Harare Mayor Councillor Jacob Mafume has said the council is working with the government to enforce demolition court orders in an orderly manner, to protect residents who may have fallen victim to land barons.
Last week, the government condemned the destruction of 30 houses in Ridgeview, Belvedere, by the Harare City Council, describing the action as inhumane.
In an interview with <a href="https://www.newsday.co.zw/local-news/article/200035158/we-are-protecting-victims-from-land-barons-mayor">NewsDay</a> on Monday, Mafume said that the council has reported land barons who illegally sold land to residents to the police and is now awaiting their arrest. Said Mafume:

We are working with government on the court orders. Demolitions should be done in an orderly manner but at the same time we are saying people should be compliant with the country’s laws.
We have people who have built houses where children are supposed to play. If we create a city like that, our children will not be happy.
We have reported the land barons to police and we are waiting for their arrest. Yes, if there are those who get to be regularised, they should be cleared.

Reports indicate that there are 144 applicants slated for regularisation based on recent council resolutions.
One notable project, Tafara Pay Schemes, led by Everson Luni, has adhered to council by-laws for town planning.
This compliance includes the payment of application fees, circulation fees, ZESA charges, surveying fees, and costs associated with the Environmental Management Agency and sewerage services.

Harare Mayor Jacob Mafume recently announced that the city council plans to demolish over 5,000 illegal structures, having obtained 37 High Court orders to support the action.
The demolitions are part of an ongoing effort to address illegal constructions that have proliferated across the capital.
However, the decision to halt the demolitions for the time being has raised questions. Speaking at his ministry’s strategic workshop for 2025 in Bulawayo on Thursday, Minister Garwe said that the pause was made to avoid negative publicity as Zimbabwe prepares to host the Southern African Development Community (SADC) extraordinary summit this week.
Garwe also accused the opposition CCC-led Harare City Council of deliberately timing the demolitions to coincide with the summit.
He suggested that the council’s actions were intended to attract unwanted attention, undermining the country’s image on the international stage during such an important event.

The government has ordered the Harare City Council to stop its controversial house demolition exercise.
This came after a public outcry over the recent demolition of houses in Belvedere, which the City of Harare claims were built on land illegally acquired from land barons.
The council had initially planned to demolish over 5,000 houses in illegal settlements across the city, citing the need to enforce around 37 High Court orders.
The targeted properties, mostly located in high-density suburbs such as Kuwadzana, Budiriro, Glen View, and Mabvuku, were said to be built on land reserved for public amenities.

What City Council is doing is inhumane and it is not acceptable. A person takes six months to build a house and you are watching.
Then you want to come and give them a notice of 7 days to come and demolish the house. You give them a notice to relocate, where can they relocate in that short period?
At least they should give them four or five months so that they can build elsewhere.
Yes, Mafume [Harare major Jacob] has a court order, but it does not give him the right to cause people pain and suffering.
From now on, no house will be demolished. We are stopping them from doing so. That’s the government’s position.

Mafume confirmed the suspension of the demolitions, saying the council would comply with the Local Government Ministry’s order to pause the enforcement of the law for the time being.

Government Orders Harare City Council To Stop Demolitions

The new dispensation values all citizens and respects the constitution, which says housing is a fundamental right.
People have the right to housing, but that said, we must not take the law into our own hands and say, I can build a house wherever I want.
The law will still visit you. We do not want to take advantage of certain developments, and people must not start building recklessly.

The demolitions have ignited a heated debate among residents. Some blame illegal settlers for purchasing land from land barons, arguing that they should have known better.

Last week, the City of Harare announced the temporary decommissioning of the Prince Edward Water Treatment Plant near Chitungwiza, saying it could no longer draw water from the Harava and Seke dams as they have dried up.
The council said the plant will only be recommissioned when the two dams fill up most likely during the coming rainy season.
The local authority added that areas that are likely to be affected include among others, Chitungwiza, Hatfield, Airport, Waterfalls and Msasa.

