There is widespread unease within the rank and file of the military over the state of the economy characterised by the rising cost of living, poor salaries and difficult working conditions.
The Independent quotes an unnamed military official as saying that soldiers are complaining that they are suffering like everyone else, the “povho”, and their grievances are being expressed with unusual frankness. Said the official:
<blockquote>There is widespread disgruntlement in the army mainly over the terrible state of the economy. If you read the weekly situation reports submitted to the Office of the President and Cabinet by various army departments, you will be shocked by the level of frankness with which these issues are articulated.
The biggest complaint among soldiers is that they have not been spared the economic crisis and their families are going hungry like everyone else. They also have rentals and bills to pay.</blockquote>
Soldiers are reportedly disgruntled over the loss of certain privileges and trappings of comfort they briefly enjoyed soon after the coup.
The military was at the forefront of the popular coup that overthrew the late former president <a href="https://www.pindula.co.zw/Robert_Mugabe" rel="noopener noreferrer" target="_blank">Robert Mugabe</a> in November 2017.

Soldiers Disgruntled As They Go Hungry Like Everyone Else

The current collapse of Venezuela’s economy is worse than what was experienced in Zimbabwe in the late 2000s under Robert Mugabe. This is according to an analyst, Anatoly Kurmanaev in <a href="https://www.nytimes.com/2019/05/17/world/americas/venezuela-economy.html">an article he wrote for the New York Times</a> this week.
An excerpt from the article:

Zimbabwe’s collapse under Robert Mugabe. The fall of the Soviet Union. Cuba’s disastrous unraveling in the 1990s.
The crumbling of Venezuela’s economy has now outpaced them all.
Venezuela’s fall is the single largest economic collapse outside of war in at least 45 years, economists say.
“It’s really hard to think of a human tragedy of this scale outside civil war,” said Kenneth Rogoff, an economics professor at Harvard University and former chief economist at the International Monetary Fund. “This will be a touchstone of disastrous policies for decades to come.”
To find similar levels of economic devastation, economists at the I.M.F. pointed to countries that were ripped apart by war, like Libya earlier this decade or Lebanon in the 1970s.</blockquote>
Venezuela is currently going through a period of hyperinflation. Some IMF economists have predicted that the country’s inflation rate will exceed 10,000,000% this year. The country is reported to be on track to having the longest period of runaway price rises.
At the height of <a href="https://en.wikipedia.org/wiki/Hyperinflation_in_Zimbabwe#Inflation_rate">Zimbabwe’s economic crisis</a>, the inflation rate reached 79.6 billion in November 2008. The local currency was subsequently abandoned.

Venezuela Collapse Worse Than Zimbabwe Under Robert Mugabe: New York Times

An economics professor Tony Hawkins has said the solution to Zimbabwe’s problems is political.
Hawkins, an economics professor who founded the Graduate School of Management at the University of Zimbabwe, made the remarks at a recent breakfast meeting hosted by the Institute of Directors Zimbabwe (IoDZ) to unpack the latest Monetary Policy Statement. Said Hawkins:
<blockquote>Ultimately the solution to Zimbabwe’s problems is political.  You can fiddle around with the economy as much as you like but you are not going to get a lasting solution without some form of political and social consensus.</blockquote>
He said the ongoing talks between President Emmerson Mnangagwa and opposition parties which have been boycotted by the main MDC, led by Nelson Chamisa are pointless. Hawkins said an agreement between Zanu PF and MDC has become inevitable because of the deteriorating economic situation.

Solution To Zimbabwe’s Problems Is Political- Tony Hawkins

Secretary general of the Zimbabwe National Liberation War Veterans Association (ZNLWVA) Victor Matemadanda said Zimbabwe’s current problems are a result of former President Robert Mugabe’s rule.
He said Mugabe should be grateful Mnangagwa did not resort to revenge or violence when he came into power. Matemadanda was responding to Mugabe’s latest statements in which he criticised Mnangagwa of killing civilians. Said Matemadanda:
<blockquote>Many people expected Mnangagwa not only to harass him but at least some measure to put Mugabe to order because he did not only kill people but destroyed this economy. These problems that we have are a result of Mugabe’s rule, even the sanctions; he had fun travelling and insulting people like a crazy person. Africa treated him like its crazy person and clapped hands for him. Now we have all these problems, yet he wants to act like a messiah.</blockquote>

