The Zimbabwe Energy Regulatory Authority (ZERA) is developing a regulatory framework to guide the quality of imported solar products.
Speaking at a recent meeting with stakeholders in the energy sector in Harare, ZERA Chief Executive Officer Eddington Mazambani said some of the solar products being imported into the country are of poor quality. He said (via <a href="https://www.zbcnews.co.zw/science/regulatory-framework-for-importation-of-solar-products-on-the-cards/">ZBC News</a>):
<blockquote>
We have had concerns with the quality of solar products coming into the country. We realised that we had a gap in terms of laws to enforce on the quality of solar products.
We are now crafting regulations to ensure products coming into the country are of high quality in terms of generation, we have now seen projects coming through for dedicated customers and projects for what we call captive customers.
</blockquote>
At the meeting, the Confederation of Zimbabwe Industries (CZI) representative, Elizabeth Boore, urged ZERA to formulate a competitive tariff regime to prevent industry from shutting down.
The issues of power purchase agreements and the setting of tariffs for independent power producers were also discussed at the stakeholder meeting.

Zimbabwe Moves To Bar Importation Of Substandard Solar Products

The Zimbabwe Energy Regulatory Authority (ZERA) says the smuggling of fuel into the country has become rampant, with some cartels using the fuel sector to launder money.
Money laundering is the illegal process of making “dirty” money appear legitimate instead of ill-gotten.
“Dirty” money refers to funds obtained through criminal activities such as drug trafficking, corruption, or terrorist funding.
Speaking to <a href="https://businesstimes.co.zw/fuel-scam-hit-zim/">Business Times</a>, ZERA CEO Addington Mazambani said that the smuggling of fuel into the country hinders the Government’s ability to collect taxes and shortchanges consumers as they pay for poor quality fuel that has the potential to damage their vehicles. Said Mazambani:
<blockquote>
We are experiencing a lot of fuel smuggling into the country causing unfair competition. We will be ruthless in cancelling offenders’ licences.
It’s a sector we have allowed to grow and it’s now an area (sector) where some elements are in to clean their money.
</blockquote>
Various taxes are imposed on imported fuel, such as the carbon tax, ZINARA levy, and debt redemption tax, and excise duty.
However, fuel smugglers have set up elaborate schemes to enable fuel imports without paying duty, boosting their profits in the process.
According to Business Times, some smugglers declare fuel entering Zimbabwe as being in transit.
The fuel is then not subject to excise duties because the paperwork indicates the fuel will not be used or sold in Zimbabwe.
Taxes do not apply to goods that are in transit.
The report says the fuel is offloaded in Zimbabwe by the smugglers, who either use it or sell it here.
The fuel smuggling cartels allegedly include clearing agents, transporters, and some Zimbabwe Revenue Authority (ZIMRA) officers who have a habit of falsifying fuel quantities and descriptions.
The former deputy minister of finance Terrence Mukupe was recently sentenced to an effective three years in prison for fraudulently importing over 130 000 litres of diesel without paying duty.
In addition to the prison sentence, Mukupe was ordered to pay US$12 000 in restitution.
Some fuel dealers allegedly mix diesel with paraffin, taking advantage of paraffin’s low price and the fact that paraffin, regarded as a basic commodity, was exempt from duty and levies.

ZERA Warns Fuel Smuggling Cartels

The Zimbabwe Energy Regulatory Authority (ZERA) says there should be an improvement in the supply and availability of petrol from this Saturday after Mozambican authorities finished the scheduled maintenance at Beira port.
ZERA chief executive officer Eddington Mazambani told The Herald on Friday that the situation should normalise by Tuesday. Said Mazambani:

The shortage of petrol is a temporary one occasioned by logistical challenges which have been attended to.
From tomorrow (today) the situation should improve, getting back to normal by Monday or Tuesday.
</blockquote>
A number of service stations in Harare and some towns have been without petrol for several days, evoking memories of the horrors of 2018 and 2019 when motorists had to sleep in fuel queues for days on end.
Information, Publicity and Broadcasting Services Permanent Secretary Ndavaningi Mangwana also said petrol supplies will stabilise soon. He tweeted on Saturday:

There has been a disruption in the fuel supply chain due to a scheduled maintenance program at Beira.
This is now complete and we expect the petrol backlog to start clearing from the end of today into Monday and Tuesday.
The inconvenience to the public is noted and regretted.

