The Zimbabwe Anti-Corruption Commission (ZACC) has said it has not yet received any formal complaint against one of its officers, Mr Eric Chacha on allegations of corruption.
ZACC spokesperson Commissioner John Makamure made the remarks on Monday following reports the commission had ignored the issue which had been brought to its attention.
Among those who reportedly filed letters of complaint to ZACC against Chacha are senior police officer Commissioner Erasmus Makodza, Chief Superintendent Joseph Josphat Matipforo and suspended Registrar-General Clement Masango.
In response, Makamure said:

_If it’s (Commissioner) Makodza, he knows the procedures. He can either make a report to the police if it’s criminal or file a complaint with ZACC. We have not received any complaint from him (Comm Makodza) or any other (person)._
_And those posting on social media, we have not received any complaints from them. So they should file a report because we can’t be investigating every report on social media._

In March, suspended Registrar-General Clement Masango wrote to the Police Anti-Corruption Unit copying The Chief Secretary, the Office of the President and Cabinet, The Chairperson, Public Service Commission, The Secretary for Home Affairs and Cultural Heritage, The Head, Special Anti-Corruption Unit (SACU) in the office of the President and Cabinet causing Machacha and ZACC chair Justice Loice Matanda-Moyo of criminal abuse of office.
Social media posts also claimed that Machacha who stays 80km from his workplace, drives an estimated 20km in and around Harare, making a total of 180km a day, was living beyond his expected lifestyle.
One Tongerai Rugare vehemently claimed that Machacha was funding his lifestyle through corruption..
The government previously indicated that it will conduct a lifestyle audit for all public officials but it is yet to conduct that audit.

