The European Union has lifted sanctions on the Zimbabwe Defence Industries (ZDI), the last entity remaining under restrictive measures that have been in place since 2002.
However, the EU has decided to maintain an embargo on arms sales to Zimbabwe that could potentially be used for internal repression.
The decision was made during a meeting of the Council of the European Union on Wednesday. The council said in a statement:

The council today renewed its framework for restrictive measures in view of the situation in Zimbabwe for a further year, until February 20, 2026.
The council also delisted the last remaining entity, the Zimbabwe Defence Industries.
The embargo on arms and equipment which might be used for internal repression remains in place.
The EU continues to closely follow developments in Zimbabwe, with particular attention to the human rights situation and recalls its readiness to adapt the whole range of its policies accordingly.

The EU said that its remaining sanctions do not affect Zimbabwe’s people, economy, or trade.
The measures were imposed in 2002 over electoral fraud and human rights abuses. The EU has gradually eased these measures to promote political reform.
In 2015, the EU provided $267 million in aid to Zimbabwe, marking the first direct financial support since the sanctions.
The bloc also removed several government officials and security chiefs from its sanctions list.

The southern African country had maintained a moratorium on the death penalty since its last execution in 2005. The EU said:

No compelling evidence exists to show that it serves as a deterrent to crime, while any miscarriages of justice are irreversible.

The EU reaffirmed its strong opposition to the death penalty in all cases and under all circumstances and stressed its commitment to working toward its abolition in the remaining countries where it is still in force.
As of 2024, countries that maintained capital punishment in law and practice included China, Iran, Saudi Arabia, Egypt, and the United States.

The EU is happy that Zimbabwe is getting rid of the death penalty. They want Zimbabwe to also remove the law that allows for the death penalty during emergencies. Most countries already don't have the death penalty. Zimbabwe hasn't executed anyone since 2005. The EU thinks the death penalty goes against the right to life and is cruel. They say it doesn't stop crime, and mistakes can't be fixed. The EU doesn't want the death penalty in any country. Some countries like China and the US still have the death penalty.

EU Hails Zimbabwe's Landmark Decision On Death Penalty

The European Union (EU) has condemned the post-election violence in Mozambique, which has resulted in the loss of life.
The EU has urged the President-elect and the new Administration to swiftly engage in a constructive dialogue with the opposition and with relevant civil society organisations.
Violence flared up again on Monday after Mozambique’s Constitutional Council confirmed the results of the October 9 elections.
At least 21 people were killed in the latest wave of violence, raising the total death toll in Mozambique to 151 since October 21, according to the election monitoring group Plataforma Decide.

The European Union (EU) takes note of the proclamation by the Constitutional Council of the results of the general elections held on 9 October, announcing Daniel Chapo as President of the Republic of Mozambique.

We urge all sides to maintain restraint and refrain from any action that may further exacerbate tensions. We also call for accountability and justice to tackle instances of human rights violations.
As testimony of the EU’s continued engagement on contributing to strengthening Mozambican democracy and following an invitation by the authorities of Mozambique, the EU deployed an Election Observation Mission (EU EOM) to observe the electoral process. EU EOM noted irregularities during counting of votes and unjustified alteration of election results.
It called on the electoral bodies for the maximum transparency of the counting and tabulation process. The EU remains available to support Mozambique on the reform of the electoral system. The up-coming EU EOM recommendations could contribute to such reform.
The EU encourages the President-elect and the new Administration to swiftly engage in a constructive dialogue with the opposition and with relevant civil society organisations, to restore the social contract with the population and uphold democratic values and human rights.

