The City of Bulawayo has raised concerns regarding the growing number of dogs being kept on private properties, with these animals becoming a nuisance within the community.
In a recent notice, Bulawayo Town Clerk Christopher Dube said that no individual shall keep a dog aged six months or older within the council’s jurisdiction without holding a valid licence. The notice reads:

The City of Bulawayo has noted that there is an increasing number of dogs being kept on private properties and that these dogs are causing a nuisance to residents.
Dog owners and the general public are hereby advised that, in terms of the Bulawayo (Dog Licensing and Control) By-Laws.
1. No person shall keep a dog aged 6 months or more in the Council area unless he/she is the holder of a licence.
2. No person shall keep in the Council area more than two dogs on any property measuring less than 2000 square meters, and not more than 4 dogs on any larger property.
3. No person shall allow his dog(s) to roam outside his premises without restraint.
4. Dogs shall only be kept where the property is securely fenced/walled and gated. (A hedge is not permissible.)
5. Dogs within the Council area shall be vaccinated against rabies.
6. No person shall breed a dog or keep an unspayed bitch in the Council area unless he/she is a licensed breeder.
A dog licence is valid from (1 January-31 December) and can be obtained from any City of Bulawayo Revenue Office upon production of a valid vaccination certificate and payment of a fee of US$24 for a male dog and USD$27 for a female and an unspayed dog USD$27.
Dog owners who can no longer care for or need their dogs are advised to surrender them to the Society for the Prevention of Cruelty to Animals (SPCA).
Residents and stakeholders are advised that the City of Bulawayo, Zimbabwe Republic Police. Department of Veterinary Field Services, and Society for the Prevention of Cruelty to Animals (SPCA) will respond to any complaints.

The City of Bulawayo is concerned about too many dogs causing problems in the town. People need to get a license if they have a dog over six months old. They can only keep a certain number of dogs based on the size of their property. Dogs must be vaccinated, restrained on their property, and kept behind a fence or wall. If people can't take care of their dogs, they should give them to the SPCA. Complaints about dogs can be made to the city, police, vet services, or SPCA. Get a license from the city office by showing a vaccination certificate and paying a fee.

City Of Bulawayo Cracks Down On Unlicensed Dog Ownership

The City of Harare’s dog by-laws prohibit owning two or more dogs on properties smaller than 2,000 square metres and owning four dogs on larger properties. 
Areas under 2,000 square metres include Warren Park, Westlea, Cranborne, Mabelreign, Arcadia, Mabvuku, and Avondale.
Areas over 2,000 square metres include Greystone Park, Shawasha Hills, and Gletwin Park.
Owning a dog without a permit, breeding dogs, and allowing them to roam the streets are all offences under these regulations. The Harare Dog and Licensing Control By-Laws, Section 4 (1) says:

No person shall keep more than two dogs on any property measuring less than 2000 square meters, or more than four dogs on any other property.
In Section 12, no owner shall allow their dog to roam without restraint beyond the limits of their property, and every dog owner shall ensure that their property is secured and gated to keep the dog(s) within those limits.

City acting chamber secretary Warren Chiwawa said owning a dog requires a permit. He added that failure to comply with the by-laws incurs a level three fine or imprisonment of up to six months, or both a fine and imprisonment.

City Of Harare Imposes Ban On Owning Two Dogs In High, Medium-Density Suburbs

The Zimbabwe Republic Police (ZRP) has said dog attacks have become a “serious matter”, with some owners of killer dogs having been charged with culpable homicide.
Police spokesperson Assistant Commissioner Paul Nyathi told <a href="https://www.sundaymail.co.zw/murder-charges-for-killer-dog-owners">The Sunday Mail</a> that some residents are now breeding dangerous dogs, and in some cases, the pets are left unattended. He said:

Some of the dog owners have been charged with culpable homicide.
This has become a serious matter. People are breeding dangerous dogs and instead of exercising maximum caution, they actually leave these dogs unattended, while others do not have the security needed for one to have dogs on their premises.

