Residents of Chitungwiza, Zimbabwe’s largest dormitory town, have implored the local authority to urgently address the persistent water shortages plaguing the area.
The residents, represented by the Chitungwiza Residents Trust (CHITREST), have sent a letter of demand to the Chitungwiza Municipality, protesting the local authority’s failure to provide adequate, safe, and clean water to residents.
In the letter, which was written to Chitungwiza Municipality on 10 October 2024 by the residents association’s lawyers Tinashe Chinopfukutwa and Kelvin Kabaya of Zimbabwe Lawyers for Human Rights (ZLHR), CHITREST argues that the municipality’s failure to provide adequate, safe, and clean water violates the residents’ constitutional right to water and their right to a safe and healthy environment.
The water crisis worsened after the closure of the Prince Edward Water Treatment Plant, leaving Chitungwiza with only 1-3 megalitres of water during weekends, against a daily demand of at least 75 megalitres.
This dire situation has resulted in all 25 wards of Chitungwiza not receiving running and potable water, forcing residents to resort to unsafe sources like shallow wells and potentially contaminated boreholes, exposing them to waterborne diseases.
CHITREST has demanded that the municipality immediately provide clean water through bowsers, supply and equip all boreholes with chlorine tablets or chlorinators, and furnish the residents with a long-term plan to address the water crisis.
Failure to comply with these demands could result in CHITREST taking legal action against the local authority to compel it to address the unending water problems.

Chitungwiza Residents Confront Council Over Water Shortages

The Chitungwiza Municipality has blamed the ongoing water crisis in the dormitory town on the El Niño-induced drought, which led to the early decommissioning of the Prince Edward Water Treatment Plant—four months earlier than in 2023.
The Harare City Council provides Chitungwiza with water from this plant, which was shut down in August after the Harava and Seke supply dams ran dry.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200033598/crisis-as-chitungwiza-runs-dry">NewsDay</a> over the weekend, Chitungwiza Municipality spokesperson Tafadzwa Kachiko said the water crisis required urgent intervention. Said Kachiko:

We are witnessing the effects of the El Nino-induced drought. During this period last year, we were receiving an average of 14 megalitres per day and we could manage rationing the water.
The Prince Edward plant was decommissioned on December 5 last year, and we had just a month of dry spell because the situation went back to normal in January this year.

Kachiko said the council has reached out to the government for assistance and plans to convene a multi-stakeholder meeting to discuss the water crisis and develop short-term solutions.
Marvelous Khumalo, the spokesperson for the Chitungwiza Residents Association, urged the government to expedite the construction of the Kunzvi Dam, which is anticipated to alleviate the water challenges faced by both Harare and Chitungwiza. Said Khumalo:

The City of Harare water is also failing to meet its increasing demand for water thereby affording to offer Chitungwiza less than 10 megalitres per day against a daily demand of about 70 megalitres.
We hope the central government will prioritise finalisation of the Kunzvi dam project and other strategic dams so as to increase the raw water supply to the Harare metropolitan province whose population continues to expand rapidly.
Reliance on underground water is but just a stop-gap measure which is not sustainable.

Chitungwiza Business Community Trust chairman Tendai Mareya urged the council to scrap charges for borehole drilling and reduce fixed water rates.
Last week, Chitungwiza Mayor Rosaria Mangoma disclosed that the council has been receiving only one to three megalitres of water from Morton Jaffray on weekends—far below the required 75 megalitres per day.
She urged residents to source water from trusted alternatives to minimise health risks.

Chitungwiza Municipality has made an urgent appeal for assistance from the government and well-wishers to help alleviate the water crisis affecting the town.
In a statement issued on Wednesday 09 October, Chitungwiza Mayor Rosaria Mangoma said that the town is experiencing a water crisis due to the decommissioning of the Prince Edward Water Treatment Plant by the City of Harare at the end of August.
The treatment plant was decommissioned because the twin dams, Harava and Seke Dam, which supply water to the plant, have dried up.
Mangoma said since the decommissioning, the council has been receiving only 1 to 3 megalitres of water on weekends from Morton Jaffary, which is far below the demand of at least 75 megalitres per day.
She said the limited water supply makes it difficult for the council to distribute water to all residents effectively.
As a result, the council is seeking assistance from the government for potential intervention to address the water crisis.
Mangoma said to help residents, the council is maintaining community boreholes as an alternative water source and encouraged residents to draw water from safe and trusted sources. She added:

The Zimbabwe Republic Police (ZRP) has launched investigations into a case involving six students from two local colleges who were found in a lodge.
In a statement, the ZRP said the students were found in a compromising situation at a lodge in Chitungwiza on Wednesday, October 09.
As part of the investigative process, a staff member from the lodge has already been arrested in connection with the case.
However, the police did not disclose the genders of the students involved. Police said:

In a separate incident, police in Harare arrested ten suspects at a residence on Mupani Avenue in Mufakose in connection with possession of four sachets of Crystal Meth following a tip-off.
The suspects have been identified as Tafadzwa Muchongwe (28), Davison Dezera (30), Abraham Kamanga (28), Lovemore Maruma (28), Brian Takunda Muchongwe (20), Kudzanai Mukopfa (24), Shingirai Chirwa (30), William Kamanga (28), Leeroy Tapiwa Chigwida (39), and Musa Chimwala.

