Zimbabwean legislators are urging the government to implement two distinct driver’s licenses for automatic and manual vehicles as a measure to reduce corrupt practices at the Vehicle Inspection Department (VID), reported <a href="https://www.newsday.co.zw/local-news/article/200035148/legislators-want-two-distinct-drivers-licences">NewsDay</a>.
During a session in the National Assembly last week, Epworth North legislator Zivai Mhetu from the Citizens Coalition for Change (CCC) said that current licensing requirements in Zimbabwe only mandate proficiency in manual transmission vehicles.
He argued that this approach fails to address the growing prevalence of automatic vehicles on the roads and contributes to corruption within the licensing system. Said Mhetu:

Considering the modern age where automatic vehicles are becoming more prevalent, we call upon the government to introduce two distinct driver’s licences…
Last year, the Minister of Transport bemoaned corruption due to the issuance of driver’s licences amid high demand for licences and the issue of the difficulties in operating a manual transmission vehicle.
So the introduction of two distinct (drivers licences) would lessen the demand hence reducing corruption.

Mhetu argued that automatic vehicles have become dominant on the roads, and authorities should move away from the assumption that all drivers who obtained licences for manual vehicles are capable of operating automatic ones. He said:

We need to ensure that all driving school instructors are equipped to provide both manual vehicles and automatic transmission vehicles.
We need to review and update driver’s licence regulations to reflect the changes and align with international best practices.

Kadoma Central MP Gift Mambipiri (CCC) echoed Mhetu’s sentiments, saying the introduction of two distinct licences would provide people with the option to choose the type of licence that best suits their needs. He said:

This will help the nation to save time and resources as the majority are in favour of using automatic vehicles.
This would make the government desist from using more capital on manual vehicles on people who later dump their knowledge as they will be using automatic vehicles.

They have extended the processing time for licenses from January 2019 to December 2020. To ensure a smooth process, they are encouraging people to make their bookings online using the correct booking platform. It is important to be cautious of fraudulent websites that aim to deceive the public.
For Metal Drivers Licenses, no action is required at the moment as the licenses are considered valid until further notice. However, for Certificate of Competency (CoC) holders with a backlog between January and June 2019, there is a booking process in place. There are two options available:
Option 1 is to contact the CVR BOT at 0778112264 on WhatsApp and follow the instructions.
Option 2 is to visit the website <a href="https://cvrbooking.motzw.com/">https://cvrbooking.motzw.com</a>. It’s important to note that CoC licenses need to be renewed every 5 years, which involves updating biometric information, photos, and vision tests. The ZIMPOST card issuance process includes receiving notifications about the arrival and dispatch of the card.

Ministry Of Transport Introduces Online Booking Platform To Address Driver's License Backlog

More than half of the 65 000 people who took road tests between April and June this year failed to pass the examination, a new report by the Zimbabwe National Statistics Agency (ZimStat) shows.
Only 45.5 percent (about 29 000) of those who took the certificate of competency test passed.
Passing the road test at the Vehicle Inspectorate Department (VID) is mandatory for one to acquire a driver’s licence.
The high failure rate has been attributed to a lack of practice and nervousness among prospective drivers.
According to the report, about 44 000 out of the 71 981 prospective drivers who sat the provisional driver’s licence test passed, representing a 62.7 percent pass rate. Part of the report says:

At national level, 65 453 candidates undertook the Certificate of Competency test during the second quarter of 2023, of which less than half (45.5 percent) succeeded.
In all provinces, except Harare and Mashonaland East, the proportions of candidates who passed the certificate of competency tests during the second quarter of 2023 were less than 50 percent, ranging from 29.1 percent in Midlands to 41.3 percent in Manicaland.
About 84 percent of the individuals who went for retests succeeded.