Govt Turns To Darwendale Dam To Alleviate Harare's Water Woes

Citizens Coalition for Change (CCC)’s self-appointed Secretary General, <a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a>, has recalled Kwekwe Mayor <a href="https://www.pindula.co.zw/Henry_Madzorera/">Henry Madzorera</a>, Deputy Mayor <a href="https://www.pindula.co.zw/Melody_Chingarande/">Melody Chingarande</a>, and another councillor, Simon Machisvo. This comes after he recently recalled 13 more MPs and five senators, which were temporarily halted by a High Court order.
In a letter addressed to the office of Kwekwe City Town Clerk dated 13 November, the acting Local Government Minister <a href="https://www.pindula.co.zw/Daniel_Garwe/">Daniel Garwe</a> said he had been informed that the former Health Minister and others recalled had ceased to belong to CCC. He wrote:

I wish to inform you that I am in receipt of a letter from the Citizens Coalition for Change (CCC) stating that the following councillors have ceased to be members of the Citizens Coalition for Change political party.
The letter further stated that the recalls are in terms of section 278 (1) of the country’s constitution, “as read with Section (1) (k), the above-mentioned wards are now vacant. In terms of Section 121 of the Electoral Act, please proceed to inform the Zimbabwe Electoral Commission of these vacancies.

Tshabangu, whom the CCC accuses of collaborating with the ruling party ZANU PF, claimed that the expelled councillors were no longer members of the main opposition party in Zimbabwe, which has been his justification for all the “recall” letters. 
By-elections for recalled Members of Parliament are scheduled for December.

Tshabangu Has Recalled Kwekwe Mayor Henry Madzorera

The Government is partnering with the private sector to provide housing stands to civil servants, reported the <a href="https://www.chronicle.co.zw/new-housing-deal-for-civil-servants-10percent-of-all-new-developments-reserved/">Chronicle.</a>
National Housing and Social Amenities Minister Daniel Garwe said that under the scheme, the Government sells land to property developers at discounted rates and then it is given 10 percent of the serviced stands.
The stands are then allocated to civil servants.
Following a week-long strike by teachers in early 2022, the Government promised to avail non-monetary benefits to civil servants which include housing, and payment of school fees for teachers’ children, among others.
Speaking during the tour of Radar Properties, King City project housing in Umguza District last Wednesday, Garwe said:
<blockquote>
We do not have all the resources such as adequate funding but we have affordable land.
We are therefore partnering with the private sector whereby we provide land and they service the land and give us the serviced stands for allocation to civil servants.
All we want is a small 10 percent of their serviced stands which we then allocate to Government workers.

He said for every 2 000 stands serviced by private developers, Government gets 200 stands for civil servants.
Zimbabwe has an acute housing shortage which has resulted in the mushrooming of informal settlements across the country, mainly in peri-urban areas.
In 2020, Garwe said the country’s housing waiting list was 1.3 million according to aggregated data from the local authorities.
He said the Government had started a programme of seriously engaging private sector players like blue chip companies on the Stock Exchange, manufacturers, banks and, building societies, parastatals, pension funds, insurance companies, and mining houses for resources to clear the housing backlog.

Govt Has New Housing Deal For Civil Servants - Minister Garwe

ZANU PF Mashonaland East chairperson Daniel Garwe has condemned the assault of several elderly Citizens Coalition for Change (CCC) members in Murewa North constituency last week.
Morris Seremani (74), Susan Seremani (56), Beauty Chikoti (52), Chipo Mutizwa (37), Nyaradzai Chitauro (52), Sekuru Dongo (79) and Munyaradzi Dongo (38) were left with injuries after they were assaulted for allegedly supporting CCC.
The assault occurred in Chirowa Village, Murewa North.
Addressing ZANU PF supporters on Tuesday at Matututu shopping centre in Murewa North, Garwe said:

My colleagues, I am pained by what happened in this area. It’s something nobody here can explain what transpired because we were not all there. We said experts should go and investigate.
ZANU PF does not tolerate violence, it’s a peaceful party. That’s the only party that brought peace, there’s no other party.
In some countries you hear about terrorists and bombings, here there is peace. This peace was brought by ZANU PF.
President [Emmerson Mnangagwa] is today preaching that we should live in peace, forgive each other, and get united. The war veterans say “united we conquer”.