"Petrol Situation To Normalise By Tuesday"

The Zimbabwe Energy Regulatory Authority (ZERA) says it will launch a pilot programme to supply fuel in local currency but in a manner that does not disrupt the fuel supply chain.
Speaking on the ZBC Current Affairs Programme Face The Nation on Tuesday night, ZERA Chief Executive officer Eddington Mazambani said the Government directed them to come up with such a facility and the pilot programme for selling fuel in Zimbabwe dollars will involve 57 service stations. Said Mazambani:

… looking at the sentiments of the people we do stakeholder engagement, we are in the process of rolling out outlets to sell fuel in RTGS starting with 57.
This is a directive from the government, we understand the arbitrage opportunity with coming with this two-tier pricing so we have started as a pilot and their look at large scale.
At the same time, we look at not affecting the supply chain.

Fuel prices have been going up globally, with the United States of America, China, Japan and South Korea on Tuesday all announcing they were releasing fuel from their Strategic Petroleum Reserves.
Meanwhile, Mazambani indicated that fuel companies with free funds will not be forced to sell their product in RTGS dollars but will be allowed to sell in the currency of their choice.
Mazambani also said fuel blending will continue with the blending remaining between 0 and 20% according to the required standards.

Govt To Avail 57 Zimbabwe Dollar Fuel Service Stations

Zimbabwe Electricity Supply Authority ZESA has reduced electricity tariffs for domestic consumers after consumers complained that their latest tariff hike was too steep for the general public, The Sunday News reports.
ZESA also introduced a new band for domestic consumers for 301 to 400 units which will be charged at $8.39 per kWh. Units above 400 will be charged at $9.80 per kWh according to the publication.
The publication stated that these will be the new cost of electricity with immediate effect:

<li>The first 50 units will cost ZWL$1.63 per kwh,</li>
<li>51 to 100 units will cost ZWL$3.27 per kwh</li>
<li>101 to 200 units will cost ZWL$5.72 per kWh.</li>
<li>201-300 Units is now ZWL$ 8.17 per kWh</li>
<li>301-400 Units is ZWL$ 8.39 per kWh</li>
<li>401 units and above will be charged ZWL$9.80 per kWh.</li>

Before ZESA reduced the tariffs, here is what consumers were paying:
<blockquote>Pre-paid consumers were paying ZWL$1,67 per kWh for the first 50 units, ZWL$3,65 for 51-200 and ZWL$9,92 each for 201-300 units.. ZWL$15,57 per unit if they intend to buy more than 300 units per month.</blockquote>
Commenting on the development ZERA CEO Eddington Mazambani said they came to the decision after wide consultations with stakeholders mainly consumers:
<blockquote>What happened is that we had to cap the maximum domestic tariff to an equivalent of US$0.12/kWh. The tariffs were agreed upon after wide consultation.
Power imports are a function of available internal generation capacity versus demand. Our internal power generation averages 1200MW against a demand profile of 1400Mw. Our imports therefore ranges between 150 -200mw. This is also dependent on availability.
There are times when exporters are not producing enough hence not sending to the power pool. We are servicing the debts that are current with Eskom</blockquote>

ZESA Reduces Electricity Tariffs

Zimbabwe Electricity Supply Authority ZESA is said to be importing 600MW from regional suppliers to bridge the power supply gap engulfing the country right now, New Zimbabwe reports. According to the publication, ZESA is producing 850MW against a demand of around 1500MW hence the need to bridge the gap by importing power.
This was revealed by ZERA CEO Eddington Mazambani when he said:
<blockquote>Imports account for between 33-40% of our power requirements. Our internal generation is about 900MW against a demand of between 1400MW and 1500MW with 500-600MW covered by imports</blockquote>
All power generating facilities are reportedly operating below capacity according to the publication which stated that:
<blockquote>As of last week, the Zimbabwe Power Company (ZPC) indicated that Kariba was producing 637MW, Hwange 184MW, Bulawayo zero, Munyati 14MW, and Harare 15MW. The combined output from all the five power stations was 850MW.</blockquote>