The Chitungwiza Municipality is preparing to implement water rationing for residents after the decommissioning of its two supply dams, Harava and Seke, which ran dry earlier this week.
On Friday, August 30, the Chitungwiza Municipality announced that it will begin receiving water from Harare’s Morton Jaffray every Friday to Sunday, and it plans to distribute this water to as many areas as possible upon arrival. Reads the statement:

Chitungwiza, a dormitory town of Harare, relies entirely on water supplied by the Harare City Council, which sources it from the two dams located nearby.
On Wednesday, 28 August, the City of Harare announced the decommissioning of the Prince Edward water treatment plant, which processes water from the Harava and Seke dams before distributing it to Chitungwiza and various parts of Harare, including Hatfield, Airport, Waterfalls, and Msasa.
The City council said that the Prince Edward plant will only be recommissioned once the dams refill, which is expected to occur during the upcoming rainy season.
It added that in the meantime, efforts are being made to enhance water supplies in affected areas through the Morton Jaffray Waterworks in Norton.

In a public notice issued this Wednesday, the council announced that it can no longer draw water from the Harava and Seke dams, which supply the plant, as they have dried up. The City of Harare said:

Prince Edward Water Treatment Plant Shut Down As Dams Run Dry

A 32-year-old man, Simbarashe Machipisa, is accused of the tragic murder of a 2-year-old child belonging to his ex-lover in Chitungwiza. The incident occurred while the child’s mother was away for a sleepover.
According to a statement from the Zimbabwe Republic Police (ZRP), the alleged crime took place around 6 AM on Wednesday, August 21, at a residence in the Danga area of Zengeza 1. Reads the statement:

The ZRP is investigating a case of murder which occurred on 21/08/24 at around 0600 hours at a house at Danga area, Zengeza 1, Chitungwiza.
The suspect, Simbarashe Machipisa (32) allegedly strangled and repeatedly rammed the head of a male infant (2) onto the floor, resulting in his death.
The suspect is the ex-boyfriend of the victim’s mother. The incident occurred in the absence of the mother who had gone to a certain house in Zengeza 5 for a sleepover, leaving the victim and his two sisters aged 15 and 12 at home.
The suspect was apprehended by a mob leading to his arrest.

In an unrelated case, police in Chitungwiza are seeking information regarding the murder of an unidentified man in St. Mary’s.
Police said the victim was discovered with a head injury in an open area near a church cemetery on Tuesday, August 20.
At the time of his death, he was wearing a brown t-shirt, blue jeans, a brown leather belt, and blue socks.

Chitungwiza Man Kills Ex-Lover's Toddler While Mother Is Away For A Sleepover

A 23-year-old woman from Zengeza, Chitungwiza, who has been locked in the family house for three years, may soon taste freedom if her romantic relationship with a local pastor culminates in marriage.
Talent Gent’s grandmother, Gogo Mushore (71) has kept her locked up in the house saying there was a rogue man in the neighbourhood who wanted to abduct her because she turned down his love proposal.
However, Gogo Mushore has allowed some church pastors to conduct prayers for the family, though in most cases, the prayers are conducted on open ground and not in the house.
Gogo Mushore confirmed Talent’s relationship with the pastor in an interview with <a href="https://www.hmetro.co.zw/woman-who-has-been-locked-in-a-house-for-three-years-finds-love/">H-Metro</a>. She said:

Apart from all these challenges Talent is facing from the man tormenting her, one of the pastors praying for her showed interest in marrying her.
We engaged one of the beauticians for Talent’s hair to be done inside the house because the pastor is serious about the affair.
We give them time in her room to share their love since we do not want her to go outside.
I tried to take Talent outside the house sometime in 2022, she was assaulted and we saw it was safer for her to remain indoors.

Chitungwiza Woman (23) Who Has Been Locked In A House For 3 Years Finds Suitor

A 71-year-old woman from Zengeza suburb in Chitungwiza allegedly locked up her granddaughter in the house for three years saying it was for her safety.
Talent Gent’s grandmother, Gogo Mushore (71) claimed that there was a rogue man in the neighbourhood who wanted to abduct her granddaughter because she turned down his love proposal.
However, speaking to <a href="https://www.hmetro.co.zw/talent-gwaze-was-last-seen-three-years-ago-woman-locked-inside-house-for-three-years-neighbours-claim-its-about-juju-grandmother-says-its-just-meant-to-keep-her-safe/">H-Metro</a> before she was barred from revealing more by Gogo Mushore, Talent’s mother, Joyleen Gent, said that there is more than what meets the eye. She said:

There is more to this. I am not feeling well, if you may provide my daughter with a pen to write something? Please help us.
Talent (23) stays with her mother and grandmother and the two have been making sure that she does not go outside the house.

