The ruling ZANU PF party has been rocked by the coronavirus after two senior party officials tested positive on Sunday.
More coronavirus cases among the party’s top brass and employees at the ZANU PF national headquarters in Harare are a possibility as results of mass tests done recently continue to pour in.
ZANU PF secretary for administration Obert Mpofu and the party’s director for Information Tafadzwa Mugwadi are now in isolation at home together with affected members of their respective families after they tested positive for COVID-19 over the weekend.
The party’s secretary for Health David Parirenyatwa on Monday told NewsDay in an interview that they have put measures in place to curb the further spread of the deadly virus at the party headquarters. Said Parirenyatwa:
<blockquote>What we did last time was to screen people and the results are coming in batches and all those who have been found to be positive have been asked to go into self-isolation and to come back after the prescribed date.
When we started the COVID-19 tests as a party, the first batch had five cases but that was about two months ago.
So we are now going symptomatically and we check on anyone who would have developed the symptoms.
The first time, we did a mass test but now we are following the national policy and that is what we are doing.</blockquote>
In a related development, a senior ZANU PF official and Mashonaland West Provincial Affairs minister Mary Mliswa-Chikoka had been battling COVID-19 in self-isolation.
This was revealed over the weekend by Mliswa-Chikoka’s brother, Independent Norton Member of Parliament Temba Mliswa said she was now well after receiving treatment in Harare.

Coronavirus Hits ZANU PF National Offices

ZANU PF Acting Secretary for Information, Patrick Chinamasa has announced the appointment of David Parirenyatwa and Richard Moyo, in that order, as new ZANU PF Politburo Secretary for Health and politburo member.

On Thursday a High court judge, Jesta Charehwa, will preside over a US$40000 lawsuit between David Parirenyatwa and Sydney Sekeramayi against outspoken Deputy information minister<a href="https://www.pindula.co.zw/Energy_Mutodi"> Energy Mutodi</a>, The Herald reports.
Mutodi reportedly insinuated that the duo was behind the poisoning of then Vice President Mnangagwa in 2017 in a Facebook post and they are demanding $40 000 from the musician cum politician.
According to the publication, in their summons they accused Mutodi of posting an article on Facebook titled ” Two ministers top suspects in ED poison case” and it insinuated that the duo had given the President samoosas, sandwiches and grapes laced with poison.
The 2 former ministers are saying the article damaged their reputations as trained physicians and put them in a bad light.

Sekeramayi And Parirenyatwa Sue Mutodi After He Allegedly Insinuated That They Poisoned ED In 2017

The trial of former health and childcare minister <a href="https://www.pindula.co.zw/David_Parirenyatwa">David Parirenyatwa</a> suffered a false start yesterday as the magistrate who was supposed to preside over the case was in no show, Newsday reports.
According to both the state and the defence, Elijah Makomo, the magistrate in question ‘s whereabouts are not known.
The prosecutor’s submissions to postpone the trial revealed this development as they read in part:
<blockquote>We have not been in a position to get hold of magistrate Makomo. He advised us that he was in a meeting. In the circumstances, we request the court that the matter be postponed to November 19. May I also seek the court’s indulgence to liaise with magistrate Makomo and secure his attendance.</blockquote>

