The Vehicle Inspectorate Department (VID) has immediately banned visitors from wearing revealing clothes such as shorts, sleeveless tops, and miniskirts at their depots.
According to the <a href="https://www.chronicle.co.zw/vid-bans-revealing-clothing-at-its-depots-sparks-debate/">Chronicle</a>, VID said it is enforcing an existing Government policy on dress codes, particularly in public offices.
Notices announcing the new dress code policy have been posted across all VID depots nationwide, including two prominently displayed at the entrance in Bulawayo. Reads the notice:

All sleeveless dresses, sleeveless tops, shorts, miniskirts or revealing clothes are not allowed on Government premises.
</blockquote>
Speaking to the Chronicle, a VID official, who requested anonymity, explained that the move was prompted by concerns from male examiners and inspectors.
They reported feeling sexually harassed by some clients who come for road tests dressed in revealing clothing. Said the official:
<blockquote>
You won’t believe it but at one time we had a learner driver who was scantily dressed and the situation was made worse when there was a strong wind which lifted her dress up, revealing everything.
Some come in miniskirts and in the process of changing gears, that skirt becomes even shorter as it goes upwards and for a male inspector, that situation becomes unbearable.

Contacted for comment, VID national deputy director Eustina Nyathi confirmed the enforcement of the dress code, adding that they did not create new laws but simply enforced an existing policy. She said:
<blockquote>
The dress code issue is not a new thing. If you get to the courts there is a certain fashion that you have to wear and if you are not in sync with that, you will not be allowed in. It’s as simple as that.
</blockquote>
She said the department had received numerous complaints from both its staff and members of the public taking examinations at the depots, prompting the implementation of the dress code policy.
However, Bulawayo City’s Ward 17 councillor, Sikhululekile Moyo, argued that the policy was discriminatory and should be reversed.

VID Bans Revealing Clothing At All Its Depots

Bulawayo Polytechnic has introduced a new dress code for students, banning certain types of attire on campus and at all functions hosted by the college outside the campus.
According to a notice to students issued on 15 November 2022, the institution has banned ripped jeans, blouses that leave the stomach out, string, sleeveless and off-shoulder tops and dresses.
Tops and dresses that reveal cleavages and the back, biker and bum shorts; skin tights and other tight-fitting clothes, see-through clothes and skirts, shorts and dresses that are more than five centimetres above the knees are no longer allowed.
The wearing of caps in class and offices has been banned and male students are no longer allowed to wear any headgear except on religious grounds.
Dropping of trousers and shorts and wearing slippers is not allowed by the institution.
Bulawayo Polytechnic Principal, Chiedza Masanganise explained that the students’ dress code is in line with the institution’s mandate to train and groom professionals for commerce and industry. She added:

If not properly dressed, the student will be asked to correct before accessing any Bulawayo Polytechnic facility and lectures.
As an institution, we encourage you to be dressed according to your trade.
</blockquote>
Journalist Hopewell Chin’ono described the new dress code as “Sharia Law”, in reference to a religious law that lays down governing principles for spiritual, mental, and physical behavior that must be followed by Muslims.

Bulawayo Polytechnic Bans "Ripped Jeans, Bum Shorts, Skin Tights" Under New Dress Code

The Ministry of Primary Secondary Education says it has nothing to do with an alleged instruction to school heads and teachers that yellow colours were now banned in schools.
Teachers’ unions said they were inundated with messages from members claiming they were verbally instructed to avoid wearing yellow during working hours.
Yellow is the main colour used by the opposition Citizens’ Convergence of Coalition (CCC). By wearing yellow, teachers would be inadvertently showing their allegiance to CCC, it was alleged.
Speaking to Pindula News recently, the president of the Progressive Teachers Union of Zimbabwe (PTUZ) Takafavira Zhou confirmed receiving the reports. He said:

Teachers across the country are reporting that the matter was discussed but we haven’t received a formal communication ourselves.
In fact, there are some schools that are being told to change their uniforms. In case someone is planning to put it into writing, we say this decree is a  nullity, schools cannot change uniforms on the basis that a new political party wears the same colour.
What came first the school uniform or CCC? The law doesn’t operate in retrospection.

