Harare senator, Morgen Komichi (MDC Alliance), has demanded an explanation from the government for its failure to operationalise provincial councillors elected in 2018.
The provincial councillors, elected through proportional representation, remain redundant in just less than a year before the expiry of their term of office in the absence of an enabling Act.
Speaking in the Senate on Thursday, Komichi demanded that the government act on the matter before their term of office expires next year. He said:
<blockquote>
At the moment, the law that is supposed to guide their operations, where has it ended because there are certain things that need to be put in place which is making it impossible to happen because of this problem?
We put them in those positions for a purpose in those provinces and nothing is happening. Are you saying their work is no longer necessary until their term is over?
</blockquote>
In response to Komichi’s concerns, Local Government and Public Works Deputy Minister Marian Chombo conceded that the Devolution Bill was long overdue. She said:
I would like to ask for forgiveness because the Bill is overdue.
<blockquote>
We have tried to ensure that those who have been elected get their dues in order for them to survive and that they are able to do their work. We have since finished everything and the Bill is at the Attorney-General’s Office.
The Minister of Justice, Legal and Parliamentary Affairs told us that their office was overwhelmed by work because they have a huge backlog but he told us that they have been given permission to increase their staff complement in order to expedite such Bills.
I cannot tell you when exactly we can expect that Bill but we expect it to come sooner.

Komichi Demands Govt Action On Idle Provincial Councillors

United Movement for Devolution (UMD) leader, Lovemore Moyo, said he left the MDC after realising that the party had departed from its founding principles.
UMD was formed in 2018 before the harmonised elections but failed to win a single parliamentary seat or ward.
Speaking on Monday during the Breakfast Club, an online programme hosted by CITE, Moyo, who was the Speaker of Parliament during the GNU era, said:
<blockquote>
In fact, you may recall the politics towards the final days of the former president Tsvangirai that the character of our politics changed dramatically to a level where it became apparent that it was more driven by tribalism than the need to develop an opposition that is ready to govern.
You may recall the appointments of the two vice presidents or deputy presidents, whatsoever you call it, also was an indication that tribalism was now at play.
So I then decided to say, look, I cannot sit and watch while the movement that I helped to form was now departing from its founding principles and values of non-tribalism and non-discrimination on the basis of race.
So I then decided to say look it is no longer serving my interests and the interests of the people that I lead. I then decided to quit.

He said after leaving the MDC, he contemplated quitting politics but changed his mind after consulting civic society leaders, church and some traditional leaders.
Moyo believes devolution is part of the solutions to the problems that the country is facing. He said:
<blockquote>
If we can devolve this country, the issue of past imbalances, and past injustices can be easily addressed.
The issues of inequalities that we have can be easily addressed in our view.
It will mean that the provinces will be in charge of their political and economic affairs.

UMD Leader Explains Why He Left MDC

The ZANU PF-led government has not moved to enact a law on devolution over fears that it may lose its power and control over local authorities, a residents’ organisation has said.
The Harare Residents Trust (HRT) says devolution is the best model for the country’s socio-economic development but this has been stalled by the Central Government. Said HRT:
<blockquote>
The only reason the national government is not enacting a devolution Act of Parliament is because of the fear among national bureaucrats and the Executive of losing their great influence, control and powers over provincial and metropolitan councils and local authorities.
With devolution in full implementation, the local authorities may perform better without national government’s direct control.
Of note is that devolution has the potential to enhance citizen participation and increase the pace of implementing council projects and programmes.
</blockquote>
HRT, however, warned that the disadvantage of devolution is that it may end up transferring corruption from the top to local authorities. It added:
<blockquote>
The only major downside to devolution is the potential to transfer corruption from the national level to the local authorities where the cartels will have a larger say on the local scale.
Overall, devolution is the best governance model that may spur social-economic development in Zimbabwe.

"ZANU PF Stalling Devolution Over Fears Of Losing Grip On Councils"

Bulawayo residents have called on Finance minister Mthuli Ncube to allocate more resources towards devolution to ensure that the concept is fully implemented in line with the country’s Constitution.
This was said by participants during the 2022 national budget consultations by the Parliamentary Portfolio Committee on Budget and Finance and the Thematic Committee on Sustainable Development Goals.
Devolution is provided for under Chapter 12 of the 2013 Constitution, with section 268 of the charter providing for the establishment of provincial councils in the country’s provinces. 
It entails that each community should have some autonomy over their resources unlike in a centralised system where all decisions, even of local communities, are made by the central government. 

However, to date, there is no enabling Act to operationalise devolution despite the government approving principles of the Provincial Councils and Administration (Amendment) Bill.
Analysts have said the failure of the government to implement devolution was because bureaucrats were afraid of losing political power. 
Patrick Ndlovu, a participant in the consultations said devolution should be the top priority of the national budget to enable its full implementation. He added:
<blockquote>
There is only one thing holding the country back from progress, and that is the non-implementation of full devolution.
Implement devolution and everything else will just fall into place. Even the electoral reforms will be useless without implementing devolution.
</blockquote>
In 2021, Ncube allocated $19.5 billion towards devolution, to be shared among the country’s 10 provinces.
Zimbabwe Coalition on Debt and Development representative Yollander Millin said the budget was not even enough to cater for Bulawayo’s budget needs as it requires $27.4 billion.

