Primary and Secondary Education Minister Torerayi Moyo has said the government will not tolerate any form of corruption, dishonesty, nepotism, or favouritism that undermines the integrity of the country’s education system.
Speaking at a meeting with senior ministry officials in Harare on Monday, Moyo pledged to take decisive action against any unscrupulous officials within the Ministry of Primary and Secondary Education. In our pursuit of excellence, we must adopt a zero-tolerance policy towards corruption, particularly in the Human Resources Department, concerning employment, transfers, rebate letters and other related matters.
Integrity in these processes is non-negotiable. We must hold ourselves accountable to the highest standards, and we must eradicate any practices that allow corruption to thrive. We must act decisively to uphold our standards and restore trust in the system.

Credible reports indicate that some senior officials, particularly in the Ministry’s Human Resources Department, are demanding bribes of up to US$300 to facilitate transfers, issue rebate letters, and provide other services.

Parliament has requested the Minister of Justice, Legal and Parliamentary Affairs, Ziyambi Ziyambi, to provide a ministerial statement in the National Assembly on what President Emmerson Mnangagwa’s administration is doing to combat corruption.
During a National Assembly session, CCC MP Gladys Hlatywayo (pictured) called on Ziyambi to address the progress made by the Executive on whistleblower protection and witness protection legislation. Corruption remains a persistent issue in the country, with Transparency International, the global anti-corruption watchdog, ranking Zimbabwe among the worst-performing nations globally.

Parliament Demands Ministerial Statement On Measures To Tackle Corruption

Zimbabwe has been ranked the most corrupt country in the Southern African Development Community (SADC) for 2024, according to the latest Transparency International data.
This marks the country’s worst performance since 2015 when it recorded the same score, the year the missing US$15 billion in diamond revenues was revealed, reported <a href="https://equityaxis.net/post/18277/2025/2/zimbabwe-crowned-highest-corruption-perception-index-in-sadc-for-2024-among-top-10-in-africa">Equity Axis</a>.
In Africa, Zimbabwe ranks among the top 10 most corrupt nations, alongside war-torn countries like Sudan, Somalia, and Libya. The continent also accounted for the majority of the bottom 20 most corrupt nations globally.
Zimbabwe’s score has dropped to 21, a decline of 3 points from last year, placing it 158th out of 180 countries.
The Corruption Perceptions Index (CPI) measures the perceived level of corruption in a country’s public sector, on a scale from 0 (highly corrupt) to 100 (very clean).
The CPI takes into account factors like bribery, the diversion of public funds, officials using their positions for personal gain, excessive red tape, and nepotism.
It also evaluates whether laws require public officials to disclose their finances, offer legal protection for whistleblowers, and ensure public access to government information.
Zimbabwe’s performance has worsened since its 2015 low point, with its score improving slightly in subsequent years. The country reached its best performance in 2023 with a score of 24 but has since slipped back.
The CPI, the most widely used global corruption ranking, is based on at least three data sources from 13 different corruption surveys and assessments. These sources include institutions such as the World Bank and the World Economic Forum.
Denmark has topped the CPI for the seventh consecutive year, with scores of 90, followed by Finland and Singapore with 88 and 84, respectively.
New Zealand, with a score of 83, remained in the top 10 despite falling out of the top three for the first time since 2012.
In contrast, countries with ongoing conflict, restricted freedoms, and weak democratic institutions dominate the bottom of the CPI.
South Sudan, Somalia, and Venezuela occupy the last three positions, with Syria, Equatorial Guinea, Eritrea, Libya, Yemen, Nicaragua, Sudan, and North Korea rounding out the lowest scorers.

Zimbabwe Ranked Most Corrupt Country In SADC For 2024

Gideon Msambakurima, a 39-year-old police officer stationed in Karoi, was arrested by the Zimbabwe Anti-Corruption Commission (ZACC) for allegedly defrauding the Agricultural and Rural Development Authority (ARDA) of over US$4,700 in fertiliser supplies.
Msambakurima joined the ARDA Joint Venture Farming programme and was allocated 8 metric tons of Calcium Ammonium Nitrate fertiliser for his 20-hectare maize plot.
However, he is accused of using the same batch number to fraudulently obtain an additional 6 metric tons of Windmill Ammonium Nitrate fertiliser, despite having already used up his original allocation.
Msambakurima appeared before Provincial Magistrate Vakai Douglas Chikwekwe at the Chinhoyi Magistrates Court on 18 February 2025, where he was granted US$200 bail. His next court appearance is set for 4 March 2025.
Brian Machekera is prosecuting the case on behalf of the State.
In a related case, the Zimbabwe Anti-Corruption Commission (ZACC) arrested three people, including a ZANU PF councillor, for allegedly stealing and selling Presidential agricultural inputs.
Chishamiso Linda Ellah, the Councillor for Ward 11 in Makoni District, along with Enita Choga, a former Grain Marketing Board (GMB) employee, and Crispen Makoni, appeared before Mutare Magistrate Annie Ndiraya, facing charges of theft under Section 113 of the Criminal Law Codification.
The trio is accused of conspiring to divert 400 bags of 50kg fertiliser, worth US$12,000, which they allegedly sold to buyers in Rusape.
They were granted US$200 bail and remanded to appear in court at a later date. Talent Nyamuzuwe prosecuted on behalf of the State.

A police officer named Gideon from Karoi is accused of stealing fertiliser from ARDA. He got more fertiliser than he was supposed to. He got caught and had to go to court. Now he has to wait until March for his next court date.