ZACC Speak On Corruption Allegations Against Its Officers

RE: COMPLAINT AGAINST HON MATANDA-MOYO J AND MR ERIC CHACHA

I am presently on trial before the Magistrates Court at Harare on charges of criminal abuse of duty as a public officer as defined in section 174 of the Criminal Law (Codification and Reform) Act [Chapter 9:23]. These charges were preferred against me pursuant to “an investigation” carried out by the Zimbabwe Anti-Corruption Commission (ZACC) which itself was ostensibly acting on a “tip-off” it received from one Peter Bwanya.
Having looked at the documentary evidence placed before the Magistrates Court against me and listened to the testimony of the attesting witnesses, I am convinced that both the investigation and the subsequent criminal charges against me are clearly a culmination of gross abuse of duty by the Chairperson of ZACC as well as by Eric Chacha, the investigating officer in the matter.
With this letter, I hereby lodge an official complaint of criminal abuse of duty as a public officer against the Honourable Mrs Justice Loice Matanda-Moyo and Mr Eric Chacha. The principal bases for my complaint are set out in greater detail hereunder.
<ol>
<li>Sometime in February of 2020, one Peter Bwanya who was then the Chief Accountant in the Civil Registry Department authored a minute to the Secretary of Home affairs in which he levelled against me “a plethora of allegations” among them were allegations of unprocedural, unauthorised and fraudulent procurement of vehicles for the Civil Registry Department. I attach hereto Peter Bwanya’s aforementioned minute dated 13 February 2020 and I mark it Annexure “A”. I am presently unaware of the outcome of these allegations against me.</li>
<li>After a meeting with the Secretary for Home Affairs and Cultural Heritage, Mr Aaron Nhepera on the matter, I was instructed to and did submit a written response to the said allegations. I attach hereto marked Annexure “B” a copy of my response. In my response, I requested, among other things, that the whole matter be investigated and I also undertook to avail myself for and cooperate with that exercise.  I also recommended and requested that a forensic audit be executed in order to comprehensively and transparently examine and resolve the issues arising out of Mr Bwanya’s allegations against me. At the time of authoring this letter and to the best of my knowledge, no such audit has yet been carried out.</li>
<li>I did not receive any response or feedback of any nature to my written response, and on the 23rd of April 2020, Mr Eric Chacha and four others attended at my office armed with a warrant of search and seizure, a copy of which I have attached hereto as Annexure “C”. After a lengthy meeting with me, Eric Chacha and his team seized/impounded vehicles Ford AEX 4445 and Mazda REG 4251 claiming that same were to be used as exhibits in criminal proceedings that were pending against me. I advised both the Secretary and Honourable Minister of Home Affairs and Cultrural Heritage, Cde Kazembe Kazembe of this development who both professed ignorance and expressed shock over same. I followed this with a written complaint against the conduct of Eric Chacha and his team while at my office, addressed to the Secretary and copied to the Chairperson of ZACC. A copy of my complaint is attached hereto as Annexure “D”.</li>
<li>In my letter of complaint, I categorically denied any wrongdoing and highlighted how Peter Bwanya was deliberately misrepresenting facts for the purposes of diverting the authorities’ attention from the disciplinary action that was pending against him. I also registered my concerns and reservations with individual members of ZACC, especially Eric Chacha who was not behaving professionally and was abusing his office and position to the personal benefit of Peter Bwanya. It appeared to me that Peter Bwanya and Eric Chacha were in league and had established some form of alliance against me. Needless to say, this complaint ought to have alerted the Chairperson of ZACC about the unprofessional manner in which her officer was conducting himself. My written complaint was however neither responded to nor even acknowledged by the said Chairperson.</li>
<li>On the 6th of May 2020 at about 1315hrs, Eric Chacha, accompanied by three others, literally broke into my office, arrested me and took me to their offices in Strathaven, Harare. Throughout the arrest, Mr Chacha et al did not allow me the opportunity to call my lawyer as I am entitled to do by law. Furthermore, I did not understand the reason for their violent, disorderly and bullish behaviour toward me. I did not resist their orders neither did I give them any cause to treat me in the manner they did. I cooperated fully and complied with their instructions. There is no doubt in my mind that their conduct on the day was calculated to demean and embarrass me in front of my subordinates and onlookers and to cause me discomfort for no legitimate reason.</li>
<li>I made it clear to them that they were being misled by Peter Bwanya into fighting for him a personal war with me. I also enquired from them why they were doing this without the participation of and reference to the Accounting Officer of the Ministry to whom I was accountable, considering that these allegations were premised on the administration of my duties as a public officer. Their response to my enquiry was as dismissive as it was contemptuous.</li>
<li>Upon arriving at their offices, the team was joined by five other members. While there, Eric Chacha and his team sought to interrogate me in the absence of my lawyer, to this I protested and informed them that I would not participate in any interrogation without the attendance and counsel of my lawyer. After protracted argument on the matter, they eventually allowed my lawyer Mr TM Mutema of Nembo Attorneys who, I’ve leant, they had been keeping in one of their holding rooms the entire time, to access me. At this point, they then preferred charges against me and invited me to make a statement in response. Attached hereto as Annexure “E” is the Warned and Cautioned Statement I gave in response which shows that I denied the charges in their totality.</li>
<li>At about 1630hrs, Eric Chacha, without giving any reasons or explanation, dismissed my lawyer Mr Mutema who rightfully demanded to know what was going on and whether he was leaving together with me since their interrogation was complete and they had recorded a warned statement from me. Much to our surprise, Eric Chacha responded by telling me that they were taking me to Mabelreign Police Station for overnight detention pending court attendance on the following morning.</li>
<li>My lawyer asked for both the reasons and necessity for such an extreme course of action considering that : 
a) they had previously interviewed me on the same allegations as far back as the 23rd of April 2020 and I had not attempted to flee; 
b) there was no likelihood that I would flee and therefore not attend court on the following day; 
c) there was no likelihood that I would interfere with investigations or evidence; and 
d) there was no likelihood that I would commit further offence(s) if not detained prior to being taken to court.</li>
<li>To this enquiry, Eric Chacha responded by telling us that it was, to them, standard procedure to detain every person they arrest until they take them to court. No reasons were given for this decision or so-called standard procedure. Instead, he told us not to waste his time, and true to his word, I was boarded into a truck and driven to Mabelreign Police Station where I was detained, ostensibly for court attendance on the following morning. On the following day, Mr Chacha informed my lawyers late in the afternoon that the docket was not yet complete therefore I could not be taken to court as had been promised. I remained in custody until 8 May 2020 when I was eventually taken to court.</li>