Speaking in an interview with <a href="https://www.sundaynews.co.zw/55-percent-failing-drivers-licence-tests/">The Sunday Mail</a>, Transport and Infrastructural Development Permanent Secretary Joy Makumbe said:

The ministry considers this as an improvement from the last decade, where the pass rate was hovering between 22 and 30 percent.
This improvement is attributed to the acquisition of better equipment by driving schools.
This pass rate is statistically comparable to other advanced countries.

Harare Driving School Association president Macnally Mbedzi claimed that a lack of road signs and road markings in the city was contributing to the poor pass rates. He said:

We believe the poor pass rates could be a result of things such as a lack of road signs and road markings, among other things.
There is also the problem of not having a proper training ground that has proper facilities, for example, a facility for hill-start training, three-point turn markings and parallel parking spaces.
If we can have a proper training ground and proper infrastructure, higher pass rates can be obtained.

55 Percent Failing Driver’s Licence Road Tests - ZimStat

Statement by the Secretary for Transport and Infrastructural Development, Theodius Chinyanga, in response to queries pertaining conversion of the Zimbabwe driver’s licence to the British driver’s licence:

The Ministry of Transport and Infrastructural Development has noted with concern that there are several messages circulating on social media with regards to challenges faced on conversion of Zimbabwean drivers’ licences to British drivers’ licences.
This article attempts to answer some of the questions that Zimbabwean drivers are faced with.
1. Is the British Government still recognising the Zimbabwean driver’s licence?
Yes, they do, but there are unconfirmed reports that some Zimbabweans have been using fake metal driver’s licences and sadly end up being involved or causing road traffic accidents. This has led to the Driver and Vehicle Licensing Agency (DVLA) in the United Kingdom (UK) to demand Certificates of Competency upon request for conversion of the Zimbabwean Licence to a British Licence.
2. I have lost my certificate of competency and it’s a requirement on conversion of a licence, can I get a duplicate certificate?
The current system does not have a provision for a duplicate Certificate of Competency considering that at law it is only valid for thirty (30) days. However, the Ministry is in the process of engaging DVLA so that they do not request for a Certificate of Competency upon request for a conversion of a driver’s licence.
3. I have passed class two driver’s licence and was awarded class 2, 4 and 5. DVLA is refusing to convert my licence to allow me to drive classes 4 and 5 only. They want me to drive class two only. Is it possible for one to downgrade?
Most drivers who were tested for class 2, did not go through parallel parking and three-point turn tests. DVLA has concerns that they have inadequate skills. The Ministry has made a provision that members be tested for class four so that they are certified competent for the required skills in the relevant class.
4. I submitted an application request for a conversion of my licence to DVLA and was initially rejected on the basis that I should attach a Certificate of Competency. Is it ok if I get a similar one not from VID because I lost the original?
It is not allowed to present fake Certificate of Competency to DVLA or any licencing authority. Applicants risk losing their valid drivers’ licences. Drivers are requested to follow correct channels of having their licences converted without engaging in any illicit behaviour.
5. DVLA is failing to contact CVR. How can we be assisted if we want our licences verified?
CVR is in touch with DVLA on a daily basis. The current emails to contact CVR are registrarcvr@gmail.com, ddcvr1@gmail.com and ddcvr2@gmail.com. Alternatively, concerned citizens are free to approach their respective embassies for assistance.

Transport Ministry Statement On Conversion Of Zimbabwe Driver’s Licence To British Driver's Licence | Full Text

The new driver’s license system introduced in Zimbabwe on June 19, 2023, brought several changes including age limit and vehicle license categories.
The new regulations make it mandatory for public transport drivers to be aged above 25, and heavy vehicle licenses are now categorised according to truck weight, ranging from 3,500 kg to 56 tonnes.
The new system will progressively certify professional drivers, and their permits will be renewable every two years, requiring them to undergo eye and mental stability tests. Moreover, the license is scannable and fully compliant with SADC, COMESA, and EAC standards, allowing local drivers to drive in 25 African countries.
The new system also aims to address fraudulent practices by some driving schools that undercharge and avoid teaching learners properly, which produces half-baked drivers. The new regulations require aspiring drivers to undergo specific tests for the vehicles they intend to drive, and codes will be based on gross vehicle mass (GVM), not net vehicle mass (NVM).
Additionally, the new plastic licenses will be issued within seven working days, and the metal disc will be phased out in the future. The Ministry of Transport and Infrastructural Development clarified that drivers who already possess a driver’s license will be converted as per new codes, and conversion will not require actual road tests but upgrading of biometrics and medical tests.

