Douglas Karoro and his two alleged accomplices in stealing farming inputs from the Grain Marketing Board (GMB) were on Monday, 23 May granted $50 000 bail, each by a Harare Magistrate.
Karoro is Deputy Minister of Lands, Agriculture, Fisheries, Water and Rural Development.
Karoro is charged with fraudulently acquiring inputs from Mushumbi Pools GMB depot worth US$73 300.
The inputs (fertiliser, maize seed and horticulture kits) were meant for the Presidential Inputs Scheme for Mbire farmers.
Karoro is jointly charged with Jeremy Phiri and Dean Dzimunya, with all facing three counts of fraud, the same as the depot manager who appeared in court last week.
The three are being represented by lawyers Admire Rubaya, Malvern Mapako, Augustine Borerwe and Lucky Dube.
Karoro was arrested on Friday and spent the weekend in custody.
He denied all charges and claimed that his arrest was politically-motivated.
Karoro’s defence lawyers argued that his arrest was caused by his political opponents who want to soil his name and thereby grab the ZANU PF nomination for his Mbire seat in the National Assembly. Said the lawyers:

They did not cause anyone to act on misrepresentation or to anyone.
The dispatch vouchers that the State claims to be in possession of, were not created by any of the accused.
If evidence of the fraud is based on the documents, then surely the State case is grounded on jelly legs.
It is not a serious case and the accused deny that they misrepresented to anyone.
He represents the people of Mbire and he was democratically elected by the beloved people of that constituency.
His political adversaries are sensationalising these offences to make the powers that be angry.
There are political adversaries eyeing his post in the Government and constituency and they have tried too much and failed because he is popular.
They want to muscle him out of Mbire, have by-elections and make sure that he will not be up for selection in 2023 elections.

Prosecutors had opposed bail on the grounds that the three were likely to evade trial.
Harare regional magistrate Stanford Mambanje granted each of the three $50 000 bail.
He also ordered the accused to report once every week to the police.
Mambanje ruled that as an MP, Karoro will not likely try to evade trial or interfere with witnesses.

Deputy Minister Karoro Granted Bail

Deputy Minister of Lands, Agriculture, Fisheries, Water and Rural Resettlement, <a href="https://www.pindula.co.zw/Douglas_Karoro">Douglas Karoro</a>, has been remanded in custody to Monday for bail application in <a href="https://news.pindula.co.zw/2022/05/21/deputy-minister-arrested-over-misuse-of-presidential-farming-inputs/">a case he is accused of theft.</a>
Karoro today appeared at the Harare Magistrates Court on charges of fraudulently acquiring inputs, which were meant to benefit farmers in the Mbire constituency, from the Grain Marketing Board under the Presidential Inputs Scheme.
Karoro, who is jointly charged with Jeremy Phiri and Dean Dzimunya, was not asked to plead to the charges when he appeared before magistrate Mrs Tafadzwa Miti charged with fraud.
Karoro and his co-accused, who were also remanded in custody, reportedly seized 700 bags of fertiliser, US$18 000 worth of maize seed and 5 000 vegetable seed kits and sold them.
The inputs came from the <a href="https://www.pindula.co.zw/Grain_Marketing_Board">Grain Marketing Board (GMB)</a> Mushumbi Pools Depot in Mbire, Mashonaland Central Province, and were intended for farmers. 
Commenting on the theft allegations earlier, Alex Tawanda Magaisa, a former Chief of Staff in the office of the late former Prime Minister of Zimbabwe, Morgan Tsvangirai, said Karoro should be a beginner in these matters. He said:

If these allegations are true, then Karoro is surely a rank amateur in this game of organised crime. A minister going down to a scene of the crime like KumaBanana to personally oversee a transaction? But this is just a glimpse of how Command Agric was looted.
</blockquote>
Karoro is not the first senior government official to be arrested over corruption.
Many other political elites including former Local government minister Ignatius Chombo were arrested in the past.

