Traditional leaders (chiefs) have requested the Government to give them diplomatic passports for ease of travel across borders.
The call was made by Chief Clemence Nembiri of Mt Darwin in Manicaland province during a question-and-answer session at a Civil Registry Department workshop held last Wednesday. He said:

There is a need for chiefs to be given diplomatic passports. At the moment you find that these documents are even given to people whose leadership position is never guaranteed but is at the mercy of either the appointing authority or the people who vote.
Such people may be in power for just a few years yet they are quickly given diplomatic passports but a chief, whose title is neither by appointment nor through the ballot does not have that privilege.
We are harassed at the borders despite the fact that we lead the masses too.

In response, Permanent Secretary in the Ministry of Home Affairs and Cultural Heritage Major General (Rtd) Dr Gerald Gwinji said:
<blockquote>
As a Ministry, we do not determine who gets a diplomatic passport and who does not. That is done by the Ministry of Foreign Affairs and International Relations.
Ours is only to process upon communication from Foreign Affairs that so and so must be a recipient of a diplomatic passport.
However, I will engage and pass on the request and we will copy the president of the Chiefs Council as proof of that engagement.

A diplomatic passport is a type of identity document that is only issued to certain individuals.
The holder can cross international borders while bypassing a lot of the typical travel regulations that regular passport holders must follow.

Traditional Leaders Ask For Diplomatic Passports

The prosecutor in charge of prosecuting <a href="https://www.pindula.co.zw/Marry_Chiwenga">Marry Chiwenga</a> wants Marry to submit the remaining 2 passports that her husband claims she has, The Herald reports.
For her bail conditions, Marry was told to submit her passport and she submitted one diplomatic passport before the <a href="https://news.pindula.co.zw/2020/01/15/vp-chiwenga-asks-court-to-revoke-marrys-bail/">VP let the cat out of the bag that she had retained 2 more passports.</a>
According to the publication:
<blockquote>The State has been informed there is a second diplomatic passport, expiring on December 11 this year, and an ordinary passport expiring on February 21, 2022.
The prosecution wants all three passports in the custody of the court until the trial is over.</blockquote>

Marry Chiwenga Must Surrender The Remaining 2 Passports - The State Demands

A ZANU PF Member of Parliament has called upon <a href="https://www.pindula.co.zw/MDC_Alliance" rel="noopener noreferrer" target="_blank">MDC Alliance </a>legislators to surrender their diplomatic passports to prove that they are really opposed to President Emmerson Mnangagwa’s claim to legitimacy.
Zanu PF MP for <a href="https://www.pindula.co.zw/Mberengwa" rel="noopener noreferrer" target="_blank">Mberengwa</a> North, <a href="https://www.pindula.co.zw/Tafanana_Zhou" rel="noopener noreferrer" target="_blank">Tafanana Zhou</a>, made the call recently in Parliament after raising a point of privilege. He said:
<blockquote>It must be realised that the diplomatic passports were issued on the understanding that when MPs are outside the country, they represent the president who they say they don’t recognise so they should surrender them to the clerk of Parliament forthwith to show that they are genuine.
They cannot take from the president only that which suits their personal interests.</blockquote>
MDC Alliance MPs have hitherto refused to recognise Mnangagwa’s legitimacy, claiming he rigged the 2018 presidential poll in connivance with electoral officials.
The legislators have either walked out of parliament or abstained from coming altogether during events attended by Mnangagwa.

MDC MPs Told To Surrender Diplomatic Passports

Speaker of Parliament, Advocate Jacob Mudenda has said that he will engage Foreign Affairs Minister, Dr Sibusiso Moyo over alleged abuse of diplomatic passports by some legislators.
Mudenda told Parliamentarians that the red passport carried a huge responsibility. He said:
<blockquote>
The holding of a diplomatic passport carries with it some heavy responsibility.
It’s a privilege and, therefore, cannot be abused, especially in international relations.
I shall therefore have to converse with the Minister of Foreign Affairs and International Trade (Dr Sibusiso Busi Moyo) and deal with the matter accordingly.
</blockquote>
Mudenda was responding to a report by Chimanimani West legislator, Joshua Sacco who had said that there were people who were speaking badly about both president Emmerson Mnangagwa and the country yet they possessed the red passport.
For Sacco, denigrating the President and the country constituted treason.

Mudenda & SB Moyo To Deal With "Abuse Of Diplomatic Passports"

After years of lobbying by Members of Parliament, the government has approved that they should be issued with diplomatic passports.
The announcement was made by the chairperson of the Portfolio Committee of Foreign Affairs and International Trade and Makonde legislator Kindness Paradza in the National Assembly on Wednesday. He said:
<blockquote>I want to thank His Excellency the President on behalf of all the 350 parliamentarians that for the first time since our independence honourable members are going to have diplomatic passports.</blockquote>
A diplomatic passport is a passport issued to persons who work as a representative of a government. Holders of diplomatic passports may qualify for immunity in some cases.
It’s not a free pass to cross frontiers, but one can get a different treatment, even tax exemptions.