Garwe Condemns Murewa North Violence

Residents of Epworth and Eastview, among other informal settlements, should not expect to get title deeds anytime soon after a Cabinet minister said the regularisation of such settlements takes time.
In February, President Emmerson Mnangagwa promised to issue 80 000 title deeds ahead of the March by-elections, a development that critics said was a campaign gimmick.
Last week, National Housing and Social Amenities Minister Daniel Garwe said that the issuance of title deeds is not an event but a process. He said:
<blockquote>
People are misunderstanding the issuance of title deeds as an event. It’s not an event, it’s a process.
In the context of Zimbabwe, the issuance of title deeds is two-fold: The first one is an area such as this one where the settlement has been properly planned, roads constructed, water, sewer and everything.
The other one is that we are now looking at informal settlements like Epworth, Caledonia (Eastview) in Goromonzi. This land was invaded by land barons.
It was not transferred from the Lands ministry to the Local Government ministry. That process is now taking place.
You can’t just come and give a person a paper without a description of the property.
So, the process gives rise to the creation of the proper description which appears on the title deed.
The regularisation process is part of the title deeds issuance process.

Issuance Of Title Deeds Takes Time, Says Housing Minister

A ruling ZANU PF party official has raised concern over a preliminary delimitation report by the Zimbabwe Electoral Commission (ZEC).
ZANU PF Mashonaland East provincial chairperson Daniel Garwe recently said ZEC conducted the delimitation process without consulting them. He said:

We can’t glorify ZEC when it is changing boundaries like this. One who stays in ward 5 is now going to vote in Mutoko, you live in Hwedza and you now vote in Marondera Central. What kind of nonsense is that?
What they (ZEC) want is that where you used to walk five kilometres to vote you now walk 10km or 15km.
They didn’t consult us, they told us what they had done. That’s not consultation.

On Tuesday last week, two pro-ZANU PF organisations, MenBelievED and the Association of Rural Districts Councils of Zimbabwe held separate Press conferences in Harare to criticise the ZEC report.
MenBelievED spokesperson Timothy Nyakudzuka said ZEC did not consult citizens during the delimitation exercise therefore the process was flawed.
The ZEC preliminary delimitation report shows that some rural districts have lost wards to peri-urban areas and growth points.
Traditionally, ZANU PF has won more votes in rural wards and constituencies while the opposition has been dominant in urban areas.
For instance, in Mashonaland East Province, Chikomba and Hwedza districts lost a constituency each while Seke had one added.

ZANU PF Official Criticises ZEC Preliminary Delimitation Report

National Housing and Social Amenities Minister Daniel Garwe has warned land barons who are selling State land thereby promoting the growth of unplanned settlements that they will be dealt with.
Speaking during an official handover ceremony of Millennium Heights Block 2, a project undertaken by West Properties, in Harare recently, Garwe said the illegal parcelling out of land will soon be a thing of the past. He said:

We are not backing off on the call to put an end to the land baron scourge which has led to urban sprawl, therefore, promoting the growth of unplanned settlements.
This will soon be a thing of the past as we work towards sanitisation which is supported by strict enforcement measures to ensure that we put an end to mushrooming settlements.

Land barons, who include politicians and traditional leaders, have been blamed for the mushrooming of shanty settlements across the country.

Minister Garwe Warns Land Barons

National Housing and Social Amenities minister <a href="https://www.pindula.co.zw/Daniel_Garwe">Daniel Garwe</a> has said courts, the military, police and even health workers belong to the ruling ZANU PF.
Addressing party supporters in Seke on Tuesday, Garwe who doubles as ZANU PF Mashonaland East provincial chairperson said the ruling party will do anything to ensure President Emmerson Mnangagwa’s re-election next year, according to <a href="https://www.newzimbabwe.com/chikurubi-interview-sikhala-says-ready-to-stay-in-prison-as-long-it-takes-i-am-comfortable-with-them-keeping-me-here/">NewZimbabwe.com</a>.
His address was captured on video and the clip has gone viral. Garwe said:

Courts, military and police belong to ZANU PF; even health workers belong to ZANU PF. Actually, we own almost everything.
President [Emmerson] Mnangagwa said the country does not tolerate violence but if they (opposition) provoke us, definitely we are going to fight them and deal with them accordingly.
We are preparing a whip for all those who insult Mnangagwa as we are preparing for our 2023 elections. Don’t keep quiet if someone insults your President, we have to fight back and defend him.