Magistrate Fails To Avail Himself For David Parirenyatwa's Case

There was an attempt by prosecutors to discredit evidence given by key witnesses yesterday during the trial of former Health and child Care minister David Parirenyatwa.
George Washaya, the director of National Pharmaceutical who is also the key witness, defended Parirenyatwa’s decision to dismiss Sikefu and replace her with Madzikwa. Among other reasons, the witness cited Sikefu’s lack of alertness.
The prosecutor, Brian Vito was however not convinced as to why Washaya accepted Parirenyatwa’s decision against lawyers’ advice.
Washaya however contintued defending the former Health Minister’s decision noting that he had no other option. He said:
<blockquote>We sought legal opinion from Madzonga and Associates and we were advised that the minister cannot do that… He (Parirenyatwa) was doing so much for NatPharm and the ministry. There was no reason for the board to doubt his opinion.
Like I said earlier during cross examination with the defence counsel, the outgoing managing director was not responding to demands quickly and had served more than 10 years at NatPharm.</blockquote>
Parirenyatwa is accused of nepotism after he allegedly directed National Pharmaceutical Company (Natpharm) board chairperson George Washaya to terminate Flora Nancy Sifeku’s contract and replace her with Newman Madzikwa.
The board however granted both Sikefu and Mudzikwa six months contracts from June 1 to November 30 resulting in NatPharm paying salaries for two managing directors.

Prosecutors Discredit Evidence By Key Witness To Parirenyatwa Case

A state witness, Dr. Washaya has exonerated the former Minister of Former Health and Child Care, David Parirenyatwa of criminal abuse of office charges.
Parirenyatwa is argued to have acted in a corrupt manner when he introduced new ways of tendering medicine.
Among other things, Parirenyatwa is being accused of ordering the termination of Ms. Flora Nancy Sifeku’s contract as managing director of the company. He also the appointment of Newman Madzikwa as acting managing director of NatPharm.
During cross-examination by Advocate Deepak Mehter, Dr. Washaya justified Parirenyatwa’s conduct.

Parirenyatwa Rescued By Witness

Former Health and Child Care minister David Parirenyatwa’s trial has been postponed following a request by his lawyers to have the record transcribed.
Parirenyatwa is facing charges of criminal abuse after he allegedly ordered NatPham, a parastatal to hire Newman Madzikwa as its director without following due process. Parirenyatwa through his lawyers James Makina and Advocate Deepak Mehta wants the record transcribed in order to help them cross examine and proceed properly.
The matter was postponed to April 10 and the trial with continue continuously until April 12.

David Parirenyatwa's Trial Postponed

The war veterans have petitioned President Emmerson Mnangagwa to fire former cabinet ministers who have been redeployed to head Zanu-PF departments. The deployments were made to ensure that Zanu-PF becomes supreme to government and directs its policies. However, the war veterans want Obert Mpofu (Administration), Patrick Chinamasa (Finance), Sidney Sekeramayi and David Parirenyatwa (Health) as well as Zanu PF politburo administrator Dickson Dzora to be fired alleging that they cannot be trusted as they are counterrevolutionary.
In a letter signed by 10 provincial chairpersons, the war veterans say,
<blockquote>Obert Mpofu needs to clear corruption allegations levelled against him…These elements are known for factionalism and cannot be entrusted with such a responsibility (to run the party).
Our President’s vision of a new corruption-free dispensation, sanity and economic turnaround cannot be realised as long as counterrevolutionaries are operational within the party system…More critically no restructuring is possible with G40 in charge at headquarters.</blockquote>

War Veterans Want Axed Ministers To Be Relieved Of Duties At Zanu-PF HQ

Former Ministers David Parirenyatwa, Josiah Hungwe and Mike Bimha have been appointed as Zanu-PF Heads of Department for Health,  Labour and Production, and Indigenisation and Economic Empowerment. These are full-time posts which the ruling party established to ensure that it exerts “its supremacy over Government.” Addressing the media after the 321st ordinary session of the ruling party’s Politburo meeting on Thursday, Zanu-PF secretary for Information and Publicity Simon Khaya Moyo said
<blockquote>As the party reconfigures itself and moves towards exerting its supremacy over Government, the President and the Politburo continued to establish full-time heads of departments at the party headquarters…The departments which have been added to the already existing which are run full time will be the department of health, the department of labour and production and the department of indigenisation and economic empowerment. As I speak, the heads of these departments have been advised and the head of the health department Cde Cleveria Chizema and David Parirenyatwa will take care of health issues and the head of labour and production Cde Josiah Hungwe will also be full time, so will be the head of indigenisation and economic empowerment Cde Mike Bimha.
…And of course, since the Minister of Local Government, Public Works and National Housing (Cde July Moyo) is full in Government, somebody has been assigned to oversee the activities of that department on a full-time basis and this a committee member of the Politburo who will be assisting Cde July Moyo in that department and that is Cde Edna Madzongwe.</blockquote>
After being dropped as Minister, Parirenyatwa was arrested for criminal abuse of office and the case is still at the courts.