She told H-Metro that she has not been outside the house for three years and her desire is to be allowed to enjoy simple things such as basking in the sun. Talent said:

Gogo Mushore reportedly removed all tenants from her house because she did not want visitors to her house, which could allow the “rogue” man to sneak in and abduct her. She said:

We decided to stay without tenants because of that man. My daughter (Talent’s mother) separated from her husband and is not feeling well.
I am a widow, and none of us is going to work so the challenge is that we are starving, there is no food in the house.
We have some church pastors praying for us, but they conduct their prayers on the ground somewhere, not in this house.
Our hope is in their prayers, without that, the life we are living here is unbearable.

However, some Zengeza residents suspect that black magic is involved and that the issue of a rogue man waiting to snatch the young woman is a mere cover-up.

Grandmother (71) Locks Up Granddaughter (23) Inside House For 3 Years, Alleging Abduction Threat

Chitungwiza Municipality has notified residents of the resumption of the polio vaccination campaign next week.
In a public notice, the local authority said the Ministry of Health and Child Care, in line with the World Health Organization recommendation, will be conducting the second round of the poliomyelitis (polio) vaccination campaign from 19 to 22 March. It said:

All children below the age of 10 will be targeted for vaccination. The vaccination teams will be moving from house to house, at shopping centres and markets, vaccinating all eligible children.
This follows the successful implementation of the first novel polio vaccination campaign conducted in February this year.
There has been confirmation of a circulating polio virus in Zimbabwe, which requires an outbreak response using a new polio vaccine.

Polio is a highly infectious viral disease that is caused by poliovirus and largely affects children under 10 years of age.
The virus is transmitted person-to-person, spread mainly through the fecal-oral route or by contaminated water, and multiplies in the intestine, from where it can affect the nervous system and cause paralysis.

Polio Vaccination Campaign Resumes In Chitungwiza

A one-year-old child from Zengeza 5, Chitungwiza died a painful death after she was accidentally burnt by boiling water.
The Zimbabwe Republic Police (ZRP), in a statement on Saturday, 24 February, said the child allegedly pushed a gas stove which had a pot with boiling water and the pot fell on her.
The incident occurred Tuesday last week and the child died at Sally Mugabe Central Hospital. Police said:

The ZRP reports a sad incident which occurred at a house in Zengeza 5 Chitungwiza on 22/02/24 in which a 1-year-old female juvenile died.
The victim allegedly pushed a gas stove which had a pot with boiling water on 20/02/24 while her mother was doing household chores.
The pot fell on the victim. She sustained serious burn injuries. The victim later succumbed to the injuries on admission at Sally Mugabe Central Hospital.

This comes after two minors, aged four and six respectively, were electrocuted whilst sleeping in a room at a house in Kuwadzana 5, Harare on Monday last week.
The ZRP said the minors were electrocuted after getting in contact with an upright refrigerator which had an electrical fault.
Both incidents highlight the need for parents and guardians to keep all harmful objects out of the reach of toddlers and little children all the time.

One-year-old Child Succumbs To Boiling Water Burns

Chitungwiza residents have expressed anger over Chitungwiza Municipality’s failure to properly manage the sprawling town’s sewer system.
Raw sewage flows from homes in Chitungwiza’s Zengeza 3 suburb, and several other locations thereby putting the health of residents at risk.
A resident of Manda Street in Zengeza 3 told <a href="https://www.zbcnews.co.zw/?p=18638">ZBC News</a> that they are forced to put up with raw effluent flowing from their homes. Said the resident:

This is what we have to live with every day, this raw sewer flowing from our homes, the stench and to make it worse there is no water.
We have been reporting to the council but nothing is being done now we live in constant fear of our health.
</blockquote>
Another resident claimed the raw sewage flowing from homes has resulted in an outbreak of diarrheal diseases. Said the resident:

Look at me this is not my body, I haven’t been well as I was suffering from diarrhoea because of this sewer. How are we expected to live under these conditions?
When you report to the council they do not respond and when they do, they just come and poke at the main hole without fixing anything and the problem continues, sometimes they will be demanding money. Yet we pay our rates.

Chitungwiza is among numerous urban settlements that have recorded cholera cases and deaths this year.
Since Monday last week, Chitungwiza has recorded a total of 69 suspected cholera cases.
Raw sewage can contain harmful bacteria and parasites, including those that cause cholera.
Cholera is a bacterial infection that causes severe diarrhoea and dehydration, and it can spread rapidly in areas with poor sanitation and contaminated water sources.

Chitungwiza Residents Castigate Council As Raw Sewage Flows From Homes

Nelson Chamisa, the president of Citizens Coalition for Change (CCC), is scheduled to address a rally in Chitungwiza on Sunday. He will discuss various topics, including the recent elections and court rulings on political matters.
In a statement seen by Oindula News, the party invited “all citizens” to join them at Chibuku Stadium to hear the former ICT Minister’s speech. Said the party:

The impasse between ZANU PF and the CCC began after the August 2023 elections, where President Emmerson Mnangagwa was declared the winner. The CCC rejected the election results, alleging that the Zimbabwe Electoral Commission (ZEC) colluded with ZANU PF to rig the elections in Mnangagwa’s favour. They pointed out various irregularities observed by local and international monitors, including voter intimidation and delays in ballot paper distribution.
The situation worsened when Sengezo Tshabangu, claiming to be the interim Secretary-General of the CCC, recalled numerous CCC MPs and councillors, claiming they no longer belonged to the party. Chamisa and other CCC officials accused Tshabangu of working with ZANU PF to weaken the opposition and consolidate ZANU PF’s grip on power.
The CCC called for fresh elections to be conducted by an impartial body like SADC, the African Union, or the United Nations. However, SADC advised the CCC to seek legal recourse through local courts, which the CCC claims are biased towards ZANU PF.
Amidst this standoff, President Mnangagwa’s spokesperson, George Charamba, <a href="https://www.pindula.co.zw/2023/12/14/charamba-warns-chamisa-mass-action-will-have-dire-consequences/">warned the CCC against resorting to mass protests</a>, cautioning that it could have dire consequences for the party and its leader. He said:

I have been reading stories on Chamisa’s so-called CNA meeting which took place yesterday. Among statements, which purport to be resolutions, released after the meeting, coupled with subsequent interviews with the media, Triple C, it would appear, is toying with the idea of mass action, ostensibly to “force ZANU PF to the negotiating table”!
… A key principle in politics is understanding your customer; there is no clue anyone in Triple C, least of all Chamisa, works with this elementary political principle which informs what does and cannot do. Politics is the art of the possible.

Charamba’s statement implied that the government’s security forces would forcefully suppress any mass protests organized by the CCC. In the past, soldiers and police officers were deployed to prevent opposition rallies and disperse peaceful demonstrators. This has led some people to believe that demonstrations are effectively prohibited in Zimbabwe, even though they are a constitutional right.

Chamisa Scheduled To Address Citizens In Chitungwiza On Sunday

The founder and leader of Prophetic, Healing and Deliverance (PHD) Ministries, <a href="https://pindula.co.zw/Walter_Magaya">Walter Magaya</a>, has revealed plans to build stadiums in his hometown Chitungwiza.
Magaya has already built a 5 000-seater stadium in Waterfalls, Harare, called The Heart Stadium which was commissioned by President Emmerson Mnangagwa on Sunday.
The cleric said he sold four houses, two luxury cars and 64 residential stands to fund The Heart Stadium project.
Speaking at the ceremony, Magaya said a few years ago, he proposed a deal to the Chitungwiza Town Council to renovate Chibuku Stadium.
He wanted to use the stadium as a home ground for his Premier Soccer League club Yadah Stars FC. NewsDay quoted Magaya as saying:

Your Excellency, we have approached different city councils, looking first at Chitungwiza where I come from.
I wish to construct a stadium in Chitungwiza and replicate the same that is here, at Chibuku Stadium.
I have engaged the Chitungwiza City Council, but the response is not yet favourable.
It is my prayer that I assist Chitungwiza. If they give me a green light today, I will start work the next day.

He said he wanted to build two stadiums in the dormitory town. Magaya said:

I want to build two stadiums there. I have the stadium plans, and everything is ready, but they (councillors) are slow.
They don’t react, I don’t know why. I want to renovate Chibuku Stadium, I want to construct a stadium in Zengeza.
I’m ready, I have guys behind the scenes who are ready to sponsor. I have big plans for Chitungwiza, I want to build that city.
I went there four years ago; I went there again two years ago so this was my third visit there.
I met the full council and I told them I wanted to build Chitungwiza and bring it to life.
There are a million people in Chitungwiza and these guys need help, so my dream is to build them stadiums.

The commissioning of The Heart Stadium was attended by top government officials, ambassadors, businesspeople, Premier Soccer League bosses, coaches, and retired and present footballers, among others.

Walter Magaya Reveals Plans For Chitungwiza

Chitungwiza Town Council has urged transport operators to use designated picking and dropping points in order to reduce congestion and improve the safety of motorists, commuters, and pedestrians.
In a press statement issued this Friday, 20 October, Chitungwiza Acting Town Clerk Japson Nemuseso bemoaned the huge increase in road traffic offences in the bustling town, and implored bus and kombi operators to use bus stops and termini.
This comes as the Zimbabwe Republic Police (ZRP) has launched a countrywide blitz to curb the rampant violation of traffic rules.
Nemuseso reminded Chitungwiza residents that it is the duty of all stakeholders to create safer and less congested roads. He said:

The Municipality of Chitungwiza is encouraging all transport operators and commuters operating in its area of jurisdiction to use designated picking and dropping points (Bus stops and termini) when soliciting commuters.
This initiative aims to promote efficient and organized transportation systems while reducing congestion and improving safety. This call has been necessitated by a surge in road traffic offences in the Municipal area.
These offences are a result of the rapid growth of urban populations leading to an increase in traffic congestion and associated problems such as road pollution and road accidents.
One major contributing factor to this issue is the lack of proper management of picking and dropping points for various modes of transportation, including private vehicles, taxis, and public transport.
Please note that designated picking and dropping points provide a structured approach to managing passenger loading and unloading activities.
To this end, we implore all individuals, organizations, and policymakers to join us in promoting the use of designated picking and dropping points.