ZESA Importing 600MW To Cover Supply Gap

Service stations selling fuel in forex have reduced the price of their fuel in a bid to lure more clients paying in hard currency, The Herald reports.
According to the publication, service stations are selling petrol at a maximum of $1.14 per litre and diesel for anything between $0.80 and $0.94. The government had previously set the price of diesel and petrol at $1.09 and $1.28 respectively.
When contacted for comment, ZERA CEO Eddington Mazambani said it was perfectly normal for dealers to sell their fuel for less than the gazetted price:

It is actually a good thing that operators charge lower prices as it shows that there is competition in the market.
The regulator sets the maximum fuel prices and operators are allowed to charge prices lower than the maximum depending on their trading advantages which may include discounts from suppliers
</blockquote>
Meanwhile, fuel sold in Zimdollars is still scarce with extra-long queue being spotted in some parts of the country.

Forex Fuel Prices Fall As Service Stations Try To Lure More Customers

ZERA is reportedly reviewing an application by ZESA to increase electricity tariffs, The Herald reports. The matter came to light when ZERA chief executive Mr Eddington Mazambani spoke to the publication on the sidelines of  a commissioning ceremony of Chijawi Primary and Secondary schools’ electrification project in Hurungwe district and said:
<blockquote>Tariff increases are not granted easily, we will conduct an extensive interrogation and scrutinisation of the proposed tariffs to ensure that they are justified</blockquote>
The proposed tariffs adjustment is aimed at cushioning ZESA from Inflation which is increasing on an exponential basis. When contacted for comment ZESA spokesperson Fullard Gwasira confirmed ZESA applied for a tariff increase.

ZERA through its acting CEO Eddington Mazambani has said fuel shortages are being caused by logistical challenges in the fuel procurement system, The Chronicle reports.  This comes after <a href="https://news.pindula.co.zw/2020/05/21/fuel-queues-resurface-in-some-parts-of-the-country/">fuels queues resurfaced in some parts of the country</a> particularly in Harare which has fueled speculation on social media that a fuel price hike is imminent.
Speaking to the publication Mr Mazambani said:
<blockquote>The current shortages are attributed to fuel logistical glitches experienced in the fuel procurement system by oil companies which created a gap in supply chain resulting in the demand surpassing supply. Supplies are expected to improve to match the increased demand
It is true that the relaxation of the restrictions put in place during the initial phase of the lockdown has led to increased economic activity, increased movements of vehicles. The artificial surplus experienced during the first phase of the lockdown has therefore disappeared. Plans are underway to improve supplies by this weekend.</blockquote>
Mr Mazambani also said lockdowns in various countries have not impacted the country’s fuel supplies and for the problem to permanently vanish the country needs to generate foreign currency.

Fuel Shortages Being Caused By Logistical Glitches In Procurement - ZERA

The <a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority" rel="noopener noreferrer" target="_blank">Zimbabwe Energy Regulatory Authority (ZERA)</a> said that the long fuel queues which have resurfaced following a lull during the festive period will disappear soon.
ZERA acting chief executive officer Eddington Mazambani attributed the re-emerging queues to high demand for fuel due to preparations for the opening of schools. He said:
<blockquote>There has been a noticeable demand for fuel since weekend partly due to preparations for the school opening and also many companies resuming operations hence the emergence of long queues.
It is expected that the queues will disappear soon as fuel retailers are restocking their supplies across the country soon after the festive holidays. The situation will normalise as the week progresses.</blockquote>
Zimbabwe’s current fuel crisis began in October 2018, with motorists spending hours in long queues which sometimes stretch for kilometres.
Fuel is currently being sold at $17,07 for petrol, while diesel is priced at $17,74 per litre. This translates to less than US$1.00 per litre.

Fuel Queues To Disappear Soon - ZERA

Fuel prices will most likely go up every week as Freight on Board (FOB) costs change, thus having a bearing on duty.