Police Officer Allegedly Defrauds ARDA Of US$4,700 In Fertiliser

The Prosecutor General, Justice Loice Matanda-Moyo, said that the National Prosecuting Authority (NPA) will give the Zimbabwe Anti-Corruption Commission (ZACC) permission to prosecute cases if they request it.
This comes after a disagreement between the two organisations. The NPA dropped charges against Harare City Council Town Clerk Hosiah Chisango and others over a US$9 million street lights contract, but ZACC believes they still have a case against them and plans to file new charges.
In an interview with <a href="https://www.herald.co.zw/no-problem-with-zacc-getting-certificates-to-prosecute-cases/">The Herald</a>, Matanda-Moyo said that for ZACC to get permission to prosecute, they must follow certain guidelines, such as having a separate team for investigating and prosecuting cases.
ZACC has wanted the power to prosecute for a long time to help fight the scourge of corruption in Zimbabwe.
Matanda-Moyo said she would be fine with giving ZACC the authority to prosecute, as long as they follow the rules. She said:

If they want to prosecute matters, they can approach me, I have the powers to issue prosecution certificates, as long as they have a set department which is different from investigations so that we do not have an outcry from the public to say the same person who is investigating is the same person prosecuting.
So I do not see any problem. Because as NPA, we do not hoard the right to prosecute.
I believe in teamwork, so the more people we have on board, the better.
As long as they report to the Prosecutor General and are bound by our prosecutorial guidelines, follow the guidelines on how we prosecute matters and how we reach decisions on whether a matter can be prosecuted or a matter cannot be prosecuted.
It is simply a question of that distinction so that there will be no outcry. Personally, I do not hold views against getting lawyers from ZACC to prosecute matters here at NPA.

Matanda-Moyo explained that the NPA sometimes focuses on certain crimes, like armed robbery and murder, that are more common at the time, to keep society safe.
She said if another arm is capable of prosecuting crimes, there’s no problem with that.
ZACC has previously said they want the power to prosecute corruption cases more quickly. They’ve also expressed disagreement with the NPA’s decisions to not prosecute some cases, believing they’ve covered all legal aspects.
Because of this, ZACC feels that having prosecuting powers would help speed up corruption cases.

The NPA will let ZACC prosecute cases if they ask nicely and follow rules. ZACC wants the power to fight corruption faster in Zimbabwe. The two groups disagreed over a case about street lights, but NPA dropped charges. Now, NPA will let ZACC prosecute if they have a separate team for it. NPA focuses on serious crimes, so having help is good. ZACC thinks having prosecuting power will make corruption cases go faster. Both groups need to work together and follow the rules.

"NPA Has No Issue With ZACC Prosecuting Cases If Guidelines Are Followed"

The National Prosecuting Authority of Zimbabwe (NPA) has reaffirmed its commitment to operating independently and upholding the rule of law with diligence and integrity.
In a statement released on Wednesday, February 5, the NPA said that it focuses on thoroughness in its processes and does not rush to bring matters to trial if they are incomplete or lack sufficient evidence.
The NPA works closely with investigative agencies to support their efforts in ensuring successful prosecutions.
This statement follows criticism from the Zimbabwe Anti-Corruption Commission (ZACC), which on Tuesday condemned the NPA’s decision to withdraw fraud cases against several senior Harare City Council officials.
Questions were raised after the acquittal of town clerk Hosiah Chisango and five others involved in a US$9 million tender fraud case, which also includes Moses Mpofu and Mike Chimombe, who are currently incarcerated.
In response, the NPA said that successful prosecutions depend on the quality of investigations, in what appears to be criticism of ZACC. It said:

The success of prosecution is directly linked to the quality of conducted investigations. NPAZ takes pride in presenting only ready and complete matters in court, adhering to high standards and constitutional responsibilities.
The decision on how to proceed with cases rests on our constitutional prerogative to initiate criminal proceedings, and we are dedicated to fostering productive partnerships with supportive government agencies for a robust justice system.

The NPA also disclosed that it received 314 dockets from the Zimbabwe Anti-Corruption Commission.
It added that while not all of these cases were immediately ready for trial, they have been thoroughly reviewed and are being scheduled for prosecution.

NPA Responds To ZACC's Criticism

Chiredzi Regional Magistrate Judith Zuyu sentenced Emily Paradzai, Chiredzi Town Housing and Community Services Director, to 24 months in jail for criminal abuse of office last Friday, reported <a href="https://masvingomirror.com/chiredzi-tc-housing-director-jailed-24-months/">The Mirror</a>.
However, 12 months of the sentence were suspended on the condition that Paradzai does not commit a similar offence in the next five years.
Four months were suspended for good behaviour, and the remaining eight months were commuted to 280 hours of community service at Cold Comfort School in Harare, where Paradzai now resides.
Paradzai was convicted of double allocating stand number 10547 Melbourne Park, Chiredzi, to Arnold Mpofu and Lazarus Dhuku, a former Chiredzi Town employee.
She denied the charge, arguing that Dhuku was supposed to receive a high-density residential stand as a gratuity after serving the council for 30 years.
She further claimed that Dhuku had since been given a high-density suburb at 6626 Makondo.
Prosecutor Ronald Kwangware proved that Mpofu bought the stand from Paradzai between April 26, 2019, and January 2024. The stand was previously allocated to Dhuku as gratuity.
The matter came to light when Dhuku went to the council to begin developing his stand and was informed that it had been allocated to Mpofu. He filed a police report, leading to Paradzai’s arrest.
Dhuku told the court that the stand at Makondo was a normal stand offered to him by the council in 2010. 
Magistrate Zuyu said that Paradzai should have informed Dhuku in writing that the stand was being repossessed before allocating it to Mpofu.

A woman named Emily Paradzai was sentenced to 24 months in jail for giving the same residential land to two different people in Chiredzi. She said the second person was supposed to get the land as a gift after working for the council for a long time. The first person bought the land from her, but it was already promised to the second person. The council found out and arrested her. She will do community service instead of jail time for some of the months. The judge said she should have told the second person before giving the land to someone else.

Chiredzi Council Official Sentenced To 24 Months For Double Allocation Of Residential Stand

Acting President Constantino Chiwenga condemned corruption and unethical business practices, saying they threaten the ideals of Zimbabwe’s liberation struggle.
He made these remarks while presiding over the burial of national heroes Major General (Rtd) Solomon Siziba, Chenhamo “Chen” Chakezha Chimutengwende, and John Shumba Mvundura at the National Heroes Acre in Harare on Wednesday morning. Said Chiwenga:

It is through the selfless sacrifices and dedication of the late three gallant sons of the soil that we are laying to rest today, as well as many other departed and living cadres, that Zimbabwe continues to enjoy its sovereignty.
We can only realise our vision of attaining an empowered and prosperous upper-middle-income society by guarding against all forms of actions that undermine the national interest.
At the forefront is corruption and all forms of related unethical and selfish conduct in small, medium or large economic units.
Any shady dealing and acts of deceit undermine what these gallant national heroes sacrificed for.

