ZESA Holdings Executive Chairman Sydney Gata said that the decision to adopt electricity tariffs reflecting costs has led to increased investments in the energy sector, which could help address the power crisis Zimbabwe is currently experiencing.
While speaking to delegates at the inaugural Zimbabwe-Zambia (Zim-Zam) Energy Projects Summit on Tuesday in Victoria Falls, Gata said that since the change in December, there has been increased investment in the sector. Said Gata:

Immediately after the tariffs were corrected, we called in industry, mining in particular and told them that now they can also invest in electricity infrastructure.
</blockquote>
Gata said miners were advised to stop relying on the government to underwrite the energy risks associated with their operations, and their response has been positive. He added:
<blockquote>
As we are talking right now our sector demands approximately 700 megawatts and from the projections from the survey that we did we anticipate that in the next three to five years we will be requiring about 2,000 megawatts, which is above what the country is currently generating.
</blockquote>
Several projects are set to come online next year to address Zimbabwe’s energy shortages, including the refurbishment of coal-fired plants by Jindal Steel and Power, and the development of solar power facilities by Tsingshan Holding Group Co’s Afrochine Smelting and PPC.
These initiatives aim to alleviate the persistent power outages exacerbated by a severe drought, which has drastically reduced hydroelectric generation at the Kariba Dam, the country’s primary energy source.
Currently, the Kariba power station is operating at just 10% of its installed capacity of 1,050 megawatts. As of November 19, total power generation in the country stood at 1,273.5 megawatts, which is just over half of the total demand.
The power shortfall is also being fueled by high demand from the mining sector. Isaac Kwesu, Chief Executive Officer of the Zimbabwe Chamber of Mines, said that the mining industry is experiencing an average annual growth of 9%, driven by key sectors like lithium, coal, iron, and steel.

Electricity Tariff Hike Sparked Growth In Energy Investments, Says ZESA Boss

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has pegged the electricity tariffs in United States dollars.
In a notice to customers, ZETDC said the tariff is payable at the prevailing interbank rate on the date of the purchase. Reads the notice:

The tariff is pegged in US$ and is payable at the prevailing interbank rate on the date of the purchase.

ZESA Announces Electricity Tariffs Effective 11 January 2024

Some of the recent power outages in the country have arisen from faults experienced by the power utility, ZESA, on its electricity transmission system, a top government official has said.
Speaking to <a href="https://www.herald.co.zw/power-outages-not-a-reflection-of-subdued-generation/">The Herald</a> in response to the recent power outages, Energy and Power Development Permanent Secretary Gloria Magombo said power generation at the Hwange Thermal Power Plant is up and private businesses have reduced their demand on the grid by installing solar panels.
She said the Government now requires a detailed report from ZESA, explaining the challenges and measures to prevent a recurrence of the problems. Said Magombo:

As Government what we have been working on in the short term is to ensure that ZESA is viable as a company.
The viability of ZESA is quite critical in ensuring that they collect sufficient revenue to ensure that repairs and maintenance of their system are done on time.
Both Hwange units seven and eight are now back after maintenance and we are very happy about that.
We have other challenges which are beyond us as individuals because of issues of climate change, where the water allocation has been reduced for Kariba.
But we are encouraging more independent power producers to come and do solar so that at least during the day they can provide the additional capacity which we need to keep our system going.
We have also seen the rise of what we call commercial and industrial systems where industries on their own have installed industrial systems on rooftops, including storage and that for us is very good because as Government we have allowed for duty-free importation for these renewable energy systems which are being installed by industry.
So, we have encouraged industry to be also part of the solution by installing these systems. We have several companies which have installed them.
</blockquote>
She said the government is aware that there will be a need to increase electricity imports to augment local power generation given that Kariba South is on a reduced capacity due to low water levels in Kariba Dam.
Magombo said ZESA at times experiences system challenges which can affect the whole country resulting in power outages. She said:

I think it’s important to know that at times there is a system fault which affects the system in a country, it’s not an everyday occurrence and I am aware that ZESA is investigating what is the cause and also coming up with solutions to avoid similar occurrences in future.
For us as Government, that is what we demand we are saying yes there is a fault but we want them to be able to produce a report with clear solutions to that fault and how they will in future avoid such similar problems.
That’s an area which as Government we have made our position clear on.
</blockquote>
Last week, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) said a fault at the Insukamini 330KV Substation resulted in a loss of electricity across the whole country.
Zimbabwe has been experiencing frequent power outages over the years as supply has fallen behind demand.
Climate change, which has reduced Lake Kariba inflows, ageing equipment at Hwange Power Station, and a lack of investment in the energy sector, among other factors, have contributed to Zimbabwe’s electricity crisis.
On 10 January 2023, the country was generating a total of 951MW, against a peak demand of 1 850MW.