EU Condemns Post-Election Violence in Mozambique, Calls For Immediate Dialogue

<div>Responding to the EU EOM final report on the 23-24 August harmonised elections at a press conference in Harare on Saturday, Ziyambi said the EU election observers strayed from their mandate by dictating to Zimbabwe how the country’s institutions and legislative framework should be structured.</div>

<div>Ziyambi criticised the EU EOM final report that was presented the by mission’s head, Fabio Massimo Castaldo online from Brussels, Belgium, saying it was biased towards the opposition. Said Ziyambi:</div>

Govt Says EU Election Observer Mission Strayed From Its Mandate

The European Union Election Observation Mission (EU EOM) to Zimbabwe has pledged to be impartial and not to interfere with the country’s electoral process in its observation of the 23 August Harmonised Elections.
The Chief Observer of the EU EOM, Fabio Massimo Castaldo, said they will not make any statement on Zimbabwe’s elections until all processes are completed. He said:

In accordance with the Administrative Arrangement signed with the Zimbabwean Ministry of Foreign Affairs and International Trade, we are here to deliver an independent and impartial assessment of the entire electoral process.
We will not correct possible shortcomings and we will not endorse the results or make any other statement about the quality of the process until respective stages are completed.
Zimbabwe and its people can count on our commitment to work undeterred and professionally as promised. These are the elections of the Zimbabwean people.

Added the EU EOM Chief Observer:

Our mandate is to assess all aspects of the electoral process and to analyse the extent to which these elections comply with international and regional standards for elections, as well as with Zimbabwean law.

We are independent in our work. The EU EOM sees the deployment of the mission in the spirit of partnership in achieving common goals.

Following the deployment of our core team on 8 July and our 46 long-term observers earlier this week, I will come to Zimbabwe as soon as possible to learn also first-hand about the ongoing process for the 2023 Harmonised Elections.
For election day our mission will be joined by 44 short-term observers, a delegation from the European Parliament and diplomats, accredited to the Republic of Zimbabwe.
The EU EOM is expected to comprise over 150 observers from all 27 EU member states, plus Canada, Norway, and Switzerland.

Castaldo said the EU EOM will present a preliminary statement to the Zimbabwean authorities and to the Zimbabwean people some two days after the elections
He said the EU observers will remain in Zimbabwe after election day to observe also the post-election environment.

EU EOM Chief Observer Fabio Massimo Castaldo, a Member of the European Parliament, said:

The EU EOM’s mandate is to conduct an independent, impartial and comprehensive analysis of the entire election process, before, on and after the election day. Said Chief Observer Castaldo:

EU observers will also focus on the level playing field for contesting candidates and parties, the electoral administration, the campaign environment, the conduct of traditional and social media, voting, counting and the tabulation of results.
We will remain in the country well beyond election day to observe the post-electoral environment.

The EU said that a core team of 11 analysts arrived in Zimbabwe on 8 July 2023 and they will be joined by 46 long-term observers and 44 short-term observers.
On election day the mission will be supplemented across the country by locally recruited short-term observers, drawn from embassies, and a delegation from the European Parliament.
The EU EOM comprises on election day over 150 observers from EU member states as well as Canada, Norway and Switzerland.

EU Election Observation Mission In Zimbabwe Commences Work

Zimbabwe has told the European Union to “observe” and not “monitor” the 23 August 2023 elections as the two parties signed an Administrative Arrangement (AA) that will see the latter deploy more than 150 election observers.
The signing of the agreement comes after the Government invited the EU to observe the upcoming elections.
Speaking after the signing of the agreement, acting Minister of Foreign Affairs and International Trade Amon Murwira, <a href="https://www.newzimbabwe.com/observe-not-monitor-elections-govt-lays-down-the-law-signs-agreement-with-eu/">said</a>:

Since the advent of universal suffrage in 1980, it has been Zimbabwe’s practice to invite Foreign Governments and Organisations to observe its elections.
In line with this tradition, and the Governments Engagement and Re-Engagement Policy, the Government of Zimbabwe is, once again, inviting international observers to witness the people of Zimbabwe exercise their sovereign right to freely elect a President, Members of the Lower and Upper Houses of Parliament, and Local Government Representatives of their choice during these forthcoming Harmonized General Elections.
Among other international organisations, European Union is one of the entities invited to observe the upcoming Harmonised Elections.
An invitation was issued by the President of the Republic of Zimbabwe Cde. Emmerson Dambudzo Mnangagwa to the European Union to observe the elections from the pre-election stage right through elections to the post-election stage.
I want to say the government of Zimbabwe is inviting all entities to come and observe the harmonised elections.
The teams are however reminded that their purpose is solely to observe, not to monitor the election process.