Parirenyatwa, Other Axed Ministers Appointed Heads of Departments  As Zanu-PF Moves To "Exert Its Supremacy Over Government"

President Emmerson Mnangagwa on Friday named a new cabinet in which he dropped a number of political “heavyweights.” Some of the former ministers spoke to The Standard about their plans now they are no longer in government.
Former Health and Child Care minister David Parirenyatwa said,
<blockquote>I have done my best, the best of my passion, remember I am a trained medical doctor so for now, I will take a break and consider many options available. I really support what the president has done and I look forward to supporting his team…I will consider going back into practice as a member doctor or many other options, but I really support the president’s vision to move the country forward.</blockquote>
Former ICT minister Supa Mandiwanzira said,
<blockquote>We all are all called to serve at different times and my time came. I am happy to say I gave the job my all. I served loyally and diligently. Now that I am not in Cabinet, it is an opportunity to continue to serve from a different platform. I will continue to serve the president and my party from Parliament and the private sector, which I am planning to re-join.</blockquote>

Parirenyatwa, Mandiwanzira Speak On Being Dropped From Cabinet

Minister of Health and Child Care David Parirenyatwa has said that the benefits of all the nurses who took part in the industrial action will not be affected by their dismissal and subsequent reinstatement.  The <a href="https://news.pindula.co.zw/2018/04/26/mnangagwa-justifies-firing-of-nurses-by-chiwenga/" rel="noopener" target="_blank">nurses were dismissed by Vice President</a>, General (retired) Constantino Chiwenga for going on strike demanding better conditions of service. Speaking in Parliament, Parirenyatwa said,
<blockquote>I would want to clarify that when nurses were dismissed, those who were dismissed were then also requested if they want to come back to work and we immediately asked them to resume duty. What that meant was that their conditions of service had not been disturbed. In other words, there was that continuum because they resumed duty. We did not penalise them so to speak. What just happened is, we said sign your form to resume duty and they resumed duty,</blockquote>

Nurses' Benefits Will Not Be Affected By Dismissals, Reinstatement: Parirenyatwa

In a Government Gazette under Statutory Instrument 62 of 2018 (Dangerous Drugs – Production of Cannabis for Medicinal and Scientific Use Regulations) published yesterday, Health and Child Care Minister Dr David Parirenyatwa announced Government has legalised the production of cannabis (mbanje or dagga) for medicinal or scientific purposes. The producers must be licensed by the minister. 
Some of the regulations read:
<blockquote>An application for the issue of a licence in terms of section 27 of the Act shall be made to the Minister, in duplicate and shall be accompanied by the appropriate fee and three copies of a plan of the site proposed to be licensed which shall comply with the requirement specified in these regulations.
In case of an individual, proof of citizenship or proof of being ordinarily resident in Zimbabwe or proof of an exemption by the Minister (will be required).
In the case of a company, proof of citizenship or proof of being ordinarily resident in Zimbabwe of the majority of directors or proof of an exemption by the Minister and proof of incorporation in Zimbabwe of the company; and a declaration, signed and dated by the proposed authorised person in charge, stating that the authorised person in charge, the proposed responsible person in charge and, if applicable, the proposed alternate responsible person in charge, are familiar with the provisions of the Act (will be required).</blockquote>