The triple heroes’ burial was the third ever in Zimbabwe’s history. The first such occasion happened on January 26, 2021, when Lieutenant General (Rtd) Dr Sibusiso Busi Moyo, Joel Biggie Matiza, and Major General (Rtd) Paradzai Zimondi were buried on the same day.

The second occasion occurred on April 29 last year, when Nash Nyasha Dzimiri, Brigadier General Shadreck Vezha, and Tsitsi Grace Jadagu were buried at the national shrine.

Corruption Undermines The National Interest - Chiwenga

The Zimbabwe Revenue Authority (ZIMRA) has reiterated its zero-tolerance stance on corruption and urged the public to report any instances of wrongdoing involving its employees.
This follows the recent arrest of four ZIMRA officials—Revenue Officers Maguta, Mitwira, Homera, and Gwatirinda—by the Zimbabwe Anti-Corruption Commission (ZACC) for allegedly extorting a transport operator.
The officials are accused of demanding a US$6,000 bribe from Beatrice Maramwidze, a director at Best Express Logistics, in exchange for the release of a company bus that had been impounded during an anti-smuggling operation.
Although Best Express Logistics had already paid ZiG$55,000 in customs duties, the ZIMRA officers reportedly continued to demand additional payment through a bribe to release the bus from BAK Storage in Harare.
Following an undercover investigation initiated by Maramwidze’s report, ZACC apprehended the officials in a ZIMRA vehicle after they accepted a US$1,500 bribe.
A subsequent search uncovered an additional US$3,951, believed to be proceeds from further extortion.
In a statement issued on Friday, January 17, ZIMRA emphasized the importance of civic responsibility in combating corruption and reaffirmed its commitment to upholding integrity within the organisation. The statement reads:

ZIMRA Reaffirms Zero Tolerance For Corruption After Officials’ Arrest

Two police officers stationed in Mutare, Dudzai Jennifer Chiponda (47) and Glynislynn Mutsago (38), have been arrested for allegedly soliciting a bribe from a pirate taxi driver and then attempting to flee from the Zimbabwe Anti-Corruption Commission (ZACC) officers.
According to the National Prosecuting Authority (NPA), the incident occurred on January 07, 2025. Chiponda and Mutsago arrested an illegal taxi driver for operating in the Mutare Central Business District and demanded a bribe of US$90 to release the vehicle.
The driver pleaded that he did not have the required amount and requested to go to his employer’s residence to collect the money.
Under this pretext, the driver drove to the ZACC offices, parked outside the gate, and entered the premises, leaving the accused officers waiting under a tree across the road.
The driver then reported the matter to ZACC officials, who set a trap. However, the police officers had already disappeared from the area.
The driver, accompanied by a ZACC investigation officer posing as his employer, returned to the CBD, where Chiponda and Mutsago approached and entered the vehicle. They accused the driver of deceiving them and insisted on their demand.
The ZACC investigation officer successfully negotiated for the bribe amount to be reduced to US$20. The two police officers then instructed the driver to drive towards the civic centre, where they followed to collect the bribe.
When ZACC reinforcement approached, Chiponda and Mutsago dropped the money and attempted to flee, but they were quickly apprehended.
The two police officers were granted bail and are scheduled to appear in court again on January 25, 2025, to face charges related to the attempted bribery.

ZACC Arrests Four ZIMRA Officials For Extortion

A Sergeant in the Zimbabwe Republic Police (ZRP), Isaac Chakoma Machokoto (42), who serves as the Member in Charge of the Machongwe Police Base in Chimanimani, appeared before the Chipinge Magistrates’ Court facing four counts of “criminal abuse of office.”
According to prosecutors, in October 2024, Machokoto received several reports from complainants and made arrests but allegedly released the suspects without filing charges. Instead, he is accused of accepting various bribes from the suspects to facilitate their release.
In one notable incident, a complainant named Kudzai Ndima reported an assault case against Joseph Peneti. Machokoto arrested Peneti and detained him at the police base.
However, rather than compiling a full criminal docket, Machokoto allegedly accepted a bribe of US$30 from Peneti and released him without formally charging him, violating his responsibilities as a police officer.
In another incident, Machokoto reportedly received US$50 from a suspected sexual offender accused of engaging in sexual intercourse with a minor.
Following the proceedings, Machokoto was remanded out of custody and ordered to deposit US$200 with the clerk of court.

Machongwe Police Base Member-in-Charge Accused Of Accepting Bribe To Release Rapist

An inter-ministerial task force on smuggling recently uncovered 150 bags of 50kg fertiliser and seeds from the Presidential Inputs Scheme at a house in Queensdale Suburb, Bulawayo. The fertiliser, intended to support farmers, was allegedly being sold illegally.

Instead of finding contraband, we discovered large quantities of fertiliser resembling those from the Presidential Inputs Scheme.

The house owner, Wallace Mapiye (40), denied ownership of the fertiliser and implicated Edgar Bhiri (28) of Njube as the person responsible. Mapiye then led the task force to Bhiri, who was intercepted en route to a church in Emganwini.
Bhiri admitted to delivering the fertiliser to Mapiye’s home and claimed to have obtained the goods from Tawanda Sibanda (56) of Mpopoma. He also alleged that he was instructed to sell the products and receive a share of the proceeds.
The task force subsequently located Sibanda at his residence, where he was apprehended. During questioning, Sibanda revealed that he had received the fertiliser from a woman identified only as Yvonne, an extension officer, whose contact information was shared with authorities.
Sibanda allegedly admitted to receiving 150 bags of 50kg compound D fertilizer for sale and assigned Bhiri to handle the transactions.
All three suspects—Mapiye, Bhiri, and Sibanda—were taken to ZRP Queensdale. An official report was filed, and the case was referred to the police anti-corruption unit.

150 bags of presidential fertiliser and seeds were found hidden at a house in Bulawayo. The fertiliser, meant for farmers, was being sold illegally. The owner of the house denied owning the fertiliser and accused someone else of being responsible. The person then led authorities to another person involved. The authorities found out that the fertiliser was received from a woman named Yvonne, who is an extension officer. The suspects were taken to ZRP Queensdale, and the case was referred to the police anti-corruption unit.