Murwira said the AA will facilitate cooperation and exchange between the Government of Zimbabwe and the European Union. He added:

European Union To Deploy Election Observers For Zimbabwe's General Elections

European Union (EU) ambassador to Zimbabwe Jobst von Kirchmann has said there is still a negative perception about the southern African country that needs to be addressed to gain investor confidence from businesses in the EU.
Kirchmann said investors from the EU consider predictability, the state of infrastructure, and the ease of doing business, among other factors.
He made the remarks on Thursday at the Zimbabwe International Trade Fair (ZITF) business conference. Kirchmann said:
The trade agreement we have is underused; there is room for more investment and l think that’s also what Zimbabwe wants.

I hear we are open for business and there is a lot in the National Development Strategy 1.
As the EU, we would like Zimbabwe to succeed in that ambition…when I ask companies in Europe, I must say there is still a negative perception of Zimbabwe, which I think is important to work on.
Investors are looking for predictability, they want to know what they are getting themselves into; good infrastructure, a way to carry out financial transactions easily, and access to finance.

The European Union (EU) has extended sanctions on Zimbabwe by one year as it pushes Harare to implement democratic reforms and uphold human rights.

The European Union (EU) reiterates its ambition to continue developing a more constructive relationship with Zimbabwe.

The EU follows closely the process leading up to the elections, which are of great importance to the trajectory of the country.

The EU Election Observation Mission of 2018 provided a set of recommendations and encourages actors to continue improving the electoral framework to allow for credible, inclusive and transparent elections.

Furthermore, the EU welcomes Zimbabwe’s engagement on the Universal Periodic Review process, the alignment of legislation with the 2013 Constitution, the enactment of the Independent Complaints Commission Act, the new Marriages Act and the High-Level Political Compact on gender-based violence. Other developments are of concern from a democratic and civic space perspective. 
These include the Data Protection Act and, if enacted, bills such as the Private Voluntary Organisations Amendment Bill and the envisaged “patriotic provisions” in the Criminal Law Amendment Bill. 
The EU also maintains its concerns that the recommendations of the Motlanthe Commission of Inquiry have not been followed substantially and the perpetrators of violations which occurred in August 2018 and January 2019 are to date still enjoying impunity from prosecution. 
It is important that international human rights obligations are adhered to and the constitutional rights of the people of Zimbabwe respected.
In view of all the above, in its 2023 revision of the restrictive measures, the EU has decided to extend by one year the two measures in place (i.e.: the arms embargo and targeted assets freeze against one company, Zimbabwe Defence Industries). 
Since February 2022 there are no listed individuals. The EU will continue to closely follow developments, with a particular attention to the human rights situation and recalls its readiness to adapt the whole range of its policies accordingly.
The remaining restrictive measures in place do not affect the people of Zimbabwe, its economy, foreign direct investments, or trade. 
Zimbabwe continues to benefit from duty free and quota free access of its exports to the EU, while negotiations are ongoing to deepen the Eastern and Southern Africa (ESA) Economic Partnership Agreement. 
There is significant potential in terms of investments and job opportunities, provided that the Government promote political and economic reforms, facilitate a conducive and more predictable business environment, tackle corruption and foster respect for human rights and the rule of law.
Together with EU members states the EU will continue to support Zimbabwe’s National Development Strategy 1 in particular on (i) Gender equality and women empowerment and (ii) Greener and climate smart agriculture, with over €400 million until 2025. 
The EU commits itself to enhancing common efforts on addressing climate change on the basis of the Zimbabwean and EU commitments at COP27. The EU will continue to support the Zimbabwean people with humanitarian assistance, when needed.
The EU looks forward to a more comprehensive and constructive article 8 political dialogue in Harare, including on international issues, and more opportunities for high-level meetings. 
A positive example was the recent mission to Harare from the EU Special Representative for Human Rights.