Citizens Want Government To Allocate More Resources Towards Devolution

A Bulawayo-faith-based organisation, Habbakuk Trust, has described local politicians as being “politically weak” and unable to advance the devolution agenda in the region.
Speaking during a virtual meeting on devolution of power in the country organised by political and civic society actors in Pumula constituency Friday, Habbakuk director Dumisani Nkomo accused the ZANU PF led government of dragging its feet in implementing the devolution exercise “fearing of losing political power”. Said Nkomo:
<blockquote>
The government or the party that is in charge of government (ZANU PF) fears that it is ceding political power to other political parties by fully implementing devolution.
The quality or calibre of some of our politicians is worrying. Few are engaged on the issue of devolution.
This is one thing they could have focused on since 2018, for example insisting on a new Parliament for Bulawayo.
</blockquote>
Nkomo said there is a need for embracing devolution throughout the country, noting that political power has shifted from the Mashonaland Provinces to Masvingo and parts of Midlands.
He attributed the problem of not challenge the status quo to weak councillors whom he said do not understand the importance of devolution.
The new Constitution adopted in 2013 provides for the establishment of provincial councils in all provinces.
Under section 268 of the same Constitution, legislators are also supposed to sit in the provincial and metropolitan councils.
However, to date, there is no enabling Act to operationalise devolution despite the government approving principles of the Provincial Councils and Administration (Amendment) Bill.

A Matabeleland-based secessionist movement, Mthwakazi Republic Party (MRP) has demanded the immediate departure of a number of individuals of Shona origin from the region and for them to be replaced with people from Matabeleland.
In a statement on Saturday, MRP also alleged that 17 out of a total of 29 MDC Alliance councillors in Bulawayo were of Shona origin saying this exposed the corrosive extent of colonisation of the region by people from Mashonaland. The statement read in part:
<blockquote>The following people (names listed) among many SHONAS deployed in our region must LEAVE NOW. They must make way for our sons and daughters who equally need work.
As Mthwakazi Republic Party (MRP), we are calling upon all our people to join hands and chase the following people from our region in the spirit of DEVOLUTION.
… In addition to those, we have 17 out of a total of 29 MDC imposed Shona councillors in the city of Bulawayo.</blockquote>
The party accused traditional leaders in Matabeleland of having been bribed by the government to allow Shona administrators in the region while their subjects are wallowing in poverty.
The group has often been criticised for alleged tribalism and hate but it has insisted that it is not tribalistic and is only pushing for devolution of power.
MRP contested in the 2018 general elections, fielding candidates in the Matabeleland region only but performed dismally.

MRP Demands Expulsion Of Shona Administrators From Matabeleland

Former Deputy Minister in the Ministry of Higher Education, Science and Technology Development, Godfrey Gandawa said African countries should consider devolution of security and prosecutorial power as this could limit the ability of government officials to act with impunity.
Gandawa used Tanzania as an example of the governance challenges affecting Africa. The country’s recent elections were characterised by massive irregularities which include stuffing of ballot boxes and violence against opposition candidates. <a href="https://twitter.com/DrGGandawa/status/1322431829639680000">Gandawa posted on Twitter</a>:
<blockquote>The election day abduction and torture of Zanzibar opposition leader Mohammed Nur is yet another example of the systemic governance challenges holding back Africa.
Curtailing the free expression of ideas and the rights of the electorate is a certain path toward mediocrity.
Since 2015, Magufuli has shut down newspapers exposing corruption and human rights abuses, suspended political activity, murdered political opponents and disappeared journalists. His actions are emblematic of a wider problem with African liberation movements gone rogue.
For a society to thrive socio-economically, a democratic mechanism must allow for free speech and contestation of ideas, allowing the best and brightest to rise to the top in service of the nation. They should not be intimidated out of governance by the threat of violence.
At the heart of this African problem is the capture of state security apparatus in service of political interests.
The solution requires a complete rethink of how these security organs are structured, perhaps including the distribution of domestic security and prosecutorial power.
Devolution is key as it diffuses power and limits the ability of government organs to work in cahoots and with impunity.
In Zimbabwe, the eminence of citizens over govt can only be reestablished through checks and balances to curtail the power of the captured security apparatus.</blockquote>

African Countries Should Consider Devolution - Gandawa

A church representative organisation, Zimbabwe Christian Alliance (ZCA) has asked why opposition political parties are not involved in initiatives meant to promote devolution.
Speaking during a ZCA advocacy meeting in the Ancient Town of Masvingo on Thursday, ZCA provincial co-ordinator Reverend Sonykiss Chimbuya said:
<blockquote>What we expect to see is the involvement of all political parties pushing for devolution.
If others choose to stay away from such important issues yet they were part and parcel of the constitution-making process which came up with devolution, we will not be making justice to the whole process.
We should see our MP for Masvingo Urban (Mr Jacob Nyokanhete) contributing at devolution meetings.</blockquote>
A senior civil servant in Masvingo province called upon all political parties, churches, youths and women to take part in the devolution process.
Deputy Provincial Administrator Netsai Mushauri asserted that devolution will result in the equitable distribution of resources.