Transport and Infrastructural Development Minister, Felix Mhona, has issued a stern warning to illegal driving schools.
Speaking at the 2024 Festive Season Road Traffic Awareness Campaign, Mhona also warning the public against bribing Vehicle Inspectorate Department (VID) officials to pass road tests, as such corruption contributes to road traffic accidents. Said Mhona (via <a href="https://www.zbcnews.co.zw/government-warns-corrupt-driving-schools/">ZBC News</a>):

I contacted the instructor and examiner, who initially denied the allegation, but the instructor admitted to collecting bribes on their behalf. Let’s refrain from bribing officials.

Government Warns Illegal Driving Schools

Two police officers were arraigned before the Magistrates’ Court on Tuesday morning after resisting arrest by Zimbabwe Anti-Corruption Commission (ZACC) officers.
According to the National Prosecuting Authority (NPA), Mduduzi Makina (39) and Elliot Gava (42), police officers stationed at Z.R.P Sakubva holding the ranks of Sergeant and Constable respectively, were brought to court for assaulting or resisting a peace officer. The incident is alleged to have occurred on December 11, 2024.
The accused were on duty at a roadblock along Mutare-Masvingo road near Mutare Teachers College, conducting traffic duties when the ZACC team responded to a complaint of corrupt activities at the police roadblock.
During surveillance, ZACC officers observed some police officers soliciting and receiving bribes from motorists.
The ZACC team moved in and managed to arrest Constable Peace Muchenje for bribery. They then attempted to seize a roadblock declaration book as evidence.
Makina and Gava confronted the ZACC officers, demanding the return of the declaration book. They allegedly pulled one of the ZACC investigators from the driver’s seat, removed the car keys from the ignition, twisted his arm, seized the declaration book, and fled the scene.
Makina and Gava were released on US$100 bail each and are scheduled to appear in court on January 10, 2025.

Two police officers in Zimbabwe were taken to court for fighting against other officers during a corruption raid. They were accused of trying to hide a book that showed their corrupt actions at a roadblock. They even attacked the officers trying to stop them and ran away. They were let go on bail and have to go back to court in January 2025. The police officers were caught trying to get bribes from drivers at a roadblock. This is not allowed and they are facing consequences for their actions.

The Harare City Council reportedly collected only US$100 in licence fees from tuckshop owners in residential areas over six months.
This was said by Harare City Council’s acting revenue collection manager, Alfred Guni when he appeared before the Commission of Inquiry, which is probing the operations of Harare City Council since 2017, chaired by retired Justice Maphios Cheda.
He said from April to September 2024, the City Council recorded only US$100 from tuckshops located in residential areas.
The paltry revenue collected from tuckshops raises suspicions of massive corruption within the council, given that almost every street in high-density residential areas has several tuckshops. Said Guni:

The revenue from tuckshops in residential areas is collected by our market officers, who go around to gather these funds.
If we collect as little as US$100, it indicates a failure on the part of those designated to collect the funds.
This level of performance is concerning, given the number of tuckshops around the city.

Guni conceded that the City Council is grappling with revenue leakages due to corrupt officials. He said:

I would not confirm that the City Council owns tuckshops but it licenses privately owned tuckshops but what it owns are commercial buildings that are available for rental to the public.
The City made a resolution to collect tuckshop fees from those we see in our residential areas as long as they are compliant with the building inspectorate laws.
That figure does not mean nothing came but it is a percentage of a huge figure. What it means is that we are getting very low income.

Victoria Falls Mayor Councillor Prince Moyo has suspended Town Clerk Ronnie Dube with immediate effect over allegations of abuse of office and corruption.
In the letter of suspension addressed to Dube, dated December 02, Moyo said that the suspension is in terms of Section 139 of the Urban Councils Act, Chapter 29:15. Some of the allegations levelled against Dube are:

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested Mathew Mudimu (37), a Zimbabwe Parks and Wildlife Management Authority (ZimParks) ranger, on charges of theft and criminal abuse of duty.
According to a statement from ZACC, Mudimu is accused of conspiring with fellow ranger Courage Homela to illegally sell stolen Kapenta fishing permit tags, resulting in an estimated loss of US$1,200 for ZimParks. Reads the statement:

It is alleged that Mudimu conspired with fellow ranger Courage Homela to steal unregistered fishing tags from ZimParks storerooms. These tags were meant for official allocation to kapenta fishers.
In March 2023, Mapuranga Chikwasha, a fisherman, had his application for a kapenta fishing permit rejected due to lake overcapacity.
However, Mudimu reportedly offered Chikwasha three stolen fishing tags for lease for US$450 per month.
Chikwasha paid US$700 through Mudimu’s wife and the accused person installed one of the tags on Chikwasha’s vessel.

According to ZACC, the theft was uncovered during a routine patrol when ZimParks officials discovered an unregistered fishing tag and subsequently impounded the vessel. Investigations later confirmed that the tag had been stolen from ZimParks.
Mudimu was arraigned at the Chinhoyi Magistrates Court on November 27, 2024, where he was granted US$100 bail. He is scheduled to return to court on December 14, 2024.

A ZimParks ranger named Mathew Mudimu was arrested for stealing and selling fishing tags. He worked with another ranger to steal tags from ZimParks and sold them to fishermen. One fisherman paid $700 for three stolen tags. Mudimu was caught when officials found an unregistered tag on a boat. He was charged with theft and criminal abuse of duty. Mudimu got bail and will go back to court on December 14, 2024. It is estimated that ZimParks lost $1,200 due to this illegal activity.

ZimParks Ranger Arrested For Illegally Selling Fishing Permits

United States-based veteran opposition activist Freeman Chari has claimed that corruption is deeply entrenched within the opposition movement.
In a post on X, Chari said that some figures within the opposition discourage efforts to expose corruption, arguing that doing so would provide ZANU PF with ammunition to attack the opposition. Said Chari:

The biggest problem in the pro-democracy movement is that we have so many corrupt people in there. Anyone exposing those people is quickly shut down hanzi you give ZANU PF ammunition.
If you call them out privately they don’t stop. It did not start now. In the early 2000s, there was a scholarship program in MDC for persecuted activists, soon it became a family affair.

Chari warned that sweeping corruption in the opposition under the carpet will embolden the corrupt, and the same people may end up being elected to public office such as councils where they perpetuate graft. He said:

We have seen many of such initiatives, finances etc just being mishandled. We end up being quiet because of the law of unintended consequences but it doesn’t stop.
It then goes into councils and the same unscrupulous characters carry the same behaviour into office. We defend them but they don’t stop.