European Union Extends Sanctions On Zimbabwe

The European Union (EU) has condemned the assassination of Eswatini human rights lawyer Thulani Rudolph Maseko in his home country on 21 January 2023. The EU issued a statement that reads:

Thulani Rudolph Maseko, human rights lawyer and Chairperson of the Multistakeholder Forum (MSF), was shot dead at his house on Saturday 21 January.
The European Union strongly condemns Mr Maseko’s assassination and looks forward to the results of the investigations already launched by the authorities to identify and prosecute those responsible for this brutal act.
The EU calls on the authorities to ensure the safety of all citizens, including political activists.
This tragic loss comes in a row of killings, arson attacks and other violent acts, which have destabilised the country over the past months.
Since June 2021, the EU, as a long-standing and reliable partner of the country, has followed with grave concern about the situation in Eswatini.
The EU urges the authorities to launch the comprehensive and inclusive dialogue as a matter of urgency and priority, on terms facilitated by SADC, towards national reconciliation, respect for human rights and the rule of law, and ultimately, lasting peace.

European Union Condemns Assassination Of Eswatini Lawyer

European Union (EU) human rights envoy Eamon Gilmore has met ZANU PF and CCC party leaders where he urged them to work for a peaceful environment ahead of the 2023 general elections.
EU ambassador to Zimbabwe Jobst von Kirchmann on Thursday said Gilmore had met ZANU PF’s finance secretary Patrick Chinamasa and CCC leader Nelson Chamisa. He tweeted:

EU special representative for human rights Eamon Gilmore met with the two main political parties, CCC and ZANU PF.
He recalled the importance of credible and peaceful 2023 elections and encouraged everyone to keep respectful and non-violent rhetoric.

Gilmore is Ireland’s former Deputy Prime Minister, and former Foreign Affairs and Trade minister (2011- 14).
Since 2015, he has been the EU special envoy for the peace process in Colombia.
The EU recently pledged US$5.9 million to support the Zimbabwe Electoral Commission (ZEC) to conduct a fair and credible election next year. Kirchmann said:

EU Envoy Meets ZANU PF, CCC Leaders

The European Union (EU) is ready for constructive engagement with Zimbabwe and to increase further investment in the private sector.
This was said by the EU’s new ambassador to Zimbabwe, Jobst von Kirchmann when he presented his credentials to President Emmerson Mnangagwa on Wednesday.
Von Kirchmann replaced outgoing ambassador Timo Olkkonen, who served between 2018 and 2022.
Addressing journalists in Harare, Von Kirchmann said the EU was currently Zimbabwe’s fourth biggest trading partner and will support the southern African country in its quest to become a middle-income country by 2030. He said:

My mission is clearly targeting constructive engagement with Zimbabwe.
… I think Zimbabwe has a very ambitious vision, the vision is the National Development Strategy 1 which wants to bring Zimbabwe towards an inclusive, empowered and prosperous middle-income country by 2030.
I think not only the European Union but also the member states of the EU stand ready to support it.
We have about 125 million euros of investment currently in the country which creates jobs obviously and I am happy that our bank, the European Investment Bank has opened a credit facility for the private sector.

European Union Ready To Support Zimbabwe

The European Union (EU) has urged the Zimbabwean government to implement recommended and pledged reforms that are premised at transforming Zimbabwe.
EU’s head of delegation to Zimbabwe, Timo Olkkonen, made the remarks while speaking to the Daily News at the weekend when the country is facing decades-long economic, humanitarian, and political crises.
The diplomat observed that when president Emmerson Mnangagwa rose to power in 2017, he pledged to implement political, media, legal and other reforms but little has been done in that regard. He said:

The election campaign promises of 2018, the president’s inaugural speech, the Transitional Stabilisation Programme and now the National Development Strategy all include very important elements that, when implemented, would take Zimbabwe on a different track.
In terms of political rights, I could refer to the recommendations of the EU electoral observation mission and the report of the Motlanthe Commission, the recommendations of which I think are of wider importance than addressing the events of August 2018 alone.
This is not to say that we have not seen any reforms, and we are ready to give credit when we see it justified.
There have, for example, been positive steps in balancing the economy and regulating the media environment, but especially as regards the latter these have been countered by other steps that take things in a more negative direction.
Of particular concern for us are the recent proposals to severely restrict the operating space of civil society.</blockquote>
He also reiterated that the EU is willing to assist the government of Zimbabwe with the reform agenda adding that what is required is for Zimbabwe to take action itself.
Preciously, Japan said Zimbabwe is not backing the reform rhetoric with action and as a result, it is not known if the Southern African country is committed to implementing the reforms.
Analysts believe that the reforms will work towards fostering democracy and good governance and overall transformation of the country.