His remarks come against the backdrop of a surge in cases of intra-party and interparty violence raising fears that the harmonised elections scheduled for 2023 will likely be bloody. 
Two months ago, former State Security minister <a href="https://www.pindula.co.zw/Owen_Ncube">Owen Ncube</a> made similar threats at a ZANU PF campaign rally in Mberengwa, Midlands province saying “<a href="https://zero.pindula.co.zw/owen-ncube-threatens-worse-than-2008-political-violence-against-sell-outs/">2023 will be worse than 2008.”</a>
Zimbabwe Election Advocacy Trust (ZEAT) executive director Ignatious Sadziwa said Garwe must be must censored over the inflammatory remarks to avoid “another” disputed election.

"Courts, Military And Police Belong To ZANU PF, We Won Almost Everything" - Minister

Zimbabwe’s Minister of National Housing and Social Amenities, <a href="https://www.pindula.co.zw/Daniel_Garwe">Daniel Garwe</a>, is confident that the government is going to surpass its target of delivering 220 000 housing units by 2025 by partnering with the private sector.
Speaking during a tour of Arlington Estate on Thursday where 1 500 housing units are being constructed at Arlington Estate, Garwe said private players can help clear the national housing backlog. <a href="https://www.sundaymail.co.zw/new-ppps-can-accelerate-housing-development">The Sunday Mail</a> quotes him as saying:

We are quite happy that the developer is working with the Government.
It’s a private-public-partnership, and the Government’s key role is to create an environment suitable for making housing delivery make sense.
We have about 1 500 units here, and when I say we are going to surpass the target of 220 000 housing units by 2025, it’s not just a talk-show.

Cardinal Corporation executive chairman, Mr Jeremy Brooke, said they had been working on housing development at Arlington Estate for the past 16 years.
In its <a href="https://news.pindula.co.zw/2018/05/05/zanu-pf-2018-election-manifesto-summary-pdf-download/">2018 election manifesto</a>, the ruling ZANU PF pledged to construct 1.5 million housing units by 2023, translating to 300 000 houses per year, or 25 000 a month, 6 250 a week or 822 houses a day.
If the plan had succeeded, over 1.2 million houses would have been constructed as of August 2022.

Minister Garwe Says Govt Will Surpass The Target Of 220 000 Houses By 2025

Housing and Social Amenities minister, Daniel Garwe, said that local authorities should issue housing stands to home seekers in areas that are fully serviced.
Speaking at the launch of the Hopelyn Housing scheme in Bulawayo recently, Garwe said it is now a jailable offence to build a house before infrastructure such as roads, functioning water and sewer systems have been put in place. Garwe said:

What we are doing now going forward is to ensure that on-site and off-site infrastructure is provided before any house is built.
Building a house before the services are provided is now a jailable offence. I have no apologies to make for that statement.
It’s criminal for local authorities to allow people to build on virgin land.

Garwe said his ministry was playing its role by assisting banks, investors and local authorities to deliver housing to citizens.
Zimbabwe has an estimated 1.5 million housing backlog.

It's An Offence To Build Houses On Unserviced Stands - Garwe

Domboshava is fast becoming an informal settlement due to the unregulated construction of new houses, a land-use planner has said.
Many people from Harare have been acquiring stands in Domboshava and building houses without any proper planning.
According to Emaculate Hungwe, a planner, the influx of urban dwellers into Domboshava has seriously impaired the town’s layout, making it like Epworth. Said Hungwe:

The settlement pattern and settlement density in Domboshava are altered because of an increased number of migrants.

