Three men from Bulawayo stole 2,900 litres of diesel from Econet Wireless base stations in Rangemore suburb and along the Bulawayo/Nkayi Road, and set up a stall to sell the fuel near the crime scene.
The trio—Themba Moyo (55) from Njube suburb, Carlton Ndlovu (44), and Tshidzani Mpofu (33), both from Gwayi in Plumtree—also robbed two security guards of their electronic gadgets and cash.
On Monday, they were convicted by the Bulawayo Magistrates’ Court on three counts of robbery and one count of unlawful dealing in petroleum products, with sentencing expected on Tuesday.
The total value of the stolen diesel, two cell phones, a laptop, and a pair of sneakers from the security guards amounts to US$7,240.
In delivering the judgment, Bulawayo regional magistrate Dambudzo Malunga noted that Mpofu was the first to be arrested and subsequently implicated the other two accused, who were found with evidence linking them to the crimes. Said Malunga:

The court finds that it is not by coincidence that immediately after the Econet base stations were robbed, the three were found selling diesel the following morning. The court has found that there is credible evidence that the three offenders are guilty of the crimes.

In mitigation the defence lawyer submitted that the three are first-time offenders, they are breadwinners and have minor children.
Prosecutor Owen Mugari, said that on May 27, the accused trio arrived at an Econet base station in Rangemore suburb in a silver-grey Honda Fit, driven by Mpofu.
Moyo and Ndlovu, armed with a spanner and a bolt cutter, restrained the on-duty security guard using cable ties and stole his Itel cell phone.
The duo force-marched the security guard approximately 30 to 40 meters away from the base station, ordering him to lie down on the ground.
The pair broke into the base station, removed a diesel tank drain plug with spanners, and drained 900 litres of fuel, which they transported to Emakhandeni suburb and gave to Itayi Yekeye, Dumisile Nkiwane and Perseverance Hove – to sell. 
On June 3, the trio targeted another Econet base station along the Bulawayo/Nkayi Road, armed with a spanner, hacksaw, and bolt cutter.
They employed the same method of incapacitating the on-duty security guard, searching him for a panic button before restraining his hands and feet with cable ties.
During this incident, they stole a Techno cell phone, US$150 in cash, a laptop, and a pair of sneakers, while draining 2,000 litres of diesel.
The stolen cell phone, laptop, and sneakers were found at Mpofu’s home, and police recovered 620 litres of diesel from the same fuel dealers involved in the earlier theft.

Thieves Drain 2,900 Litres Of Diesel From Econet Boosters

South Africa’s Department of Mineral Resources and Energy has raised the price of 93 and 95 unleaded petrol by 37 cents per litre, while diesel decreased by 74 cents per litre and illuminating paraffin by 33 cents per litre.
The price adjustments are due to the cost of crude oil, international petroleum product prices, and the rand or dollar exchange rate. 
Brent crude oil prices increased from $79.24 to over $80 during the period under review, and the rand appreciated slightly against the dollar.
In the recent budget speech, Minister of Finance, Enoch Godongwana announced a 1 cent per litre increase to the general fuel levy for both petrol and diesel to recoup the levy payment for April 2023, which will be removed on June 7, 2023.
To the North of Limpopo, Zimbabwe’s Energy Regulatory Authority (ZERA) announced that the price of <a href="https://www.pindula.co.zw/2023/05/05/zera-announces-fuel-prices-effective-5-may-2023/">Diesel 50 will decrease</a> from US$1.64 to US$1.61 per litre while the price of Petrol Blend will remain the same at US$1.61 per litre.
The new prices in Zimbabwean dollars are Diesel 50 at ZWL$1,756.24 per litre and Petrol Blend at ZWL$1,752.81 per litre.
The new prices in Zimbabwe are with effect from the 5th of May 2023.

South Africa: Petrol Prices Go Up, Diesel, Paraffin Decrease

Four people, three from Zimbabwe and one from South Africa, aged between 30 and 36 years old, were arrested on Saturday evening for attempting to steal diesel from a mine in Mpumalanga province, South Africa.
Brigadier Selvy Mohlala, Mpumalanga police spokesperson confirmed on Monday that the accused were caught at around 8 pm, according to the <a href="https://www.chronicle.co.zw/zimbabweans-nabbed-trying-to-steal-diesel-in-south-africa/">Chronicle</a>. Brig Mohlala stated that four light delivery vehicles entered the mine and hid between stockpiles. He added:

Upon receiving information, the assistant contractor standby manager, supervisor of Vlanggatfotein mine, and the reaction unit proceeded to the scene. On arrival, four vehicles resembling the mine mechanical vehicles with their loading bins converted to tanks were found.