<h3>Q: What strategy will be used to convert metal licence holders?</h3>
A: Drivers who are already in possession of a driver’s licence will be converted as per new codes. Automatically, these will be based on the old system, where an individual with a Class 2 driver’s licence can drive a 56-tonne articulated truck. For those new and aspiring drivers, these will be tested specifically for the vehicles they intend to drive. Categories or codes will be based on gross vehicle mass (GVM), as opposed to net vehicle mass (NVM).
Basically, this means the classes that we currently have are going to be converted to 13 codes. In the conversion, drivers are not going back for actual road tests but, rather, for upgrading of biometrics and medical tests, including ones on eyes, after every five years.
<h3>Q: According to the new system, one ought to have a cumulative 10 years of driving experience before one can become a public transport driver. Does this mean we will not have public transport drivers below 26 years of age, and does this imply youthful drivers were responsible for the road carnage involving public transport?</h3>
A: Not necessarily. An individual with the B code, formerly Class 4, and is 18 years old and above, can drive a C1 category vehicle after a year. It is important to note that the year one manages to acquire a Class B driver’s licence determines the year they can acquire or are eligible for Class C. The five-year experience is still required regardless of the age of the driver.
However, to proceed to the Class C category, they have to wait for five years. The age issue is prescribed in the Road Traffic Act 13:11, Section 7 (1) (C). The age issue is a SADC, COMESA, EAC and the Tripartite Transport and Transit Facilitation Programme requirement, which Zimbabwe has to comply with as a member.
<h3>Q: Take us through what happens after the expiry of a licence.</h3>
A: At the expiry of a driver’s licence, the holder is required to apply for a renewal. The renewal process does not entail a practical driving test.
The applicant will be required to undergo a physical medical examination, including vision test, and upgrading of biometrics. The objective is to ensure the holder is still physically, mentally and visually fit so that the ability to drive is not compromised. Zimbabwe is simply adopting SADC standards and is not doing this alone.
Professional driver’s permit categories
◆ Code G: For goods-carrying vehicles with a GVM exceeding 3 500kg. The applicable minimum age for this category is 18 years.
◆ Code P: For passenger vehicles with a seating capacity of more than eight. The applicable minimum age for this category is 25 years.
◆ Code D: For dangerous goods-carrying vehicles that transport hazardous goods. The applicable minimum age for this category is 25 years.
All professional driver’s permits will be renewable after every two years. The drivers will be required to go for an eye test to assess vision and the ability to focus on objects and discern them.
Similarly, the driver’s biometrics will also be periodically updated in the system. Other drivers outside the professional drivers’ category will also undergo eye tests and updating of their biometric records after every five years.

Age Limit, Vehicle Class And Other Changes Brought By New Driver's License System

The Ministry of Transport and Infrastructural Development (MOTID) recently launched the new National Driving Licence System which among other things, changed the five numerical Classes to the new thirteen alphanumerical categories.
Transport Minister Felix Mhona said that the 13 categories of the new driving licence conform to the requirements of the United Nations Convention on Road Traffic; International Organization for Standardization and International Electrotechnical Commission.
The Government on Friday promulgated Statutory Instrument 119 of 2023 to put into effect the changes in the categories National Driving Licence System. SI 119/23 reads in part:

An examiner shall not issue a learner’s licence in respect of—
(a) any class of motor vehicle to an applicant who is under the age of sixteen years; or
(b) a class of motor vehicle to which construction vehicles or heavy vehicles belong to or an applicant under the age of eighteen years in respect of codes BÊ; or
(c) a class of motor vehicle which is a passenger public service vehicle unless he or she has a driving experience of not less than 5 years and age of not less than 25 years…
7. (1) A driver’s licence shall be on form R.T.LD.5.
(2) Subject to the provisions of section 7 of the Act, the holder of a driver’s licence referred to in subsection (8) of section 10 of the Act shall be deemed— 
(a) if he or she is the holder of a driver’s licence issued in respect of Codes A, A1 and B1 motor vehicles, to be the holder of a learner’s licence issued in respect of Codes B, B1 and BÊ motor vehicle; or 
(b) if he or she is the holder of a driver’s licence issued in respect of Codes B and BE motor vehicles, to be the holder of a learner’s licence issued in respect of Codes A, A1, B1, BÊ, C, and C1E motor vehicle; or 
(c) if he or she is the holder of a driver’s licence issued in respect of Codes C, C1, CE and C1E motor vehicles, to be the holder of a learner’s licence issued in respect of Codes A, A1, BÊ and B1 motor vehicles; or 
(d) if he or she is the holder of a driver’s licence issued in respect of Code BÊ motor vehicles, to be the holder of a learner’s licence issued in respect of Codes A, A1, B, B1 and BE motor vehicles for the purpose of obtaining the required additional certificate of competency; or 
(e) if he or she is the holder of a driver’s licence issued in respect Codes D, D1, D1E and DE motor vehicles, to Road Traffic (Licensing of Drivers) Regulations, 2023 be the holder of a learner’s licence issued in respect of codes A, A1, B1, C1, C1E and CE motor vehicles for the purpose of obtaining the required additional certificate of competency.
(3) Subject to the provisions of section 7 of the Act, the holder of a driver’s licence issued in respect of— 
(a) Codes D and DE motor vehicles shall be deemed to be the holder of a driver’s licence issued in respect of codes BÊ, D, D1 and D1E motor vehicles; or 
(b) Codes C and CE motor vehicles shall be deemed to be the holder of a driver’s licence issued in respect of Codes BÊ, C1 and C1E motor vehicles; or 
(c) Codes B, BE, D1 and D1E motor vehicles shall be deemed to be the holder of a driver’s licence issued in respect of BÊ motor vehicles.
(4) An examiner, inspecting officer or police officer who is the holder of a driver’s licence issued in respect of Codes C, C1, CE and C1E motor vehicles shall be deemed to be the holder of a driver’s licence issued in respect of Codes D1, D1E, D and DE motor vehicles while he or she is driving a D class motor vehicle while he/she is driving in exercise or performance of any of the power and duties conferred or imposed, as the case may be, on him or her by or under 
any enactment.
(5) The holder of a driver’s licence issued in respect of Codes C, C1, CE and C1E motor vehicles shall be deemed to be the holder of a driver’s licence issued in respect of Codes D and DE motor vehicles while he or she is driving a D class motor vehicle which— 
(a) is not carrying passengers; or 
(b) is carrying persons all of whom are being carried solely for the purpose of effecting repairs to the Codes D and DE motor vehicle.

<li>Consolidates the Defensive Driver’s Licence into the Professional Driver’s Permit information on a single card.</li>
<li>Creates an updated electronic database of drivers as well as professional drivers.</li>
<li>The licence will significantly reduce the presence of unqualified drivers using counterfeit licences who pose a risk to road safety.</li>
<li>The information regarding professional drivers (public vehicles) will now appear on the driver’s licence card.</li>

