A former independent councillor in Insiza South who won in the 2018 elections before joining ZANU PF, lost his seat in the recently concluded August 23 elections.
Voters in Ward 15 voted for Shepherd Juta as their councillor in 2018 when he stood as an independent candidate but he later joined ZANU PF in 2021.
This time around, he lost to Tedious Mguni of the Citizens Coalition for Change (CCC).
Jota was among two NPF members and two MDC members who were paraded at a ZANU PF event on 29 May 2021 soon after they defected to the ruling party.
Locals in Ward 15 who spoke to <a href="https://cite.org.zw/former-independent-councillor-joins-zanu-pf-and-loses-seat/">CITE</a> claimed Juta would have been re-elected if he had not joined ZANU PF.
In an interview with CITE, Juta explained why he decided to join ZANU PF. He said:

Had it been that I was power hungry, I was going to remain an independent candidate but I joined ZANU PF because it has resources so I was aiming to access funding and develop the area.
</blockquote>
He added that he had realised that it was difficult to work as an independent candidate because one would not access enough support from the government to initiate projects. Said Juta:
<blockquote>
This was the reason why I joined the ruling party so as to work together. I would also source donations from people but it was not enough for big projects.
</blockquote>
Juta said he had run his race and was not planning to contest in the next coming elections in 2028.

Voters "Punish" Independent Councillor For Joining ZANU PF

Cowdray Park councillor, Kidwell Mujuru (ZANU PF), says his ward (Ward 28) should be divided as it is too big for one councillor.
The Bulawayo City Council (BCC) recently made a request to the Zimbabwe Electoral Commission (ZEC) to increase the wards from the current 29 to 35.
According to the 2022 population census preliminary results, Cowdray Park has 75 070 people and Mujuru believes the ward has to be split so that residents have proper representation. He said:

It is very true that Cowdray Park is bigger than Gwanda and Hwange town combined together, it’s also bigger than Chegutu.
The suburb has got 36 000 households so such an area is supposed to have like three wards.
We hope that ZEC (Zimbabwe Electoral Commission) will see it necessary for us to have three wards, that is why the government is considering giving us a town status.

Mujuru is the only ZANU PF councillor in the opposition-dominated council.
He said he has done a lot of developments since he assumed office that includes building the first Council-run primary school (Vulindlela) using Devolution Funds and also a bridge linking old Cowdray Park and Hlalani Kuhle areas.

Cowdray Park Councillor, Kidwell Mujuru, Says Ward Needs More Councillors

A ZANU PF councillor in Chiredzi reportedly engaged in a sexual relationship with a Form 5 pupil from Hippo Valley High School at his lodge resulting in the expulsion of the girl and her two colleagues.
According to NewZimbabwe.com, the councillor, whose name was withheld for legal reasons, would “smuggle” the three girls into his lodge and be intimate with one of the girls who was said to be his girlfriend.
The three girls confirmed visiting the lodge numerous times between June and July this year, according to reports they wrote to school authorities.
The councillor reportedly bought the trio food from local food courts and would lock himself in a room with his “girlfriend” while her friends were in another room.
The matter reportedly came to light on 30 June 2022 when one of the employees at the lodge entered the room unannounced and saw her boss naked and kissing the student but the matter was apparently swept under the carpet.
Reports further claim that the girls started telling friends about their escapades after the councillor failed to buy them food as he was wont to do.
He reportedly promised his lover US$200 if she did not implicate him but the girl confessed to school authorities after she was interrogated. She wrote:

We were bought two boxes of Chicken Inn and one box of Pizza. We went back to the lodge then (the other two girls) locked themselves in a room whilst I was with (the councillor) in another room.
We just kissed and when he was about to take off his clothes, a maid just came unknowingly.
She was like maihwe-ee! (my goodness!) and ran away because (the councillor) had already taken off his trousers.

The councillor reportedly hung up his phone when he was asked for comment while Hippo Valley High School Head, Luckson Gondo, said he was not allowed to comment in the press in terms of education ministry protocols. He said:

I am not authorised to speak to the press, you have to call the District Schools Inspector (DSI). She is the one who can comment.

ZANU PF Councillor In Sex Scandal Involving Schoolchildren

The opposition MDC-T has reportedly finalised the comeback of Masvingo Urban Ward 3 Councilor Tarusenga Vembo who was fired by mistake last year when the party purged four councillors.
Tarusenga was one of the four MDC Alliance councillors in Masvingo who were controversially recalled in November 2020 by Douglas Mwonzora, who was then MDC-T secretary-general.
The other councillors are Godfrey Kurauone (Ward 4), Daniel Mberikunashe (Ward 5) and Richard Musekiwa (Ward 7). They were recalled for allegedly not representing the party’s interests.
Speaking to TellZim News recently, Mwonzora said Vhembo will soon be back at the townhouse as they were waiting for the final processes being done by the Ministry of Local Government and National Housing. Said Mwonzora:

He was reinstated and we are just waiting for the documents. Party spokesperson Dr Tarisai Mavetera is following up on the issue with the Ministry of Local Government since we wrote to them a long time ago.
</blockquote>
Efforts by TellZim News to get a comment from Mavetera were futile as he reportedly did not respond to messages sent to his mobile phone and he also did not pick calls.
Vhembo who has been eager to return to his post continues to wait for communication since December last year when Mwonzora promised to reinstate him.

MDC Alliance Councillor Mistakenly Fired To Bounce Back

MDC Alliance president Nelson Chamisa on Sunday called upon councillors, of which his party controls over 80 per cent in urban areas, to prioritise service delivery.
Chamisa was addressing a bumper crowd that assembled at Mkoba stadium in the Midlands capital, Gweru. The high turnout was in spite of the excessive temperatures that have been prevailing over the past few days. Said Chamisa:
<blockquote>Councillors, don’t be corrupt; don’t deny stands to residents; we want timely refuse collection and we don’t want crazy rates.
We want our people to have a quality life and quality services in their communities. We must demonstrate that we are an alternative.</blockquote>

Chamisa Tells MDC Councillors To Roll Up Their Sleeves

In a full council meeting held last week in Kwekwe, Midlands Province, an MDC councillor called for the army to be deployed to deal with vendors operating in the city.
Washington Moyo said that the municipal police have failed to deal with the vendors and he expressed confidence that the army could do a better job. Said Moyo:
<blockquote>I have noticed that our council security personnel are not effective in the discharge of their duties. They are not being taken seriously by the vendors.
I think it’s a waste of time to dispatch our security personnel on the ground to chase away vendors from the streets because the moment they leave, vendors will come back.
Under the circumstances, I think it’s prudent that we engage the army. I suggest that we use the army to bring sanity to our city.</blockquote>
Illegal vendors have mushroomed in all urban areas in recent years as the economy has continued in its comatose state. As industries close and the cost of living escalates, hordes of people have flooded the streets to eke out a living through selling various wares.