Power Outages Attributable To Faults, Not Subdued Generation - Govt

The Minister of Energy and Power Development, Edgar Moyo, has said private sector investments in Zimbabwe’s power sector have been negatively affected by currency-induced risks.
Moyo told <a href="https://www.theindependent.co.zw/business-digest/article/200021234/currency-crisis-holding-back-power-deals-govt">The Independent</a> that the Government will ensure that a cost-reflective electricity tariff is in place to capacitate power utility ZESA Holdings and attract investment from the private sector. He said:
<blockquote>
Everything hinges on currency convertibility. Everything hinges on the capacity of the off-taker (of electricity) to pay through a cost-reflective tariff, which is now being addressed. These are some of the measures that have been put in place to attract investments.
The other thing is that we are not looking so much from outside. We want to mobilise resources internally for the upgrade and integrity of our transmission infrastructure and the development of new lines.
We are looking at the current route towards cost reflectivity to capacitate the utility (ZESA) to improve our transmission.
We have said the private sector must play its part. The government will remain largely as a regulator and not an active player.
Beyond that, we are inviting the private sector through policy formulation (especially) the indexation of the tariffs to the US dollars.

In October, the Zimbabwe Energy Regulatory Authority (ZERA) awarded ZESA a 2 US cents tariff increase, taking the price to 12 US cents, from 10 US cents.
However, the current average power price per kilowatt hour (kwh) in southern Africa is 12.54 US cents.
The majority of Zimbabweans pay for electricity in the local currency, which depreciated by over 700% this year alone.
The country is currently generating just over 1 000 megawatts (MW) per day against a national demand estimated at 1 800 MW.
On Wednesday, 27 December, the Zimbabwe Power Company (ZPC), which is ZESA Holdings’ power generating unit, said the country was generating a total of 1 187 MW.
Hwange Power Station was producing a paltry 382 MW even though its installed capacity is over 1 000MW.
Kariba South Hydro Power Station was generating the bulk of the power, 750MW, despite dwindling water levels in Lake Kariba.
ZPC said independent power producers (IPPs) were generating 55MW.

Low Electricity Tariffs Holding Back Investments Into Energy Sector - Minister

ZESA Holdings is mulling more tariff increases, saying it lost US$3.7 billion over the years because of below-cost tariffs.
The power utility was recently awarded a US$0.002 per kilowatt hour tariff increase by the Zimbabwe Energy Regulatory Authority (ZERA).
ZESA’s power distribution arm, the Zimbabwe Electricity Transmission Distribution Company (ZETDC), then increased the tariff from US$0.10 per kilowatt-hour to US$0.12, which is still slightly below the regional average of US$0.1254.
Speaking during the State of the Mining Industry report breakfast seminar held in Bulawayo last week, ZETDC acting managing director Abel Gurupira said the power utility requires US$2.8 billion to revamp Hwange Power Station units 1 to 6. <a href="https://www.newsday.co.zw/business/article/200019170/more-zesa-tariff-increases-loom">NewsDay</a> quoted Gurupira as saying:

We are looking at US$2.8 billion that we need for rehabilitation and repowering, maintenance and the construction of Hwange Units 1 to 6. Unfortunately, the country has ceased to be credit-worthy.
Who will want to invest when you cannot recoup? We have lost almost US$3.7 billion because of below-cost tariffs.

Zimbabwe is currently experiencing heightened load shedding as Hwange’s Unit 7 is undergoing its 30 days mandatory maintenance process which would be followed by Unit 8.