Chitungwiza Municipality Demands Sanity On Roads

The Municipality of Chitungwiza has warned residents against engaging in illegal development of stands without following due process.
In a public notice, Chitungwiza Acting Town Clerk Japson Nemuseso advised residents and land seekers to seek authority from the Council before carrying out developments on land. Reads the notice:

DEVELOPMENT CONTROL IN TERMS OF SECTION 24 OF THE REGIONAL, TOWN AND COUNTRY PLANNING ACT (CHAPTER 29:12)
The Municipality of Chitungwiza has noted with great concern the proliferation of illegal development of stands in its area of jurisdiction without following due process.
Members of the Public are being warned to desist from such practices forthwith and are advised to seek authority from the Council in the form of development permits or approved building plans.
You are further reminded that to carry out any development, the stand beneficiary/owner should be in possession of the following documents:-
1. Offer letter
2. Signed Lease Agreement or Valid Proof of Ownership
3. Valid Service Clearance Certificate
4. Approved Site Plan
5. Signed Survey Diagram by a Registered Surveyor or General Plan Approved Civil Works designs by the Council
6. Approved Civil Works Designs by the Council
7. Approved and valid building plan
8. Copy of peg form
9. Copy of a Stage Form (Indicating inspected stages by Council)
Every structure under development should have a compliance file on site containing the documents listed above, including the Identification Document (I.D.) of the artisan registered with the Council.
Artisans are thus implored to come and register with the Council to avoid any inconveniences. After completion of construction stages, inspection and approval by the Council, a Certificate of Occupation is issued.
Please take note that any development done outside these guidelines risks being demolished and Council shall not be liable to pay any costs or compensation.
Members of the Public are being further warned against purchasing properties within the Chitungwiza area of jurisdiction without first verifying with the Council.
Further, be warned that Section 24 (4) of the Regional, Town and Country Planning Act (Chapter 29:12) criminalizes carrying out any development without an approved development order/permit/approved building plan and such offense attracts a fine not exceeding level seven or to imprisonment for a period not exceeding six months or to both such fine and such imprisonment.

Chitungwiza Warns Residents Against Illegal Occupation, Development Of Stands

Chitungwiza Town Council is poorer than Epworth, Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, has said.
Muguti said this when he congratulated the newly-elected councillors of Chitungwiza Town Council on Monday.
He said the local authority’s mandate was clear, as stipulated in the Constitution of Zimbabwe and the Urban Councils Act Chapter (29:15).
Muguti challenged the councillors to improve service delivery in the dormitory town where flowing raw sewage has created permanent “streams”.
Unlike Epworth, considered by some the poorest residential area in Harare Metropolitan Province, Chitungwiza doesn’t have a single traffic light. Said Muguti:

Local authorities in Zimbabwe play an important role in promoting sound local governance and undertaking and coordinating urban development to enhance the socio-economic development of Zimbabwe.
Chitungwiza Town Council is one of the largest local authorities, but you are the poorest, even Epworth has more money than you. It is time to build a better Chitungwiza.

Meanwhile, Lovemore Maiko (Cllr Ward 7) bounced back as the Mayor of Chitungwiza and will be deputised by Jerita Mutigwende (Cllr Ward 12). Maiko takes over from Kiven Mutimbanyoka.

Chitungwiza Is Poorer Than Epworth, Says Tafadzwa Muguti

Councillor <a href="https://www.pindula.co.zw/Lovemore_Maiko/">Lovemore Maiko</a> of Ward 7 was re-elected as the Mayor of <a href="https://www.pindula.co.zw/Chitungwiza_Municipality/">Chitungwiza town</a> in Zimbabwe on September 18, 2023. Alongside him, Councillor Jerita Mutingwende from Ward 12, both representing the CCC party, was chosen as the Deputy Mayoress. Maiko secured 31 votes in the election, surpassing Leah Chidamba of the ruling ZANU PF who received only two votes.
The election process was overseen by Mr. <a href="https://www.pindula.co.zw/Tafadzwa_Muguti/">Tafadzwa Muguti</a>, the Secretary for Provincial Affairs and Devolution. Speaking after the election, Muguti said:

I expect councillors to support, respect and work hand-in-hand with the mayor and deputy. I also ask for discernment and being able to understand that the moment you are elected, you’re not a political appointee, but a full government official. We take our politics, be it Zanu PF or CCC, to our party offices. The moment we come here, residents expect to see city fathers and mothers who are going to help and lead them.

During his acceptance speech, Mayor Maiko expressed his commitment to prioritise the well-being of the residents. He acknowledged the responsibility and leadership required to provide reliable and quality service to the municipality’s residents, emphasising his dedication to fulfilling this duty. He said:

I accept this with a huge sense of responsibility and the agency of leadership in delivering quality service to the residents of our municipality reliably. Councillors are residents first before they are aldermen, and collectively we shall remain conscious of this and plan, implement and evaluate within the framework of this position.