<a href="https://bulawayo24.com/index-id-news-sc-national-byo-216875.html">Bulawayo24</a> quoted Ministry of Primary and Secondary Education spokesperson Taungana Ndoro as saying they have not issued such a directive. Said Ndoro:

That has nothing to do with the government, we have nothing to do with colour, yellow, red or whatever we only know CALA (Continuous Assessment Learning Activity) and our mandate is to provide quality education in the country. It is just that somebody got over-excited.

'Yellow Colour Dress Code Ban Has Nothing To Do With Govt'

TERTIARY INSTITUTIONS
<a href="https://www.pindula.co.zw/Zimbabwe_Gender_Commission" rel="noopener noreferrer" target="_blank">Zimbabwe Gender Commission (ZGC)</a> is an independent Commission established in terms of Section 245 of the Constitution of Zimbabwe and operationalised through the Zimbabwe Gender Commission Act (Chapter 10:31]. 
One of the Commission’s functions, as provided in Section 246 of the Constitution, is to advise public and private institutions on steps to be taken to ensure gender equality as provided for in the Constitution.
Pursuant to our mandate, the Commission is conducting a public awareness program by way of delivering public lectures on sexual harassment at tertiary institutions. 
In the program, the Commission delivered public lectures at Chinhoyi University of Technology (09/10/19); Women’s University in Africa (10/10/19); Harare Polytechnic (10/10/19); Harare Institute of Technology (11/10/19); National University of Science and Technology (15/10/19); <a href="https://www.pindula.co.zw/Midlands_State_University" rel="noopener noreferrer" target="_blank">Midlands State University</a> (15/10/19); and <a href="https://www.pindula.co.zw/Zimbabwe_Open_University" rel="noopener noreferrer" target="_blank">Zimbabwe Open University</a> (17/10/19).
The content of the lectures encourages all to speak against sexual harassment and makes it clear that socio-cultural and other factors have resulted in an environmental context in which anti-social behaviours such as sexual harassment thrive.
Outlining the functions of the ZGC one of which is to investigate possible violations of rights relating to gender, the Commission has spoken on: gendered cultural expectations; toxic notions of masculinity and femininity in relation to sexuality; definition of sexual harassment; status of sexual harassment in Zimbabwe; legislative framework and gaps; forms of sexual harassment; common places in which sexual harassment occurs; student voices on sexual harassment; why sexual harassment should stop; recommendations and invitation to report sexual harassment, among other violations.
It is from these progressive public lectures that a very unfortunate story was conceived in which the Commission is alleged to have recommended a dress code policy for tertiary institutions ostensibly to curb sexual harassment. While a discussion relating to dress occurred in response to a question by a male lecturer, the response given was in good faith within the specific context. 
The journalist decided to report out of context, purporting that the ZGO recommended dress code for tertiary institutions.
The story is very unfortunate as it misrepresents what the Commission stands for. In rebutting the media article, ZGC would want to put the record straight:
<ol>
<li>) ZGC has not recommended a dress code policy in tertiary institutions. As a Commission, we stand for the rights and freedoms conferred by our Constitution including on choice, regarding expression including in the form of dress;</li>
<li>) We align with the right to personal security and bodily integrity guaranteed in section 52 of our Constitution and rebut the allegations written as the fact that as an institution we are blaming victims of violence. We dismiss with the contempt it deserves, the excuse that dressing is to blame for violence against women as this is not true. Given that some of the victims of rape are babies in diapers, we condemn unequivocally the lame excuse that sexual violence, in all its forms, is caused by dressing; </li>
<li>) We are on record as a Commission, having responded to and taken to task individuals and institutions accused of sexual harassment and we would not propose that perpetrators be protected from justice; </li>
<li>) We regret the misrepresentation of the context of the discussion and how this has led to well-intended but misplaced stories in the media at the expense of the key message shared that sexual harassment is harmful and should stop. That some journalists have attributed the Commission as the source of the story via Twitter is also indicative of the need to do due to verification before forwarding information; </li>
<li>) The Commission welcomes any such requests for information on the policy positions and remains committed to working with the media, among others, in advancing the gender equality and women empowerment agenda.</li>