"ZESA Lost US$3.7 Billion Due To Low Tariffs"

Power utility, ZESA Holdings, is pushing for another tariff hike to recoup losses and supply more stable electricity to consumers, reported <a href="https://www.newsday.co.zw/business/article/200019170/more-zesa-tariff-increases-loom">NewsDay</a>.
Recently, the Zimbabwe Energy Regulatory Authority (ZERA) awarded a US$0.02 per kilowatt hour tariff increase to the Zimbabwe Electricity Transmission Distribution Company (ZETDC), a subsidiary of ZESA Holdings.
Before the recent tariff increase, ZESA was charging US$0.10 per kilowatt-hour, leaving it operating from a loss-making position.
The average price per kilowatt hour for electricity in the region is US$0.1254, and ZESA is now charging US$0.12.
Speaking during the State of the Mining Industry report breakfast seminar held in Bulawayo last week, ZETDC acting managing director Abel Gurupira said:
<blockquote>
We are a regulated authority even with the tariff that we were awarded, let me say we are not yet there. We are almost 79%.
The tariff has been so suppressed; this leads to difficulties in the recapitalisation of ZESA. We have aged machinery.
We saw it fitting that we structure everything. We have been driving this vehicle since the 1930s or 1940s.
We need a mindset shift to say ZESA is government so everything from the government must be cheap.
This business of the vehicle will collapse then we will realise that what is better is to have the right price with stable electricity or to have erratic delivery of electricity at a cheap price.
</blockquote>
He said there were initiatives by SADC countries to tap into the more than 2 000 megawatts (MW) of power lying idle in Angola due to transmission challenges.
Gurupira added that Zimbabwe will require 2 000MW in the next two to five years.
Currently, the Zimbabwe Power Company, a ZESA subsidiary, is generating just above 1 000MW of power.

The Zimbabwe Energy Regulatory Authority (ZERA) recently approved a new electricity tariff adjustment for ZETDC.
ZETDC applied for the approval for an adjustment of USc2/kWh and stagger the tariff to a level of cost reflectivity.
Prior to the application, ZETDC had been charging an average tariff of USc10.63/kWh approved in October 2019 and maintained the value of that tariff through indexation.
The new tariff adjustment of USc2/kWh was implemented on 24 October 2023.

ZESA Hikes Electricity Tariffs Effective 31 October 2023

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) is planning to raise electricity tariffs from US$0.1063 to US$0.1263 in order to raise funds. ZETDC is seeking to collect around US$2.95 billion to strengthen its network.
The utility also disclosed that it is owed US$243 million by electricity consumers and faces challenges in connecting 400,000 customers due to insufficient funding caused by low tariffs and vandalism of infrastructure. The ZESA subsidiary said non-cost-reflective tariff structures between 2009 and 2022 have resulted in a revenue deficit for the utility. The proposed tariff increase is currently being discussed in consultations led by the Zimbabwe Energy Regulatory Authority (ZERA). Speaking at the ongoing ZERA-led consultations with consumers on the proposed tariff increase, ZETDC said: 
<blockquote>
The impact was failure to maintain, expand and rehabilitate the electricity infrastructure at the same level as the number of consumers increased.
In order to maintain credit worthiness, ZETDC has to pay US$35 million every month towards the servicing of a loan for the upgrade of Hwange 7 and 8 power generators to the Chinese who did the rehabilitation works.
</blockquote>
ZETDC also stated that the current electricity tariff rate of US$0.1063c, which was last approved in 2019, is insufficient to meet their financial obligations and power generation needs. ZETDC has acknowledged the concerns raised by residents regarding their contributions towards acquiring transformers and other infrastructure. The utility clarified that while there are different methods of making contributions, they bear the ultimate responsibility for maintaining their infrastructure.
To address issues of vandalism, which has led to the need for 27,000 transformer replacements, ZETDC plans to introduce anti-intrusion detectors for transformer protection. Residents who wish to contribute towards securing their transformers can coordinate with ZETDC officials, but the mechanism for these contributions needs to be reviewed to ensure transparency and accountability. ZETDC said it recognises the importance of working collaboratively with residents to address infrastructure challenges and improve service delivery.