<li>At court, the prosecution, on the strength of sworn testimony from Eric Chacha, “vehemently” opposed my admission to bail pending trial. Eric Chacha confirmed under oath the allegations made against me as more fully appears on Annexure “E1”. This he did despite knowing fully that no vehicles had been recovered at my farm or home and that no vehicles had been shown to have been used for “my personal errands at my farm”. To date, he is yet to show and take me to that farm for indications. He even went as far as telling the court, again under oath, that a forensic audit of the financial records at Central Registry concerning the transactions in question had been conducted, and that he was in possession of same. This was a lie. No such audit has been conducted to date in relation to these allegations against me.</li>
<li>Being the experienced investigator he claims to be, Eric Chacha ought to have known that whatever he was saying before the court under oath would be taken into account by the court in considering my suitability for admission to bail pending trial. He also ought to have known that any untruth, falsehood or misrepresentation of facts would most likely mislead the court in its decision, and ultimately work to my prejudice. There can be no doubt that Eric Chacha, in speaking as he did, under oath, perjured himself.</li>
<li>To date, no complaints of abuse of office as alleged by ZACC have been leveled against me by my employer nor has there been any audit qualification to that effect against the financial records of the Department. It is Chacha who went hunting for a complainant against me, in fact, I am reliably informed that he went as far as attempting to coax the Accounting Officer into giving him a report. A reading of the statement by Secretary Nhepera, Annexure “F” clearly shows that the Ministry has not lodged a complaint against me. There is no doubt in my mind that the only reason why Mr Chacha was in such a hurry to arrest and charge me despite the apparent shortcomings of their case was because he was in league with Peter Bwanya and he was doing the said Peter Bwanya’s bidding.</li>
<li>In the meantime, on the evening of the 6th of May 2020, during a televised news bulletin, the Chairperson of ZACC, the Honourable Matanda-Moyo J appeared and announced that ZACC had arrested me for criminal abuse of office in that: 
a) I had, contrary to procedure, procured for the Department six vehicles, being a Ford Ranger Double Cab Wildtrak and five Isuzu trucks from Duly’s Motors (Pvt) Ltd without going to tender; and that 
b) during the course of their investigations, they (ZACC) had recovered seven (7) government vehicles being used for my personal errands at my farm.</li>
<li>Despite the fact that these allegations formed the basis of the charges levelled against me, the Chairperson of ZACC spoke of me in a manner understood by those who watched the bulletin and intended by her to mean that I had indeed committed and was guilty of the alleged offences. This was indeed the message carried over in all the leading newspapers and on radio and television stations on the following day.</li>
<li>In her aforementioned address, the ZACC Chairperson also stated that they had recovered 7 vehicles from me which vehicles I had been using to run personal errands at my farm. She did not disclose the particulars of said vehicles neither did she state the name or location of my so called farm. In fact, at the time I am alleged to have committed the offence I did not even own a farm. What aggravates matters and clearly demonstrates malice is the fact that ZACC only ever seized two vehicles which vehicles were in fact parked at Central Registry. If they had cared to check the respective vehicles’ log books and Transport Officer’s records, they would have easily ascertained the history of use and deployment of said vehicles.</li>
<li>The Chairperson of ZACC not only spoke of me in the aforementioned manner but she also authorized and superintended my arrest and subsequent detention despite being fully aware that: a) ZACC’s sole witness was an individual with a clear personal vendetta against me and therefore his allegations and testimony against me were obviously suspect. 
b) Neither the Ministry of Home Affairs nor the Public Service Commission had lodged a complaint with her office against me in terms of the Public Finance Management Act. 
c) There had been no forensic audit or internal investigation of any sort into the allegations against me. 
d) I had complained to her office against Eric Chacha’s partial and unprofessional conduct in the manner he had been handling the investigation which was clearly giving Peter Bwanya an undue advantage to my detriment.</li>
<li>I have no issues with said Peter Bwanya whose motive and intentions he never concealed from the very beginning. I, however, take issue with the manner in which a whole institution such as ZACC which is headed by a judge of the High Court disregarded the basic principles of investigation, that information must be verified and that investigation must precede arrest. Again, I am not surprised as it is now evident that decidedly, they threw all caution to the wind for reasons that I can only speculate on which have nothing to do with the law. Since 8 May 2020, I have been as a result on suspension from duty without pay and benefits. I have also since that date been on bail coupled with conditions that even the magistrate who granted me bail described as “stringent”.</li>
<li>Mrs Justice Loice Matanda-Moyo’s conduct together with that of her investigating officer Eric Chacha is, in my opinion, malicious, arbitrary and an abuse of office warranting censure. It is for these reasons, I hereby formally lodge a complaint against these two officials, in their individual and personal capacities for criminal abuse of duty as public officers in contravention of Section 174 (1) of the Criminal Law (Codification and Reform) Act [Chapter 9:23]. I do not believe that this was a collective decision of the Commission but that of these two individuals who were bent on benefiting Peter Bwanya personally and to my detriment, contrary to and inconsistent with their duties as public officers.</li>
<li>Eric Chacha should further be investigated for perjury as defined in Section 183 of the Criminal Law (Codification and Reform) Act [Chapter 9:23]. The bases of this averment appear in paragraph 12 above. It would also be interesting to know why and in what capacity and for what interest Eric Chacha has been accompanying Peter Bwanya to the Ministry of Home Affairs and Cultural Heritage Head Office, Public Service Commission and the Treasury seeking the latter’s reinstatement to the position of Chief Accountant in the Civil Registry Department, a position from which he resigned on 17 June 2020.</li>
<li>While conducting his investigation, Eric Chacha threatened to arrest one Benjamin Makiwa and Arthur Mathews if they did not corroborate Peter Bwanya’s allegations against me despite the fact that the said Makiwa and Mathews genuinely believed these allegations to be false. When they refused to comply with his demands, he then proceeded to arrest and charge them with theft of fuel. Eric Chacha had no right to act in the manner he did and it is my submission that his conduct constitutes extortion as defined in section 134 of the Criminal Law (Codification and Reform) Act.</li>
</ol>
For the foregoing reasons, I submit that both the Chairperson of ZACC and Eric Chacha criminally abused their duty as public officers in showing undue favour to Peter Bwanya to my detriment within the contemplation of section 174 of the Criminal Law (Codification and Reform) Act [Chapter 9:23] and with that, I would like to lodge an official complaint against them with your office. By copy of this letter, I also formally submit this complaint to the Head of the Special Anti-Corruption Unit (SACU) in the office of the President and Cabinet.

