It will allow our students to read widely and to have a broader global view of events that will be taking place around them.

Zhou Ding, the Chinese ambassador, expressed his hope that the donation would benefit ZANU-PF and strengthen the bonds between the two parties. He said:

China Has Donated Over 1,000 Books, Computers, Printers To ZANU-PF

Almost 800 teachers from Midlands Province have undergone training at ZANU PF’s Chitepo School of Ideology, a Ministry of Primary and Secondary Education official has said.
Midlands Provincial Education Director (PED) Jameson Machimbira said that the teachers were conferred with certificates by Chitepo School of Ideology Principal Munyaradzi Machacha at an event held in Kwekwe recently.
The event was organised by a new teachers’ union called Teachers for Economic Development (Teachers4ED). Said Machimbira:

Some teachers here in the province undergo ideological training at Herbert Chitepo School of Ideology.
A total of 788 teachers successfully completed their ideological training. Teachers and headmasters received these certificates.
</blockquote>
The teachers from Midlands spent four days in Kwekwe undergoing ideological reorientation. Added Machimbira:

After the four days, the teachers received this training they are never going to be the same.
The consciousness levels have been raised. Their level of patriotism has been raised. They are now able to defend their country. 
The teachers can now reflect, and think about the county’s past, present and future.

800 Teachers In Midlands Undergo ZANU PF Ideological Reorientation

Opposition MDC Alliance has expressed over the “forced” enrolment of council officials at the ZANU PF’s Chitepo School of Ideology. We present the party’s statement in full below.
<blockquote>ZANU PF IDEOLOGICAL ORIENTATION OF COUNCILLORS UNCONSTITUTIONAL
The MDC Alliance is extremely concerned at the latest move by ZANU PF to take council staff members throughout the country through a partisan ideological orientation program at the ZANU PF school of ideology. Council employees such as chief executive officers, town clerks and town secretaries are being forced to enrol in the partisan ideological training program.
The Constitution of Zimbabwe clearly prohibits civil servants and senior employees of councils from being partisan. It is evident that taking these functionaries through a political party school of ideology intends to cause these civil servants to pursue a partisan ZANU PF agenda in circumstances where the law and basic principles of corporate governance require them to be impartial, professional and focused on service delivery — not the pursuit of toxic politics in the execution of their duties.
The improper conflation of State and party is one of the main reasons why there is no appetite on the part of Mr Mnangagwa’s regime to implement the constitutional imperative of devolution. This has hamstrung the operation of councils and led to poor service delivery. Council staff are now controlled by ZANU PF which has exerted undue influence in matters of staff recruitment, procurement, budgeting and service delivery.
The planned ideological training is designed to brainwash and entrench the dysfunctional state of local authorities.
We call for an immediate end to the planned training and ideological orientation program. The Constitution must be observed in full — including through the respect of council staff’s duty to be impartial and profession as well as the urgent implementation of devolution so that local authorities can be properly equipped to carry out proper service delivery for the benefit of the people. This ideal lies at the centre of our People’s Agenda and our Local Government Reform Agenda.

MDC Alliance Concerned Over Forced Enrolment Of Council Officials At Chitepo School Of Ideology

ZANU PF’s Chitepo School of Ideology, named after liberation hero Herbert Chitepo has announced the launch of a District Coordinating Committee training programme. The party said the training is necessary considering that the 2023 elections are fast approaching. Reads the letter by Machacha, the Principal of the Chitepo School of Ideology.
<blockquote>Chitepo School of Ideology is going to launch a DCC training programme countrywide beginning the second week of March 2021.
This is a follow-up on the recently elected DCC members who should provide the necessary leadership on the soon to follow Ward Based Train the Trainer programme.
In order to create a strong bond between the Party and government, the DCC members will be trained together with Local Government officials compromising the following, the Party District Coordination Committees, Chairman of the Rural District Council (RDC), Chief Executive Officer (RDC), District Development Coordinator (DCC) and Local Chiefs.
It is, therefore, against this background that this DCC training programme is planned in such a manner that three (3) Districts will be covered consecutively within three (3) days. In this regard, the School looks forward to the necessary support from all stakeholders.
TRAINING OBJECTIVES
2. By the end of the training programme participants must be able to:
a. Carryout vigorous mobilisation programmes within their districts in order to achieve the five (5) million voter population for ZANU PF in year 2023.
b. Create a synergy and bonding between the Party DCC structure and Local Government officials in pursuit of economic developmental goals in line with Vision 2030.
c. Create a wider Ward Based Training human resource in order to participate in the forthcoming Ward Based Train the Trainer Programme.