Reports suggest that in Domboshava, a 200 square metre stand costs in the region of US$1 500.
In a typical high-density suburb in Harare, a 200 square metre stand may cost around US$7 000.
The Minister of National Housing and Social Amenities, Daniel Garwe, has said under the Zimbabwe Human Settlements Policy, all informal settlements will be regularised. Said Garwe:

An opposition legislator Tuesday called for the resignation of the National Housing minister Daniel Garwe following the destruction of illegal settlements and business structures in the country.
Southerton MP, Peter Moyo (MDC Alliance), accused Garwe of causing deaths from stress and pain among citizens after their properties were razed down.
Moyo called for Garwe’s resignation in the National Assembly, where he raised a matter of privilege with Speaker Jacob Mudenda. Moyo said:
<blockquote>The destruction of houses in Zimbabwe is now a cause of concern to us. I raised the issue with Minister Garwe when he gave a ministerial statement in the House, and he promised that no houses will be demolished.
However, in the past week, we have witnessed the acceleration of these demolitions. It is with a heavy heart that I raise this issue with you, Mr Speaker Sir.
You can imagine the pain people are going through right now. People have borrowed to build these houses. He is a saboteur of this country.</blockquote>
On Monday, ZANU PF secretary for administration Obert Mpofu ordered stoppage of all demolitions, describing them as “inhumane”.
Mpofu was speaking during a Press conference in Harare on Monday, which was also attended by Local Government minister July Moyo, and Garwe.
However, the demolition of home industries and vending stalls has continued in Harare despite ZANU PF’s declaration.

MDC-A MP Demands Garwe's Resignation Over House Demolitions

Between 3 000 and 10 000 housing units and a building technology plant are set to be constructed under a partnership between the Zimbabwean Government and Shelter Afrique, a Cabinet Minister has said.
Shelter Afrique is a pan-African finance institution that exclusively supports the development of affordable housing and real estate sector development in Africa.
Speaking during the 21st post-Cabinet briefing in Harare Tuesday evening, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa also revealed that Zimbabwe was elected as the 1st vice-chairperson of the Shelter Afrique Bureau. Said Mutsvangwa:
<blockquote>The Minister of National Housing and Social Amenities, Hon. D. Garwe reported that the 40th Annual General Meeting and Symposium of Shelter Afrique was held from 20 to 25 June 2021 in Yaounde, Cameroon.
Zimbabwe was elected as the first vice-chairperson of the Shelter Afrique Bureau and will host the 41st AGM and symposium.
Cabinet approved Shelter Afrique’s pledged to invest in Zimbabwe through funding mixed housing construction ranging from 3 000 to 10 000 units; establishing a building technology plant with a proposed shareholding of 51/49 for Shelter Afrique and Government of Zimbabwe respectively and establishing a regional office for the SADC region in Harare. Government will provide the requisite land.</blockquote>
Shelter Afrique is a partnership of 44 African governments, the African Development Bank (AfDB) and the Africa Reinsurance Corporation (Africa-Re).
It builds strategic partnerships and offers a host of products and related services to support the efficient delivery of affordable housing and commercial real estate.

Govt Approves Shelter Afrique's 10 000 Housing Units Plan

The ruling ZANU PF has ordered the demolition of houses in Goromonzi to stop amid public outcry over the development that left hundreds homeless.
ZANU PF held a meeting this Monday following the demolition of houses by Goromonzi Rural District Council over the weekend. Addressing the meeting, ZANU PF secretary for administration, Obert Mpou said:
<blockquote>_The Party has summoned the two ministers responsible for the housing issues in the country who are Minister of Local Government and Public Works, Cde July Moyo and Minister of National Housing and Social Amenities, Cde Daniel Garwe._

When the party’s director of Information, Tafadzwa Mugwadi called for questions from the media, one journalist sought to understand what “will happen to those with houses which have been demolished.” Mpofu responded saying:
<blockquote>_Right now we have agreed that the demolitions must stop and in the meeting, we are set to hold, will discuss that._</blockquote>
Another reporter asked:
<blockquote>_Is your position the same as that of Government?_ </blockquote>
Mpofu who is a former Minister of Mines and Mining Development responded:
<blockquote>_Government is ZANU PF and we are talking about things happening in our Government._</blockquote>
Meanwhile, some analysts including MDC Alliance activist Pedzisayi Ruhanya said the move was a government “policy retreat but the damages and losses are immeasurable from the cruel exercise across Zimbabwe.”
This comes amid blameshifting between the opposition and ZANU PF with each side denying responsibility.
ZANU PF blames MDC saying the most local authority governments are controlled by the opposition party.
MDC on the other hand claims the ruling ZANU PF owns housing cooperatives that will be allocating land.
Former ZANU PF top official, Walter Mzembi this Monday argued that the demolitions were reflecting territorial wars within the ruling party.