The Permanent Secretary in the Ministry of Energy and Power Development, Gloria Magombo, has said the power utility, ZESA, should have cost-reflective tariffs for the nation to maintain a steady supply of electricity.
Speaking at a recent Economic Policy Dialogue breakfast Indaba held by the Zimbabwe National Chamber of Commerce (ZNCC), Magombo said for many years, electricity tariffs have been too low due to exchange losses. <a href="https://businesstimes.co.zw/brace-for-crippling-power-cuts-2/">Business Times</a> quoted Magombo as saying:

As a government, we want to ensure that we address sustainability issues. For many years, electricity has been over-subsidised as the power utility charged around US$0.02 per kilowatt hour due to exchange losses.
We need ZESA to have a cost-reflective tariff to attract private-sector investment.
When you are an independent producer, you will apply for the review of the tariff.

Earlier this month, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC) applied for an increase of electricity tariffs for 2023 by US2 cents/kWh.
ZETDC, a subsidiary of State-owned power utility ZESA Holdings, said that the tariff increase will fund projects that include rehabilitation and maintenance of the transmission and distribution network, and service loans, and refurbishment of old units at Hwange Thermal Power Station.

Govt Official Says Electricity Tariffs Too Low And Unsustainable

PUBLIC NOTICE ON ZETDC APPLICATION FOR ELECTRICITY TARIFF REVIEW FOR 2023
(Section 53 (10) of the Electricity Act (Chapter 13:19))
The Zimbabwe Electricity Transmission and Distribution Company (ZETDC), in compliance with section 53 of the Electricity Act (Chapter 13:19) of 2002, has submitted to the Zimbabwe Energy Regulatory Authority (ZERA), an application for a review of electricity tariffs for 2023.
1. Reasons for seeking electricity tariff review:
a. To enable the utility to raise the revenue required for service provision in 2023.
b. To cover costs for Purchase of Electricity, Operations and Maintenance, Regulatory costs, Research and development costs and General Admin.
c. To take into consideration adjustment for under-recovery in the previous year.
d. To create capacity to be able to support economic growth in the Mining, Agriculture, Industrial and Tourism sectors.
2. Magnitude of the tariff adjustment being applied for:
The magnitude of the tariff adjustment being applied for in the interim is an increase of USc2/kWh on the existing tariff.
3. The projects to be funded include:
a. Rehabilitation and maintenance of the transmission and distribution network
b. Servicing of the loan for Hwange 7 &amp; 8
c. Repowering of Hwange 1-6
d. Procurement of operational vehicles
e. Procurement of critical spares, tools and equipment.
f. Kariba Unit 4 runner replacement
4. The expected impact of tariff adjustment on the economy:
a. Improved power supply availability and reliability
b. Increased economic productivity
c. Increased capacity utilisation
d. Attraction of investment into the energy sector through IPPs
e. Improved response time to attend faults
f. Improved security of electricity infrastructure
g. Reduction in electrical accidents
h. Improved service delivery
i. Attainment of NDS1 and NDS2 targets and ultimately realisation of Vision 2030
5. Internal measures undertaken to improve efficiency, revenue collection and system losses:
a. Completion of prepaid metering programme.
b.Installation of smart meters and migration of medium and large power users to prepayment.
c. Completion of statistical metering to enable load balancing.
d. Automation of manual processes to improve efficiency.
e. Network reinforcement and rehabilitation.
f. A State-of-the-Art National Contact Centre to improve customer service delivery and reaction time to faults.
g. Decommissioning and repurposing of the Small Thermals.
h. Conclusion of the construction of transmission lines and substations for purposes of evacuating power (600 MW) from Hwange 7 &amp; 8 projects.
i. Implemented cost containment measures and that will continue to be maintained in 2023.

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) has applied for an increase of electricity tariffs for 2023 by US2 cents/kWh.
According to <a href="https://www.sundaymail.co.zw/zetdc-seeks-tariff-increase-to-boost-power-supply">The Sunday Mail</a>, the electricity tariff of US2 cents/kWh translates to about $147 in Zimbabwe dollars.
ZETDC, a subsidiary of State-owned power utility ZESA Holdings, says the tariff increase will fund projects that include rehabilitation and maintenance of the transmission and distribution network, and service loans, and refurbishment of old units at Hwange Thermal Power Station. ZETDC has one of the region’s lowest electricity tariffs in the Southern African region.
The Sunday Mail reported that in South Africa, the tariff is US11,2 cents/KWh, while Namibia charges US16 cents/KWh.
Mozambique’s tariff is US12,4 cents/kWh, with Madagascar setting the tariff at US15,3 cents/kWh. In Mauritius, it is US14 cents/kWh, while it is US12,6 cents/kWh in Malawi.
In Eswatini, it is US14 cents/kWh, while it is US11 cents/kWh in Botswana, US7,4 cents/kWh in Zambia, US10,54 cents/kWh in Tanzania and Seychelles charges US27 cents/kWh.
ZETDC is reportedly buying electricity at a tariff of US12 cents/kWh and, in turn, selling to the consumer at an average tariff of US10 cents/kWh.

