ZANU PF’s highest decision-making body, the Central Committee, on Thursday endorsed President Emmerson Mnangagwa as the party’s First Secretary and sole party Presidential candidate for the 2023 general elections at the party’s 7th National People’s Congress.
Speaking at a post-118th Central Committee meeting held in Harare on Thursday night, ZANU PF Secretary for Information and Publicity Christopher Mutsvangwa said:

We also discussed various resolutions, the central one being that the President is the sole candidate for our upcoming elections in 2023.
He is doing a fantastic job; why do we want to change a man with accolades of performance in every aspect of life? The Central Committee is happy with his performance.
</blockquote>
Mutsvangwa also revealed that the Congress will dissolve the outgoing Politburo and Central Committee, with new members set to be announced on Saturday. He said:

Today there was an announcement of the new Central Committee members to the outgoing Central Committee members.
Out of the new Central Committee members which were announced, the President will choose a new Politburo.
The Politburo is going to be replaced by the Congress so that they get a new mandate for the next five years.

ZANU PF Central Committee Endorses Mnangagwa

The 7th ZANU PF National People’s Congress commences this Wednesday, 26 October with a meeting of the Politburo followed by a Central Committee meeting on Thursday before the official opening on Friday.
All Central Committee members are expected to arrive this Wednesday ahead of the 118th meeting of the party’s highest decision-making organ.
In a statement on Tuesday, ZANU PF Secretary for Information and Publicity Christopher Mutsvangwa said:

The Secretary for Administration Cde Dr. Obert Mpofu wishes to advise all members that there shall be an Ordinary Session of the Politburo to be held on Wednesday, October 26, 2022, at the home of the people’s revolution, ZANU PF headquarters, commencing at 1000 hours. All members should be seated by 09:45 sharp.

Several former liberation movements from the southern African region are expected to send delegates to the ZANU PF Congress.
These include Chama Cha Mapinduzi of Tanzania, Frelimo of Mozambique, South Africa’s African National Congress, People’s Movement for the Liberation of Angola, South West Africa People’s Organisation of Namibia, Botswana Democratic Party, Malawi Congress Party, among others.
Some of the delegations arrived in the country on Tuesday and were received at the Robert Gabriel International Airport by ZANU PF Secretary for External Affairs Simbarashe Mumbengegwi. He said:

Now, we have invited many of our friends from outside the country including all the former liberation movements and other progressive political parties in the region and abroad.

7th ZANU PF National People’s Congress Starts Today

The MDC-T says it is conducting a restructuring exercise in preparation for an ordinary congress that will be held before the end of the year.
Key positions including that of the party president, currently occupied by Douglas Mwonzora, vice president, and organising secretary, among others will be contested.
MDC-T national spokesperson, Witness Dube, said that the date for the ordinary congress depends on the completion of provincial structures and the availability of funds for the national congress. He added:
<blockquote>
The structures have to be adopted by the national council, automatically giving the president the mandate to call for a national election after 30 days.
We are about 70 per cent complete and we don’t declare a date until everything is complete, that is structures are tabled and adopted by the national council.
The structures become the voting college and are subject to the national council for adjudication, if there are no issues, the structures are passed as a record and kept in custody.
MDC-T holds its ordinary congress after five years and when our ordinary congress was due, the Supreme Court (ruling of May 2020) took us back to the 2014 structures that were used to hold the extraordinary congress issue but our constitution is very specific…