FULL TEXT: Masango's Letter Of Complaint Against ZACC Boss, Loice Matanda-Moyo

Registrar General Clemence Masango yesterday appeared before Harare Magistrate facing theft charges reportedly emanating from allegations of abuse of fuel coupons worth over $100 000 at the central registry office, The Herald reports. Masango is charged together with Benjamin Makiwa, who was a transport officer in the department and Arthur Mathews, who was Masango’s personal driver.
Masango was reportedly denied bail and he spent the night in remand. It is the state’s case that:
<blockquote>Between January last year and early this year, Masango took possession of four pool vehicles of the Central Registry Department for personal errands at his home and farm.
Masango, acting with his co-accused, would corruptly request for fuel purporting that the vehicles were carrying out official finance and administration duties.
Masango would corruptly alter and issue overstated fuel quantities beyond those that would have been approved by the department’s chief accountant, Mr Peter Bwanya.
The scam prejudiced the department of over 1 400 litres worth more than $100 000. In some instances, Mathews would redeem the diesel fuel coupons for cash, which he would convert to own use.</blockquote>
Masango is currently on suspension after he was arrested and charged with criminal abuse of office allegations he has denied in court.

Fresh Charges For Suspended Registrar General

While addressing a group of villagers and party supporters, SB Moyo said they have put measures in place to fight corruption in the second republic, The Chronicle reports.
Moyo who seem to have been on a campaign trail at Mpesi business centre in Mberengwa West yesterday also said fighting corruption was the card the president would play as he seeks a second term in office in 2023:
<blockquote>Many measures have been put in place to fight corruption and the people are now free to talk about it. Officials are being arrested and before that was taboo. Now we’re talking about it, it means it’s being solved.
This is President Mnangagwa’s election pledge card, he pledged to fulfil the fight against corruption by 2023. He asked to be measured with regards to fighting corruption by the people ahead of 2023 elections, it’s his pledge card and he is serious about fighting this scourge that is eroding the economic fibre.
Outsiders are now saying corruption barometer is higher. Yes, we are fighting the scourge and people are freely talking about it.</blockquote>
The only officials that have been arrested so far are Registrar General Clemence Masango, Former Tourism Minister Prisca Mupfumira and Health Minister Obadiah Moyo but their trial are yet to start, while Samuel Udenge was jailed this month after he was convicted in 2018.

We Are Fighting Corruption, Officials Are Being Arrested Which Was A Taboo Before - SB Moyo Campaigns In Mberengwa

The Public Service Commission (PSC) has suspended without salary and allowances Registrar-General Clemence Masango who is facing charges of criminal abuse of office and flouting tender procedures in purchase of five service vehicles.
The suspension that will be effective from the 8th of May until August 2020 is meant to allow Auditor-General Mrs Mildred Chiri to conduct a forensic audit of the central registry.
The suspension was confirmed by the Secretary for Home Affairs and Cultural Heritage, Mr Aaron Nhepera who said that the suspension was being handled by the PSC since Masango is a senior Government official.
If convicted, Masango is likely to spend 15 years in jail for the alleged crimes. Meanwhile, the accused has denied any wrongdoing saying the process of buying the cars started long before he assumed duty as Registrar-General and that payments were made within 10 days of him assuming duty on September 24, 2018.
The State, however, alleges that among other things, Masango sought and was granted authority in 2018 to purchase vehicles he said were to be used to improve access to district registries and sub-offices.
The authority was later cancelled but Masango proceeded to buy the vehicles nonetheless.

Registrar-General Masango Suspended

Registrar General Clemence Masango who was arrested on Thursday last week for criminal abuse of office and flouting tender procedures in purchase of five service vehicles faces fifteen years in jail.
Representing the State this Friday, Prosecutor Francisca Mukumburi told the court that in 2018, Masango sought authority to purchase vehicles he said were to be used to improve access to district registries and sub-offices.
The Home Affairs ministry secretary Melusi Matshiya to purchase two Toyota Land Cruiser 200LC but the approval was later cancelled.
The prosecutor added that last year, Masango unlawfully and corruptly originated a memorandum to the accountant, Ndamukanei Gota, instructing him to buy the Land Cruisers despite the cancellation of the approval.
He also allegedly instructed the transfer of US$78 505 towards the purchase of a Ford Ranger and US$95 291 for the purchase of five Isuzu Lite vehicles without Cabinet authority and approval from the ministry as well as from the Procurement Regulatory Authority of Zimbabwe.
The transactions went through without binding contracts and the six vehicles were delivered to Civil Registry Department.
Harare regional magistrate Bianca Makwande yesterday granted him a  $10 000 bail also ordered him to report twice at Waterfalls Police Station, not travel beyond a 40km radius of Harare, barred from visiting the Registrar-General’s Office, surrender title deeds to his Borrowdale property and surrender his passport.