Maiko was first elected Mayor in 2018, but in March 2022 was recalled by the opposition MDC-T, led by <a href="https://www.pindula.co.zw/Douglas_Mwonzora">Douglas Mwonzora.</a> He is one of dozens of councillors and legislators who were recalled by the MDC-T since the <a href="https://news.pindula.co.zw/2020/04/02/full-supreme-court-ruling-on-mdc-leadership-crisis-case/">2020 Supreme Court ruling</a> on the MDC leadership crisis. 
In Chitungwiza, there are a total of 33 Councillors. Among them, 25 were elected as Ward councillors, while the remaining 8 were selected through proportional representation. ZANU PF has three councillors representing them in the municipality.

Councillor Lovemore Maiko Re-Elected As Mayor Of Chitungwiza Town

Outgoing Chitungwiza acting mayor Kelvin Mutimbanyoka has claimed that he cleared the 47-month salary backlog and improved service delivery in the Municipality during his time in office.
Mutimbanyoka succeeded former mayor Lovemore Maiko who was recalled by the MDC-T.
Addressing journalists in Chitungwiza this week, Mutimbanyoka said when he became acting mayor, there was chaos in Chitungwiza. <a href="https://www.newsday.co.zw/local-news/article/200016087/chitown-council-clears-47-month-salary-backlog">NewsDay</a> quoted him as saying:
<blockquote>
I want people to appreciate where we are coming from as Chitungwiza Municipality. l joined council in 2018 as a councillor and in August 2021, l was elevated to the office of deputy mayor.
I then became the (acting) mayor of this town and that is when most of the transformation happened at the council. When I became the [acting] mayor for sure it was all chaos.
Workers were not being paid, nothing was happening in terms of service delivery, and obviously, councillors had been messing around.
When l got into this office, the first thing l had to tackle was corruption and land was being sold out of council business.
We cautioned the people against being hoodwinked by land barons. l stopped that chaos and council took over its responsibility.
We had a problem with our workers. We had so many ghost workers. Workers had salary arrears going as far as 47 months, we cleared the 47 months’ salary backlog, as we speak.
They are getting 30 percent of their salaries in US$. We decided to set a target for all the managers: every head of department needed to account for everything they were doing.
The work culture and ethic are impressive. Our people are working, and the service delivery is being given to the people.
</blockquote>
Mutimbanyoka said the African Development Bank donated US$1.8 million, with most of the money going towards improving the sewer, drainage system and restoration of the tower lights. He added:
<blockquote>
We have since bought two tipper trucks,  a grader and a compactor roller. We also bought a backhoe and we have computerised all the departments.
</blockquote>
Chitungwiza, just like the majority of urban councils dominated by the opposition, has failed to deliver services to residents.
Chitungwiza is notorious for land barons, “rivers” of raw sewage and perennial unavailability of potable water.

Chitungwiza Municipality Clears 47-month Salary Backlog

Police in Harare have arrested a man named Moses Chitara (36), who claims to be a prophet, for forcing his pregnant girlfriend to take three tablets that caused the termination of her pregnancy. In a statement seen by Pindula News, police said the incident happened at a house in Unit N, Seke, <a href="https://www.pindula.co.zw/Chitungwiza/">Chitungwiza</a> on May 26, 2023. Reads the statement:
<blockquote>
Police in Harare have arrested a self styled prophet, Moses Chitara (36) in connection with unlawful termination of pregnancy which occurred at a certain house in Unit N, Seke, Chitungwiza on 26/05/23. The suspect forced his pregnant girlfriend to take three tablets which resulted in the pregnancy being terminated.
</blockquote>
It is not known how the forced abortion was discovered or how far along the pregnancy was at the time of termination.
<h3>Abortion in Zimbabwe:</h3>
Unlawfully causing the termination of a pregnancy is a criminal offence in Zimbabwe, punishable by law. The legal consequences depend on the circumstances, including the stage and method of termination, and harm caused to the woman. Offenders can face imprisonment for up to five years, a fine, or both. 
In Zimbabwe, the Termination of Pregnancy Act (Chapter 15:10) allows pregnancy termination under specific circumstances, and only qualified healthcare professionals are authorized to conduct the procedure. These circumstances include cases where the continuation of pregnancy endangers the mother’s life or would cause permanent injury to her physical or mental health, rape or incest, and where there is a risk of fetal abnormality or serious disability that would affect the child’s quality of life. The procedure must be performed by a registered medical practitioner in a designated medical facility with the woman’s informed consent. Failure to comply with the regulations is a criminal offence punishable by imprisonment.

Prophet Arrested For Forcing Girlfriend To Terminate Pregnancy

Zengeza West legislator <a href="https://www.pindula.co.zw/Job_Sikhala/">Job Sikhala</a> and Zengeza West councillor <a href="https://www.pindula.co.zw/Lovemore_Maiko/">Lovemore Maiko</a> recently denied a charge of disorderly conduct when they appeared for trial before Harare magistrate Yeukai Dzuda.
Police officer Keffus Kumurai and Zanu PF supporter Pardon Chitembwe were brought in as witnesses and testified that Sikhala and opposition supporters initiated violence against Zanu PF supporters. The witnesses claimed that a fight broke out between the two political parties and police had to intervene. 
Keffus Kumurai told the court that he was patrolling in Zengeza while a Zanu PF gathering was being held at the Zengeza 5 grounds. He said suddenly a white lorry appeared with 40 people, including Sikhala. He told the court:
<blockquote>
The people were in yellow coloured clothing.  I ordered them not to proceed to the Zanu PF gathering and Sikhala said they were doing a door-to-door campaign, which was not mandatory for them to notify the police.
They initiated violence led by Sikhala against Zanu PF supporters.