The official reported that four suspects were arrested for attempting to steal diesel at the mine after they failed to justify their entry into the mine. They were found with four light delivery vehicles, two Isuzu, one Ford Ranger, and one Toyota Hilux pickup truck, all with Gauteng registration plates. The vehicles were confiscated for investigation purposes. Additionally, the Department of Home Affairs will investigate the legal status of the Zimbabwean nationals who were among the suspects.
Theft of fuel is a significant problem in South Africa, particularly in the form of siphoning diesel from trucks and heavy machinery at mines and other industrial sites.
Criminals often target these vehicles because diesel is less volatile than gasoline and has a higher energy density, making it more valuable on the black market. The theft of fuel not only results in financial losses for companies but also poses safety risks and can damage equipment.

Three Zimbabweans Arrested Over Diesel Theft In South Africa

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective 11 January 2023.
The price of petrol is now US$1.53 per litre, up from US$1.50, while the price of diesel is now US$1.63, down from US$1.65 per litre. ZERA said in a statement:

ZERA Announces New Fuel Prices Effective 11 January

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority (ZERA)</a> has raised fuel prices by two cents for petrol and three cents for diesel with effect from the 29th of December 2022.
In a statement seen by Pindula News, the regulator said petrol would now be sold at US$1.50 per litre up from the previous US$1.48.
In the local currency, the petrol price was raised to ZW$1 016.49 from ZW$1 007.45.
ZERA raised the US dollar price for diesel to US$1.65 from US$1.62 per litre while the diesel price in the local currency was hiked to ZW$1119.82, from ZW$1 094.04 per litre. Read the statement in part:

The average price of gasoline around the world is 1.28 U.S. Dollars per litre while the average price of diesel around the world is 1.32 U.S. Dollars per litre. 
GlobalPetrolPrices.com says the differences in prices across countries are due to the various taxes and subsidies for diesel. All countries have access to the same petroleum prices of international markets but then decide to impose different taxes. As a result, the retail price of diesel is different.
President Emmerson Mnangagwa early this year said he had <a href="https://zero.pindula.co.zw/i-directed-reduction-of-duty-on-fuels-no-duty-for-diesel-president-mnangagwa/">directed that duty on fuels be reduced by US 13 cents</a> among other measures to ensure the supply in the market remains stable and affordable.
Fuel prices went up in February with the government attributing the increase to the <a href="https://zero.pindula.co.zw/ukraines-foreign-minister-putin-launched-full-scale-invasion-well-defend-and-win/">war between Russia and Ukraine</a> which they said disrupted global trade as the two countries are the main producers of oil.
Analysts, however, observed that while the war had an effect on economies worldwide, fuel in Zimbabwe was more expensive when compared to its regional counterparts and this was due to higher taxes. That is when President Mnangagwa directed that the taxes be reduced.

Fuel Prices Effective 30 November: Diesel Reduced, Petrol Hiked (ZW$)

Fuel prices are expected to go up next month in South Africa due to higher oil prices.
 The prices of oil have been going up globally due to the war between Russia and Ukraine. 
According to the Automobile Association of South Africa, often abbreviated AA, an automobile association that has been operating in South Africa since 1930, increases will start next month.
The AA says data from the Central Energy Fund forecast increases of between 97 cents and R1.09 a litre, <a href="https://www.enca.com/search/news?search=fuel">eNCA News</a> reported.
Illuminating paraffin is also expected to increase by around 30 cents a litre.
Meanwhile, the price of diesel will decrease by up to 34 cents a litre.
The development will likely have an impact on fuel prices in Zimbabwe since it imports from its neighbour.
Zimbabwe imports fuels primarily from Singapore, South Africa, Mozambique, Mauritius, and United Arab Emirates.

South Africa: Fuel Prices Expected To Go Up In December

The Zimbabwe Energy Regulatory Authority (ZERA) has announced the prices of diesel and petrol (Blend-E20) with effect from 19 October 2022.
The price of diesel has remained at US$1.73 per litre while the price of petrol has gone up to US$1.56 up from US$1.55 which was announced a week ago.