Current Problems Result Of Mugabe’s Rule- War Veterans Top Official

In his weekly Herald column, Finance and Economic Development Minister Professor Mthuli Ncube said inflation rates are decreasing as a result of policies of restructuring and reforming the economy.
He said month-on-month inflation slowed down to 9,2 percent and 9,0 percent in November and December 2018, respectively, slightly increasing to 10,75 percent in January 2019. Ncube urged policy makers to focus their attention on month-on-month inflation instead of year-on-year. Said Ncube:
<blockquote>The policies of restructuring and reforming our economy are beginning to be felt with the month-on-month inflation expected to maintain downward trend from March 2019, a crucial marker of our economic stability and a direct result of these reforms. Things, therefore, are getting better. It is vital that economic agents, investors, consumers, and indeed policy makers focus their attention on month-on-month inflation developments rather than year-on-year.</blockquote>

Things Are Getting Better: Mthuli Ncube Speaks On Inflation

Speaking to reporters ahead of the World Economic Forum meeting in Davos the International Monetary Fund (IMF) spokesperson Gerry Rice said Zimbabwe continues to be in a difficult situation regarding debt with protracted arrears to official creditors.
Rice in responding to a question about the current unrest in Zimbabwe and its debt in relation to the IMF said:
<blockquote>I would say that of course Zimbabwe is facing major challenges and just in terms of the unrest, we encourage all stakeholders to collaborate peacefully in developing and implementing policies that will stabilize the economy and promote sustainable and inclusive growth. On the overall economic situation, debt and the IMF, there has been no real change in what I have said here recently which is Zimbabwe continues to be in a difficult situation regarding debt with protracted arrears to official creditors including multilateral creditors such as the World Bank which severely limits Zimbabwe’s access to international financial support. In terms of the IMF, Zimbabwe has, in fact, cleared its arrears to us, to the Fund, but our rules preclude lending to a country that is still in or under arrears to other international financial situations. So until that particular situation is resolved, we would not be moving forward with financial support for Zimbabwe. I said here the last time that the authority’s economic policies we felt were headed in the right direction broadly in terms of addressing the fiscal deficit and monetary policy and so on. I won’t repeat what I said the last time but that’s where we are on Zimbabwe.</blockquote>

Zimbabwe Will Struggle To Get Financial Support From International Institutions Due To Its High Debt- IMF

MDC spokesperson Jacob Mafume told the Daily News that Chamisa will deliver an address on the current economic situation and this will be followed by two crucial meetings.
Mafume said the meetings are meant to discuss the way forward concerning demonstrations and solving the economic crisis. Said Mafume:
<blockquote>Soon after the president’s speech we will have a standing committee and national executive. We are going to discuss way forward on demonstrations and offering concrete support to workers who are struggling. All the tribulations and abominations of 2008 are here, crisis in every sector, education, transport and inflation is shooting up. Mnangagwa’s government doesn’t have solutions. Next week, the MDC leadership is going to provide solutions to the current crisis.</blockquote>

Chamisa's MDC To Meet Over Demos, Economic Crisis

Zanu-PF spokesperson Simon Khaya Moyo told the Daily News yesterday.that the ruling party nor President Emmerson Mnangagwa are not the only ones responsible for fixing the country’s economic situation.
He called on Zimbabweans to work together to change the situation. Khaya Moyo said Government had not failed to resolve labour unrest. Said Khaya Moyo:
<blockquote>This is not about a Zanu PF or government issue alone. It is about all Zimbabweans having to put our heads together to get the country going. The workers who are striking are not demanding to be paid by Zanu PF but by government and the employer is engaging them now so it will be unfair to say government has failed now. We cannot pre-empt what the outcome will be.</blockquote>

Fixing Economy Not A Zanu-PF Or Govt Issue Alone, We Must Work Together- Zanu-PF Spokesperson

Data released by the Zimbabwe National Statistics Agency (ZIMSTAT) show that the country’s year on year inflation is currently at 31.01 percent.
This represents a 10.16 percent rise. In a document released on Monday, ZIMSTAT said the annual inflation rate had risen from 20.85 percent in October with the Consumer Price Index (CPI) having risen due to rising food prices.
According to ZIMSTAT,  overall month on month inflation rate declined by 7.24 percent with November at 9.20 percent compared to the October 2018 rate of 16.44 percent. Contacted for comment by ZBC News, Minister of Finance and Economic Development, Professor Mthuli Ncube said it is just a matter of time before Zimbabwe can be restored to glory days. Said Ncube:

Mthuli Ncube Confident As Zimbabwe Inflation Reaches 31%

In a speech read on his behalf during the Confederation of Zimbabwe Retailers’ national annual awards, Vice President Kembo Mohadi said there are no more empty shelves as experienced in mid-October to early November.
He said this is as a result of the temporary lifting of Statutory Instrument 122 which has seen retailers importing goods. Said Mohadi:
<blockquote>The temporary lifting of SI 122 has led to improved supply of goods on the market as more retailers and wholesalers have begun to import goods from outside. There are no more empty shelves as was experienced in mid-October to early November 2018. We encourage the retailers to adequately stock and meet the requirements of the customers in this season</blockquote>

There Are No More Empty Shelves- VP Mohadi

Commuter omnibus operators in Bulawayo hiked fares for the second time in less than two months to $1. The operators who said they are meeting today, warned that fares could be increased again.
A trip into town from suburbs such as Cowdray Park, Emakhandeni, Mpopoma, Mabutweni and Gwabalanda increased to $1 from 75 cents. The operators said their kombis were spending long hours in fuel queues hence the decision to increase fares in order to remain viable. They said at times they were forced to buy expensive fuel on the black market because service stations in Bulawayo were failing to meet demand.
In an interview with The Chronicle, Bulawayo City Transit (BCT) spokesperson Daniel Pondo said they have since written a letter to Bulawayo City Council seeking permission to increase fares. Tshova Mubaiwa Transport Corporation marketing and managing director Mr Ndaba Mabunda said apart from fuel shortages they are also dealing with the issue of expensive spares. Said Mabunda:
<blockquote>At the moment we have pegged the fare at $1 per trip and we are meeting tomorrow to finalise on the issue. Most prices increased by more than 300 percent. A car battery that was $180 is now $554, engine oil was increased from $24 to $150 and some dealers are demanding payment in US dollars.</blockquote>

Kombis In Bulawayo Raise Fares Due To Fuel Shortages, Price Hikes

Writing on his website, Eddie Cross said Zimbabwe’s economy is set to grow.
He added that Zimbabwe’s economic fundamentals are sound, exports and the GDP growing rapidly. He said at the current pace of growth Zimbabwe will be a different country economically by March next year. Below is an excerpt of Cross’ article:
<blockquote>The emphasis of ‘being open for business’ and the start made in returning to the international playing field has elicited considerable private sector interest and I personally have a list of private sector projects that, if implemented, will involve the investment of US$30 billion and will generate many billions in new exports and hundreds of thousands of new jobs.  This was impossible under Mugabe.
I now hear people saying that the resumption of shortages and fuel queues and the sudden emergence of a parallel market for hard currencies mean that we are going back into the conditions we experienced in 2005 to 2008.
Nothing could be further from the truth, our economic fundamentals are sound, exports and the GDP growing rapidly and once the new team in the Ministry of Finance started to tackle the macro economic problems of the country, they were immediately rewarded by a sharp reduction in the fiscal deficit and we will be in surplus by Christmas.
At this pace, we will be in a different country by March 2019. Let’s keep our current problems in perspective – if we do, they will not look so entrenched or formidable.</blockquote>

Addressing Zanu-PF Central Committee yesterday, President Mnangagwa blamed social media for driving deliberate panic buying of fuel and other commodities.
He said Zimbabwe now has three times the fuel that it needs. Mnangagwa added that the country’s economic problems will be solved by reviving the manufacturing industry. Said Mnangagwa:
<blockquote>The social media is driving deliberate panic buying of fuel and other commodities, let me assure you that as of yesterday we had begun to fund the market, we now have three times more fuel than is necessary. However, the medium to long term solutions lie in production. The manufacturing sector must be revived and our agriculture sector must produce more for feedstock into our industries. Stakeholders in all sectors of the economy must aggressively and deliberately set targets to grow their sectors for us to realise the economic growth we desire.</blockquote>

Mnangagwa To Name And Shame People, Companies Spreading Fake News To "Cause Despondency And Alarm"

Industry and Commerce Minister Mangaliso Ndlovu said Government is monitoring prices and those increasing without justification prices risk withdrawal of the Reserve Bank of Zimbabwe’s foreign currency support, among other penalties.
Speaking to The Herald Ndlovu said:
<blockquote>We met the stakeholders and they have given us assurances that starting from today, there will be adequate stocks. We are monitoring that. We are also monitoring prices, especially those entities that have received foreign currency support. There is a peer monitoring system among suppliers and retailers. We will be able to track where the sources of price increases are. We want to urge those who are profiteering that we will take measures against them. In terms of the peer review system, we will start by cautioning the deviants and it might end in the withdrawal of the support that the RBZ is giving to most of the entities. We want to track the source of the increases and establish the stage at which the prices are being hiked and the culprits thereof.</blockquote>