Opposition Political Parties Urged To Support Devolution Initiative

President Emmerson Mnangagwa has said that RTGS$ 310 million has been allocated to each province in order to ensure development is done decentrally. Speaking during a special interview to commemorate Independence Day coming this week, Mnangagwa said that each province will have the liberty to decide their development priorities and spend the money accordingly.
Said Mnangagwa:
<blockquote>We have put some money, which is around RTGS$310 million, which translates to a huge sum that is given to each province to deal with priority areas which they themselves as a province, as a locality, as local communities, think are priority in their area; hence, the Government thinks globally over the entire country and says we think this is a priority in Manicaland, this is priority in Mashonaland East, this is a priority in Mat North, but the people in Mat North themselves if given a budget, they have priorities different from those structured or crafted by central Government,</blockquote>
The 2019 Independence celebrations have the official tagline  “Zimbabwe @39: Embracing Devolution for Vision 2030”.

Devolution: $310 Million Given To Each Province For Independent Development

Minister of State for Mashonaland West Provincial Affairs Mary Mliswa-Chikoka said that her province is ready for devolution.
In an interview with The Sunday Mail, Mliswa said that several meetings have been held with provincial and local authority heads in the province. She said:
<blockquote>Mashonaland West is very prepared for devolution and is raring to go. We have held several meetings with provincial heads and local authority heads in different districts of the province.
The meetings were emphasising on the inevitability of devolution and how business attitudes need to change for the better. Work ethics and work attitudes must change and everyone must adopt the “Ease of Doing Business” mantra.
It is true that Mashonaland West is endowed with many natural resources too numerous to mention. Exploration will need to take prominence in order to identify, confirm and quantify ore reserves.</blockquote>

Mash West Adopts, 'Ease Of Doing Business', Ready For Devolution - Mliswa -Chikoka

Zapu leader Dumiso Dabengwa has refuted reports that he endorsed President Emmerson Mnangagwa as has been claimed. Dabengwa clarified that he had, in fact, embraced Mnangagwa’s position on devolution. Speaking to journalists in Bulawayo last week, Dabengwa said,
<blockquote>On the issue of devolution, all I was saying was that we have a de-jure government, a government which is there according to the laws of the land…The highest court in the country, which is the Constitutional Court, gave Mnangagwa the right to form the government and all I was saying is that in spite of our feelings about the manner in which the elections were carried out…we now have this de-jure government…I was saying let us accept the gesture, and my plea that we accept that gesture for the implementation of devolution did not and does not mean accepting or calling on our people to then embrace and endorse this government.</blockquote>

I Never Endorsed Mnangagwa, I Embraced His Stance On Devolution: Dabengwa Clarifies

MDC Alliance party led by Nelson Chamisa yesterday welcomed government plans to amend the Constitution to allow for easier implementation of devolution.
The MDC Alliance’s shadow local government minister Sesel Zvidzai concurred that while delays in implementing devolution might have prejudiced provinces of development, the latest announcement and commitment towards devolution by the government was welcome.
Said Zvayi:
<blockquote>We lament the delay in implementing devolution by Zanu PF; the five-year delay (since the constitutional introduction of provincial councils), with accompanying lost opportunities is despicable.However, I wish to welcome the clear purposeful intention to put devolution into effect and this needs to be done with impetus and speed</blockquote>

MDC Alliance warms Up To Government's Devolution Agenda

Minister of  Local Government, Public Works and National Housing July Moyo cleared the air on the roles of Provincial Councils and Ministers. He stated that devolution urges the government to disburse funds for provincial budgets to ensure that areas lagging behind in terms of development are prioritised. He also stated that there will be no conflict in terms of operations between the Provincial Ministers of State and the provincial councils.
Said Moyo:
<blockquote>On the financial aspect, there are key issues that have to be addressed. The first one is the capital budgets that must be given to all provincial councils as well as the 92 local authorities so that we can look after your roads, sewerage and water and central Government has to assist in this endeavour.
The second aspect is we are looking at marginalised areas and by marginalisation we think that where services have lagged behind, whether those services are schools or clinics or those services is electricity or sewerage, again the Government is called upon in the Constitution to make sure that monies are voted for by Parliament through Government, through the Ministry of Finance so that we can uplift the standards of living of our people.
The third aspect of the financial provisions requires that central Government every year puts aside five percent of the National Budget so that it can be distributed to provincial councils and local authorities so that we can again assist the whole of Zimbabwe to be uplifted. In the broad sense, that is how we are going to implement devolution</blockquote>