Govt Legalises Mbanje Farming

Minister of Health and Child Care David Parirenyatwa has begged the striking to nurses to return to work. The <a href="https://news.pindula.co.zw/2018/04/16/nurses-go-on-strike-again-say-govt-reneged-on-earlier-agreement/" rel="noopener" target="_blank">nurses went on strike on Monday accusing the government of reneging on an agreement</a> which was reached at the beginning of this month. Parirenyatwa promised that the government is looking into ways of resolving the differences. However, the Minister went on to threaten all the nurses who do no return to work with disciplinary action.
In a statement Parirenyatwa said,
<blockquote>Government thus appeals to the striking nurses to call off their actions to make way for harmonious industrial relations. This is even more urgent in view of the high mobility in the country related to the impending Independence holiday period. As the Minister responsible, I thus add my voice by urging the striking staff to go back to work without any further delay, to allow Government, through its appropriate arms, to finalize decisions on the matter.
Against this auspicious background, any nursing staff which does not respond and promptly report for duty as assigned will thus be deemed in breach of contract of employment, and thus deserving of appropriate disciplinary action.</blockquote>
In March, Parirenyatwa had to ask President Emmerson Mnangagwa to intervene in the doctors’ strike which lasted a whole month.  The Zimbabwe Hospital Doctors Association (ZHDA) <a href="https://news.pindula.co.zw/2018/03/26/doctors-say-they-will-remain-on-strike-despite-mnangagwas-intervention-say-they-do-not-trust-parirenyetwa-to-honour-promises/" rel="noopener" target="_blank">accused Parirenyatwa of lying and said they did not trust him to honour his word.  The doctors refused to call off the strike until they signed legal agreements. </a>

Parirenyatwa Begs Nurses To Return To Work, Threatens Those Who Don't

Two of Zimbabwe’s biggest hospitals, The Parirenyatwa Group of Hospitals and Harare Central Hospital will no longer be accepting any new patients. This comes as a crippling strike by medical doctors enters its second month tomorrow. According to a letter written by two consultants to the clinical directors of the two medical institutions, this has been necessitated by the absence of junior and middle-level doctors.
The letter reads,
<blockquote>The consultants have met today March 29, 2018, and have noted that due the absence of junior and middle-level doctors we are unable to deliver safe and adequate service to our population. In this regard, we have resolved that we are unable to see and manage new patients coming into our tertiary institutions.</blockquote>
The letter was signed by one Dr Mbuvayesango and one Dr D Chimuka. The doctors have vowed to continue with their strike until they receive written agreements from the government. <a href="https://news.pindula.co.zw/2018/03/26/doctors-say-they-will-remain-on-strike-despite-mnangagwas-intervention-say-they-do-not-trust-parirenyetwa-to-honour-promises/" rel="noopener" target="_blank">The doctors have repeatedly said that they do not trust Minister of Health and Child Care David Parirenyatwa</a>.
Dr Mxolisi Ngwenya, the spokesperson for the Zimbabwe Hospital Doctors Association (ZHDA) said,
<blockquote>The President through Treasury availed funds for the doctors’ allowances but the Health Services Board and the ministry have refused to put the offer in writing. They had promised to issue a circular today (Thursday) before we hold another meeting but nothing has come of it. We have lost confidence in the two and the Health Services Board has a history of abusing State funds. We have been waiting for something on paper because we know the monster we are dealing with.</blockquote>

Major Referral Hospitals No Longer Accepting New Patients As Doctor's Strike Enters Second Month (Update)