ZESA Electricity Tariffs Effective 01 June 2023

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) regularly adjusts electricity tariffs making it imperative for its customers to manage electricity consumption to cut costs.
ZETDC has offered some tips on managing electricity usage in in the office saying this helps alleviate pressure on the grid. Here are the tips:
<ul>
<li>Replace all incandescent lights with compact fluorescent lights (CFLs) or light-emitting diodes (LEDs).</li>
<li>During the day, where possible, use natural lighting from windows rather than using lights.</li>
<li>Switch off all lights when leaving the office.</li>
<li>Switch off computers and printers from the plug, when leaving the office. Appliances on standby mode still consume energy.</li>
<li>Insulate water heaters, hot water piping, and tanks to reduce heat loss.</li>
<li>Invest in energy-efficient air conditioning systems and energy-efficient electronic devices. Opt for fan heaters instead of element heaters.</li>
<li>Go green, and use renewable energy. Consider installing solar panels for other energy needs, and sell the excess to the grid.</li>
</ul>
Zimbabwe is currently experiencing long hours of power blackouts due to under-investment in the energy sector which has resulted in ageing power plants generating below capacity.
On Friday, 19 May, the Zimbabwe Power Company (ZPC) was generating a total of 1 005MW at its five power stations against national demand of roughly 2 200MW.
Kariba was producing 750MW, Hwange, 240MW, Harare 15MW, Munyati 0MW, Bulawayo, 0MW.

Here Is How To Manage Electricity Usage In The Office

Confederation of Zimbabwe Industries (CZI) president Kurai Matsheza says another electricity tariff increase could trigger a rise in prices.
This comes as manufacturers, who were seeking the Government’s intervention on umbrella US$ billing, were told to embrace it and expect a cost-reflective tariff by the Minister of Energy and Power Development, Zhemu Soda.
Speaking to <a href="https://businesstimes.co.zw/more-pain-for-zim-industry/">Business Times</a>, Matsheza said the development will trigger price increases, as the businesses will pass on the cost to consumers to survive. He said:

We engaged the Energy and Power Development minister [Soda Zhemu] over the blanket US$ billing and his response was the billing was justified and the current power tariff was not cost-reflective despite an increase to around US$0.12 per kWh from US$0.09/ kWh.
</blockquote>
Last month, captains of industry and ZESA held a meeting on power billing in USD but the meeting proved fruitless after the power utility rejected local companies’ proposals.
Manufacturers wanted the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a unit of ZESA Holdings, to have the US$ bills to be matched to the proportion of forex sales but the power utility rejected the proposal and insisted on a blanket bill.
Matsheza said the tariff for exporters was way above the regional average of US11.7c/ kWh. He said:

ZETDC told us the billing in US$ for exporting companies and those who are generating US$ through local sales should pay 100% in forex.
We raised an issue to say these blanket groupings may not be ideal. Whilst we understand the need to raise US$, why didn’t they look at the individual customer and say to what extent do you generate US$ sales and bill accordingly?
</blockquote>
Captains of industry are arguing that if one is an exporter and exports at an extent of 50% that is what must be billed.
However, according to CZI, Zhemu said the sub-economic tariff had left ZESA in a crisis.