Officer Kumurai testified that a fight broke out between the two political parties and police had to park their vehicles between the two political party camps. However, a statement produced in court by the same policeman claimed that supporters of both parties threw stones at each other. The police officer suggested that this may have been the result of a typing error.
Pardon Chitembwe claimed that the opposition supporters were carrying stones in the truck and that Lovemore Maiko was giving more stones to the youths to throw at them. Chitembwe also accused Job Sikhala of throwing a stone that hit one of their members, Shepard Tawodzera. Chitembwe stated that he is the secretary for security in the ruling party.
The trial is set to continue on June 15.

Police Officer, ZANU PF Supporter Testify In Sikhala, Maiko Disorderly Conduct Case

The Harare Metropolitan provincial authorities have ordered the closure of all unlicensed and unclean food outlets in the four local authorities of Greater Harare as Harare reports 307 cases of cholera in various suburbs, ranging from overcrowded Mbare to leafy Mount Pleasant.
The metropolitan province now has the second-highest number of cholera cases since the outbreak began three months ago, with Manicaland reporting the highest number of cases. Other provinces that have reported cases include Matabeleland South, Mashonaland West, Mashonaland Central, and Masvingo. The province is implementing a range of prevention measures, including the closure of dubious food outlets. Harare Metropolitan Provincial and Devolution Permanent Secretary Mr Tafadzwa Muguti said:

During this outbreak all local authorities have been directed to stop all unlicenced shops and unclean food outlets from operating in open spaces.
All shops, restaurants and food outlets to have clean toilets with running water. 
</blockquote>
The local authorities are Harare City Council, Chitungwiza Municipality, Epworth Local Board and Ruwa Local Board.
The Harare Metropolitan authorities have called on schools and office buildings to ensure that toilets have running water and soap. The area is facing two major problems related to water and sanitation.
The proliferation of unplanned and illegal settlements without sewers and piped water, and the run-down state of Harare City Council’s water purification plants, which operate at only half their capacity. The council is attempting to rectify these issues by closing down contaminated wells and distributing non-food items to prevent the spread of disease.
Cholera outbreaks continue to plague Zimbabwe. In Manicaland, village health workers are conducting disease surveillance and education, while officials are monitoring public gatherings to contain the spread. Mashonaland West is struggling to provide medical attention to a community rooted in religious belief, leading to resistance to scientific solutions.
Health experts are providing water samples, aqua tabs, and disinfection, and raising cholera awareness. The government has activated civil protection units, provided supplies, and offered refresher training for health workers.

Police officers, some in plain clothes, surrounded Winky D before they dragged him off stage just after 10 PM, according to <a href="https://www.zimlive.com/police-shut-down-winky-ds-performance-in-chitungwiza/">ZimLive</a>.
Thousands of fans at Dam View Chikwanha Blue Roof Grill and Bar sang ‘Siyayi Gaffa’ in support of the Musarova Bigman hitmaker.
Winky D was sharing the stage with several other musicians including Saintflowmusic and Tocky Vibes.
The 40-year-old’s recent songs reflect Zimbabweans’ daily struggles including poverty, corruption and unemployment.
His songs have created enmity between himself and authorities in Harare who believe he is a mercenary sent to champion the regime change agenda through music.

Winky D Dragged Off Stage By Police

A 29-year-old woman from Chitungwiza has been sentenced to six months in jail following her conviction for bigamy after getting married to two husbands.
The suspect, Thelma Guvakumwe, married her lover under customary marriage while she was still in a monogamous marriage with her first husband.
However, her jail term was commuted to community service after she was initially sentenced to six months in prison.
She will perform 105 hours of community service instead of serving the jail term.
Allegations were that Guvakumwe left her first husband, whom she was legally married to, saying she was pursuing further studies.
The matter came to light after her first husband discovered that Guvakumwe was not at school and had gone on to marry her lover.

Chitungwiza Woman Sentenced To Six Months In Jail For Marrying Two Husbands

A 27-year-old Chitungwiza man who allegedly <a href="https://zero.pindula.co.zw/chitungwiza-man-stabs-wifes-boyfriend-after-catching-him-in-bed-with-his-wife/">stabbed to death a man he found bedding his wife</a> in their matrimonial home last week has appeared before a Harare magistrate.
The court heard that on November 29, Elliott Gadzikwa of Zengeza 3, Chitungwiza went through his wife’s mobile phone after suspecting her of infidelity and saw love messages from the now deceased whose name is still unknown.
Gadzikwa allegedly started texting back pretending to be his wife and went on to trap the now-deceased by luring him to his house using his wife’s mobile phone.
It is alleged that the accused person hid outside his house waiting for the now-deceased to enter his home, <a href="https://zbcnews.co.zw/2022/12/04/chitungwiza-man-arraigned-before-the-courts-for-murdering-his-wifes-lover/">ZBC News</a> reported.
The court further heard that when the now-deceased got into the house, he met the accused person’s wife, Rumbidzai Mudzipuri, and moments later Gadzikwa dashed into the house where he stabbed the now-deceased in the neck leading to his death.
The court heard that after the incident Gadzikwa together with his wife fled the scene leaving the now deceased in a pool of blood.
Gadzikwa was remanded in custody and was advised to apply for bail at the High Court.