EU: Reforms Would Take Zimbabwe On A Different Track

An opinionist writing for The Standard has said the renewal of trade <a href="https://news.pindula.co.zw/2021/02/20/eu-renews-sanctions-against-zimbabwe-defense-industries/">embargos on ZDI</a> and the imposition of sanctions on Zimbabwean officials by the British government is a clear indication that the international community is increasingly becoming impatient with President Mnangagwa’s inability and or unwillingness to reform.
Opined the opinionist:
<blockquote>The European Union’s decision to renew sanctions against Zimbabwe was another demonstration that the international community is increasingly getting frustrated with President Emmerson Mnangagwa and his government’s reluctance to reform.
In 2017, European countries were some of the key allies that embraced Mnangagwa after the coup that toppled Robert Mugabe and were prepared to give him a chance despite the way he assumed power.
The world had gone grown tired of Mugabe’s despotic rule and Western countries were eager to see a leader that would extricate Zimbabwe from years of economic quagmire.
Mnangagwa was saying the right words, including promising a “new and unfolding democracy.”
The opposite, however, is true of the Zanu PF’s leader’s stewardship of the country since the coup.
Summing up the international community’s frustrations with the leadership in Harare, the EU expressed “concern that Zimbabwe’s multifaceted and prolonged crisis has further deepened.”
It noted that: “The lack of substantial reforms has allowed the continued deterioration of the humanitarian, economic and social situation.
“Violations of human rights and limitations on the democratic space are also persisting.
“The EU is especially concerned about a proliferation of arrests and prosecutions of journalists, opposition actors and individuals expressing dissenting views, and the use by high-level officials of speech that could be interpreted as incitement to violence.”
We carry elsewhere in full the EU’s statement, which succinctly explains why Zimbabwe remains isolated internationally even after Mugabe’s ouster.
Only last month, one of the most enthusiastic supporters of the military putsch, introduced its own set of targeted sanctions against Zimbabwe after its departure from the UK on December 31, 2020.
The UK also slapped State Security minister Owen Ncube, Zimbabwe Republic Police commissioner-general Godwin Matanga, Central Intelligence Organisation director Isaac Moyo and Zimbabwe’s ambassador to Tanzania Anselem Senyatwe with travel bans and asset freezes.
As expected government mandarins are dismissive of these restrictive measures, which they believe aid their propaganda that they are being unfairly targeted.
A progressive government will use the opportunity to evaluate its performance and ensure that it is delivering on its promise.
It is Mnangagwa himself who promised the international community that he will stop the Mugabe era human rights violations, the stifling of freedom of speech and ruinous economic policies.
He practically developed the score card he is being judged on. The EU and UK sanctions are an indicator that his performance has been dismally.
It will indeed require a radical shift from Mnangagwa’s government for Zimbabwe to rid itself of the pariah status and the signs coming out of Western capitals are not promising.</blockquote>

The Reserve Bank of Zimbabwe has responded to reports by local news outlets which suggest that the <a href="https://news.pindula.co.zw/2020/05/06/european-union-to-blacklist-zimbabwe-over-terrorist-funding-tomorrow-report/">country has been blacklisted by the European Union for funding terrorist groups.</a>
We present the bank’s response in full below.