It is now common for households to own breeds such as the pitbull, boerboel, doberman, bullmastiff, rottweiler and German shepherd.
A community in Southview Park, Harare, is now living in fear of vicious dogs belonging to a family that recently moved into the neighbourhood.
One of the residents claimed they now spend most of the day in their houses for fear of the dogs. Said the resident:

They (the new family) have two big dogs and several puppies, which are making them even more aggressive. The dogs have attacked us on several occasions.
Talking to the owners is not helping, as they have only encouraged us to befriend the dogs to avoid being attacked.
We now spend most of the day in the house, while getting home late at night is now risky.
There is a real possibility of being mauled to death.

Dr. Regis Murwira, a general practitioner, said that there has been an increase in the number of patients being treated for dog bites. He said:

In the past, we would attend to an average of two or three cases per month, but in the last half of 2022, cases spiked to at least seven.
To attend to dog attack cases, the patient should have a police report. We administer rabies injections before attending to the wounds.
For a rabies jab, one should part with at least US$25, excluding the consultation fee.

In 2022, a six-year-old girl was killed by two vicious boerboel dogs while playing in Goromonzi.
Before that, a 70-year-old man died after being severely attacked by stray dogs in Ardbennie, Harare, on his way home.
In 2021, a Grade Five learner died in Chegutu after she was mauled by three dogs on her way to school.

Culpable Homicide Charges For Killer Dog Owners

South African police have opened a crimen injuria case against a 60-year-old from Benon, Ekurhuleni, after she allegedly called for black people to be banned instead of banning pit bulls.
In South African law, crimen injuria refers to a wilful injury to someone’s dignity, caused by the use of obscene or racially offensive language or gestures.
Gauteng police spokesperson Brenda Muridili said the 60-year-old uttered the speech on a widely circulated WhatsApp voice note.
She said the suspect was arrested and released the same day on a warning to appear in court on 27 March 2023.
<h2>What the woman said</h2>
Bookkeeper Belinda Magor was responding to a message on a WhatsApp group in which she said black women’s uteruses and ovaries should be removed. In the clip, she said:

Estella/Stella, I agree with you wholeheartedly. What I say is ban the black man.
They rape, they steal, they kill, worse than any pit bull could, and they get away with it. Ban those that are making the laws, ban Ekurhuleni, ban the black man.
Get all the black women and cut out their uteruses and their ovaries so that they cannot procreate because they will all turn out the same because they are all the same.
I’m very passionate about this. Ban them, kill them, shoot them. Get rid of them because they are the problem. Not pit bulls, not animals.
Animals are beautiful, and they deserve a warm bed, food, love and attention, and everything else.
God created those animals. Who created the black man? Do you think God? I don’t think so.

SA Police Investigate White Woman Calling For Ban On Black People, Instead Of Dogs

A Goromonzi man has been arrested and charged with culpable homicide after his two Boer dogs killed a six-year-old girl.
In a statement posted on their social media page, the Zimbabwe Republic Police (ZRP) said that two dogs belonging to Justice Nyamutsamba (40), mauled to death the girl as she was playing with her friends.
Police said they have since killed the dogs and arrested the owner. ZRP said:

The ZRP reports a sad incident in which a six-year-old girl was mauled to death by two vicious Boer dogs whilst playing with friends on 13/10/22 at Dongo Village, Goromonzi.
The Police have since shot dead the dogs and the owner, Justice Nyamutsamba (40) is being charged with culpable homicide. Investigations are underway.

In an unrelated case, police in Chiredzi on Tuesday arrested Serudzai Magadzire (45) in connection with a case of murder which occurred on Monday at Village 3, Wasara Range, Chiredzi.
Police said Magadzire and his accomplice, Kenias Magadzire (21) who is still at large, fatally assaulted Benson Chikati (83).
The duo allegedly accused Chikati of witchcraft before attacking him with catapults and wooden sticks.
The victim passed away while waiting to be taken to the hospital.