UPDATED: Registrar General Clemence Masango Faces 15 Years In Jail

Registrar General Clemence Masango has this Friday been granted $10,000 bail when he appeared in court facing criminal abuse of office charges after he flouted tender procedures in purchase of five service vehicles.
Masango was arrested on Thursday last week to assist with investigations and has been in police custody since then.
His arrest followed a government-commissioned forensic audit and Zimbabwe Anri Corruption Commission (Zacc) investigations instituted last week. 
Reports suggested that police immediately impounded two of the vehicles pending further investigations.
A number of senior government officials, former and current, have so far been arrested or accused of engaging in underhand dealings that have robbed the country of millions of United States dollars.

Registrar General Clemence Masango spent yet another night in custody as ZACC is yet to finish recording statements, The Herald reports.
Masango who was arrested on graft charges on Wednesday was supposed to appear before the court yesterday but according to ZACC he will appear before the court today:

Masango is accused of taking 7 government vehicles to his farm and manipulating tender procedures in procuring five government vehicles.

Registrar General Still To Have His Day In Court As He Spends Another Night In Custody

In a bid to decentralise operations at IDs and Births registry offices the Registrar General has said they will start issuing IDs and Birth certificates at large church gatherings, Sunday News reports.
This was revealed by the registrar general Mr <a href="https://www.pindula.co.zw/Clemence_Masango">Clemence Masango</a> himself when he spoke to the publication and said:
<blockquote>For the first time we have started decentralising this mobile registration to provinces and districts who are now required to carry out at least one outreach in every two months at district level. Registrar General's Office To Start Issuing IDs And Birth Certificates At Large Church Gatherings

While hundreds of thousands of Zimbabweans wait to receive passports they applied for more than a year ago, the Civil Registry Department is seeking to destroy thousands of travel documents that expired without being collected.
This emerged during a tour of the Passport Office by Parliament’s portfolio committee on Defence and Home Affairs chaired by Umzingwane MP Levi Mayihlope (Zanu PF) on Thursday.
Registrar-General, Clement Masango revealed that his department was now applying to relevant authorities to have the expired passports destroyed. He said:
<blockquote>We have a computerised system which informs an applicant that his or her passport is ready for collection once it has been printed.
While some have responded by coming to collect, others have not collected them.
We cannot account for those who might have gone out of the country through undesignated exit points, but we can account for those who might have died.</blockquote>
The Registrar General also revealed that the department has applied for an upward review of passport fees as the current charges are too low.
Passport fees were last reviewed in 2009, with ordinary passports pegged at US$53 dollars but due to de-dollarisation, the fee, which is now ZWL$53, is about US$2.

Thousands Of Uncollected Passports To Be Shredded

The Registrar General <a href="https://www.pindula.co.zw/Clemence_Masango" rel="noopener noreferrer" target="_blank">Clemence Masango</a> said that no ordinary passports are being printed at the moment, with priority being given to emergency passports and for diasporans who applied for the documents in foreign currency.
Masango said this on Thursday during a tour of the Parliamentary Portfolio Committee on Defence, Home Affairs and Security Services at Makombe Building in Harare. He said:
<blockquote>At the moment, the $53 passports are on the backlog and not being printed because their charges do not meet the current printing costs.
We are only printing urgent passports and these are only for those who need to travel urgently such as the sick who need medical attention out of the country or those who work outside like truck drivers, those who live outside Zimbabwe and were allowed to pay (passport) fees in foreign currency.</blockquote>
Masango’s remarks somewhat contradict what was said by the Minister for Home Affairs and Cultural Heritage, <a href="https://www.pindula.co.zw/Kazembe_Kazembe" rel="noopener noreferrer" target="_blank">Kazembe Kazembe</a> recently.
Kazembe said that the government has committed more resources to the Registrar-general’s department to increase the production of passports to 8 000 per day from the current 2 500 to clear the backlog.

Govt Suspends Printing Of Ordinary Passports

Two senior officials at the Registrar General (RG)’s office in the accounts department reportedly forced their junior colleagues to resign at gunpoint in October last year.
A Zim Morning Post report claims that firearms were brandished before the employees to force them to reveal corruption-related information within the organisation.
The two officials only identified as Bwanya and Makiwa reportedly forced other employees to sign resignation papers at gunpoint. The publication quotes its source as saying:
<blockquote>ZACC should investigate what is happening at the RG’s office. Corruption there is rife and stinking. If action is not taken, there will be a disaster there.</blockquote>
No action has been taken against two officials and it is believed that they acted with the full blessings of the RG, <a href="https://www.pindula.co.zw/Clemence_Masango" rel="noopener noreferrer" target="_blank">Clemence Masango</a>.