CLARIFICATION OF ARTICLE CARRIED IN THE NEWSDAYEDITION OF 6 MAY 2020 ON ALLEGED BLACKLISTING OF ZIMBABWE BY THE EUROPEAN UNION 
The Newsdayedition of 6 May 2020 carried an article headlined ‘EU blacklists Zim over terrorist funding.‘ The headline sensationally suggests that Zimbabwe has been funding terrorists. Whilst the article generally gave the impression that the European Union had, or was about to blacklist the country for funding terrorism, in the body of the article there is no reference to terrorist funding, let alone how Zimbabwe allegedly funded terrorism. 
The Reserve Bank of Zimbabwe (the “Bank”) wishes to give clarity and the correct position as follows: 
Zimbabwe is a member of the Financial Action Task Force (FATF) Global Community. The FATF is responsible for setting and continuously updating international standards on Anti-Money Laundering and Combating Financing of Terrorism (AMUCFT). Through its network of regional bodies, the FATF periodically assesses countries’ AMUCFT systems to identify any gaps that need to be addressed. 
Zimbabwe was assessed in 2015 and the resultant Mutual Evaluation Report was adopted and published In September 2016. The Report identified some gaps and, in line with the FATF procedures, the country was given five years (up to September 2021) to address all the identified gaps. Zimbabwe has since addressed almost all the legislative and institutional gaps, with the result that the country is now rated Fully Compliant or Largely Compliant In thirty-three out of the Forty FATF Recommendations, which is one of the best Technical Compliance ratings in the region. Zimbabwe’s key outstanding deficiencies relate to effectiveness in Implementing the AMUCFT laws and policies. In this regard the country Is working closely with the FATF and the regional AMUCFT body, the Eastern and Southern Africa Anti-Money Laundering Group, and is making good progress. 
It is the FATF’s practice to publish the list of countries that have been assessed and have AMUCFT gaps, and the list is updated three times a year after the FATF Plenary Meetings. It is also the practice of the European Union to adopt the FATF list and circulate it within its member countries. Zimbabwe Is on what is referred to as a “grey” list, i.e. of countries that are cooperating with the FATF and making progress. A grey list is not a blacklist. A blacklist is for high risk and uncooperative countries. Zimbabwe is not unique on this grey list as other countries from the region and beyond, that have so far undergone the FATF assessment, are or have been on the list, while others will be added as and when the results of their assessments come out. 
The Bank wishes to stress that at no point has Zimbabwe ever been accused of funding terrorism, whether by the FATF, the EU or by any State or organisation.

The European Union is set to blacklist Zimbabwe and other counties that pose a financial risk to the union because  of money laundering and terrorism financing shortfalls, Newsday reports
According to the publication, Reuters claims it has documents in its possession that show that Zimbabwe, Botswana and Ghana are the only 3 African countries on the European Union’s list of counties to be blacklisted tomorrow because they “pose significant threats to the financial system of the EU“:

Under EU law, banks and other financial and tax firms are obliged to scrutinise more closely their clients who have dealings with countries on the list.</blockquote>

European Union To Blacklist Zimbabwe Over Terrorist Funding Tomorrow - Report

The European Union policy advisor on Africa and former ambassador to Zimbabwe, Philippe Van Damme, said that it is wrong to claim that human rights are less important than economic development.
He contends that people who hold that view are those who are on the side of the oppressors rather than the oppressed. Writes Van Damme:
<blockquote>Those who claim #HumanRights are of a lower priority then economic development are generally speaking on the side of the oppressors rather than the oppressed; oppressed may have a different opinion.
Beyond ethical considerations, from an economic point of view, neglect of #HumanRights and marginalization/discrimination of social groups (women, minorities…) leads to suboptimal use of their economic potential.
Still on #HumanRights and economics, non-respect of #RuleOfLaw, corruption,… lead to judiciary unpredictability and deteriorating investment climate. Please see the most recent @Mo_IbrahimFdn reports on the strong correlation among all those variables.
On “Western-style” democracy: very paternalising and contemptuous of all those citizens registering, mobilising, patiently queuing and voting to claim they are not ripe for it.
Beyond the ethics, democracy also least inefficient way to hold leadership to account, on policy choices, on governance (incl corruption…) and to organise orderly successions/transitions. No “regime change” rhetoric but just “alternate”.
Coming now to economics. Each country has its specificities, linked to geography, history, the pattern of demographic transition and urbanisation, administrative tradition and culture…. but phases of accelerating economic growth always correlated to improving governance.
Improving economic governance through increased competition and economic liberalisation, corporate transparency and accountability, clarification of property rights, improvements in #Rule Of Law… i. e. improvements in “ease of doing business” and investment climate.
IF – a big IF – well-organised and competent State-administration, those reforms can be accompanied by public investment in well-managed supportive infrastructure, utilities…
But even when all these conditions are met, economic growth will run out of steam if economic liberalisation is not accompanied by political liberalisation. Back to square one.
Sustainable growth and development in a complex, modern society, requires freedom of choice, creativity, critical thinking, right of initiative.. i. e. respect for basic #HumanRights, #Rule Of Law and #democracy 
Most countries in S-E Asia have reached that turning point.</blockquote>