The Zimbabwe Hospital Doctors Association (ZHDA) has called for the immediate resignation of Minister of Health and Child Care David Parirenyatwa. The ZHDA accuses Parirenyatwa of using state media to lie to the nation and of threatening them. The doctors have been on strike for the past two weeks citing poor working conditions and inadequate resources.
We publish their statement in full below.
<blockquote>ZHDA PRESS STATEMENT ON DOCTORS STRIKE 13 MARCH 2018
The Zimbabwe Hospital Doctors Association wishes to advise members of the press, stakeholders and its members on the following developments on the strike by government doctors which is now entering its 14th day this midnight.
1. The Health Services Board and The Minister of Health, Dr Parirenyatwa have not been forthcoming to resolve the issues raised by the ZHDA members to date. Instead, they have engaged in deliberate misinformation of the public using state media and resorted to a failed strategy of issuing legally void threats to the striking doctors. This in our view is a sign of failure and must be immediately followed by the resignation of the entire Health Services Board and the Minister of Health
2. We note with concern the closure of almost all central hospitals, children’s units, provincial hospitals and cessation of emergency life-saving procedures throughout the country. We place this failure directly on the heels of Dr Parirenyatwa and the Health Services Board who have shown disinterest and lack of urgency in resolving the demands of the striking doctors.
3. The ZHDA leadership only is mandated to call off the doctor’s strike after consultation and agreement with its members. Any pronunciations by the HSB, Minister of Health or other affiliate health associations are of no effect to the striking doctors. Any other strikes by other associations such as nurses or paramedics are not in any way linked to the doctors’ demands and no blanket negotiations or conflation of the separate demands will be entertained. Any manoeuvres to the contrary or insinuations by other health associations will not be tolerated.
4. The ZHDA members at United Bulawayo Hospitals will demonstrate tomorrow from 10 am to show solidarity with our patients who continue to be deprived of health care by the doctor’s employer. Members in and around Bulawayo, including Mpilo Hospital, are urged to loin. Meetings with higher authorities are being sought and all members are encouraged to remain resolute and dutybound to restore the dignity of the doctors’ profession.
5. The ZHDA is recalling all the doctors we had instructed to remain at their stations to cover for emergencies. This in effect implies that from tomorrow, day 14 of the strike all consultants, registrars, district medical officers and general medical officers are now formally joining the strike.
6. We will only return to work when all issues raised by the ZHDA have been FULLY resolved.

Deputy Director for communicable diseases in the Ministry of Health and Child Care Dr Isaac Phiri told The Herald that they have dispatched teams to inspect ready-to-eat cold meats particularly those imported from South Africa, that are being sold in supermarkets and in the informal sector following a ban after traces of Listeria where found in some polony brands. 
Dr Phiri said teams are on the look out for anyone selling polony made by Enterprise by Tiger brands and Rainbow Chickens. He said so far they have not come across the brands. Said Dr Phiri:

Govt Dispatches Teams To Inspect Polony Being Sold In Supermarkets, Tuck-shops

Minister of Health and Child Care, David Parirenyatwa has accused the doctors who have gone on strike of sabotaging the efforts of President Emmerson Mnangagwa’s new dispensation to revive the economy and attract investors to the county. The doctors have gone on strike in protest against poor working conditions, lack of vital drugs, mismanagement of resources and outstanding allowances which have been unpaid since October.  Said Parirenyatwa,
<blockquote>I am aware that there are ongoing discussions about conditions of service under our new dispensation. I think this is a time when we should be together because anybody who contemplates a strike at this particular time when we are trying to invite investors, will be sabotaging the system.
Let’s continue with the discussion and solve the issues quietly so that investors won’t say there is no health system in Zimbabwe due to the planned strike. I urge all health professionals to work tomorrow (today) not to stay away from work, they must work.
We have an outbreak of bronchiolitis and this is not the time to go on strike at all. We should all be on the alert because this outbreak is like flue and affects children below the age of two.</blockquote>

Striking Doctors Are Sabotaging The New Dispensation's Efforts To Revive The Economy Says Health Minister