Benefits Of Zimbabwe's New Plastic Driver's Licence

The Government launched a new standard plastic driver’s licence in Harare on Monday.
The plastic driver’s licence will replace the metal licences and help to clear a backlog of approximately 600 000 applicants, with some drivers who passed driving tests at various Vehicle Inspectorate Department (VID) depots as far back as 2019 still to get their discs.
The backlog was created by the use of obsolete equipment at the Central Vehicle Registry (CVR), as well as a shortage of materials to produce the metal discs.
The plastic driver’s licence will make it possible for drivers to receive their licence within seven to 10 days from the day they pass their tests.
Drivers will pay US$5, or the equivalent at the official exchange rate on the day of payment, for the disc.
Furthermore, an online booking platform is available for applicants to make appointments for the capture of biometric details.
Transport and Infrastructural Development (MOTID) Minister Felix Mhona launched the new licences as well as the Multilingual Electronic Learner Licence Testing System and the Digital Route Permit System on Monday. Speaking at the launch, <a href="https://www.herald.co.zw/new-drivers-licence-launched-600-000-backlog-set-to-be-cleared/">Mhona said</a>:

Allow me at the outset, to inform you that the new SADC Compliant Drivers’ licence was developed under the Zimbabwe Integrated Transport Management Information System (ZIMTIS) Project.

The overall strategic objective is to create a robust Electronic Integrated Transport Management System to support our vision to become a middle-income economy by the year 2030.

EXPLAINER: Transport Ministry Responds To Questions On Plastic Driver's Licence

The Ministry of Transport and Infrastructural Development says it will soon launch a new National Driving Licence System which will among other things, change the present five numerical Classes to the new thirteen alphanumerical categories.
Addressing journalists in Harare Wednesday, Transport and Infrastructural Development Minister, Felix Mhona said 13 categories of the new driving licence will conform to the requirements of the United Nations Convention on Road Traffic; International Organization for Standardization and International Electrotechnical Commission. He added:

The 13 categories of the new Driving licence will, amongst others, make provision for the combination categories of a vehicle and trailer.
The new categories will also accommodate the different sizes of vehicles and prevent the current scenario where drivers are tested on a small vehicle and then be authorised to drive a very large vehicle which the driver may not be able to control in a safe manner.

The transitional arrangement from the Present Numerical Classes to the New Alphanumerical Categories is as follows:
Class 1 will be known as “DE” – Articulated passenger vehicle for the carriage of persons having more than 16 seats, and may be combined with a trailer not exceeding 750kg GVM
Class 2 will be known as “CE” – Articulated goods vehicle exceeding 7 500kg GVM may be combined with a trailer not exceeding 750kg
Class 3 will be known as “A” – Light motorcycles and medium motorcycles with power not exceeding 35KW, with or without a sidecar.
Class 4 will be known as “BE” – Light articulated vehicle with a GVM not exceeding 3500kg and not having more than 8 seats may be combined with a trailer not exceeding 750kg.
Class 5 will be known as “BE*” – Previously class 5 was only for Agricultural or Industrial tractors or any other suitable vehicles/machinery.
After the transitional phase, the following Professional Driver Permit Categories will come into effect:

Code G for Goods vehicles with a Gross Vehicle Mass exceeding 3 500kg. The applicable minimum age for this category is 18 years;
Code P for Passenger vehicles with a seating capacity of more than 8. The applicable minimum age for this category is 25 years; and
Code D for Dangerous Goods vehicles for the transportation of Hazardous and Dangerous Goods. The applicable minimum age for this category is 25 years.

After the transitional phase, the full spectrum of the following codes will apply:

Codes A (18 years), B1 (18 years) and A1 (16 years) motorcycle/motor powered tri-/quadricycle/light motorcycle;
Codes B (16 years), BE (18 years) light motor vehicle&lt;3 500kg having not more than 8 seats /may draw a light trailer not exceeding 750kg GVM.
Codes C (21 years) and CE (21 years) &gt;7 500kg GVM, Codes C1 (18 years) and C1E (21 years) &gt;3 500kg GVM but not exceeding 7 500kg GVM/ with trailer not exceeding 750 kg.
Codes D1 (25 years) and D1E (25 years) omnibus &gt;8 seats but not more than 16 seats/with trailer not exceeding 750kg.
Codes D (25 years) and DE (24 years) omnibus &gt; 16 seats/ may be combined with a trailer.