ZESA Raises Electricity Tariffs Effective 01 April 2023

ZESA Holdings has refused to budge on its position on power billing in US dollars despite calls by captains of industry for more flexibility.
Officials from ZESA Holdings’ subsidiary, the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), and captains of industry met a fortnight ago over the issue but the meeting ended in a deadlock after the power utility rejected proposals that were made by industry.
The captains of industry had proposed to have the US dollar bills matched to the proportion of forex sales and this was rejected by ZETDC.
Speaking to <a href="https://businesstimes.co.zw/deadlock-in-power-tariff-talks/">Business Times</a>, Confederation of Zimbabwe Industries (CZI) president Kurai Matsheza the new tariff announced by ZESA is unsustainable.
ZESA announced power tariffs of US12.21c/kWh for all exporters with other forex earners paying US10.63c/kWh.
Matsheza said that they are now seeking the intervention of Energy and Power Development Minister, Zhemu Soda. He said:

The business community carried out discussions with ZETDC but no agreement was reached hence we have now requested a meeting with the Energy Minister himself.
So far we haven’t gotten a response on his availability but we wanted to discuss the blanket US$ billing, electricity availability, how the power situation can be addressed, and the bill on forex generation capacity.

Zimbabwe is facing acute electricity shortages that have resulted in blackouts lasting 18 hours a day for millions of citizens.
The power cuts are being caused by low water levels that have reduced generation from a hydropower plant on Lake Kariba as well as frequent breakdowns at the Hwange Thermal Power Station.

Deadlock In ZESA, Captains Of Industry Power Tariff Talks

The Confederation of Zimbabwe Industries (CZI) wants ZESA Holdings’ US dollar electricity billing to be matched to the proportion of foreign currency sales because businesses have different mixes of local currency and forex earnings.
The Herald reported that the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA Holdings, announced a new US dollar power tariff of US12.21c/kWh for all exporters.
ZETDC will charge US10.63c/kWh for other foreign currency earners.
Previously, most customers paid in Zimbabwe dollars, under a stepped billing system which entailed that users paid tariffs in line with the amount of electricity used.
Only a few exporters/partial exporters, including miners, paid for electricity in forex.
CZI says ZETDC’s tariff for exporters was way above the regional average of US11.7c/kWh, as per data from the Southern African Power Pool (SAPP).
It also said companies were being levied different power tariffs for different times of off-peak consumption, which resulted in an effective tariff rate of US13,4c/kWh. CZI said:

Additionally, the computation of the MD (Maximum Demand) charge of US$5.71 per unit kilowatt, which most industrial users incur adds to the cost of production.

According to CZI, ZETDC indicated that the new tariff regime would be backdated to 1 October 2022 for Maximum Demand (MD) customers and 14 October 2022 for the rest of the consumers.
For CZI, 100 per cent USD billing is unfair for businesses that were non-exporters as ZETDC does not consider foreign currency sales and export levels, among other considerations. It said:

It is key that ZETDC bills be matched to local versus forex sales rations as the Zimbabwean dollar is legal tender and refusing to accept it from customers is illegal under SI 127 and other regulations.
Similarly, the auction rate should be used as the reference point in terms of conversion to local currency in bill payment as is the case with product pricing.

CZI argued that the settlement of electricity bills in foreign currency should take into account foreign currency retention levels for exporters and local deposits. It said:

ZESA Increases Electricity Tariffs Effective 01 March 2023

The <a href="https://www.pindula.co.zw/Reserve_Bank_of_Zimbabwe">Reserve Bank of Zimbabwe (RBZ)</a> has rejected a proposal by <a href="https://www.pindula.co.zw/ZESA">ZESA Holdings</a> for businesses to wholly pay electricity tariffs in United States dollars (USD).
ZESA believes that payment of tariffs in USD will significantly improve the availability of electricity.
However, <a href="https://www.pindula.co.zw/John_Mangudya">John Mangudya</a>, the governor of the RBZ, told <a href="https://businesstimes.co.zw/govt-rejects-zesa-tariff-plan/">Business Times</a> that the 100% payment of tariffs in USD as proposed by ZESA was against the government’s policy to align tariff payment with the foreign retention threshold. He said:

ZESA proposed a 100% payment in US$ but industry can only pay in US$ to the extent of their US$ retention for example the exporters can only pay 75% in US$ and the rest in local currency while those US$ domestic sales can pay 85% in US$ and the balance in RTGS.
That’s the policy and we are sticking to that stance.

ZESA currently charges an average of US$0.1221 per kilowatt hour or the Zimbabwe dollar equivalent.
On Friday, 24 February, the Zimbabwe Power Company (ZPC) was generating a total of 511MW against a national demand of around 2 100 MW.
Hwange Thermal Power Station generated a paltry 168MW, Kariba South Hydroelectric Power Station 343MW, while the other three power stations in Harare, Bulawayo, and Munyati respectively were generating zero megawatts.