Government and the Health Services Board have declared the ongoing strike by doctors as illegal and urged them to return to work immediately.
In a joint statement issued yesterday, the Ministry of Health and Child Care and the Health Services Board said some of the issues raised by the doctors among them locum payments, motor vehicle scheme, availability of equipment and medicines at hospitals and freeze of vacant positions had been addressed hence the strike is unnecessary.
Government said it had allocated $10 million for transport costs for doctors. The Ministry of Health added doctors’ posts have never been frozen and are available for all doctors completing internship in 2018. The statement reads:
<blockquote>At an Extraordinary BNP meeting on 16 February 2018, the following issues were addressed among others: the need for ensuring continuity of health services through the issuance of a revised Locum policy Circular 1 of 2018 covering all health workers in January 2018 that should improve the management of locum and therefore ensure availability of staff at all times. Payment started reflecting on the February 2018 payroll.
BNP agreed to a scheme to address the transport requirements for health workers. Following this agreement, Government recently allocated $10 million for the operationalisation of the scheme. This information was communicated to the ZHDA representatives at the Extraordinary BNP meeting of 15 February 2016,” reads the statement.
Government is aware that 160 doctors will be completing their internship in 2018. Currently there are 236 vacancies for Government Medical officers and Hospital Medical officers nationwide.
At the BNP meeting of 13 February 2018, Government advised workers’ representatives of plans to unfreeze critical vacant posts of other health cadres.
Workers’ representatives have been requested to assist in the identification of such posts through BNP. These and other issues are under discussions within the framework of the BNP and there has been no declaration of a deadlock on any of those issue.</blockquote>

Govt Declares Doctors' Strike Illegal

Doctors at some hospitals including Mpilo Central Hospital yesterday went on strike defying Minister of Health Child Care Dr David Parirenyatwa’s warning against taking industrial action.
When contacted by The Chronicle for comment, Dr Mxolisi Ngwenya, the spokesperson for the Zimbabwe Hospital Doctors’ Association (ZHDA), said the strike is national although doctors reported for duty at the United Bulawayo Hospitals yesterday. ZHDA petitioned Government on February 5 this year and gave it 21 days to address a number of grievances that include the issue of allowances, vehicles and shortage of medicines and equipment in hospitals.
In a letter to Mpilo Central Hospital’s clinical director, Dr Solwayo Ngwenya, the doctors said they are going on strike until Government addresses their concerns. Part of the letter reads:
<blockquote>This serves as a notice that with effect from March 1 we will be unable to discharge our normal duties until such a time the ministry decides to prioritise our people’s health. Our locums remain unpaid since October 2017 and we remain severely understaffed. There are no essential drugs and fluids and patients are dying unnecessarily. There has been no written response from you to address this and no tangible efforts. Working hours remain ill-defined and at the whim of the admin and our allowances have not been graded as per regional standards, a concern we raised in our letter dated February 5.</blockquote>

Doctors Go On Strike, Defy Parirenyatwa's Warning

Zimbabwe Hospital Doctors Association (ZHDA) president Dr Edgar Munatsi told The Chronicle yesterday that Government has agreed to lift the freeze on the recruitment of doctors and availed $10 million to buy vehicles after they gave Health and Child Care Minister Dr David Parirenyatwa 21 days to address a number of grievances.
The Chronicle could not reach Dr Parirenyatwa for comment yesterday while permanent secretary in the ministry, Dr Gerald Gwinji was said to be out of the country. However, ZHDA president Dr Edgar Munatsi said since they issued the ultimatum, Government had addressed three of their concerns. Said Dr Munatsi:
<blockquote>We have had discussions with them and they addressed some of our concerns. They have availed $10 million towards procurement of vehicles and have agreed to ensure that there is proper grading of salaries for our doctors effective month end which will be back dated to January. They have also agreed to lift the ban on the recruitment of doctors and promised that the system will absorb all doctors once they complete their studies.</blockquote>

Victory For Doctors As Govt Lifts Recruitment Freeze Following 21 Day Ultimatum

Minister of Health and Child Care David Parirenyatwa has urged local companies to manufacture condoms for the country as there is a ready market. The minister said that some Zimbabwean men complain about the size of the condoms being imported from China. Speaking at the launch of a new board for the Zimbabwe Private Sector HIV and Aids Wellness Coordinating Programme (ZPSHAWP) in Harare, Parirenyatwa said:
<blockquote>You know this region, the Southern African region, has the highest incidence of HIV and we are promoting the use of condoms; both males and females.
The youths now have a particular condom that they like but we don’t manufacture them. We import condoms from China and some men complain that they are too small.
We need to look at that; you need to able to have your own condoms. So, if you want to be a big businessman, then manufacture them (condoms) for the region.</blockquote>