MDC-T Prepares For Ordinary Congress

The MDC-T led by Douglas Mwonzora is preparing for the ordinary congress set for the end of this year, the party’s chairman Morgen Komichi has said.
Speaking in an interview on OpenParly Twitter Grill, where he was asked when the party was going to hold the ordinary congress, Komichi said they were working on it. Komichi said:
<blockquote>
We are preparing for the ordinary congress right now and it is going to be held by end of this year.
What we held last year was an extraordinary congress and what we are going to hold is an ordinary congress. It is going to be held by end of this year.
</blockquote>
Mwonzora became the party’s president after he outclassed his rivals during an extraordinary congress held on 27 December last year that had been ordered by the court.
According to the court, the person to take over was supposed to complete the term of the late Morgan Tsvangirai.
The court also ordered that the person was to be elected using the 2014 party structures.
Although Mwonzora emerged as the winner, other contestants such as Thokozani Khupe are on record saying the congress was rigged.
According to Komichi, the extraordinary congress was important although the quality of the congress was questionable.
He said they have since decided to let bygones be bygones and are now focused on moving the party forward.

MDC-T To Hold Ordinary Congress This Year

Mwonzora Dragging The MDC-T To A Chaotic Congress
On Wednesday evening a paltry gathering of 33 individuals linked to Douglas Mwonzora gathered at MRT House purportedly to ‘nominate’ a replacement for the founding father of the pro-democracy struggle Dr Morgan Tsvangirai.
What immediately raised eyebrows is that why would this group meet under the cover of darkness amidst COVID-19 restrictions?
The other red flag is that only 33 people out of a possible 568 eligible delegates attended this poorly choreographed charade.
This group represents only 5, 8% of eligible delegates in Harare and therefore it’s crystal clear that whatever they resolved does not represent the views of party members in Harare.
It is highly disheartening to note that this gathering was a product of an illegal process of gap-filling party structures with illegitimate individuals that will support Mwonzoras’ bid for the MDC-T presidency.
The process which was followed in gap-filling structures was opaque, unprocedural and manipulated to give Mwonzora an upper hand against other contenders for the MDC-T Presidency. This will undoubtedly lead to a chaotic congress.
I strongly believe that any credible election process must be accompanied by a verified voters roll. It is highly concerning is that the Harare ‘nominations’ were done in the absence of a proper voters roll.
At this stage, it is not clear how the verification of eligible delegates was conducted especially noting that the Organizing department at national and provincial levels distanced itself from this jamboree.
The MDC-T internal elections are conducted by an independent body usually ZCTU. It is surprising that the so-called Harare ‘nomination’ process was done in the absence of an independent electoral body to monitor and supervise the process. The players, all linked to Mwonzora became referees themselves.
Furthermore, when one looks at the MDC-T internal guidelines and procedures it is clear that any nomination process must be sanctioned by the National Council which has the sole mandate to craft guidelines governing internal elections.
In contrast, the Harare ‘nomination’ process was done in the absence of a National Council Template guiding the nomination and election process.
The MDC-T National Standing Committee resolved to approach the Supreme Court for a variation of the ruling which ordered the party to go to a congress within 4months due to the refusal by police and health authorities to grant the party permission to stage the Extra-Ordinary Congress.
Conversely, Mwonzora went on to urge Harare province to go ahead with the illegal ‘nomination” process. 
It is my strong conviction that Mwonzora is deliberately ‘short-circuiting’ the MDC-T Extra-Ordinary Congress preparations in order to quench his insatiable appetite for power.
If left unchecked this will undoubtedly lead to a disputed and chaotic Extra-Ordinary Congress which might also result in another split or a nasty power wrangle.
I strongly believe that it is of paramount importance for the MDC-T to remain guided by its governing charter and the laws of the land as it goes to its elective congress.
The office of the President is very important as it represents the ‘inner souls’ of party members. It is critical that all the processes and the actual election of a new President pass the test of transparency, fairness and credibility.