New Fuel Prices By ZERA Effective 11 July 2022

The Zimbabwe Energy Regulatory Authority (ZERA) has announced the fuel prices for December 2021.
According to a notice issued by the energy regulator this Wednesday, the maximum pump price of diesel has been set at ZWL$150.31 or US$1.38 per litre while that of petrol has been capped at ZWL$154.56 or US$1.42 per litre.
There has been a significant increase in the fuel prices in Zimbabwe dollars for this month compared to the prices for November, albeit the product is not being sold in local currency.
In US dollars, the diesel price did not change while that of petrol has increased by US$0.02.
In November ZERA set the cap for the price of diesel at ZWL$136.44 per litre and petrol at ZWL$138.70.
In USD terms, the prices have not changed for diesel at it was also capped at US$1.38 while petrol price rose marginally to US$1.42 per litre. ZERA said in a notice:

ZERA Hikes Zimbabwe Dollar Fuel Prices, USD Price Rises Marginally

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective Friday, 5 November 2021.
According to a notice issued by the energy regulator this Thursday, the maximum pump price of diesel has been set at ZWL$136.44 or US$1.38 per litre while that of petrol has been capped at ZWL$138.70 or US$1.40 per litre.
This is a significant increase from the fuel prices in October in Zimbabwe dollars, albeit the product is hardly being sold in local currency.
In October ZERA set the cap for the price of diesel at ZWL$122.13 per litre and petrol at ZWL$123.71.
In USD terms, the prices have not changed as they were capped at US$1.38 and US$1.40 per litre of diesel and petrol respectively in October.
Meanwhile, ZERA said operators may sell at prices below the cap depending on their trading advantages.
Last month ZERA said <a href="https://news.pindula.co.zw/2021/10/29/full-text-government-introducing-local-currency-zwl-fuel/">it was planning to introduce a programme for the supply of local currency (ZWL) fuel</a> into the market.

ZERA Raises Fuel Prices In Zim Dollars, USD Prices Unchanged

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new fuel prices effective Wednesday, 8 September 2021.
ZERA has set the maximum pump price of diesel at ZWL$115.15 or US$1.34 per litre and petrol at ZWL$118.42 or US$1.38 per litre.
This is a slight increase from the fuel prices of August that were pegged at ZWL$114.29 or US$1.33 per litre of diesel and ZWL$117.07 or US$1.37 per litre of petrol.
In a public notice issued this Wednesday, ZERA said operators may sell at prices below the cap depending on their trading advantages.

The excise duty rates stated in United States dollars shall be adjusted to prevailing weekly foreign currency exchange rates for purposes of conversion to local currency.</blockquote>

Customs & Excise: Diesel Duty Adjusted To Match Petrol

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority">Zimbabwe Energy Regulatory Authority</a> has issued the following statement on diesel supply:
<blockquote>In view of the significant decrease of the diesel price on the international market, the Zimbabwe Energy Regulatory Authority (ZERA) met the oil marketing companies (OMCs) on 29 February 2020 and deliberated on the impact of the decrease on the local market.
The OMCs made a commitment to continue supplying diesel to consumers at the new price. Zimbabwe is a net fuel importer, hence any movement on the global market has an effect on the local price. ZERA is working closely with OMCs to ensure the country has adequate supply. Surveillance on possible hoarding of fuel is being carried. The public is urged to continue using fuel efficiently.</blockquote>

FULL TEXT: ZERA's Statement On Diesel Supply

The Zimbabwe Energy Regulatory Authority (ZERA) has announced new prices for Petrol and Diesel effective 2 September 2019.
The new prices are an effective slight reduction from the current prices which were effected on 26 August 2019.
The new diesel price is ZWL $10.25 down from $10.32.
The new petrol price is $9.86 down from $10.01.
In the announcement, ZERA said the new prices are due to “FOB price movements and the revised duty regime (SI 161 of 2019)”. This is the same reason cited for the several changes in price in the past months.
This is the first reduction since January 13, 2019.

For the first time in a long time in Zimbabwe, the price of diesel has overtaken that of petrol. This happened with the <a href="https://news.pindula.co.zw/2019/08/03/breaking-fuel-prices-up-again-to-9-06/" rel="noopener noreferrer" target="_blank">latest price increases announced today</a> by the Zimbabwe Energy Regulatory Authority (ZERA)
Diesel is now ZWL $9.06 per litre, where petrol is ZWL $9.01.