Update On Chitungwiza Man Who Killed Wife's Boyfriend

The Zimbabwe Republic Police (ZRP) is investigating a murder case in which a man from <a href="https://www.pindula.co.zw/Chitungwiza">Chitungwiza</a> stabbed to death his wife’s boyfriend after catching them in bed at his house.
In a statement seen by Pindula News, the suspect, Ellington Gadzikwa fled with his wife after stabbing the victim. Read the statement:

The ZRP is investigating a murder case in which Ellington Gadzikwa allegedly stabbed an unknown male adult after he had found his wife and the victim in his bedroom with the doors locked in Zengeza 3, Chitungwiza, on 29/11/22 at around 1900 hours. The suspect persuaded his wife to unlock the door, and he locked it from the inside before stabbing the victim with a kitchen knife. After the incident, the suspect fled with his wife and left the victim lying in a pool of blood in an unlocked room.

Reported cases of infidelity have been rising and some of them result in the death of some parties. Some are killed by their partners or their partners’ spouses while some resort to committing suicide.

Chitungwiza Man Stabs Wife's Boyfriend After Catching Him In Bed With His Wife

Plaxedes Mashasha, an elderly woman from Zengeza 3, Chitungwiza, appeared in court on Thursday and was further remanded in custody to 9 December.
Mashasha is being accused of keeping her husband’s corpse in the house for about a week.
She also allegedly confined her son, Grant (39) to the ceiling of their house for the past 14 years.
Regional magistrate, Clever Tsikwa, said Mashasha must be tested for mental illness first before her bail application is heard.
Mashasha reportedly filed a sudden death report to the police and the cops discovered the body of her husband in a decomposing state.
She said her late husband suffered a stroke in 1992 and had been using a wheelchair until his death.
Mashasha said they had five children together and Grant was the fourth born.

Woman Who Kept Hubby's Corpse To Spend Two Weeks In Custody

A woman from Zengeza, Chitungwiza has been arrested after the corpse of her husband, which was now in a decomposing state, was found in her house.
Her son, only identified as Grant, has been staying in the house but neighbours claim they last saw him more than twelve years ago. A neighbour told <a href="https://www.hmetro.co.zw/living-with-a-corpse-gogo-spends-five-days-with-husbands-corpse-son-spends-14-years-living-in-ceiling-at-home/">H-Metro</a>:

We used to see Grant 14 years ago and, after that, Gogo Mahlahla was the only person we would see.

Her other children are based outside the country.
Her husband was last seen in a wheelchair more than five years ago.

Gogo Mahlahla filed a sudden death report to the police and the cops discovered the body of her husband in a decomposing state.
They called the Homicide Section to attend the scene. 
Police had to engage some volunteers to get Grant from the ceiling, according to H-Metro.
There were fears Grant could be violent since he was not responding to questions from police detectives.
Gogo Mahlahla told H-Metro that her late husband suffered a stroke in 1992 and had been using a wheelchair until his death.
She said they had five children together and Grant who was the fourth born is aged 39. Gogo Mahlahla said:

Woman Lives With Husband's Decaying Corpse, Son Lives In Ceiling For 14 Years

Local Government and Public Works Minister July Moyo has appointed a four-member tribunal to probe the allegations of misconduct against six suspended Chitungwiza Municipality CCC councillors.
Moyo said Chitungwiza Municipality would bear the costs of the inquiry.
The councillors are former mayor Lovemore Maiko, former deputy mayor Musa Makweza, CCC chief whip Richard Chamutsa, Peter Matiringe, Kudakwashe John and Chengetai Nyagondo.
The six were suspended on 10 October after they convened an “illegal” meeting on 07 October where Maiko was reinstated as mayor.
Chitungwiza had been without a mayor since March this year when Maiko was recalled by the Douglas Mwonzora-led MDC-T.
Efforts to hold elections to replace Maiko failed to take place since March after Harare Provincial Affairs and Devolution secretary Tafadzwa Muguti, acting mayor Kiven Mutimbanyoka and more recently a ZANU PF councillor Reginald Mashingaidze approached the High Court to block the move.
The councillors, however, went ahead and re-elected Maiko on 7 October leading to their arrest for convening an illegal council meeting.
Minister Moyo said a tribunal to investigate the CCC councillors would be chaired by Advocate Rachael Chibaya. Wrote Moyo:

Pursuant to the suspension, in terms of Section 114A of the Local Government Laws Amendment of 2016, I hereby appoint you as member of a tribunal to look into allegations of misconduct levelled against the councillors.