JUST IN: ZANU PF Stops Demolition Of Houses

Minister of Housing and Social Amenities, Daniel Garwe has been reported to the Zimbabwe Anti-Corruption Commission (ZACC) and Special Anti-Corruption Unit (SACU) for allegedly violating tender procedure.
Garwe allegedly awarded a construction tender to two companies linked to him without following due process. He awarded Metbank and Touch Properties a contract to construct 140 blocks of flats in Prospect.
An anonymous complainant who brought the issue to ZACC and SACU’s attention alleged that Garwe flighted a ‘dummy’ tender invitation fully knowing he had awarded the same to companies where he has interests. The complaints allege Garwe’s partner Sharon Mugabe did media consultancy for one of the companies that were awarded the construction tender.
According to the complaints, Garwe’s ministry flighted the tender adverts on February 26 yet he had announced the <a href="https://news.pindula.co.zw/2020/09/20/govt-promises-to-build-200-000-by-2023-daniel-garwe/">engagement of the two companies a fortnight</a> before. Part of the complaint’s letter seen by Zim Morning Post reads:
<blockquote>…I was caught aback by the Domestic Tender flight that was in the Herald and other publications on the 26th of February 2021. This was after I read on the article in the Herald of the 13th of February 2021 titled Govt, private sector venture to build 140 blocks of flats, where Talent Chimutambgi reported Minister Daniel Garwe as handing over stateland to Metbank and Touch Properties to construct 140 blocks of flats. This was said to be following the State’s land allocation policy, and offering mortgages. I was surprised to see that on the tender flighted two weeks later on the 26th of February 2021 in the same Herald, after handing over the land to Metbank and Touch Properties, the same Prospect project was being advertised inviting bidders to submit their bids.</blockquote>
It is not clear how ZACC or SACU will handle the complaint by an anonymous person.

Housing Minister Daniel Garwe Accused Of Violating Prospect Flats Tender Procedure

Housing and Social amenities Minister Daniel Garwe has said houses built on riverbanks and on wetlands across the country will have to be demolished and local authorities and land developers who were in charge of parceling out land to those residents are supposed to compensate them, The Herald reports.
Garwe said this after touring houses and other structures built on wetlands and riverbanks in Gweru:
<blockquote>Under the new concept where we want to relocate people, they will be predominantly high rise buildings. We are following the policy on densification and these people will be relocated to those areas not for free.
They will pay but where they had built houses if the local authority was responsible for the allocation of the land on riverbanks and wetlands, it takes full responsibility of compensating those people.
If it’s a private developer-cum land baron, that land baron should compensate the people. Government has no apologies to make on that.</blockquote>
Midlands Provincial and Devolution Minister Larry Mavima said they were already identifying the structures built on wetlands and on river banks in his province:
<blockquote>As a province, we are up to the task. We started with identifying these illegal structures but we are not a cruel Government. As Government we will make sure that we will leave no stone unturned and those responsible for duping people will restitute the affected but at the same time, we will not just demolish structures without identifying new places to relocate the affected.</blockquote>

Houses Built On Wetlands And Riverbanks Will Have To Go - Garwe

Housing and Social Amenities Minister Daniel Garwe has said demolitions of illegal structures especially houses built after December 2019, as the government clamps down on land barons in a bid to built sustainable houses in towns and cities. The Sunday Mail reports.
Garwe was speaking to the publication when he said:
<blockquote>We made a statement last year when the President made a policy pronouncement on housing. We said those that have already built, we are not going to demolish people’s homes but regularise. Only structures built close to roads, power and sewer lines will be demolished.
Councillors and some high ranking officials took advantage of the situation and lied to people. Officials deceived home-seekers to build, telling them that the Ministry was going to regularise; that’s not true.
The land barons were flourishing because they had development permits issued by Government. Some of them did not meet the conditions to provide infrastructure before selling land to home seekers. We are now giving them a maximum of three months or Government revokes that permit.</blockquote>
Garwe also shared the government’s plan to introduce a system that will see people renting houses at affordable rates on properties built by the State and said:
<blockquote>We cannot all own houses because land is a finite resource. So we are introducing the renting system. Most of the units will be high rise flats to preserve land. We need land for agriculture. If we continue settling people on all the farms, where will we get the food?</blockquote>