Chari, who has raised thousands of dollars to build classroom blocks at schools across Zimbabwe, said that there is a need for transparency and accountability within the opposition, warning that failure to do so could lead to the opposition becoming just like ZANU PF.
Corruption within Zimbabwe’s councils, including those governed by opposition councillors, has been a longstanding issue.
Recently, Bulawayo Deputy Mayor Edwin Ndlovu and Councillor Mpumelelo Moyo were arrested for allegedly demanding a US$20,000 bribe from Chinese investors.
The Zimbabwe Anti-Corruption Commission (ZACC) has highlighted that council officials are a significant source of corruption, with 13% of all reported cases involving local government employees.
Meanwhile, the ongoing commission of inquiry into Harare City Council, led by Retired Justice Maphios Cheda, continues to expose widespread corruption, with several council officials—some affiliated with the opposition—implicated in massive graft.

Freeman Chari Claims Corruption Is Deeply Entrenched In Opposition Movement

ZANU PF MP Wiriranai Muchemwa (43) and Ward 15 councillor Knowledge Chipindu (40) appeared at the Harare Magistrates Court on Tuesday on allegations of misappropriating US$12,000 donated as mealie meal to the community by a Chinese mining firm.
As reported by <a href="https://www.sundaymail.co.zw/new-mp-councillor-arrested-for-theft-of-us12-000-donation">The Sunday Mail</a>, the two were not asked to plead to the charges when they appeared before Magistrate Tildah Mazhande and were charged with theft. They were remanded in custody to Wednesday for a bail application.
Muchemwa, the MP for Uzumba, and Chipindu are accused of stealing from Black Cube Mining Company, represented by Wang Qun, the company’s human resources manager.
Prosecutor Lancelot Mutsokoti alleges that on April 10, 2024, Wang Qun received a WhatsApp message from Muchemwa requesting US$12,000, which he claimed was for a revolving fund for constituency infrastructure development from April 2024 to April 2025.
Muchemwa claimed that the money would be directed towards constituency infrastructure development.
A meeting was held, attended by Chipindu, Tinashe Choto, Xu Maowen, Tinotenda Mutizwa from Yang Sheng, and Trish Maunganidze, the General Manager for Inducorn.
During the meeting, Wang Qun and another mining company, Yang Sheng, agreed to donate mealie meal, while Inducorn opted to donate US$4,000.
The mealie meal was intended to be donated at a Presidential address at Nhakiwa Business Centre, Murewa.
The Chinese companies approached Paguyo Millers, which offers milling and transportation services, and purchased 50 tonnes of maize to produce 40 tonnes of mealie meal.
According to the State, Paguyo Millers released 20 tonnes of mealie meal, which was taken to Murehwa Milling Company, specializing in selling, packaging, and milling maize.
Allegations are that Chipindu facilitated the sale of the mealie meal, which never reached the intended beneficiaries.

The Chinese company had agreed to donate mealie meal and another company had also donated money. The mealie meal was supposed to be given out at an event, but it never reached the people. Chipindu was said to have helped in selling the mealie meal.

A villager from Mtetengwe, Beitbridge, has been fined three goats after a traditional court found her guilty of speaking to the regional newspaper <a href="https://newsday.co.zw/southerneye/local/article/200034569/villager-fined-3-goats-for-speaking-to-the-media">Southern Eye</a> and reporting what she perceived as extortionist behaviour by a village head.
Efa Sebata, of Tshamunanga village, was ordered to pay one goat to Headman Mabhidhi, another to complainant village head Edna Tshidixwa, and a third to the community.
She had already been fined two goats and two chickens for allegedly disrespecting Tshidixwa during a gathering where villagers received instructions on rearing day-old chicks distributed by ZANU PF.
Sebata believes she was denied justice and claims that a total abuse of power and corruption is at play in her case. She said:

I was not given time to explain my case by Headman Mabhidhi. I found it strange that I had a misunderstanding with Tshidixwa who became the complainant, judge and jury and went on to preside over a case she was the complainant.
We were at a workshop, where ZANU PF officials from Harare educated villagers on how to care for broiler chickens.
I was knowledgeable and they suggested making me their point person from where chick distributions would be done. The kraal head was not amused and blocked the idea.

Sebata questioned Tshidixwa after a meeting, asking why she was blocked, which led to Tshidixwa threatening to make her pay a goat.
A few days later, Sebata was summoned to Tshidixwa’s homestead for a hearing.
Tshidixwa, presiding over the matter with her family members, ordered Sebata to pay two goats and two chickens.
Tshidixwa’s brother subsequently took two chickens from Sebata’s fowl run, instructing her to bring the goats later.
Dissatisfied with the situation, Sebata sought advice from other villagers, who recommended that she contact NewsDay, which in turn referred her to the police.
Sebata was later called to headman Mabhidhi’s court, where she was charged for speaking to the media and reporting to the police.
The villagers are baffled by what they perceive as gross abuse of power by traditional leaders, accusing them of enriching themselves through dubious trials and convictions.

She believes the traditional court did not give her a fair chance to explain herself. The woman was threatened by the village head after questioning her about being blocked from a job. When she sought advice from other villagers and the media, she was fined even more. The villagers are upset at what they see as unfair treatment by traditional leaders.

Following the allegations that the Electoral Commission of Namibia awarded a tender to a corrupt South African company linked to Wicknell Chivayo, the ECN has released a statement on its social media pages.
The statement claims that a rigorous process went into selecting Ren-form, and that the value of the tender was not $60 million as reported in the media, but $350,000.
Said the statement:

The Electoral Commission of Namibia (ECN) unequivocally refutes the malicious and baseless allegations being circulated regarding the award of the contract for the procurement of ballot papers for the November 2024 Presidential and National Assembly Elections, as announced on 17 October 2024. These allegations, intended to discredit the Commission and undermine public confidence in the electoral process, are false and misleading. Such unfounded claims are made to cast a shadow on the integrity of Namibia’s electoral system, which the Commission will not allow.
2. As the election season unfolds, we note the deliberate spread of misinformation, aimed at creating confusion and sowing distrust. The Commission firmly asserts that our procurement processes are fully transparent and compliant with all relevant legal frameworks. The Commission is fully committed to upholding the highest standards of transparency and accountability, as mandated by our Constitutional duty to safeguard free and fair elections.
3. The decision to award the contract to Ren-Form CC was made following a thorough and rigorous evaluation process that adhered to the laws governing procurement. Factors considered included compliance with technical requirements, cost-effectiveness, reliability, and the ability to meet strict timelines. To be clear and set the record straight: the total cost of this contract is N$6,250,686—far from the grossly inflated and fictitious figure of N$1 billion being circulated in certain media reports. Additionally, Ren-Form CC is a South African company, not a Zimbabwean company, and boasts a solid track record of printing ballot papers for over 70 elections on the continent in the past 20 years.
4. The Commission reiterates that the procurement process for the ballot papers was conducted in strict adherence to the Public Procurement Act, No. 15 of 2015, as amended. We emphasize that the authority to make procurement decisions lies solely with the Commission and not with any contesting political party or external influence. Attempts to suggest otherwise are entirely false and meant to distract from the real issue—ensuring the timely and secure preparation of our national election.
5. We wish to categorically state that there is no evidence whatsoever to substantiate any claims of corruption or misconduct in this process. Should any party or individual possess concrete evidence of wrongdoing, we challenge them to present it through the appropriate channels. The Commission will not tolerate baseless accusations meant to discredit our work.
6. As we approach the elections, we urge all Namibians to remain vigilant and informed by relying on credible, verified information. Full Text: Namibian Electoral Commission Speaks On Awarding Wicknell Linked Company Tender

A commission of inquiry appointed by President Emmerson Mnangagwa to investigate suspected financial mismanagement and corruption in Harare has faced a major setback with the death of Dr Funny Machipisa, a crucial witness who was expected to testify about corruption at the town house, reported <a href="https://businesstimes.co.zw/blow-for-ed-probe-team/">Business Times</a>.
Machipisa, who was the District Administration Manager, had gathered a dossier detailing instances of corruption, including irregular allocations of residential and commercial stands by councillors and officials.
Council announced on Monday that Machipisa passed away on Sunday without revealing on the cause of his death.
Before his death this week in Harare, Machipisa had alleged that there were attempts to demote him to a lower position as a tactic to silence him and hinder his testimony.
Thabani Mpofu, the lead investigator for the commission, expressed shock at Machipisa’s passing. He said:

I am devastated because he was expected to appear (before the commission of inquiry) soon.
</blockquote>
In a letter dated 9 July 2024, Machipisa said he was forced out because he opposed the councillors’ plan to have residential and commercial stands in wealthy suburbs instead of their own wards. He said:

After I had worked hard in processing reports to council for the allocation of 2 224 residential stands I informed the 59 councillors that they were to be allocated residential stands within their respective wards in terms of the government directive of 2020.
This did not go down well with the councillors as they said they wanted to be allocated stands in leafy suburbs such as Borrowdale, Highlands, Greendale, Mt Pleasant, Malbereign where stands had been created.

Machipisa said he warned the councillors that they were in breach of a government directive. He wrote before his demise:

I am the focal person on housing matters in the department and their plan to remove me from office is to avoid my submission of information to the commission of inquiry which is currently investigating the City of Harare on various issues.
Any new person as my replacement will obviously have no information to submit and can be coerced to profess ignorance on housing matters.
Cartels and cabals have been employed to settle scores against both councillors and officials.

Machipisa had served the council for 41 years before his passing.
Mpofu raised concerns about losing contact with senior council official Matthew Marara, who is supposed to testify regarding corruption in the capital.
Marara is involved in a controversial US$ 300,000 payout from the council before his controversial reinstatement.
The situation has implicated councillors, who now face accusations of complicity.
Meanwhile, in a statement issued on Thursday afternoon, the Harare City Council said Machipisa was due to retire at the end of 2025. It said:

The late head of Council District Administration Dr Funny Machipisa was buried yesterday at his Bvochora homestead in Guruve. He passed away on 13 October.
Dr Machipisa was due for retirement on December 31, 2025. He had been with the City of Harare for 41 years.

Harare Corruption Probe Faces Setback After Death Of Key Witness

Kudzanai Hiya, one of the assistant referees in the Herentals versus Dynamos Castle Lager Premier Soccer League match at Rufaro Stadium on May 12, has been handed a five-year ban from all football-related activities and fined US$116,650 after being found guilty of match manipulation and corruption.
The match ended in a 1-1 draw, but Hiya was charged for accepting a US$400 bribe from a Dynamos supporter to influence the result in favour of the Glamour Boys.
Despite his denials, the senior assistant referee with 14 years of experience was ultimately found guilty of “bringing the game into disrepute” as well as “match manipulation and corruption” following a full trial.
The two additional charges of gross incompetence and failure to observe the principle of fair play that had been brought against Hiya were ultimately dismissed by the disciplinary committee.
The centre referee for the match, Tichaona Mbire, was cleared of all charges by the ZIFA Disciplinary Committee, chaired by Florence Jambwa, after a complete trial. Part of the judgement reads:

In aggravation it was noted that the charges proffered against the respondent attract a harsh sentence of up to a lifetime ban from any football related activity.
His lengthy service was also considered to aggravate the charges as he was expected to have known the rules better and the consequences of accepting a bribe and match manipulation.
The Disciplinary Committee imposed a five-match suspension on the respondent for Charge 3, reflecting the seriousness of his conduct during the match.
Additionally, for Charge 4, the Respondent received a five-year ban from participating in any football-related activities, along with a fine of CHF 100,000, payable in the equivalent amount in United States Dollars.
These sanctions underscored the committee’s commitment to upholding the integrity of the sport and addressing any misconduct associated with the Respondent’s actions.
The imposed penalty considers the severity of the breach, and the fact that he is a first offender. The sentence also acts as deterrent to other officials and reinforces the message that accepting a bribe, match manipulation and corruption will not be tolerated.
It guarantees that the playing field remains level and the game remains free of malevolent outside influences.

On May 12, a controversy erupted when a Dynamos supporter accused referee Hiya of accepting a $400 bribe to influence the match in favour of Dynamos, which ended in a 1-1 draw. The supporter stormed the referees’ changing rooms demanding reimbursement.
Fans protested by invading the pitch and throwing missiles after controversial decisions, including disallowing a goal from each team for offside.
An investigation by the ZIFA Referees Committee, led by Brighton Mudzamiri, Wilfred Mukuna, and Tapfumanei Mutengwa, found Hiya guilty of accepting the bribe and manipulating the game, leading to his prosecution by the ZIFA Disciplinary Committee.