Minister Mhona added that the upcoming new Driver’s Licence is fully compliant with the standard specifications of the Southern African Development Community (SADC),  Common Market for Eastern and Southern Africa (COMESA) and East African Community (EAC).

Zimbabwe To Transition From 5 Numerical Drivers' Licence Classes To 13 Codes

Zimbabwe will soon replace the metal licences still being issued with new standard plastic driver’s licences linked to a database.
The plastic driver’s licences will meet the international standards of SADC, the Common Market for Eastern and Southern Africa (COMESA) and the East African Community and also allow more categories.
Currently, those who pass driving tests at the Vehicle Inspectorate (VID) depots countrywide are issued with a temporary paper licence before obtaining the metal licence later.
The metal licences are, however, not readily available and drivers have been made to wait for long periods to get them, with the current backlog at 600 000.
In a statement released on Wednesday, 07 June, Transport and Infrastructural Development Minister Felix Mhona said the plastic discs will be issued from 19 June after launching the new national driver’s licences. He said:

The new National Driving Licence System that we will be launching soon will also enhance our capacity to develop an electronic Database of all licenced Drivers which will be linked to all relevant stakeholders and enforcement agencies. 
The 13 categories of the new Driving Licence conform to the requirements of the United Nations Convention on Road Traffic; International Organization for Standardization and International Electrotechnical 
Commission.
The 13 categories of the new Driving licence will, amongst others, make provision for the combination categories of a vehicle and trailer.

Mhona said that professional drivers will be progressively certified, unlike the current scenario whereby one instantly becomes a Professional Driver upon obtaining Class 2. He said:

After the transitional phase, the new Driving Licence will consolidate the Professional Driver’s Permit and the Defensive Drivers Certificate onto a single card.

We will now have the following Professional Driver Permit Categories: 
Code G for Goods vehicles with a Gross Vehicle Mass exceeding 3 500kg. The applicable minimum age for this category is 18 years; 
Code P for Passenger vehicles with a seating capacity of more than 8. The applicable minimum age for this category is 25 years; and
Code D for Dangerous Goods vehicles for the transportation of Hazardous and Dangerous Goods. The applicable minimum age for this category is 25 years. 
All Professional Drivers’ Permits will be renewable after every two (2) years and the drivers will be required to go for Eye Test to assess vision and the ability to focus on and discern objects. Similarly, the drivers’ biometrics will also be periodically updated in the System.
Other drivers outside the Professional Drivers category will also undergo Eye tests and updating of their biometric records after every 5 years.

Mhona said his Ministry has put in place a strategic operational plan to clear the backlog of 600 000 applicants waiting for their Driver’s Licenses to be printed and issued by the Central Vehicle Registry (CVR).

Metal Driver’s Licences To Be Replaced With Plastic Discs

Zimbabwe is set to introduce plastic driver’s licence disks early this year, a government official has revealed.
Transport and Infrastructural Development Permanent Secretary Engineer Theodius Chinyanga recently told State media that the government has submitted designs of the proposed plastic driver’s licence to the Southern African Development Community (SADC) for approval.
Chinyanga also said the procurement of consumables such as the ribbon, ink and foil required to produce the plastic licence disks is underway. Said Chinyanga:

In compliance with the International Organisation for Standardisation and the International Electrotechnical Commission (IEC) 18013 standards on driver’s licences, the ministry applied for the Issuer Identification Number, which uniquely identifies CVR as the issuing authority in Zimbabwe, across all ISO member states.
The IIN was issued in November 2022.
The ministry has since encoded the IIN on the card design and submitted it to SADC, who are currently reviewing it.
While awaiting feedback from SADC, the ministry has initiated the procurement process for the related materials such as ribbon, ink and foil.
The printers will be procured once final approval is received from SADC so as to avoid compatibility issues.

Plastic driver’s licences, also known as plastic polymer licences, are already in use in several SADC countries, including South Africa.