Health and Child Care minister David Parirenyatwa confirmed that public hospitals have been hit by a shortage of oxygen gas which according to sources that spoke to Daily News, forced Harare Children’s Hospital to suspend normal services last Friday.
Parirenyatwa said that Government is looking into the issue which he said is a recurring one. Said Parirenyatwa:
<blockquote>We are aware there are challenges in terms of oxygen in the country. I am aware this is an issue that is being actively worked upon.  It is a major issue (none availability of oxygen) in most of our hospitals. It is a recurring problem due to importation hiccups. We have to have services restored very soon as government is actively working on this issue. We need to have our own way of innovating and not importing so that we can make our own oxygen in the country. This is something that the new dispensation will look at.</blockquote>

Oxygen Shortage Hits Hospitals

Zimbabwe Hospital Doctors’ Association (ZHDA) which represents over 3 000 members, has given government 21 days to address their grievances over poor working conditions, or they will down tools.
In a letter dated February 5 seen by NewsDay, ZHDA urge Health and Child Care minister David Parirenyatwa, to improve their working conditions as part of President Emmerson Mnangagwa’s government’s 100-day rapid results programme. Said ZHDA:
<blockquote>This follow-up letter is to inform the minister and other health stakeholders that doctors at various institutions nationwide will be incapacitated to discharge their normal duties after 21 days from today (February 5) if the following work conditions, in no particular order of importance, are not effected to our satisfaction.</blockquote>
ZHDA want government to provide adequate hospital equipment and essential medicines and to uplift a blanket freeze on recruitment of doctors and other health workers with immediate effect.

Doctors Give Govt 21 Days

Government has removed all forms of payment for maternal cases, children under 5 years and senior citizens.
In a memo, Mashonaland Central  Provincial Medical Director, Dr C Tshuma said the removal of treatment fees was in line with a Hundred Day Plan. The circular reads:
<blockquote>With the coming in of the new dispensation, Cabinet has approved a Hundred Day Plan which everyone has to work towards achieving. One of the issues in the Hundred Day Plan which requires our attention is the removal of all forms of payment for non —paying groups. 
The following group are supposed to be treated for free: 
a) Children under the age of five years
 b) All Maternal cases 
c) Senior citizens above the age of sixty five years
These groups are not supposed to pay consultation fees, card fees, table fees, administration fees or whatever name the fee might be called. You are therefore expected to advise all your institutions to remove these fees with immediate effect. DMOs are being reminded that the first progress report is due on 25 January.</blockquote>

Pregnant Women, Senior Citizens And Children To Be Treated For Free

Minister of Health and Child Care, David Parirenyatwa has revealed that the country’s life expectancy has gone up from 37 years to 59 years. He also revealed that new HIV infections had decreased significantly.
Speaking to State media, Parirenyatwa said:
<blockquote>Zimbabwe had one of the highest HIV/Aids prevalence rates in Africa, but we worked so hard that we have the highest drop in HIV statistics on the continent to the extent that people from other regions come here to learn how to tackle epidemics such as HIV.
New infections have dropped drastically. 
The likelihood of an HIV positive mother giving birth to an HIV positive baby was at 40 percent, but because of treatment that we give it’s now at 5,4 percent.
When you want to see the markers of an improving health system you look at issues like the life expectancy and the prevalence of epidemics such as HIV and Aids. Our life expectancy had fallen to 37 years, but it has shot up to 59 years.
Although 59 years is low, the fact that it’s going up is a huge improvement. Infant mortality rate and maternal mortality rate have also come down drastically.</blockquote>