Govt Monitoring Prices, Those Increasing Prices Risk Losing RBZ Support

<blockquote>ZHRC STATEMENT ON THE PREVAILING ECONOMIC CRISIS IN ZIMBABWE
The Zimbabwe Human Rights Commission (ZHRC/Commission) is concerned about the fast deteriorating economic situation triggered by the recent monetary and fiscal policy pronouncements. Whilst austerity measures meant to transform the performance of the economy may be inevitable, due care and diligence must be exercised to protect the rights and well-being of especially the vulnerable members of society.
In particular, it is important to develop pro-poor policies including the setting up of effective social safety nets to ensure access to basic goods and services by all. Section 13 (1) of the Constitution of Zimbabwe implores the state and all institutions of government to ensure equitable development. Further, section 13 (2) requires government to involve the people in the formulation and implementation of development plans and programmes that affect them.
It is disturbing to note the following unfortunate developments with regards to the economic situation in Zimbabwe:
<ol>
<li>Discord and contradictions from the statements made by those in positions of authority. One government official states that the bond notes and the United States dollars are at par in terms of value while another official disputes this position thereby sending conflicting signals in the market. Similarly, one communication says bond notes will be phased out soon and another says bond notes are here to stay. Policy inconsistencies have therefore led to uncertainties and the consequent speculative behaviour;</li>
<li>Encouraging the transacting public to embrace electronic payment platforms due to the cash crisis and then proceeding to levy a 2% tax.</li>
<li>Erosion of hard-earned incomes, savings, and pensions due to currency distortions and general uncertainties within the money market. This has caused untold suffering to fixed income earners like workers and pensioners;</li>
<li>Skewed priorities with regards to the allocation of scarce national resources. For example, basic essentials like health supplies are underfunded while government uses foreign currency to fund some privileged few who learn at foreign universities pursuing degree programmes offered at local universities;</li>
<li>Token and selective prosecution of perpetrators of economic crimes and corruption that are bleeding the economy and leading to untold suffering among ordinary citizens.</li>
</ol>
The above issues have led to violation of several rights manifesting through:
<ol>
<li>Rising inflation that has negatively affected productivity and eroded real incomes;</li>
<li>Shortages of most goods and services in the country, in particular, the shortage of essential medicines which has a direct impact on the right to life;</li>
<li>Emergence of the “black market” selling products at extortionate prices;</li>
<li>Shutting down of some businesses leading to loss of employment;</li>
<li>Outbreak of medieval diseases such as typhoid and cholera.</li>
</ol>
Zimbabwe, as a member State, has made commitments to work towards the attainment of the United Nations Sustainable Development Goals whose key targets include; ending poverty in all its forms everywhere; promoting sustained, inclusive and sustainable economic growth, full and productive employment, and decent work for all; and reducing inequality within and among countries. Sustainable development must, therefore, aim to reduce inequality and suffering among all members of the Zimbabwean society.
The ZHRC urges the national leadership to take urgent steps to rescue the situation as well as protect the value of savings, incomes and pensions. Leaders must also be exemplary and reduce their own extravagance and not make the poor in society bear the bigger brunt and consequences of their policies and decisions.</blockquote>

Speaking to congregants, United Family International Church founder Prophet Emmanuel Makandiwa said Zimbabwe must not borrow money but machinery.
He said borrowing money will not bring solutions to current economic challenges. Said Makandiwa:
<blockquote>Don’t borrow money, borrow vessels (machinery). On your next trip, don’t borrow money, but vessels. You think if you bring in $10 billion it will bring solutions? Even if you get $100 billion you will never be free. We have been allowed by God to borrow, but it is not money. Also can’t you see that in the area of money there are so many restrictions? Even before you leave the country they know you want to borrow money.</blockquote>
Makandiwa was referring to a story in 2 Kings 4 where Prophet Elisha asked a widow who could not pay her debts and was about to lose her two sons, to borrow vessels from her neighbours which were then filled with oil. Said Makandiwa:
<blockquote>We can then mix the machinery with our oil. I am not an economist, but I hear from God and I see. Zimbabwe does not need money. There is a place in our economy and Jesus is touching that. Stop crying, and stop complaining. Don’t be afraid, Jesus is working out something for us. This is a passing storm.</blockquote>