The Zimbabwe Electricity Transmission and Distribution Company (ZETDC) on Tuesday, 17 January, launched a US$35 million prepaid and smart metering roll-out programme at Harare Polytechnic College.
ZETDC acting managing director Ralph Katsande said the programme will be rolled out in residential areas and farming communities. Said Katsande:

It is therefore imperative that these points be migrated to the prepaid metering platform without delay and as such ZETDC has resumed prepaid meter installations starting with residential clients and small business units.

ZETDC, the power transmission unit of ZESA Holdings, is owed approximately $42 billion by customers who are still using post-paid metres.
The prepaid and smart metering roll-out programme is aimed at curbing payments default by major electricity consumers.
The power utility says prepaid and smart meters have the potential to lower the utility’s operational costs by between 55 and 60 percent.
Since 2012, when ZETDC introduced the first-ever pre-paid platform, it has moved 751 000 consumers to the prepaid platform mainly small business points and domestic customers while 103 000 points remain on the post-paid and load limit platform.
ZESA stakeholder relations manager, George Manyaya, said smart meters will be extended to large and medium power consumers. He said:

We are introducing this concept to our consumers especially those who use the bulk of electricity.
This is all to address the security of electricity supply as well as to make the utility more customer-centric.
As ZETDC we are now able to boost our revenue collection, as we seek to deploy and recapitalize our operations.
Efficient revenue collection will ensure that we have money to fund other operations, including the purchase of vehicles that attend to faults, buying fault locators so that we capitalise our business.

ZETDC Launches US$35 Million Smart Metering Roll Out Programme

A local energy expert, Victor Utedzi, says Zimbabwe needs to make huge investments in solar energy to deal with its current energy crisis.
On Thursday, Zimbabwe had a shortfall of nearly 900MW, according to ZESA’s internal daily updates.
The Zambezi River Authority (ZRA), which manages Kariba Dam, last week advised ZESA to stop production at the Kariba South hydroelectric plant because of low usable water levels.
Speaking during an interview with <a href="https://www.news24.com/news24/africa/news/explainer-inside-zimbabwes-power-generation-crisis-20221201">News24,</a> Utedzi said another option that Zimbabwe has is to ask to purchase water from the Zambian side of the Kariba Dam. He said:
<blockquote>
The solution [to Zimbabwe’s power crisis] is to increase the variety of power generation avenues in the country from other sources.
The 600MW Hwange extension will help by reducing the amount of generation.
The country has to deploy more solar photovoltaic (PV), which works during the day and allows water to be conserved.
Solar is clearly the best prospect. It’s the lowest cost, quick to build, and the sun is in abundant supply in the country. There are also good wind resources spread throughout the country.
The Zimbabwe National Water Authority has a number of dams already built, which could provide up to 500MW of power.
There’s the Muzabani oil and gas prospect drilling by Invictus. It’s still subject to a successful drilling programme.
Even then, there is a need for significant capital spending to extract the gas, clean it into a usable form for power generation, and build transportation facilities for consumers.
It’s an excellent prospect that will require significant capital to be fully exploited.

He said Zimbabwe should improve the ease of doing business and assure investors that the environment is safe and profitable as it is competing with its neigbours for the same pool of capital.

"Zimbabwe Should Make Huge Investments In Solar Energy"