Zimbabwean Referee Banned 5 Years, Fined US$116 000 For Accepting US$400 Bribe

The trial of Mike Chimombe and Moses Mpofu, who have been in custody for over two months on corruption charges exceeding US$7 million, has been postponed to October 22 of this year.
The duo appeared relaxed and seemingly in good spirits during their appearance in the High Court in Harare on Thursday, where the proceedings were broadcast live on ZTN.
Chimombe and Mpofu are accused of misappropriating a total of US$7.7 million from the Presidential Goat Pass-On Scheme.
Allegations include forging a Zimbabwe Revenue Authority (ZIMRA) tax clearance certificate and a National Social Security Authority (NSSA) compliance certificate under the name of Blackdeck Private Limited.
These documents were submitted with a bidding proposal to the Ministry of Lands, Agriculture, Water, Fisheries, and Rural Development for a tender to supply goats for the scheme.
By doing so, they misrepresented their company as being in full compliance with ZIMRA and NSSA regulations.
Their trial was postponed after their lawyers requested a referral to the Constitutional Court. Both defendants have pleaded not guilty to the charges.
When Chimombe and Mpofu appeared at the Harare High Court the previous day (Wednesday), their lawyers traded barbs with Justice Pisirayi Kwenda.
Defence lawyers raised concerns about the court’s composition, specifically the age of the assessors, and argued that these issues should have been addressed before the trial began.
The defence claimed there were constitutional matters stemming from the duo’s arrest that needed to be resolved by the Constitutional Court before trial.
However, the prosecution argued that they should have been notified of the new defence outline regarding constitutional issues.
Tapson Dzvetero, representing Mpofu, began reading the defence outline, asserting that Mpofu pleaded not guilty and will challenge the legality of his detention and prosecution.
The defence contended that the charges stemmed from a civil matter related to a contractual disagreement with the Ministry of Lands and Agriculture, rather than criminal fraud.
Mpofu’s lawyer argued that he did not misrepresent the company’s capacity to supply goats and argued that the charges were unwarranted since the ministry had not pursued recovery of any funds.
The defence suggested that external parties with ulterior motives were influencing the prosecution, particularly in light of social media posts.
Professor Lovemore Madhuku told the court that Chimombe shares similar constitutional concerns and argued against the trial proceeding under what they deemed an improper court composition.
Chimombe’s lawyer explained that he was not directly involved in Blackdeck’s operations and only sought to mediate between the company and the ministry after disputes arose.
Both accused claimed that their legal troubles intensified after audios suggesting bribery by Wicknell Chivayo led to their arrest, alleging that they were targeted as punishment for leaking information.

Corruption Trial For Chimombe And Mpofu Postponed To October 22

A Ruwa Local Board Municipal Police Officer, Lucia Sithole (44), was arrested on Friday, September 27, by members of the Southern Africa Regional Anti-Corruption Organisation (SARACO) for allegedly demanding and accepting a bribe from a commuter omnibus driver.
According to a memo addressed to the SARACO Chief Corruption Prevention Intelligence Officer by an Assistant Deputy Director of Operations, Sithole now faces charges of criminal abuse of office as defined by Section 174 of the Criminal Law (Codification and Reform) Act [Chapter 9:23].
The allegations are that on September 27, 2024, at approximately 8:20 AM, Sithole and two other municipal police officers were on duty conducting traffic enforcement along the Harare-Mutare highway near the George shopping Centre in Ruwa. Reads the memo:

A Nissan Caravan commuter omnibus registration No AFE 7538 travelling from Harare to Goromonzi stopped at the market Bus stop along the highway and suddenly a municipal traffic officer emerged and placed a steel bar in the wheel of the commuter omnibus.
</blockquote>
All passengers were ordered to disembark and three municipal police officers jumped inside and ordered the driver to proceed to their council yard. As this was happening the other male officer was writing a fine ticket.
It is alleged that the driver of the kombi and the three municipal police officers left for the council yard, and along the way just near the shops, Sithole asked for twenty dollars from the driver.
The driver said that he had US$10 but she rejected it and insisted on $20.
After the driver gave her two US$10 notes, Sithole then instructed him to make a U-turn and drop them off immediately. Reads the memo:

The driver drove back to where he had dropped his passengers and advised the three Southern Africa Regional Anti Corruption Organisation members who had earlier on introduced themselves to him before boarding the commuter omnibus at Fourth Street.

The three members of SARACO contacted their female counterpart nearby and approached the municipal police officers.
They requested that the officers empty their pockets of all cash, but Sithole refused to comply.
Subsequently, the SARACO members searched her and discovered US$45 in her shirt pockets. Two of the US$10 bills matched the photographs taken by the kombi conductor before the money was handed over to the driver.
Sithole was then arrested and taken to Ruwa Police Station, where Chief Inspector Tinarwo was informed.
A docket was opened for violating Section 174 of the Criminal Law (Codification and Reform) Act, registered under ZRP Ruwa RRB number 6160549.

Ruwa Municipal Police Officer Caught In Bribery Sting By SARACO

Former ZANU PF Youth League national political commissioner Godfrey Tsenengamu has announced his decision to leave politics to focus on combating corruption.
Tsenengamu, who was suspended from ZANU PF in 2020 after naming party officials allegedly involved in corrupt activities, had previously stated in May 2024 that he intended to rejoin the ruling party.
However, during a press conference in Harare on Tuesday, Tsenengamu changed his stance, saying that his decision to return to ZANU PF was premature.
He claimed he was committed to fighting corruption through the Zimbabwe Anti-Corruption Citizen’s Task Force, which he said was registered four years ago. Said Tsenengamu (via <a href="https://www.newsday.co.zw/local-news/article/200032769/tsenengamu-quits-politics-leads-anti-corruption-fight">NewsDay</a>):

I am here to tell Zimbabweans, it is high time we must work together to fight this menace of corruption. We tried it when we formed the Front for Economic Emancipation in Zimbabwe, but we realised that you cannot fight corruption effectively under the banner of a political party.

