Hotels in Harare this week refused to provide accommodation to Members of Parliament when they wanted to check in ahead of Parliament sitting due to non-payment.
Legislators from out of Harare are usually booked into hotels when they come for Parliament sittings but Parliament has been delaying in settling the hotel bills owed to various hotels.
The issue was raised in the National Assembly by Makoni Central legislator David Tekeshe (MDC Alliance). He said:
<blockquote>
Thank you, Madam Speaker. My point of privilege arises on the issue of accommodation for Members of
Parliament. We have been receiving calls from Members of Parliament who are being chased away from hotels – we are now sick and tired of this.
As Hon. Members, it is embarrassing for one to be turned away from one hotel to the next.
May there be an arrangement where people can be given sufficient funds to ensure that people are able to look after themselves?
In Uganda, Members are not provided accommodation, but they are given sufficient funds for them to look for their own accommodation.
If Parliament cannot provide us with accommodation, we must be given funds to look for accommodation.
It is embarrassing moving from one hotel to the other as Members of Parliament.
For the four years, I have been a Member of Parliament, this has been the most embarrassing year for me for failing to secure accommodation.
In Uganda, they are allocated 10 000 for accommodation and fuel and they are given their salaries so that they take care of themselves.
</blockquote>
In her response, the Deputy Speaker of the National Assembly Tsitsi Gezi said she had taken note of the issue. Gezi said:
<blockquote>
Thank you Honourable Tekeshe, we have heard what you have said, it is demeaning indeed for an Honourable Member of Parliament to be turned away from a hotel where they will be expecting to get accommodation and where they are supposed to be respected as Honourable Members and moving from one hotel to the other does not give them a good image. I have taken note of that.

Harare Hotels Refuse To Accommodate MPs Over Unpaid Bills

Makoni Central MP David Tekeshe (MDC Alliance) has urged the government to pass a law that legalises vending and bring to an end recurrent running battles between the police and the informal traders.
Tekeshe raised a point of national interest in the National Assembly on Tuesday saying vending should be legalised. He said:
<blockquote>
Vending is treated like a crime. There are no jobs in the country, yet we harass and arrest these people.
(The Department of) Social Welfare does not do anything to cater for the needy. Government must come up with a law to protect vendors.
</blockquote>
Tekeshe accused ZANU PF of pretending to care for vendors during election time.
Deputy Speaker of the National Assembly Tsitsi Gezi said the issue would be taken up with the relevant ministry for consideration.
According to the Zimbabwe National Statistics Agency (ZimStat), 88% of people in the country are in the informal sector.

MDC Alliance MP Urges Govt To Legalise Vending

MDC Alliance MP, David Tekeshe has told Parliament that enacting a Patriotic Act will not unite the nation and will be applied selectively.
The Makoni Central legislator said more effort should be put into uniting people and not entrenching the big brother syndrome.
The ruling ZANU PF party is pushing for the enactment of a Patriotic Act that seeks to make citizens love their country and rein in organisations and individuals who speak bad things concerning the country.
ZANU PF accuses the opposition of inviting sanctions on the country and civic society organisations of publishing falsehoods to tarnish the country’s image.
Speaking in the National Assembly recently, Tekeshe said what is important is for people to support what is good and condemn what is bad regardless of political affiliation. He said:
<blockquote>
My view is that the law may be in place but I do not think it can solve everything because it can be selective.
If you look at what happened in 2008, there is a law that says no one must be murdered, yet people died and no one was persecuted.
What I am trying to say is, on our own, we must find each other, be it as political parties; yes we may put laws in place against people who called for sanctions and the like but we must unite as Zimbabweans.
This ‘big brother’ syndrome whereby whatever is done by ZANU PF is acceptable and condemnation of what is done by opposition parties. If you hear what I say as my concern, it is that I am a Zimbabwean.
From what I said, I cannot be denied a seat because I am a Zimbabwean, so who will protect me?
I saw some people accepting that it was okay that I was denied a reserved seat at the National Heroes Acre.
Going there is because I support the idea of celebrating that hero, that is what I was talking about here. If that was not the case, maybe I would have been executed.
The whole idea is, let us be patriotic. Let us support what is good and let us all condemn what is bad regardless of which party.

