Fired Gweru Town Clerk, Ms Elizabeth Gwatipedza has dragged the local authority and the minister of Local Government and Public Works, July Moyo, to court challenging her dismissal.
Gwatipedza was suspended from her post in October last year before <a href="https://news.pindula.co.zw/2020/12/09/gweru-town-clerk-has-been-fired/" rel="noopener noreferrer" target="_blank">she was subsequently fired on December 2</a> this year after a disciplinary hearing convicted her of gross competence and insubordination.
Ms Gwatipedza, through her lawyers Mutatu Legal Practitioners, filed an urgent chamber application at the Bulawayo High Court citing GCC and Minister Moyo as respondents.
In her founding affidavit, Ms Gwatipedza said it was unlawful for GCC to act on the disciplinary authority’s recommendations without the approval of the Local Government Board. She said:
<blockquote>I was employed as a Town Clerk of the first respondent (GCC) for three years until on the 14th of October 2019 when I was suspended pending a disciplinary hearing.
I was charged for acts of misconduct and formal charges were preferred against me on 24th October 2019 and the suspension was without salary and benefits.
As a result, I challenged my suspension through my legal practitioners and my salary and benefits were restored. The disciplinary hearing was conducted from October 30, 2019 to September 30, 2020 and I was found guilty and convicted.</blockquote>
She added that the disciplinary authority’s decision to dismiss her was invalid as his duty is only to recommend a penalty to the council, and thereafter the council must then notify of its decision to terminate the contract.
Gwatipedza also said the disciplinary authority should have made a recommendation to the Local Government Board which can approve or reject the termination of the contract rather than merely deciding to terminate it.
She claimed that since her contract has “not been lawfully terminated,” she was still an employee of the council and therefore entitled to her salary and benefits.

Fired Gweru Town Clerk Challenges Dismissal

Minister <a href="https://www.pindula.co.zw/July_Moyo">July Moyo</a> has set up a commission of inquiry to look into <a href="https://www.pindula.co.zw/Gweru">Gweru</a> City council Newsday reports. The commission will look into the affairs of City of Gweru which includes service delivery and corruption allegations.
The development was confirmed by Gweru Mayor Josiah Makombe who said:
<blockquote>Yes, there is an investigation team that is coming, but it is not true that they want Gwatipedza to be back in office.
Actually, I was aware of such a team coming because we discussed that with the minister before.</blockquote>
The development came a few days after the city’s suspended <a href="https://news.pindula.co.zw/2019/10/16/gweru-town-clerk-gwatipedza-suspended/">town clerk Elizabeth Gwatipedza appeared</a> before an independent tribunal to answer on corruption allegations.

Local Govt Minister Sets Up A Commission Of Inquiry For Gweru City Council

Local Government, Public Works and National Housing Minister <a href="https://www.pindula.co.zw/July_Moyo" rel="noopener noreferrer" target="_blank">July Moyo</a> said that Gweru City Council did not inform him of the suspension of town clerk Elizabeth Gwatipedza.
In an interview with The Herald on Wednesday, Moyo said that he will look into the issue as a matter of urgency to ensure that service delivery was not hampered. He said:
<blockquote>About the suspension of Gweru town clerk, I’m not aware of it, I wasn’t briefed about this alleged suspension and I’m going to look into it.</blockquote>

Minister Professes Ignorance Over Town Clerk's Suspension

<a href="https://www.pindula.co.zw/Gweru" rel="noopener noreferrer" target="_blank">Gweru</a> Town Clerk Elizabeth Gwatipedza was on Monday suspended on allegations of mismanagement.
Gwatipedza was served with a suspension letter on Monday afternoon by the mayor, councillor Josiah Makombe. The Chronicle quotes its source as saying:
<blockquote>She was suspended at around 4 PM when she was busy chairing a management meeting which the chamber secretary — Mr Chikwekwe — was also part of.
The mayor then ordered that she removes her belongings from the office before he locked the door and took away the keys. Even Ms Gwatipedza’s secretary was told to leave her office.</blockquote>
Gwatipedza was accused of failure to supervise departments and mismanagement in what is believed by some to be politics at play as she is thought to be <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" rel="noopener noreferrer" target="_blank">Zanu-PF</a> working in an <a href="https://www.pindula.co.zw/MDC_Alliance" rel="noopener noreferrer" target="_blank">MDC Alliance</a> led council.

Gweru Town Clerk, Gwatipedza Suspended

Gweru City Council has suspended its plans to introduce prepaid water meters this year as the local authority grapples with financial challenges.
This was revealed by Town clerk Elizabeth Gwatipedza who said that the council has a more pressing issue, that is, acquiring water pumps for an alternative water reservoir to Gwenhoro Dam. She said:
<blockquote>Prepaid meters are expensive, and it’s better that we concentrate on buying pumps for Amapongokwe Dam.
We had planned to roll out the prepaid meters this year, but have now decided to indefinitely postpone the project. We will introduce them (prepaid meters) at the right time.</blockquote>
In 2017, the local authority also shelved plans to roll out prepaid water meters. The City said then, that it wanted to ascertain the performance of the water meters from other local authorities who had already introduced the gadgets.

Gweru City Council Defers Smart Water Meters Project

Gweru city council has introduced a water rationing schedule where residential areas will go for up to 24 hours without water.
The move has been necessitated by the dwindling water levels in the city’s main source of water, Gwenhoro Dam which is now at 18 per cent.
The city Town Clerk, Elizabeth Gwatipedza issued a public notice detailing the water rationing schedules.
The schedule is from Monday to Sunday in which suburbs have been grouped from group one (G1) to group five (G5). Part of the schedule reads:
<blockquote>In G1 there is Mkoba 1, 2, 3, 4, 5, 6, 8, 9, 10, 11, 17, Ascot, Mambo, Mtapa, Clifton Park, Shamrock, Ivene, Lundi Park, Southview, Southdowns, Town, Nashville, Northlea and Claremont Park.
G2 comprises Town, Ridgemont, Clonsilla, Hertfordshire, Northgate Heights, Daylesford, Senga, Nehosho, Kopje, Cowford Park, Lingfield, Athlone, Riverside, Harben Park, Adelide Park, KMP, Thornhill Airbase and Windsor Park.
In G3 there is Mkoba 7, 12, 13, 16, 18, 20, Woodlands and Paradise Park. G4 we have Mkoba 3, 4, 5, 6, 7, 9, 11, 12, 13, 16, 18, 20, Woodlands and Paradise Park, Senga, Daylesford, Windsor Park, Nashville, Ivene, Lundi Park, Town, Southview, Southdowns, Athlone, Ascot, Mambo, Mtapa, Clifton Park, Claremont Park while G5 has Mkoba 14, 15, 19.</blockquote>
Meanwhile, Gweru City Council spokesperson, Manford Gambiza advised residents to practise good hygiene and be careful with water drawn from open water bodies. He said:
<blockquote>In the event of looking for water from alternative sources such as boreholes, open surface water bodies, wells and water trucking, residents are encouraged to treat the water at the point of consumption by either boiling the water and storing it in a narrow-mouthed container to reduce contamination or by water disinfectants and observing the dilution rates and reaction time.</blockquote>