Update: Deputy Minister Karoro Remanded In Custody Over Theft

Lands, Agriculture, Fisheries, Water and Rural Development Deputy Minister, Douglas Karoro, said the prolonged drought experienced in the country during the 2021/22 rain season has negatively affected the country’s food security.
In a speech read on his behalf by the Chief Director, Strategic Policy Planning and Business Development, Clemence Bwenje, at the commissioning of Mayorca Irrigation Scheme in Silobela, Karoro said:
<blockquote>
In the current 2021/22 season, most parts of the country experienced a late start to the rains and later we had a long dry spell which negatively impacted our efforts to achieve national food security.
The Midlands province was not spared from these extreme weather conditions. For Midlands Province, this has been worsened by the fact that part of it lies in natural regions four, which receives sub-optimal rainfall.
</blockquote>
Karoro said agriculture contributes at least 17% to the GDP, while at the same time supporting 67% of the livelihoods of people living in the rural areas.
He said in order for Zimbabwe to attain food self-sufficiency, there is a need for the country to move away from its reliance on rain-fed farming. Said Karoro:
<blockquote>
In this endeavour, we cannot continue to rely on rain-fed agriculture while rivers flow into the Zambezi, while rivers flow into the Limpopo. As a country, we have the potential.
We have more than 10 000 small dams and 40 medium dams that are sufficient to irrigate 2 million hectares.
We want to continue to grow our area under irrigation from the current 15%, largely because in the last decade, the country has been experiencing changes in weather patterns.
The weather patterns are no longer reliable, and drought and floods are occurring more frequently.
</blockquote>
Karoro said the Government’s focus is now on expanding irrigation development and water harvesting under the escalated irrigation rehabilitation and development plan.

Govt Says Zimbabwe Faces Drought-induced Famine

Home Affairs minister Kazembe Kazembe and Lands Water and Agriculture deputy minister Douglas Karoro came close to exchanging blows during a ZANU PF inter-district meeting at Mahuwe Growth Point in Mbire, reported NewZimbabwe.com.
The publication reported sources as saying the meeting almost degenerated into a mass brawl after Kazembe failed to recognise Karoro.
Karoro reportedly stormed out of the meeting and was followed by more than half of the delegates.
The meeting at Mahuhwe was reportedly the second at which the two clashed, having done so two weeks before in Kanyemba. Said a source:
<blockquote>
They initially exchanged words at an inter-district meeting held in Kanyemba. What happened was that on the programme, Karoro was supposed to give the vote of thanks, but Kazembe changed the programme and gave the vote of thanks to someone else. This greatly angered Karoro, who responded by walking out on him.
However, as he made his way out, some of the party members ran after him and persuaded him to return. The truth is that there has been bad blood between them.
Kazembe wanted some land there and Karoro blocked him, so that is the main source of the problem.
The situation is so bad that Kazembe is now fighting Karoro so that he loses the primary election for the Mbire constituency come 2023 elections.
He is now backing a guy called Mutukudzi who is the vice chairman for the Kanyemba district coordinating committee to be the MP. He is moving around presenting him as such.

Kazembe, who is the ZANU PF Mashonaland West provincial chairperson, is fighting to keep his post as he faces a serious challenge from businessman Tafadzwa Musarara.
Karoro is widely believed to be backing Musarara, but their quarrel dates back to last year when the former reportedly blocked Kazembe’s attempts to gain control of vast tracks of land in the Kanyemba area.
ZANU PF is set to hold provincial elections before the end of the year but the lead up to the polls has been characterised by internal violence.