Tekeshe Says Patriotic Bill Will Not Solve Anything

Lands Parliamentary Committee chairperson Justice Mayor Wadyajena Wednesday clashed with MDC-T MP David Tekeshe over alleged ‘partisan’ distribution of inputs under the government-run Pfumvudza or Intwasa programme.
Tekeshe, who is also the MDC-T deputy chief whip, alleged that the distribution of the inputs was done in a partisan manner with only Zanu-PF supporters benefitting while known opposition members failed to get any support. Tekeshe claimed:
<blockquote>Chairperson, my question is in connection with the Pfumvudza programme. In Rusape, councillors did not distribute inputs but it was done by party chairpersons.</blockquote>
In response, Wadyajena asked how the MDC-T legislator knew that the people who were distributing the Pfumvudza inputs were members of the ruling ZANU PF. He said:
<blockquote>Hon. Tekeshe you said party councillors and then reverted to party chairpersons. Are you a member of Zanu-PF? How do you know those people who distributed the inputs belong to Zanu-PF?</blockquote>
Tekeshe said he was present on the day the distribution of inputs was done adding that he knows the distributors belonged to ZANU PF because they contest against each other for political positions. He added:
<blockquote>So does Pfumvudza belong to a party?</blockquote>
Wadyajena who is also a ZANU PF MP for Gokwe-Nembudziya then ordered the Parliament committee clerk identified only as Majoni to mute Tekeshe’s microphone.
He also asked if there was evidence to substantiate the claims that the inputs were being distributed on partisan lines but Tekeshe said he had none. Wadyajena then said:
<blockquote>Hon. Tekeshe do not bring silly issues in this committee. We have no time for such.</blockquote>
The government introduced the Pfumvudza/Intwasa programme in 2020 to assist small-scale farmers with agricultural inputs to sustain food security at the household level and bumper harvest is expected this year due to favourable rains.
It is not the first time the ruling party has been <a href="https://news.pindula.co.zw/2020/12/09/zanu-pf-accused-of-hijacking-pfumvudza-inputs/">accused of abusing state resources to gain political mileage.</a>
Last year, then Minister of Health and Child Care, <a href="https://www.pindula.co.zw/Obadiah_Moyo">Dr Obadiah Moyo</a>, allegedly wrote and signed a letter addressed to Victor Matemadanda at Zanu-PF headquarters assuring him that medicines he had requested to be supplied to clinics in Lupane East ahead of a by-election would be supplied by NatPharm.

Wadyajena, MDC-T MP Clash Over Distribution Of Pfumvudza Inputs

MDC legislator for Manicaland, Joyce Makonya has said that she stands by the supreme court ruling which removed Chamisa from the presidency of the party.
Makonya was asked if Chamisa was still her president and she responded:

<blockquote>I was accused of supporting Mwonzora. I told them to stop listening to rumours because they would end up going after everyone accused. After restoring me to the party [WhatsApp] group, I was removed again shortly. I did not try to protest the second time, because it seems there’s a committee that is deciding these things – accusing people of being Mwonzora’s.
I’m also being victimised because I’m from Manicaland (Mwonzora is from Manicaland too).
I’m not with the Mwonzora faction. I’m with the MDC-T left behind by Morgan Tsvangirai. As for allegiance to Nelson Chamisa as party president, I stand by the Supreme Court ruling. The Supreme Court asked that we go to Congress and that’s what I support.</blockquote>
Makonya is one of the five legislators who have so far defied the MDC’s directive to boycott parliament. The others are Kanguni, David Tekeshe, Peter Moyo, and Virginia Mafuta.
In the video, David Tekeshe expresses doubt that he is still with the Nelson Chamisa faction.
