An MDC Alliance councillor for Chitungwiza appeared at the Harare Magistrates Court Friday 13, August 2021 facing fraud charges after allegedly selling a nonexistent residential stand to an unsuspecting home-seeker.
Darlington Musonza appeared before magistrate Stanford Mambanje who remanded him to September 30 on $20 000 bail.
Musonza, who was represented by Lorretta Makumbe, is a councillor for ward 12 in Chitungwiza.
It is alleged that sometime in 2017, the complainant Kudakwashe Chatima approached a Chitungwiza-based real estate agent Vincent Tom-Barris intending to buy a residential stand.
A few days later, Tom-Barris advised Chatima that Musonza was selling residential stands in Chitungwiza.
Tom-Barris then introduced Chatima to Musonza, who indicated that there was a stand, number 14557 in Zengeza 3 Extension, on sale.
It is further alleged that Chatima showed interest in the stand and agreed to purchase it for US$3 800.
On March 13, 2017, Chatima made a payment of US$3 230 through a bank transfer from his CABS bank account to Musonza’s Steward Bank account.
Chatima made a further cash payment of US$570 to Musonza to reach the agreed purchase price.
After receiving full payment, Musonza and Chatima then signed an agreement of sale.
Chatima was then given an allocation letter with a letterhead from Cone Textiles Housing Co-operative by Musonza and was advised to proceed to Chitungwiza Municipality offices to process a change of ownership.
However, the Chitungwiza housing director could not locate the file records for the stand.
Chatima then made a report at the Zimbabwe Anti-Corruption Commission and investigations revealed that stand number 14557 was an open space and not for residential purposes. 
Scores of unsuspecting home seekers have over the years lost their hard-earned money to land barons who sell land acquired illegally or in places not designated for building houses.
Over the years, thousands of structures erected in undesignated sites have been destroyed leaving owners counting their losses.

MDC Alliance Councillor Arrested For Selling Nonexistent Stand

Illegal structures are reportedly mushrooming at an open space earmarked for a railway line that would link Harare and Chitungwiza.
An investigation by an undercover ZBC News team unearthed the existence of a syndicate that is invading the railway line area, waterways, spaces reserved for schools and nurseries.
The investigation observed that the distribution of the land is being done through the Harare South Housing Apex Cooperative Society Limited, which is demanding an affiliation payment of US$120 before one is allocated a residential stand.
Below is a telephone conversation the team had with Mr Eddison Ringwa who is said to be the brains behind the project.
<blockquote>Ringwa: … yes, the residential stands are there for five thousand (5000) US dollars each. 
ZBC News: …but we understand you are giving people stands where there is supposed to be a railway line. 
Ringwa: No, the railway line project is not going anywhere, which is why we are now giving people the land.

Ringwa: No one but let me give you Cde Marshal’s contact details.</blockquote>
Over the years, desperate land seekers have been left stranded after local governments would have demolished their structures erected on undesignated sites.

Land Barons, Illegal Settlers Erect Structures On A Space Earmarked For Harare-Chitungwiza Railway Line 

Chitungwiza Municipality has been fined  $24 000 by the Environmental Management Agency for issuing stands to  home seekers on wetlands in the town’s Ward 12, New Zimbabwe reports.
This was revealed by EMA spokesperson Adkins Mudii who said;
<blockquote>Chitungwiza Town Municipality was fined RTGS 24 000 as prescribed by SI 7 of 2007, which talks about ecosystem protection.
An order to stop all the constructions on the wetland was served to the council until an ecological assessment has been done and until a prospectus has been submitted to EMA
The order has been given to the council to stop construction. Failure to do that, a docket will be opened</blockquote>
Chitungwiza Residents Trust (CHITREST)reportedly hailed the move by EMA as they said wetlands must be preserved:
<blockquote>We applaud EMA’s efforts to issue an order to cease all construction operations on endangered wetlands in ward 12. Stopping the construction of illegal structures is a positive stride in the noble fight to preserve our wetlands</blockquote>
Wetlands are very important in communities as they can help in filtering pollution and act as a wind or storm buffer.

EMA Fines Chitungwiza $24 000 For Allocating Stands On Wetlands

A meeting between Chitungwiza residents and the local authority was abandoned after angry residents accused the authority of neglecting its duties.
The meeting was meant to discuss service delivery issues. Non-collection of refuse and failure to repair burst sewer pipes and intermittent water supply are some of the most recurrent issues in most suburbs in the town.
Chitungwiza Mayor Councillor, Lovemore Maiko said that the local authority will investigate the issues reported and address them. He said:
<blockquote>We are considering the grievances raised.
A representative of the city stakeholders, Marvellous Khumalo highlighted that the meeting will close the gap between the residents, stakeholders and the local authority.
This meeting will provide mutual agreements between stakeholders.</blockquote>