Ministers In Near Fistfight At ZANU PF Meeting

The Zimbabwe Mercantile Exchange (ZMX) has launched a commodities trading platform to offer transparency, efficiency and a fair pricing mechanism in the marketing of agricultural commodities.
The ZMX initiative is a partnership between the Government and the private sector-led by Financial and Securities Exchange Limited (FINSEC), TSL Limited and CBZ Holdings with FINSEC undertaking the technical implementation of setting up the exchange.
The commodities exchange will be based on an automated Warehouse Receipt System (WRS) and Spot Marketing Trading Platform.
Officially launching commodities trading platform, Minister of Finance and Economic Development, Mthuli Ncube said:
<blockquote>
The commodity exchange ensures an efficient, fair market price discovery system that gives better access to local and international commodity buyers and better margins for farmers that short-circuit current challenges.
</blockquote>
He said the WRS is key in addressing one of the challenges farmers face of poor storage facilities resulting in post-harvest losses.
Deputy Minister of Lands, Agriculture, Fisheries and Rural Resettlement, Douglas Karoro said the commodity exchange will help smallholder farmers to be integrated into the mainstream economy.
He said the development is expected to mitigate challenges in the sector which includes lack of access to pre-planting and post-harvesting finance, post-harvest losses, poor agriculture marketing infrastructure, inappropriate warehousing facilities, underdeveloped logistics for the movement of agro-products from farm to markets and poor price discovery system.
Commodities to be traded on the exchange include the country’s strategic grains such as maize, wheat, sorghum, rapoko, soya beans, groundnuts, macadamia nuts, rice, oats, barley and coffee among others.

Zimbabwe Mercantile Exchange Launched

Marauding elephants killed two people and seriously injured another one in Muzarabani and Mbire on Wednesday last week.
The incident was confirmed by Mashonaland Central police spokesperson Inspector Milton Mundembe. He said:
<blockquote>I can confirm that two brothers from Nyamaro village, Muzarabani, were working in a field when an elephant charged at Tinashe Dzoro (10) who was trampled to death while his brother Solomon (12) escaped with serious injuries.</blockquote>
In another incident, a 22-year-old man from ward 12 Mbire district was trampled to death, while working in his field.
Mbire legislator Douglas Karoro said that four people have been killed by wild animals in ward 2 alone in less than 12 months.
He appealed to the Department of National Parks and Wildlife and the Rural District Council to erect a fence to separate the communal area from the zone of the national park.

Elephant Attacks 2 Juveniles In Muzarabani

In a sad incident, three brothers from Matanhura village in Mbire district drowned and died after their canoe sank in Musengezi River on Sunday afternoon.
The trio, Sikhumbuzo Mhlanga (19), Tanatswa Kazingizi (10) and Andrew Zawada (7) drowned while they were coming from church. The incident was confirmed by Mbire legislator Douglas Karoro (Zanu PF). He said:
<blockquote>I can confirm a case of drowning in my constituency, where brothers drowned along Musengezi River on Sunday and were buried on Monday.
The burial ceremony was punctuated by high emotions and a sombre atmosphere. Everyone was asking why death would rob the lives of innocent children coming from church.</blockquote>
A witness who declined to be named told Newsday that the trio did not notice a hole in the canoe, which allowed water to get in. Said the witness:
<blockquote>The children did not notice that the canoe they were travelling in had a hole, hence water got into the canoe until it was weighed down, leading to its sinking. They tried to swim, but they got tired and gave up.</blockquote>
In another sad incident in the same district, a 17-year-old girl from Ndaro village, ward 5 under Chief Matsiwo took her own life after his father berated her for her alleged lasciviousness.
Sharon Kaamurandu’s body was discovered hanging on a tree by a passer-by who alerted the community.

3 Brothers Die As Boat Sinks In River

The government is inclined to give some farmland to white former commercial farmers when it completes a land audit in March.
The land audit is being done to, among other things, eliminate multiple farm ownership and bring back sanity to the agriculture sector that was decimated by the Fast-track Land Redistribution Programme carried out from the year 2000.
Douglas Karoro, the Deputy Minister of Lands, Agriculture, Rural Resettlement, Water and Climate told Parliament last week that:
<blockquote>The government wants to see a situation whereby there is fairness in land ownership. There is a land audit that is currently underway and we expect the exercise to be finalised by the end of March.
The redistribution is not going to look at the colour of the farmer, whether black or white. It is not going to look at the political inclination of an individual, neither is it going to look at the religious affiliation of the farmer.
A farmer is going to be looked at as a farmer, who has capacity and competence. The essence is that we want to produce enough food for everybody as a country and surplus for export.
In short, the government is looking at ways that are non-discriminatory in terms of allocating land to those people who want land.</blockquote>