The only thing that has changed is the way duty is computed because the previous duty on diesel was at 90 cents and for petrol it was $1,10 cents per litre, but now it is based on a percentage and for petrol, it is $2,73 and for diesel, $2,48.</blockquote>

Fuel Prices May Increase Weekly- ZERA

Zimbabwe Energy Regulatory Authority acting chief executive officer, Eddington Mazambani said that the recent upward movement in the global price of fuel is attributable to the tension between the United States of America and the Islamic Republic of Iran.
There has of late been a significant number of oil tankers being seized in the Strait of Homuz resulting in disruptions in the movement of oil.
Addressing the media on the recent shortages of fuel on the local market, Mazambani said:
<blockquote>Another thing that I need to mention is that price of fuel is going up internationally, there are issues to do with Iran and the USA, there are tankers that are being seized within the high seas thus affecting the availability of fuel internationally, thereby affecting the price.</blockquote>
The ZERA official also commented on the issue of fuel coupons.
He revealed that fuel dealers were now issuing out coupons based on monetary value and not quantity. Said Mazambani:
<blockquote>This was after they suffered huge losses in January this year when they were forced to honour face value of coupons in terms of quantities when Government adjusted prices of fuel.
Some of them wanted to rate the coupons but we then said you have to honour the literage.
I am still to find those still operating in quantity because it becomes risky.</blockquote>

US-Iran Tensions Pushing Up Fuel Prices - ZERA

The standoff between the government and fuel dealers has been resolved after the former clarified on the issue of duty applicable.
Speaking to reporters on Thursday, Zimbabwe Energy Regulatory Authority (ZERA) acting chief executive officer, Eddington Mazambani said that reports that the standoff was to do with transport were a social media creation. He said:
<blockquote>What that did is when fuel is procured in the country, the fuel companies will have FOB prices which will in turn affect the CIF (cost, insurance and freight) which is used for duty purposes.
But ZERA set a maximum price using a certain CIF cost which then differed from trader to trader which made it difficult for traders to continue to make fuel available when their prices are different from what ZERA would have set.
We then agreed with the Ministry of Finance together with Zimbabwe Revenue Authority that the duty set by Zera at the beginning of the week becomes the absolute amount for the whole week until Sunday because our pricing regime is Monday to Sunday.
That agreement was only implemented yesterday (Wednesday). We engaged from Monday and agreed late on Tuesday but it was then implemented Wednesday.
So from yesterday, we managed to see an increased level of pick up from National Oil Infrastructure Company because it was now clear what duty was being charged by Zimra.
So it has since been addressed, the issue about transport was coming from social media, the real issue was on duty, so every Friday we agree on the applicable duty for the following week and that is communicated to NOIC.</blockquote>

<blockquote>We expect the situation to improve. I am not saying there will be no queues but we will revert back to our usual situation where we will have constrained supply but at least it will be available.</blockquote>
Mazambani clarified on the issue of duty applicable. He said that the prevailing amount of duty payable on petrol was $2,73 from $1,10 while diesel was pegged at $2,48 from 90 cent.

ZERA Speaks On Fuel Shortages

The Zimbabwe Energy Regulatory Authority (ZERA) said that 4 026,4MWh of electricity are expected to be added to the national grid from solar projects within the next three months.
Further, ZERA has to date licensed 41 solar projects with an estimated total capacity of 1 284.57MW.
This was said by ZERA acting chief executive officer, Eddington Mazambani. He said:
<blockquote>At the moment, one solar power plant is adding 2,5MW into the national grid.
We are expecting an additional 4 026,4MWh to be added from solar projects within the next three months.
… We have licenced 41 solar projects and they have an estimated total capacity of 1 284,57 MW.
Three licenced solar power plants are now at an operational stage with a total capacity of 4,33MW and two from these three are operating for own consumption.
The 38 licenced solar power plants are not yet operational with a total capacity of 1 280,24 MW.</blockquote>
Various solar projects are in the process of being implemented across the country. Some of these are the 22MW Harava Solar farm in Seke District and the Mutepfe Solar project (8KW).