Human Rights Are As Important As Economic Development - EU Top Official {Full Thread}

MDC president Nelson Chamisa on Saturday morning met the European Union ambassador to Zimbabwe and Managing Director for Africa, Koen Vervaeke.
Vervaeke’s visit to Zimbabwe seeks to promote EU-Zimbabwe relations and discuss President Emmerson Mnangagwa’s reform agenda. Writing on Twitter on Saturday, Chamisa said:

Chamisa Meets EU Envoy Koen Vervaeke

The European Union on Monday said that the Zimbabwean government missed a chance to mend relations with the organisation when it unleashed violence against protestors in August 2018 and again in January 2019.
Speaking at a Misa-Zimbabwe-organised Quill Club discussion in Harare, EU ambassador to Zimbabwe Timo Olkkonen said:
<blockquote>The violations of the past have been difficult for our relationship, human rights violations.
Again the events in August were a setback because during the elections there were a number of flaws and I am not saying they were perfect, but had gone quite easily and the violence was a setback.
Then again the events in January were quite a bit of a shock and the fact that we need to continue discussing and addressing these issues, I will not say, for example, addressing and condemning these issues will be putting the bar very high for Zimbabwe. I think the events will need to be addressed.</blockquote>
The EU official, however, revealed that the Europeans supported national dialogue, but will not prescribe how the negotiations should proceed. Said Olkkonen:
<blockquote>We are very supportive, but again not prescribing. The EU’s role in this dialogue is more of a well-wisher.
It’s not like we will be there telling each party what to do and what to say, no, because it has to be sustainable for it to be successful. Obviously, it has to be a Zimbabwean process.</blockquote>

EU Was Shocked By January's Brutal Crackdown On Protesters - EU Envoy

ZANU PF has castigated the European Union (EU) for extending targeted sanctions on certain Zimbabwean individuals and corporations.
Party spokesperson, Simon Khaya Moyo had this to say:
<blockquote>These sanctions have caused untold suffering on our people and continued to be one of the most serious threats to our country’s peace and democracy hence they must go, and go now.
The Zanu-PF position is that the EU should heed the calls by SADC, AU and the generality of the international community to totally and unconditionally remove illegal sanctions in all their various forms and manifestations.
Their maintenance represents continued interference by the concerning countries with the internal affairs of a sovereign State.
The party holds the firm position that the evidently genuine engagement and re-engagement efforts being pursued by Zimbabwe under the colossal stewardship of His Excellency the President Cde ED Mnangagwa deserves the support of the international community more particularly the EU and their Western allies.</blockquote>

ZANU PF Annoyed By EU Decision To Extend Sanctions

The European Union (EU) on Monday spared President Emmerson Mnangagwa and top security chiefs sanctions.
The EU head of policy, Federica Mogherini said that the bloc will not add any new names to the sanctions list but will continue to monitor events in Zimbabwe. Only former President Robert Mugabe and wife Grace were retained on the list. She said:
<blockquote>On Zimbabwe, there was a council decision today to uphold the embargo and restrictive measures against the Zimbabwe Defence Industries, to uphold individual restrictive measures against Robert Mugabe and Grace, to uphold suspended individual measures against the Vice-President (Constantino Chiwenga) the commander of Zimbabwe Defence Forces (Philip Valerio Sibanda), the Minister of Lands and Agriculture (Perrance Shiri) and to lift two individual measures (Augustine Chihuri and Happyton Bonyongwe).
All decisions on listings, including new listings, can be swiftly adopted if the situation requires it. We are monitoring the situation very closely and stand ready to adjust our decision.</blockquote>