Former ZESA Holdings chief executive, Josh Chifamba, said that the sub-economic tariff which the power utility has been charging “for a long time” is the main reason for the current electricity crisis.
Last week, the Zambezi River Authority (ZRA), which manages Kariba Dam, ordered ZESA to stop production at the Kariba South hydroelectric plant because of low usable water levels.
ZRA advised ZESA that a further review of the substantive Hydrological Outlook at Kariba will be undertaken in January.
Kariba is the country’s largest power plant, with the capacity of producing 1 050MW, and has been the most reliable.
The ageing Hwange Thermal Power Station, which is the country’s second-largest plant, has become unreliable because most of its equipment is obsolete.
Speaking during an interview with <a href="https://www.businessweekly.co.zw/zim-pays-price-for-sub-economic-power-tariffs/">Business Weekly</a>, Chifamba said:
<blockquote>
Issues in the sector have been left unresolved for far too long. The main Achilles’ heel has been sub-economic tariffs and an unfavourable macroeconomic environment. That has to be fixed.
</blockquote>
He said the country should have invested in new power stations to avoid over-relying on Kariba Power Station.
Chifamba said the rationale for Kariba expansion was that with additional generators, load shedding, especially at peak, would be alleviated. He said:
<blockquote>
Kariba would change from running as a base load (24-hour) station and operate as a mid–merit cum peak (18-hour) station.
You cannot run Kariba as a base load station because that consumes a lot of water.
The impact on the economy can be so huge. We had a similar situation in 2015 when water levels declined and production went down to around 200 MW.
That is why we resorted to bringing on Dema (diesel power plant) (The situation was so bad).
So the addition of generators at Kariba is not, in and of itself, the cause of the water problem at Kariba.
</blockquote>
Chifamba noted that Zambia’s ZESCO, with the same capacity as ZESA at Kariba; after having built new power stations; has kept within its water allocation.
He urged ZESA to immediately move towards a cost-reflective tariff to enable the country to import. Said Chufamba:
<blockquote>
They should try to mop up power in the region’ so they need to revise the tariffs so that they will have (enough) equivalent Zimbabwe dollars to pay for the imports.
</blockquote>
Currently, customers are paying US9.2c kWh, excluding exporters, which can be paid in local currency at the prevailing interbank rate.
Exporters, with effect from October 1, 2022, are paying US10.12c per kWh.
Meanwhile, the World Bank carried out a study on the country’s power tariff regime and recommended a cost-reflective price of US15c kWh.

Zimbabwe Paying Price For Sub-economic Electricity Tariffs, Says Former ZESA Official

ZESA Holdings has defended the approval of a 50% increase in the electricity tariff to US$0.1221/kWh from US$0.08/kWh saying it was meant to ensure an uninterrupted supply to miners and industry.
Mining companies say the hike threatens the attainment of the US$12 billion mining industry.
However, Howard Choga, the managing director of the Zimbabwe Electricity Transmission and Distribution Company (ZETDC), a subsidiary of ZESA, said for the past twenty years, the power utility had been operating below cost. Choga said:

Electricity supply challenges are sitting on top of the challenges that the miners are facing.
The mining industry believes that electricity charges are very expensive; they want them to be lowered from the current US$0.1221/kWh to US$0.1026/kWh.
But the challenge is for us to find what is needed to correct the anomaly.
What I can tell you is that we are behind in terms of refurbishment and rehabilitation of the network to the tune of about US$2bn.
This is actually occasioned by the fact that for the past 20 years we have been operating below cost.

ZESA Defends Electricity Tariff Hike

Industry has rejected ZESA’s proposal to increase electricity tariffs in United States dollars from the current US$0.0981 per kWh to US$0.1221 per kilowatt hour (kWh) to ensure adequate supplies.
Last week, ZESA held a crisis meeting with industry representative bodies including the Confederation of Zimbabwe Industries (CZI), the Zimbabwe National Chamber of Commerce (ZNCC) and the Chamber of Mines of Zimbabwe where the proposal was tabled.
However, the captains of industry stated that they do not have the capacity to pay increased power tariffs as they depend on the Reserve Bank of Zimbabwe’s foreign currency system to access forex.
Speaking to <a href="https://businesstimes.co.zw/industry-rejects-zesa-tariff-hike/">Business Times</a>, CZI president Kurai Matsheza the association’s members are struggling with forex shortages, high cost of production and liquidity crunch. He said:
<blockquote>
Industry does not have the capacity to pay such a tariff. As you know we have predominantly participated in the forex auction system to access forex hence a US$0.12 tariff is very difficult for the members.
</blockquote>
ZNCC president, Mike Kamungeremu, also argued that the majority of their members have no capacity to pay high electricity tariffs. He said:
<blockquote>
Most of the members are struggling to meet ZESA’s demands and this will take a knock on most companies.
Only big corporations have agreed to pay such huge amounts.
The situation is very tough for manufacturers.

Zimbabwe has been struggling with power shortages for several years now but the situation became more precarious over the past few weeks due to low generation capacity at ZESA’s ageing power plants.