4 026.4MWh To Be Added From Solar Projects Within 3 Months - ZERA

The Zimbabwe Energy Regulatory Authority (ZERA) has awarded a licence to Matshela Energy, owned by ex-Eskom CEO Matshela Koko, for a 100MW solar farm in Gwanda.
ZERA Acting Chief Executive Officer Eddington Mazambani said:
<blockquote>The General License is hereby granted to Matshela Energy (Private) Limited… in terms of Section 42 of the Electricity Act to construct, own, operate and maintain the 100 MW Solar Power Plant called Matshela Energy-Gwanda Timber Farm Solar Power Plant at Gwanda Timber Farm, Gwanda in Matabeleland South Province for the purposes of generation and supply of electricity.</blockquote>

ZERA Awards Solar Power Generation License To Former Eskom Boss

The Zimbabwe Energy Regulatory Authority (ZERA) has dismissed reports claiming that electricity tariffs will be hiked soon as false.
ZERA acting chief executive officer, Eddington Mazambani said that the Zimbabwe Electricity Supply Authority (ZESA) has not yet applied for a tariff adjustment. He said:
<blockquote>We haven’t received an official application of the increase.
I can only talk of a tariff increase or adjustment of tariffs if there is an official application done by the utility to the regulation.</blockquote>
Mazambani further asserted that the ongoing load shedding was not a sign that ZESA is pushing for a tariff hike. He added:
<blockquote>It only shows people don’t appreciate the industry. Load shedding is not a process of trying to increase electricity price rather electricity is only consumed when it gets generated. There is no storage for electricity for now.</blockquote>
Meanwhile, ZESA spokesperson, Fullard Gwasira said that the power utility applies for a tariff increase according to the Electricity Act. The approval or lack of remains the prerogative of ZERA, said Gwasira.

ZESA Has Not Yet Applied For A Tariff Hike - ZERA

The Zimbabwe Energy Regulatory Authority (ZERA) is set to issue power generation licences to 12 more independent power producers (IPPs) in 2019.
This was revealed by ZERA acting chief executive officer Eddington Mazambani in an interview with Newsday. Said Mazambani:
<blockquote>Eleven independent power producers were licensed in 2018 and about 12 IPPs are expected to be licenced in 2019.</blockquote>
More than 30 IPPs have been licenced over the last 5 years. However, only 8 are currently operating as the tough economic environment currently prevailing in the country has proved an obstacle.
Among the IPPs that are operational is Duru mini hydro (2,20MW), Green Fuel (18,30MW), Nyamhingura Mini Hydro (1,10MW), Hippo Valley Estates (33MW), Triangle Estates (45MW), Pungwe Power Station (19MW).
The government made the decision to licence IPPs as a way of boosting power generation in the country as it has failed to invest in power plants while the demand for power has continued to surge.
The majority of the IPPs are located in the Eastern Districts of the country where the geography is conducive for mini-hydropower plants.
According to ZERA, as of 1 April 2019, the country was producing an average of 1 120 megawatts (MW) of electricity against the national demand of 2 400MW with Kariba generating 711MW, Hwange (375MW), Harare (15MW), Munyati (10MW) and Bulawayo 9MW.

12 Independent Power Producers To Be Licensed In 2019 - ZERA

The Zimbabwe Energy Regulatory Authority (Zera) says that it is working in collaboration with the police to investigate cases of corruption in the supply and distribution of fuel.
Fuel is said to be in abundant supply on the parallel markert yet service stations are dry. As a result, transport fares have skyrocketed and people spend several hours in fuel queues. Zera acting chief executive Eddington Mazambani had this to say,
<blockquote>We are investigating these issues, and we have increased our surveillance on suspected, corrupt fuel dealers. Those who are found disregarding the law will have their licences revoked immediately, and we will also not renew their trading licences for 2019.
We have our inspectors on the ground, but what we have resorted to doing now is to ensure that we increase our presence to weed out these unscrupulous activities. I am meeting the police today (yesterday), and we are going to create a committee comprising the police and our inspectors, which will be stationed in every province across the country.</blockquote>