Home Affairs Minister, Kazembe Kazembe has said a large number of Zimbabweans in the Diaspora has applied for passports since the review of charges.
Speaking in an interview with the Herald, Kazembe said that service delivery at the Registrar General’s office had improved. He said:
<blockquote>Last Thursday, we received about 47 people (diasporans) that applied and they successfully collected their passports within 24 hours; that was on the following day. And last Friday, we received about 195 people who applied and they will collect their passports today (yesterday).</blockquote>
His remarks come after the government recently authorised the Civil Registry Department <a href="https://news.pindula.co.zw/2019/12/09/full-text-govt-announces-us-passport-fees-for-citizens-in-diaspora/">to charge US$318 for passports in respect of those in the Diaspora</a>, <a href="https://news.pindula.co.zw/2019/12/17/govt-responds-to-reports-suggesting-passport-charges-have-increased/">while local charges remained unchanged.</a>
Zimbabwe has been failing to meet the demand for passports with reports suggesting that <a href="https://news.pindula.co.zw/2019/10/18/registrar-generals-office-receives-1-200-passport-applications-daily-backlog-now-370-000/">there is a huge backlog which dates back to 2018.</a>

"We've Been Seeing An Overwhelming Response From Diasporans," Minister Speaks On Passports

The Minister of Home Affairs, Kazembe Kazembe has dismissed as fake reports which suggest that <a href="https://zero.pindula.co.zw/govt-announces-new-passport-fees-report/">passport charges have been increased.</a>
Speaking to the Herald, Kazembe said that despite the unsustainability of charges which are currently being paid, the government has not reviewed them as suggested in the media. He said:
<blockquote>The local prices have not changed. We are not trying to make profits out of it. Passports are documents that our citizens are supposed to have. So, Government will still subsidise them, but we are simply saying the fees that people are paying right now are not sustainable but they (charges) have not gone up as yet. No!</blockquote>
The purported fake messages suggested that locals were now being required to pay $530 for an ordinary passport, $3 180 for an urgent passport and $2 000 for a passport issued in three weeks.
Zimbabwe has a huge passport backlog which dates back to 2018 as the Registrar General’s office has insufficient consumables needed for printing the travelling document.

The Registrar-General’s office is set to introduce a booking system for passport applicants so as to reduce commotion at the Registrar’s offices.
Speaking on Thursday after making a surprise visit to Chinoyi passport offices, the minister of state for Mashonaland west provincial affairs, Mary Mliswa said:
<blockquote>We have talked to the passport officers, let us be organised we can not all be served today, I have negotiated with them to increase the number of serving desks from 10 to a better number. We have also agreed on a booking system.</blockquote>
Her remarks come as elongated queues of passport seekers have resurfaced at Registrar General’s office with reports suggesting that some who are more “desperate” are sleeping at the offices.
The office has a huge backlog going back to 2018 and is producing an insignificant number of passports per day which adds to the displeasure of citizens who are determined to skip the country’s borders to escape the biting economy.

Passport seekers in <a href="https://www.pindula.co.zw/Mashonaland_East_Province" rel="noopener noreferrer" target="_blank">Mashonaland East province</a> have resorted to camping near the <a href="https://www.pindula.co.zw/Marondera" rel="noopener noreferrer" target="_blank">Marondera</a> Registrar General’s Office while they wait to be served.
Deputy Minister of Home Affairs and Cultural Heritage, Mike Madiro told ZBC News that the government is aware of the development and is working on finding solutions. He said:
<blockquote>It is regrettable that people are having to endure such conditions, but, as government, we are working flat out to ensure they get their service.</blockquote>
The government has failed to provide passports on time with the passport backlog now close to 400 000.

Passport Seekers Camp At Registrar General's Office

Things are not well for Warriors gangly defender, Teenage Hadebe whose passport has expired and cannot fly back to Turkey where he plays for Yeni Malatyaspor.
The 24-year-old former Kaizer Chiefs defender was expected back in Turkey last Friday latest since his club had a match on Sunday and had hoped that they would use his services.
Hadebe came to Zimbabwe during the FIFA international and was part of the Warriors team that played against Botswana and Zambia.
Meanwhile, his team has already expressed disappointment in the manner in which Hadebe’s passport case is being handled considering that he is an international player who is currently in Zimbabwe because he agreed to play for his country.
Yen Malatyaspor authorities believe the case could have been handled differently considering Hadebe’s profile.
Hadebe is likely to miss another match as his club is scheduled to lock horns with Genclerbirligi on Friday as Warriors team Manager, Wellington Mpandare revealed that Teenage’s passport will only be issued on Thursday.
Missing in action again means that the one who replaced him in the two games will likely win the hearts of the coach and Hadebe would have to start fighting for his place.