No House Built On Undesignated Land After December 2019 Will Be Spared - Garwe

National Housing and Social Amenities minister, Daniel Garwe, Friday said all houses built on illegally allocated public land will be demolished as Government seeks to restore order in urban settlements.
The minister made the remarks on the sidelines of a stakeholders’ seminar organised by the Zimbabwe Builders and Contractors Association in Harare.
Garwe observed that land barons took advantage of an announcement by Government that it could consider regularising some illegal allocations and settlements and built new illegal structures. He said:
<blockquote>We are aware of what is happening in Harare now. There are areas reserved for recreational facilities and we have told local authorities not to sell that land and wetlands. These are not supposed to be destroyed by construction activities and the houses are not going to be spared from demolitions.
The reason why there were massive activities of construction in those areas is because the ministry announced that some homes were not going to be destroyed, but would be regularised and land barons took advantage and started constructing new structures.</blockquote>
Land barons have over the years been illegally acquiring land from local government authorities and would sell them to unsuspecting land seekers.
A number of council officials in a number of towns across the country have since been arrested and arraigned before the courts over their involvement in the illegal sale of land.

Illegal Houses Won't Be Spared From Demolitions - Garwe

National Housing and Social Amenities Minister Daniel Garwe said that the demolition of houses illegally built on land parcelled out by land barons will spread from Harare and Chitungwiza to other cities and towns.
Speaking at an event in Masvingo recently, Minister Garwe said the demolition of houses in Harare and Chitungwiza serve as “warning shots” fired by the Government.
Garwe said the regularisation exercise will take time and cooperatives should stop giving money to land barons but should pay the money to local authorities to enable then to service their stands. He said:
<blockquote>Regularisation is a process and not an event and we have told land barons not to touch people’s money.
These cooperatives should not continue getting money from their members.
The money should be paid to local authorities so that they can connect water, sewer and other services.
Demolitions and arrests have been done in Chitungwiza and of course, we are moving to other towns and cities around the country.
We have only fired warning shots (in Chitungwiza).</blockquote>
Garwe advised homeowners who have already paid for everything but are still to get services to take legal action against the land barons.

Garwe Says Demolition Of Illegal Structures To Cascade To All Urban Areas

The Minister of National Housing and Social Amenities, Daniel Garwe has said the government is crafting a roadmap to ensure that people have habitable settlements, insisting that no houses will be demolished in the process.
He made the remarks while addressing stakeholders in Gweru this Friday during which he hinted on revoking permits of corrupt land developers. The minister said:
<blockquote>If we are to develop Zimbabwe, we must agree to put a stop to informal settlements. One reason we have such is because of land barons who were supposed to develop the areas but pocketed the money. One thing I want to assure you is that we are going to revoke the permits of these land barons. I also want to assure you that no house is going to be demolished. We have the funding to regularise all this.</blockquote>
Unsuspecting land seekers have for years now been losing their hard-earned money after being tricked by land barons into buying land at undesignated sites.

Govt Commits To Regularise Illegally Constructed Houses

Housing and Social Amenities Minister Daniel Garwe has said by the year 2023, the govt would have built 200 000 houses and civil servants and low-income earners are expected to benefit from the scheme, The Sunday Mail reports. Speaking to the publication, Daniel Garwe said:
<blockquote>What we now have is the National Housing Delivery Programme. We are hoping that all things being equal we should churn out 200 000 houses by 2023. We will continue to revise the figures, as we stand guided by the operating environment.
There are so many projects that are not only exciting but futuristic. We have created a relationship with the private sector, in line with what the President has advocated for, a private sector driven economy. We have started doing that and we now have the banking community working with us to ensure that housing delivery becomes a success.</blockquote>
Garwe was asked when the Mahombekombe project in Kariba is going to start and he said before the end of this month. He also said the government was conducting an urban renewal project in Victoria Falls and said:
<blockquote>In Victoria Falls, we have identified some old Government houses that are now dangerous for human habitation, so we are working on the model to either demolish them or refurbish them. In Hwange, there are about 7 000 houses that do not have water or electricity. This does not speak to Vision 2030 as pronounced by the President. The houses fall under Hwange Colliery Company, which approached us. We are developing a model with financial institutions who are interested in partnering with us to run that project.</blockquote>

