Several students at the National University of Sciences and Technology (NUST) in Bulawayo reportedly failed to take their examinations due to fee non-payment.
If they do not reach an agreement with the institution, they may need to repeat the semester.
The exams began on Monday, and students who were denied access on Tuesday told <a href="https://cite.org.zw/nust-students-denied-exams-over-unpaid-fees/">CITE</a> they had been informed last week that they must pay 50 per cent of the fees to register and sit for their exams. One of the affected students said:

A majority of students were denied access to the exam halls as they did not register for the semester, after failing to raise the required 50 per cent of the fees.
</blockquote>
According to an NUST insider who spoke to CITE, the recent practice of collecting 50 per cent of fees upfront represents a change from the previous policy, which permitted students to take exams without immediate payment and withheld their results until fees were settled. Said the official:

Fees are about US$600 and the lowest that students can pay is US$350 or half to enable them to register and write their exams.
Previously students were able to write their exams without paying their fees and then have their results withheld giving them enough time to raise the fees during the semester break.
The Pro-Vice-Chancellor for ‘Research and Academic Affairs’, Professor Yogi Naik also tried to intervene so that the students could write the exams.

When requested for a comment, NUST Director of Communications and Marketing, Thabani Mpofu, indicated that he had no knowledge of any students being denied access to write exams. Said Mpofu:
<blockquote>
Only registered students wrote their exams.  I am not sure what you’re talking about.  I am on campus right now, as far as I am concerned the students are writing exams. I am not aware of that.
What I know is for students to write exams they have to be registered unless you are telling me there is evidence that students who are not writing or the so-called students who are not writing have not paid fees.

During a Question and Answer Session in the National Assembly on Wednesday, March 20, Justice, Legal and Parliamentary Affairs Minister, Ziyambi Ziyambi, as Leader of the Government Business in the House implored parents to adequately prepare for examination fees on time given that they would have been aware of the pending exams. He said:

The issue of exam fees has not suddenly become urgent because the deadline is tomorrow. The responsible ministry flighted adverts that people can pay in Zimbabwe dollars. Those with challenges must follow the channels and they will get help.
</blockquote>
Meanwhile, the impacted students conveyed their hope that the NUST Student Representative Council (SRC) would negotiate with the university to secure a two to three-week extension for fee payment, allowing them to complete their exams.

NUST Students Barred From Writing Exams Over Unpaid Fees

CCC leader Nelson Chamisa said that if his party wins the upcoming elections and gets into government, he will review the Zimbabwe education system, <a href="https://tellzim.com/chamisa-promises-to-scrap-cala-school-exam-fees/">reported TellZim News</a>.
Chamisa promised to scrap the Continuous Assessment Learning Activities (CALA), school fees from primary level to advanced level as well as ZIMSEC examination fees.
Addressing party supporters at Muchakata Business Centre in Masvingo Central Constituency, Chamisa said his government will introduce a new curriculum with input from education stakeholders, among them teachers and school heads. He said:

We will remove CALAs which are forcing parents to be in school every day, we need to make sure we restore dignity to our education system and make it the best as before.
We cannot impose policies without people’s input as they did with Education 5.0.
Ours will have the input of headmasters and teachers for they are experts in that field.

Chamisa also said his government will ensure that education is free for all learners and the State will facilitate loans for university and college students. He said:

In Zambia they are saying free education at primary level, if you go to South Africa they don’t pay examination fees, it’s the responsibility of the examining authority.
You can’t say you want to have an exam and you say Grade Sevens pay exam fees. No grade seven exam, no form four or ‘A’ level exam fees. If people pay fees then that’s it.
Under our government, parents will only pay from Form One to Four just to exercise their responsibility, at “A” level the government should take over, after that loans for tertiary education are then activated.

The Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) has criticised CALAs, saying they are expensive and time-consuming and their introduction in schools has negatively affected learners’ progress.
Parents and guardians across the country have also urged the Government to scrap CALAs saying they make learning difficult for pupils.

Chamisa Promises To Scrap CALAs, School And Exam Fees

Parliamentarians have accused the Zimbabwe Schools Examination Council (ZIMSEC) and the government of insincerity regarding the methods of payment for public examination fees.
The deadline for the payment of November public examination fees was set for 31 July.
ZIMSEC pegged the exam fees in US dollars with an option for parents to pay in the local currency.
However, the examination body has reportedly requested school heads to take foreign currency as the Zimdollar is volatile.
Speaking about the issue of public examinations in the National Assembly recently, Bikita East legislator, Johnson Madhuku (ZANU PF), said:

I rise on an issue of national interest and this concerns the issue of examination fees for the O level and A level students for the 2022 examination.
I remember a few weeks ago we were presented with a statement from the Deputy Minister of Primary and Secondary Education whereby he promised that the Ministry was looking into the issue with a view to revising downwards the fees charged to these students.
We were very much worried that the fees were too high and were going to disadvantage some students by failing to pay the examination fees.
We also raised the issue that the examination fees were pegged in USD as well as in the ZWL$.
However, what is surprising is that the deadline for the payment of these examination fees is supposed to be the end of this month but we have seen and heard reports from schools whose headmasters have been called for meetings and have been instructed that the candidates have to pay in the USD.
This is disturbing because the Ministry is not being sincere.
Now, the heads have been instructed that they have to accept fees in USD for the simple reason that if the fees are paid in the ZWL$ now, at the time of remitting the money to ZIMSEC it would have lost value because of the high inflation.
Therefore, we feel this is very unfair, not only to the prospective candidates but even to the parents also. A lot of these parents, especially in rural areas, do not earn USD.