Registrar-General, Clemence Masango has accused the Zimbabwe Human Rights Commission (ZHRC) of making baseless corruption allegations against his office.
Masango’s remarks come after the ZHRC released to members of the media claims by some members of the public purporting that there were some officials in the Registrar’s office who were engaging in underhand dealings.
Masango, however, believes that the ZHRC inquiry is all about “settling scores” rather than establishing the merits and demerits of the matter. He said:
<blockquote>This is no longer an inquiry in the sense of the meaning of the word because on many occasions, officials in the department have been labelled corrupt, inefficient and this has been reported in the various newspapers with some of the ZHRC commissioners having been quoted verbatim and as far as I know, those accusations have not yet been refuted.</blockquote>
Meanwhile, the chairperson of the committee, Elasto Mugwadi told journalists on the sidelines of the inquiry that the commission had records of what people said pertaining to the department’s officers during their ongoing inquiry.

Passport fees will likely go up to $1 000 following Registrar-General <a href="https://www.pindula.co.zw/Clemence_Masango" rel="noopener noreferrer" target="_blank">Clemence Masango’s</a> request set the new price to the equivalent of US$53 dollars at the interbank exchange rate.
Masango raised the issue during a tour of the Central Registry by Home Affairs minister <a href="https://www.pindula.co.zw/Kazembe_Kazembe" rel="noopener noreferrer" target="_blank">Kazembe Kazembe</a> on Monday. Masango had this to say:
<blockquote>US$53 is what was approved and that is what can easily enable us to provide a service, bearing in mind that not every applicant paid US$53.
We have seen people who require their passport in three days and they paid US$253 at that time; and those who want it within 24 hours US$318.
So these two will help meet us halfway and achieve a win-win with those paying US$53. So if we are to get a review, we must get a review of not less than US$53 equivalent at the prevailing bank rate.</blockquote>
Reports indicate that in South Africa a passport costs R400 while in Botswana it costs P1 260. Further afield, in Britain,  a passport costs £72,50 (US$91) while in the United States of America, it costs US$110 for the first passport a person receives.
The government of Zimbabwe has failed to provide passports for all applicants over the past several months with the backlog now at over 300 000.

Passport Fees Could Go Up To $1 000

Registrar General <a href="https://www.pindula.co.zw/Clemence_Masango" rel="noopener noreferrer" target="_blank">Clemence Masango</a> said that his department has received complaints about corruption but the complainants will later refuse to talk.
Masango believes that the complainants could have been bribed so that they refuse to talk, and he promised to protect the whistle-blowers. He said:
<blockquote>There have been complaints that there is corruption. Yes, corruption is a reality and I will not pretend that there is no corruption.
But I also have problems with people who make these complaints and then when we approach them for assistance suddenly they don’t want to talk.
… if it’s a question of protecting the source of the informant that we will do that is at the best of our ability for as long as I am there.</blockquote>
There have been allegations of massive corruption at the Registrar General’s office, with citizens being forced to fork out as much as US$300 for their passports to be processed expeditiously.
The problem of corruption has been exacerbated by the department’s failure to provide passports for applications, with the backlog now hovering above 300 000.

However, Mr Masango said he is optimistic that, by March 2020 they will have cleared the passports backlog as they have increased production to 2000 a day and can work 2 shifts and bump up their production to 4000 per day.

Registrar-General Clement Masango said that the government has agreed on a payment plan with suppliers of consumables for the production of passports who are owed an undisclosed amount of money.
Masango also revealed that the passports backlog now stands at 370 000 while his office continues to receive 1 200 new applications daily. He said:
<blockquote>On a daily basis, we receive an average of 1 200 new applications for passports and we are only able to process 800 applications daily.
Which means that on our daily requirements, we are unable to process the other 400, a figure that builds on the backlog.</blockquote>
Recently, there was chaos at Makombe Building in Harare as thousands of desperate citizens jostled for emergency passports following rumours that the Registrar-general’s office has issued out an invitation.
Only a few people were served on that day, with anti-riot police having to be deployed to Harare Street to maintain order.