Mwonzora Dragging The MDC-T To A Chaotic Congress - OPINION

MDC-T secretary-general Douglas Mwonzora has said that his party violated its own constitution by electing Nelson Chamisa as the acting president of the party, a day after the death of Morgan Tsvangirai. Mwonzora also claimed that he was barred from raising any objections at the National Council meeting which elected Chamisa. As a result, he left the meeting. According to Mwonzora, the opposition party must hold an elective Congress to choose its presidential candidate.
In an interview with the Standard, Mwonzora said:
<blockquote>We noticed there was a rush by some leaders to convene meetings of the organs of the party even before the death of the president. But when the president finally succumbed, there arose another problem on whether we should proceed with the national council meeting or suspend all party business.
I did the initial discussion with our leaders; we agreed we were calling off any party business to allow for a dignified send-off of our leader.
But meetings were convened purporting to be meetings of the national council which is the highest decision-making body and decisions were made.
It is important to note that when the president died, we called off the national council meeting and I personally did that because as the secretary-general, I am responsible for convening that.
But some leaders decided to disobey that and during the time of the national council meeting, a question arose as to whether we should appoint someone as acting president.
I had two fundamental problems to that as the administrator of the party. The first one was that other interested people were not there, not because of choice, they were involved in funeral arrangements of the former prime minister.
It was only fair that everybody be there when such an important question is resolved.
Secondly, the issue of whether the constitution allowed it. I knew the constitution did not allow the election of a leader by the national council, a leader who is elected outside congress; it can’t be done by the national council.
Unfortunately for me, when we wanted to raise those issues, I was not allowed to speak and as a result, I left.
… The meeting was chaired by the deputy national chairman, Morgen Komichi, so I was unable to speak, I was not allowed to speak and I left.
Some have interpreted that an acting president in an election can act beyond the election date, that is wrong because when the MDC chooses its election candidate, it actually holds a congress and that primary election is called a congress.
At Congress, while electing the president, you are electing two people: the head of the party and the presidential candidate for the next election.
It is a democratic process, and that process of Congress involves voting by over 5 000 people. What happened in the national council meeting was simply a declaration of one person as the acting president, but the national council did not elect the presidential candidate.
So the question remains on who the presidential candidate is and therefore we must hold an extraordinary congress where people would come.
The Congress would be made up of up to 5 000 people, the national executive has less than 170 people, in fact, it has 155 people. 
That means, if we are to say the national council elects the president and the presidential candidate, we are disenfranchising over 4 800 members of the MDC who want to vote.</blockquote>

Mwonzora Says MDC-T Violated Constitution By Electing Chamisa, Says He Was Blocked From Speaking

The ruling Zanu-PF party will reportedly donate party regalia and other paraphernalia which bear the images of former president Robert Mugabe and his wife Grace. The regalia will be donated to orphanages. Zanu-PF officials have shunned any regalia bearing Mugabe’s face ever since his apparent loss of power when the Zimbabwe Defence Forces seized power in the military takeover codenamed Operation Restore Legacy. With the resignation of Mugabe and the ascendancy of Mnangagwa, the regalia seems to have become redundant.
The Party had reportedly ordered a minimum of 12 000 paraphernalia for the 12 000 delegates that were expected to attend the Zanu-PF Extra-ordinary Congress in December. However, Zanu-PF party spokesperson Simon Khaya has said that the party will honour its agreements with suppliers although he declined to say what will happen to the regalia saying that it was party a matter.
A party insider told the Daily News on Sunday:
<blockquote>We will honour our promise to all our suppliers and we will still pay what we agreed as per our contracts.
What has happened will not change anything. I can’t obviously give you figures of how much was ordered but I can tell you that we will donate the regalia to orphanages.</blockquote>

Joice Mujuru’s spokesperson, Gift Nyandoro confirmed to Daily News that the National People’s Party will hold its elective convention in Harare next month.
Said Nyandoro:
<blockquote>All is in place for the convention…where the party’s substantive leadership will be elected as we prepare not only for the grand coalition to finally become a reality, but also as we prepare for the watershed polls next year where we will teach (President Robert) Mugabe a few electoral lessons. I cannot disclose the…venue of the convention but suffice to say that it’s all systems go now.</blockquote>
Mujuru recently put together a 10-member committee to organise the elective congress.