On Thursday, Finance Minister Mthuli Ncube announced a fuel excise duty increase from 19% (petrol) and 16% (diesel) to 45% and 40%, respectively.
The new prices are in part a response to those changes too. Earlier in the month, Ncube also indicated that the government’s objective is for fuel to retail at around US $1 to match the general prices in neighbouring countries.

Diesel Price Now Higher Than Petrol

The Zimbabwe Energy Regulatory Authority (ZERA) on Friday announced new prices for diesel and petrol.
Apparently, <a href="https://news.pindula.co.zw/2019/07/12/breaking-fuel-prices-hiked-again/" rel="noopener noreferrer" target="_blank">some service stations had already hiked the price of fuel by more than 100 per cent, with some charging as high as ZWL$12 per litre.</a>
According to ZERA, the maximum pump price of diesel is now ZWL$5.84 while that of Blend E20 is now ZWL$6.10 per litre.

ZERA Sets Diesel Price At $5.84; Blend E20 At $6.10

The Parliament of Zimbabwe has denied reports that it is paying double the stipulated price for diesel bought from Redan Petroleum Pvt (Ltd).
This follows a fuel exchange note that went viral on social media platforms, purportedly showing that Parliament was buying fuel at $10,50 per litre.
In a statement on Thursday, the Parliament said that the particular transaction involved an individual MP who wanted to exchange expired fuel coupons. The statement read in part:
<blockquote>The fuel coupon exchange note in question involved a transaction between an individual Member of Parliament who was replacing expired coupons at Redan Pvt (Ltd) and not the institution of Parliament.
The only reason the exchange note reflects the name of the institution is primarily because the coupons are purchased by Parliament as an institution for all Members of Parliament and subsequently issued to individual members.
… Parliament of Zimbabwe engaged Redan over the matter and was advised that the exchange note was generated and issued to the Member of Parliament for the sole reason of enabling him to collect the new coupons.
The member in question was never charged for the transaction. In other words, the coupon exchange note is an internal Redan document whose esoteric figures are understood by Redan staff, but do not reflect the prevailing coupon prices and should thus not be used as a pricing reference point.</blockquote>

Parliament Denies Buying "Queen Bee's" Diesel At $10.50 Per Litre

Government through the Ministry of Information, Publicity and Broadcasting has apologised for a logistical glitch that resulted in diesel being in short supply.
Speaking on Twitter, the Information Ministry said the situation has been attended to and diesel will be in supply. Said the information ministry:
<blockquote>Govt apologises for the logistical glitch which resulted in fuel retailers ordering more petrol than diesel giving rise to diesel shortages. The situation has been attended to and normalcy in the fuel retail sector is expected to have been attained within the next few hours.</blockquote>

Govt Apologises For Logistical Glitch That Resulted In Diesel Shortage

The government through the Zimbabwe Energy Regulatory Authority (Zera) has slashed the price of diesel from US$1.30 to $1.22 with effect from tomorrow (Monday). This comes after the government banned Diesel 500 saying it is damaging vehicle engines due to its high Sulphur content.  In a notice published on Friday, Zera said,
<blockquote>The retail price for the week starting March 5, 2018, should not exceed US$1, 22 for all diesel.
The reduction of D50 prices in the market is a result of the use of cheaper pipeline transportation of D50 into the country as opposed to road and rail. The convergence in prices of D50 and D500 that is being witnessed shows compliance with the Government directive to ban retail of D500 by 1 May 2018.
However, subsequent prices will change in line with movements in international crude oil prices and the application of the fuel pricing regulations by Zera.</blockquote>

Govt Slashes Price of Diesel With Effect From Monday

Four diesel tankers which were carrying over 140 000 litres were illegally offloaded in Chitungwiza and refilled with an equal amount of water prejudicing Zimra of $55 650 in excise duty. The tankers are believed to have been on their way to the Democratic Republic of Congo before they were intercepted by the Zimbabwe Revenue Authority.
The tankers were intercepted at Chirundu Border Post after Zimra picked up a suspicious detour using its electronic cargo tracking system. Speaking to The Herald, Zimra’s board secretary and director for legal and corporate services confirmed the incident and said that the trucks were seized and will be dealt with in accordance with the provisions of the Customs and Excise Act [Chapter 23:02].