The Registrar General’s office is again battling a huge passport backlog of a whopping 370 000 passports after it emerged they are producing 750 passports per day. This was revealed in a statement by the Registrar General. Mr <a href="https://www.pindula.co.zw/Clemence_Masango">Clemence Masango</a> who said this to Sunday News.
<blockquote>The Department is currently hamstrung by the shortage of essential passport production materials which is imported and requires foreign currency and it is also public knowledge that foreign currency is scarce in the country and is affecting not only the department but many other sectors in the country. At the moment we are doing 750 passports a day and these are mainly on urgent basis and also on first come first serve and we have a backlog of over 370 000 passport applications</blockquote>

The government is not prioritising the decentralisation of passport production because the Harare station, working at full capacity, can produce enough passports to meet national demand.
This was revealed by the Registrar-General Clement Masango while briefing journalists during a visit by the Parliamentary Portfolio Committee on Home Affairs to his offices on Thursday. He said:
<blockquote>When we talk of decentralisation, it is basically on the need to have more service points as opposed to just one like what we have on passport production in Zimbabwe.
Specifically, to the issue of passports, we have decentralised passport applications to provinces, an ongoing exercise when resources permit.
However, this plant has the capacity to do 8 000 booklets a day. In terms of the printers we have, if they are all up and running, we can do 3 000 passports every day.
So in order to come to 8 000, we would need more printers. Our national demand for passports is far less than that. Every day we receive about 1 000 applications for passports.</blockquote>
The current backlog in passport production is reportedly around 350 000 with the Registrar-General’s office being to process a paltry 750 passports a day.

Govt Not Prioritising Decentralising Passport Production

The government has dismissed social media reports that passport fees have been hiked. Reports last week indicated that an emergency passport now costs as much as $800.
In an interview with The Herald on Sunday this week, Registrar-General Clement Masango said:
<blockquote>There have been reports on social media alleging that passport fees will be hiked.
That is not true. I am concerned as the Registrar- General that some people seem to thrive on creating controversy meant to instil alarm and despondency in society.
This kind of behaviour must be condemned in the strongest terms. To members of the public, I would want to say it is not Government practice to communicate official matters through social media.
There are no plans to revise passport fees upwards as alleged by social media.</blockquote>
Masango confirmed that the production of passports was halted last week owing to a technical fault. He said:
<blockquote>The stoppage was as a result of system malfunction. It was rectified and by Friday afternoon production had resumed. There is, therefore, no need for members of the public to panic.
The situation is under control and production of passports has since resumed after that temporary setback.
As a department, we want to apologise to our stakeholders for the inconvenience that they went through as a result of that stoppage.</blockquote>

Registrar-general Clemence Masango told the Parliament on Monday that his department was scaling down the issuance of emergency passports because passport paper would soon run out.
Masango said this on Monday while appearing before the Parliamentary Portfolio Committee on Defence and Home Affairs. Said Masango:
<blockquote>We have two types of urgent passports — one which can be availed within 24 hours and costs $318, and another, which can be issued within three working days and costs $250, and then a category which can be availed within four weeks ($53), but is affected because currently we are unable to avail them within four weeks due to lack of consumables like ink, passport paper and others, which need foreign currency to be imported.
For the $53 non-urgent passports we have just finished printing the July 2018 applications, but we are able to deliver the three-day passport and the 24-hour one.
For the urgent passports, the clients are able to pay, but the resources are very limited and if we continue to produce them at the rate at which we are doing, then within two months we will run out of paper and so we have to scale down.</blockquote>

Registrar General Scaling Down Issuance Of Emergency Passports As Paper Runs Out

Speaking to The Herald, Registrar-General Mr Clemence Masango yesterday denied allegations of sexual harassment raised against him while he was still principal director in the Immigration Department.
One of Masango’s former directors Mr Nkosana Mtunzi yesterday said the Registrar-General was guilty of several issues such as sexual harassment, labour malpractices and selective employee transfers. The Zimbabwe Gender Commission on Monday set up a committee to conduct hearings into allegations of sexual harassment by Immigration Department officials on a case reported by its former employees. In written responses to The Herald Masango said:
<blockquote>I would like to make it clear and set the record straight with regards to the allegations of sexual harassment. I was informed and given 14 days’ notice to appear before a Gender Commission. I have nothing to hide or fear, so as per the communication from the commission tomorrow (today), I will appear before them to testify. On my appointment, firstly I did not appoint myself, neither was I the appointing authority. The appointing authority was the President. He has been appointing me on merit over the years.</blockquote>

Registrar-General Denies Sexual Harassment Allegations

Addressing a Press conference yesterday Registrar-General Clemence Masango said a number of passports have been left uncollected.
The number of uncollected passports applied on normal basis are 50 733 while those applied for on an urgent basis are 11 144 which have since expired. Said Masango:
<blockquote>This means that out of these 11 144 uncollected passports that have since expired, applicants collectively lost not less than $590 632 in fees. Government obviously lost much more since what is charged as fees is not necessarily the actual cost of producing the passport. We therefore, encourage all those who applied for passports prior to May 2018 and have not yet collected them, to visit the office of issue and collect their passports. The public in general and particularly all our clients need to know that passport consumables, that is, paper, ink, glue, ribbon and film are all imported at very high cost, all in foreign currency.</blockquote>
He said his office has a backlog of 166 240 applications dating back to May 2018. Masango said the department on average receives 2 100 new applications for passports daily and it had come up with an implementation plan to clear the backlog once Government avails resources.