Don’t Borrow Money, Borrow Machinery, Even If You Get $100 Billion You Will Never Be Free- Makandiwa

Speaking to The Chronicle, Simon Khaya Moyo dismissed reports there is discord between the Zanu-PF and the Government.
This comes after statements by senior Zanu-PF members concerning fiscal and monetary policy statement which were recently announced by Finance Minister Mthuli Ncube and Reserve Bank of Zimbabwe governor John Mangudya. The policy statements resulted in an increase in food prices and a shortage of basic commodities as the exchange rates for foreign currency started skyrocketing. Khaya Moyo said people must never misunderstand when Zanu-PF pronounces its position. Said Khaya Moyo:
<blockquote>There is that very clear amniotic relationship and indeed there must never be any conflict between the party and the Government. In fact, you should be aware that these two entities are chaired by the same person. If there is any misunderstanding from any quarter it cannot be because of any discord between the two. There could be misinterpretation somewhere or somehow but certainly there is no discord of any kind and that must be very clear. People must never misunderstand when the party perhaps pronounces its position particularly in the recent times in terms of price increases and fuel shortages. Some of these things are as a result of unscrupulous traders and indeed some mischief in some of these business circles including the madness regarding the black market in terms of currency. Obviously, that is not a reason to believe that there is discord at all. We are one and we must indeed work in one common direction in the interest of people.</blockquote>

Khaya Moyo Speaks On Zanu-PF's "Criticism" Of Govt, Mthuli Ncube

In the first instalment of his new weekly column in The Sunday Mail, President Mnangagwa assured Zimbabweans that they will not lose their earnings and savings both in local and foreign currency.
This comes amid fears Government will phase out the Bond Note and real-time gross settlement (RTGS) deposits following a directive by Reserve Bank of Zimbabwe (RBZ) governor John Mangudya for banks to open Foreign Currency Accounts, which would be separate from the standard local deposit Real Time Gross Settlement (RTGS) accounts. Mnangagwa however said Government is working to protect and secure people’s savings. Said Mnangagwa:
<blockquote>Government continues to work flat out to protect consumers, defend wage values and secure savings. This includes the $9 billion in RTGS deposits in our banks. We are already putting in place legally enforceable measures to protect such earnings and savings, whether in local or foreign currency. No one will lose their money.</blockquote>

No One Will Lose Their Money, Govt Working To Protect Savings Whether In Local Or Foreign Currency- Mnangagwa

Further to my address on the need to accelerate economic reforms that are necessary to stimulate the economy, I have found it necessary to restate Government’s strong commitment to reducing fiscal imbalances which are the root cause of the many challenges the economy faces. The challenges include cash shortages and the proliferation of foreign exchange parallel market rates which have a negative effect on prices. These challenges require that Government position the economy on a strong footing by implementing painful but necessary reforms that include cutting on government expenditure, increasing efficiency on government delivery systems and fast tracking reforms of State Owned Enterprises, among a host of other measures.
These reforms should be accompanied by a strong and sustainable currency reform system set to follow after the execution of the above reforms. This is necessary to ensure that any currency reform programme that the Government puts in place is effective, and causes minimum disruption to business. Accordingly, and in view of the need for an orderly currency reform programme that will be followed when the economic fundamentals are right to do, Government shall continue with the rnulti-currency system which it put in place in 2009. This system entails that foreign exchange earners are not prejudiced of their regulatory foreign exchange receipts, and that those who do not earn foreign exchange but produce for the domestic market access foreign exchange through the banking system as per the current policy on foreign exchange management system.
I wish therefore to reiterate Government’s position as articulated in my State of the Nation Address that the count, shall continue to use the milt! currency system of exchange for foreseeable future.

Simon Khaya Moyo who is Senator for Matabeleland South has said that the current economic crisis needs fresh minds as the situation at hand cannot be solved by tired minds.
Speaking in Senate, Khaya Moyo said the current economic crisis needs people who work hard.
Said Khaya Moyo:
This economy needs thinkers and doers. It is tired of tired minds. We must be constructive and focused, not be spectators. We must refuse to sleep or snore in this august House. Madam President, the challenges enshrined in the State-of-the-Nation Address are complex and yet surmountable if as a nation we can read and reflect in a unity of purpose.