Tsenengamu asserted that there would be no sacred cows in the fight against corruption. He said:
<blockquote>
It is a legally registered institution, which can report any individual with a rightful authority. We are going to be whistleblowing big time.
We don’t care whether you are from this party or that political party. We don’t care whether you have the support of that powerful individual or this powerful individual. We are not going to be fighting against institutions.
</blockquote>
Critics argue that the fight against corruption in Zimbabwe has become a lost cause, as graft has nearly been normalised, particularly within the public service.
For example, public transport operators often view paying bribes to police officers at roadblocks as routine.
It is reportedly impossible to obtain a driver’s license without bribing officials from the Vehicle Inspectorate Department (VID).
Moreover, teachers frequently demand payment for extra lessons, which they have made “mandatory”.
The above are just a few instances where corruption has deeply entrenched itself in everyday practices.

Tsenengamu "Quits" Politics, Vows To Fight Corruption

A police officer stationed at ZRP Dema was arrested on Saturday, September 21, by members of the Southern Africa Regional Anti-Corruption Organisation (SARACO) for soliciting a bribe from a kombi driver.
The officer, Constable Personal Dzuramera, was part of a group of seven officers conducting a traffic operation called “Operation No To Lawlessness on the Roads” at the 38 km peg Harare – Hwedza Road.
A caravan commuter omnibus driven by the complainant, Verengai Fete, was stopped at a checkpoint while travelling from Marondera to Harare.
The driver was asked to pay a US$30 fine for an undisclosed offence. When he explained that he only had US$10, Constable Dzuramera allegedly instructed him to hand over that amount. Reads a SARACO memo:

The now accused person took the US 10 dollars serial number PD 56195727 A and gave the driver US 5 dollars change serial number QE22746714 B which he said will be used to pay tollgate.
</blockquote>
All of this transpired in front of four SARACO members who were in the kombi stopped by the police, along with two female passengers. Reads the memo:

The Anti Corruption team disembarked from the omnibus and approached the now accused and introduced themselves as members of SARACO and the officer took US$10 from his right trousers (Uniform) pocket and threw it down together with an exercise book he was holding but the money was immediately picked by Corruption prevention intelligence officer Kasere and the accused was taken to Dema police station together with his colleagues where officer in charge ZRP Dema Chief Inspector Shayanewako was briefed about the whole case and a docket was compiled on ZRP Dema RRB number 6052555.
Chief Superintendent Chokuda from PGHQ Internal Investigations was advised and she later phoned back and advised the officer in charge Dema to make sure that a docket has been opened and procedures were done and to make sure that the accused person is taken to court within the stipulated time.

Investigations are being conducted by the ZRP Dema, and the accused is expected to appear in court soon to face charges of criminal abuse of office under Section 174 of the Criminal Code.

ZRP Dema Officer Arrested For Soliciting US$30 Bribe From Kombi Driver

Vice President Constantino Chiwenga said that corruption has become a serious threat to the country’s progress, undermining the rule of law and eroding public trust in both private and public institutions.
Speaking at the Chartered Governance and Accountancy Institute of Zimbabwe’s annual conference in Victoria Falls on Thursday, Chiwenga urged leaders in both sectors to uphold ethical standards and prioritise integrity. He said (via <a href="https://www.newsday.co.zw/local-news/article/200032519/corruption-now-a-security-threat-chiwenga">NewsDay</a>):

As leaders, our responsibility is to create an environment where adherence to effective corporate governance principles is not just encouraged but expected.
</blockquote>
It is important to recognise that corruption represents a serious threat to our nation’s progress, distorting markets, undermining the rule of law and eroding public function as professionals in key positions across both private and public institutions.
Chiwenga asserted the government has implemented several measures to combat corruption, including the adoption of the United Nations Convention Against Corruption (UNCAC). He said:

The government of Zimbabwe is committed to collaborating with the private sector to create a corruption-free ecosystem through vigorous enforcement of anti-corruption laws, fostering strong partnerships, enhancing public awareness and providing advanced protection for whistleblowers.
By upholding the principles of good governance and actively participating in anti-corruption initiatives, the private sector can demonstrate its commitment to ethical business practices and contribute to a brighter future for our nation.
</blockquote>
UNCAC, adopted in 2003, provides a comprehensive framework for countries to prevent corruption, criminalise various corrupt practices, and enhance international cooperation in investigation and prosecution.
However, Chiwenga’s call for ethical standards appears disingenuous in light of ongoing reports of corruption involving key state institutions, such as the Zimbabwe Electoral Commission (ZEC), where millions were allegedly misappropriated in the lead-up to the 2024 harmonised elections.
In March and April of last year, Qatar-based Al Jazeera aired the investigative documentary Gold Mafia, which revealed how senior public officials were involved in smuggling Zimbabwe’s gold out of the country.
Moreover, just last week, President Emmerson Mnangagwa appointed former judge Webster Nicholas Chinamora as the chairperson of the Zimbabwe Independent Complaints Commission (ZICC), despite Chinamora having resigned from the bench in 2023 amid an inquiry into his suitability for office due to serious allegations of misconduct.
Critics argue that the establishment of the commission is merely a facade, as it is led by a judge who stepped down following a corruption scandal.

Corruption A Serious Threat To National Progress - VP Chiwenga

Emmanuel Mushata (45), a Works Manager in the Chitungwiza Municipality, was brought before the court facing charges of criminal abuse of duty as a public officer, as defined in Section 174(1)(a) of the Criminal Law (Codification and Reform) Act [Chapter 9:23], in conjunction with Section 196A of the same Act.
It was the State’s case that in November 2019, while serving as the Acting Director of Works, Mushata identified an open space that was an earth road and proceeded to create a residential stand measuring 476 square meters without adhering to the required legal procedures.
He crafted a layout plan for the stand, which he approved and subsequently submitted to the then Acting Director of Housing and Community Services. This official issued an offer letter for the stand to a beneficiary who was a local councillor.
The matter came to light when disgruntled residents in the area filed a complaint with the Ministry of Local Government and Public Works, raising concerns about the improper allocation of land.
This prompted an investigation by the Zimbabwe Anti-Corruption Commission (ZACC), which ultimately led to Mushata’s arrest.
On Tuesday, 17 September, the National Prosecuting Authority (NPA) confirmed that Mushata was sentenced to 48 months in prison, with 12 months suspended for good behaviour.
As a result, he will serve an effective 36 months behind bars for his actions.