Mnangagwa, Army Generals Escape EU Sanctions

The European Union (EU) has warned President Emmerson Mnangagwa that the government of Zimbabwe has to institute reforms for assistance to be forthcoming.
Mnangagwa met the EU commissioner for international co-operation and development, Neven Mimica on the sidelines of the African Union summit in Addis Ababa, Ethiopia on Saturday.
The two discussed recent developments in the country, particularly the killing of 17 people in a brutal crackdown on protestors. Writing on Twitter on Saturday, Mimica said:
<blockquote>In the margins of the AU summit, I met with the President of Zimbabwe ED Mnangagwa, a few months after my visit to Harare. We took stock of what has been achieved and agreed that more needs to be done, EU is ready to step up its support if conditions are met.</blockquote>
Mnangagwa has been seeking to reengage the international community since his coming into office on the back of a military coup in 2017. However, the recent brutal crackdown on protestors has likely jeopardised those efforts.

No Political Reforms, No Assistance - EU Warns Mnangagwa

United Kingdom’s Minister for Africa Harriet Baldwin said her Government is considering putting new Zimbabwean government officials under the European Union sanctions list for human rights violations following recent crackdown by security forces.
Appearing before the parliamentary committee on International Development Baldwin said the recent crackdown by the military had made the UK realise it is not the right time to remove sanctions against President Emmerson Mnangagwa’s government. Baldwin said the sanction would be targeted and UK would continue with its humanitarian aid in health and social services. Said Baldwin:
<blockquote>Talking about sanctions, the committee may be aware that the process of rolling over the EU sanctions has just come up and the UK has been urging that it is not the right time for us to allow the sanction to expire.  And my thinking is that since the recent developments, we think they might be a case for widening it to include further individuals. We have been aware that the president has said that heads will roll; we have not seen any specific head rolling. That might be a good example of the kids of the people who could be included in the sanction regime.</blockquote>

UK Considering Putting More Zim Govt Officials On Sanctions List For Human Rights Violations

The European Union Election Observation Mission (EU EOM) to the Republic of Zimbabwe has deployed 44 more election observers. The group is the third contingent, following the core team and the 44 long-term observers, which have arrived in Zimbabwe on 6 June. Chief Observer Elmar Brok said,
<blockquote>The short-term observers will cover all ten provinces in both, urban and rural areas. Together with the other EU EOM observers, they will be the eyes and the ears of the mission on election day during polling, counting and tabulation of results.  Although the EU EOM observers will be visiting many polling stations from the opening to the closing of the polls, they will not interfere in the process. They are there to watch and take note of how the voting is conducted.  The EU EOM’s analysis also includes aspects such as the legal framework, the work of the election administration, the campaign activities of the candidates and political parties, the extend to which there is a level playing field, the conduct of the media, the voting, counting and the tabulation of results, the resolution of election-related disputes.</blockquote>
The EU EOM will issue a preliminary statement two days after the elections.

European Union Calls For Inclusive Dialogue After Resignation of Mugabe

The European Union Parliament has invited activist and anti-President <a href="http://www.pindula.co.zw/Robert_Mugabe">Robert Mugabe</a> protester <a href="http://www.pindula.co.zw/Patson_Dzamara">Paston Dzamara</a> to France, to present on civil movements and status of human rights in Zimbabwe this week.
Speaking to Daily News Dzamara said,
<blockquote>The presentation I will make to the EU Parliament has everything to do with offering a panoramic overview regarding what is happening in Zimbabwe with special emphasis being attached to the emergence of the citizens’ movement and its impact in Zimbabwe’s development.</blockquote>
Recently, Dzamara together with other activists that include <a href="http://www.pindula.co.zw/Sten_Zvorwadza">Sten Zvorwadza</a> and exiled musician, <a href="http://www.pindula.co.zw/Thomas_Mapfumo">Thomas Mapfumo</a> were invited to the United Kingdom to mobilise Diasporans.