Girl (6) Mauled By Dogs, Owner Charged With Culpable Homicide

Rusape Town Council will in September launch an operation to rid the town of stray dogs which have become a menace to residents.
The dog tie-up order will run from September onwards with the local authority warning dog owners that any dogs found roaming around will be shot. Reads the notice:

<h2>RE: RUSAPE TOWN COUNCIL STRAY DOGS SHOOTING TIE-UP ORDER TWO WEEKS PUBLIC NOTICE</h2>
Notice is hereby given that Rusape Town Council will impose a stray dog shooting tie-up order in our area of jurisdiction beginning from the 14th of September 2022 onwards.
This exercise is in response to various complaints from residents as well as an increase in the number of stray dog bites as noted by our Rapid Diseases Notification System, as well as reported by our Urban Health Centres. Furthermore, under the Animal Health Act, Rabies Regulations 1966 amended 1986, in conjunction with Rusape Town Council (Stray Animals By-laws of 2013) and as read with section 83(1) Part X of Urban Councils Act (Chapter 29:15). No owner shall allow his/her domestic pet to roam without restraint beyond the limits of his/her property and every owner of a pet shall ensure that his/her property is securely fenced and gated to keep their pet(s) within the limits of their property.
Dog owners must have a valid vaccination certificate. If the dog is not vaccinated the owner will be fined in line with the current budget rates.

Rusape Town Council To Shoot Stray Dogs

Esidakeni Farm co-owner Siphosami Malunga said that people working for ZANU PF secretary for administration, Obert Mpofu, and suspected State agents poisoned dogs that were guarding the farm.
The farm, which is located in Nyamandlovu, Matabeleland North Province is owned by Malunga, a prominent human rights defender, and his two business partners, Zephaniah Dhlamini and Charles Moyo.
The farm was invaded by Mpofu, ZANU PF activist Dumisani Madzivayathi, and a handful of politically connected claimants last year before they were ordered to vacate the land by the courts.
Posting on social media, Friday, Malunga said one of Moyo’s vicious dogs had died while another was critically ill following the alleged poisoning incident. He said:

Last night they poisoned Esidakeni director Charles Moyo’s vicious dogs. One has died and the other is critically ill.
It is clear that together with CIO (Central Intelligence Organization) they have decided to physically harm us. We are not afraid.

Malunga also revealed that the Deputy Sheriff had served Mpofu eviction papers in respect of his illegal occupation of Esidakeni Farm.
Malunga and his partners were last week arrested and arraigned before the courts for ironically unlawfully occupying the same property.
They are out of custody on ZWL$10 000 bail each.

Esidakeni Farm Owner's Dogs Poisoned, Suspected State Agents Blamed

A man from Harare’s Crowhill suburb, Austin Nyabanga was admitted to Parirenyatwa Hospital after he <a href="https://zero.pindula.co.zw/">was stabbed during an altercation over a dog fight. </a>
The alleged aggressor, Kembo Chatyora has since appeared before a Harare Magistrates Court facing assault charges.
Prosecutor Lance Mutsokoti told the court that the two met at a shebeen in Crowhill and their dogs barked at each other. 
The state also alleged that <a href="https://zero.pindula.co.zw/">Chatyora picked a brick and hit Nyabanga’s dog </a>prompting Nyabanga to confront him.
An altercation then ensued during which Chatyora is reported to have <a href="https://zero.pindula.co.zw/">produced a screwdriver and stabbed the Nyabanga, who sustained a deep cut. </a>
Harare magistrate Dennis Mangosi remanded Chatyora in custody to this Thursday.

Man Hospitalised After Being Stabbed During Dispute Over Dog Fight

While fireworks are quite normal for human beings and are a way of celebrating the new year, they are quite bad for animals, especially dogs.
When fireworks go off, most dogs are scared and feel trapped. The dogs then try to run from the fireworks and they end up on the streets where they risk being run over. Some also get lost.
All around the country, dogs get lost and hurt after New Year’s fireworks.

We rescued Bruno almost a year ago, after he was found injured and terrified on the streets of Harare after a fireworks display. Please think of all the animals that suffer because of fireworks. On 1 January every year, the shelters and vet surgeries are full of injured and lost dogs and cats, many of whom are never claimed by their owners. Birds abandon their nests and wild animals are killed and injured fleeing from fireworks. Please don’t set off fireworks this new year – it is such an easy thing NOT to do, with such a positive impact. If you have pets please stay home with them and keep them safe.