Govt Promises To Build 200 000 Houses By 2023 - Daniel Garwe

The government is mulling reviewing the mortgage system in order to ensure that a greater number of the population accesses housing, Sunday news reports.
This was revealed by the Housing Minister Daniel Garwe who said they have noted that 90% of Zimbabweans are self-employed. Garwe said:
<blockquote>We are thinking of revitalising the mortgage system to match our economy. Our economy is informal and people have no pay slips yet mortgage system that we have in the country was adopted from the Smith regime and is not speaking to the current economic environment.
About 90 percent of Zimbabweans are self-employed, so the regulations and the system in its entirety does not allow them to participate in the mortgage system when seeking properties. And we are saying to banks we cannot just sit and relax and say the mortgage system has collapsed, let’s relook into it.</blockquote>
Garwe further said, their aim in consideringg to review mortaging systems is to make the system affordable to everyone:
<blockquote>Points were raised in those discussions with the Ministry of Finance, Bankers Association of Zimbabwe and other interested participants with respect to the stamp duty tax, and the suggestion is to have stamp duty tax holiday to ensure that the mortgage facilities are attractive to home seekers.
We want a stamp duty that makes the whole mortgage system affordable to every home seeker. Every Zimbabwean’s commitment for shelter is the same as their commitment to religion, no Zimbabwean will default in mortgage the same way they never default rent.</blockquote>
Speaking about the possibility of people defalting on their payments Garwe said:
<blockquote>So we want the mortgage system to be available even to gold panners because they will be having money but what they don’t have is the pay slip. One good thing about a Zimbabwean is paying rent, a Zimbabwean will not default on anything that has to do with a house whether it’s rent or it’s a mortgage. Those that default are not in the social housing system, it’s those that are in the high end of the society and we are not focusing on those.</blockquote>

Govt Consider Reviewing Mortage System

Hlalani Kuhle/Garikayi is reportedly giving local authorities a hard time as they are having problems registering some of the benefactors of the houses as some of them cannot be traced to be registered, the Daily News reports.
The matter came to light as Matabeleland South Local Authorities told National Housing Minister Daniel Garwe that they were having a hard time tracing the owners of the houses:

Sibanda with ID number but no address and no communication. The deputy minister of Local Government, Public Works and National Housing Daniel Garwe said that the government will not demolish the illegal settlements built in urban and peri-urban areas.
Garwe said instead of demolishing the houses, the government will hire engineers to redevelop and redesign all informal housing sites.
He made the remarks while speaking to senior council officials from Bulawayo, Matabeleland North and South provinces recently. Said Garwe:
<blockquote>Of course, one or two homes would be sacrificed where a road must be constructed. Be that as it may, those people would be resettled.
We are not going to demolish as said by the opposition forces but we are going to bring in planners and engineers to design roads that suit the developments that have taken place.</blockquote>
Garwe also warned land barons to desist from selling State land saying their days were numbered.
Over the past decade, informal housing settlements with no sewer and water reticulation systems, electricity and have damaged roads, have sprouted in almost every town and city in Zimbabwe.

The government has launched a national regularisation programme premised at making sure that all informal sectors are in conformity line with President Mnangagwa’s Vision 2030 of transforming the country into an upper-middle-income economy.
The programme will be spearheaded by the Ministry of National Housing and Social Amenities and is likely to have a huge impact on the operations of land barons.
Addressing residents at the launch in Goromonzi South yesterday, National Housing and Social Amenities Minister Daniel Garwe said the national programme would stop land barons from collecting money from unsuspecting home seekers. He added:
<blockquote>We want to see areas which are reserved for schools and other social amenities so that there is order. President Mnangagwa will hand over the houses to the owners. We want to see running water, sewage and proper roads.</blockquote>
There has been a rapid growth of population in towns and surrounding areas in the past few years, a development that resulted in the shortage of accommodation.
Land barons who usually have connections with political elites would claim to own residential stands even at undesignated areas and unsuspecting and seekers would buy the land and erect structures which would be destroyed later by local authorities.