Madhuku demanded that the Minister of Primary and Secondary Education Evelyn Ndlovu should return to the Parliament and explain why the government has changed goalposts.

Legislators on Tuesday implored the Government to reduce the 2022 Zimbabwe Schools Examination Council (ZIMSEC) examination fees announced last week, arguing that they were unaffordable to some parents and guardians.
The issue was raised as a matter of national interest in the National Assembly by Chiwundura MP Livingstone Chimina (ZANU PF). He said:

The examination fees announced by ZIMSEC are against the students from poor backgrounds because they will not be able to afford the fees due to economic hardships. The Constitution provides for basic education.
The fees were pegged in foreign currency while the citizens’ earnings are not pegged in foreign currency, but in local currency.
It is my view that examination fees must be charged in local currency and must be reviewed downwards.
</blockquote>
In response, Speaker of the National Assembly Jacob Mudenda said, “The issue has been overtaken by the petition we have received and the committee is looking into the matter.”
According to the ZIMSEC 2022 examinations fees structure, Grade 6 pupils would pay an examination fee of US$11 per term.
Grade pupils will pay US$22 per term while Ordinary and Advanced Level students would pay US$24 and US$48 per subject, respectively.
ZIMSEC said parents and guardians will pay the fees at the prevailing interbank rate, as of 22 July 2022.
Meanwhile, the Government said it would contribute a 55% subsidy for government, local authority and non-profit mission school students.
However, learners at private schools would pay the full fees.
When the government subsidy is factored in, parents and guardians will pay US$5 for Grade 6 per term, US$10 for Grade 7 per term, US$11 per O’ Level subject and US$22 per A’ Level subject.

GOVT INCREASES EXAM FEES BY OVER 1 000%
New Exam Fee Structure is Anti-Poor and Limits Access to Education
Mr Mnangagwa’s regime continues to make life difficult for the citizens after it announced an increase of over 1000% for school examination fees.
The deadline for normal entries is 9 July 2021 and the deadline for late entries is 30 July 2021.
The latest proclamation comes at a time citizens are still reeling from the ongoing economic crisis and are experiencing the negative effects of COVID-19.
The increases are anti-poor and violate the ordinary student’s right to access basic, state-funded education – a right that is protected by section 75 of the Constitution.
Last year, Ordinary Level candidates paid $190 per subject at private institutions and $90 at public institutions while Advanced Level candidates paid $351 and $165 per subject at private and public institutions respectively.
However, the latest fee structure will see Ordinary and Advanced level students paying ZWL$1 648.00 and ZWL$2 400.00 per subject respectively. The government reported that it will cover 55% of the amount.
The purported 55% government subsidy will see O’Level candidates in public and mission schools paying ZWL $742.00 per subject while A Level student will have to pay ZWL$1 080.00 which is a drastic increase from what they paid last year. Extra-territorial candidates will pay $3 840.00 per subject.
The alleged subsidy is limited to public and mission school candidates. The move is discriminatory in that it is limited to 7 subjects at Ordinary Level and up to 3 subjects at Advanced Level only.
Ambitious students who would want to register more than 7 and 3 subjects at O Level and A level respectively will not be covered by the subsidy and have to pay the exorbitant amounts in full.
Furthermore, students are also expected to pay additional fees for practical subjects, amidst other increases.
We condemn the wanton, arbitrary fee increases as they are not accompanied by any measures to deal with wage erosion, hyperinflation, unemployment and the general economic pressures that render the cost of accessing basic education unaffordable.
The fee increases demonstrate that any suggestion that the economy is on the recovery path is a farce.
Most parents will not be able to meet these high costs, thus impeding the learners’ ability and right to access education.
This is the latest in a series of anti-poor tariff increases imposed by Mr Mnangagwa’s regime.
We call for an urgent review of these increases as well as the prompt introduction of economic policies that address the plight of the ordinary citizen in line with our People’s Agenda.

MDC-A Demand Urgent Review Of O & A Level Exam Fees {Full Statement}

Civil society organisations have called on the government to extend the examinations fee subsidy to include home-based colleges.
Tag a Life International (Tali) and Every Child in School argued that some kids are resorting to private colleges due to the high cost of accessing formal education.
Tali executive director Nyaradzo Mashayamombe had this to say:
<blockquote>The government seems to be highly detached from the suffering of citizens. Zimbabwe has over 95 per cent informal employment, meaning most families are living from hand to mouth.
We have a significant percentage of children who are failing to get into the formal education system despite the availability of policies and laws that allow these kids access, and many are resorting to private colleges.</blockquote>
The government recently announced that it would pay 53 per cent of the examination fees for June and November 2020 candidates in public schools.
This came on the back of an increase in exam fees by the Zimbabwe School Examinations Council (Zimsec) to $190 per subject for Ordinary Level candidates and $351 for Advanced Level candidates.
Candidates enrolled at private colleges do not benefit from the subsidy.

CSOs Implore Govt To Subside Exam Fees For Private Colleges

The <a href="https://www.pindula.co.zw/Zimbabwe_School_Examinations_Council" rel="noopener noreferrer" target="_blank">Zimbabwe School Examinations Council (ZIMSEC)</a> said it has complied with a government directive to reverse its decision to hike examination fees and revert to the fees structure approved in 2015 of $15 per subject.
ZIMSEC public relations manager Nicky Dlamini advised parents to report errant schools so that they will be dealt with accordingly. She said:
<blockquote>The examination fees still stand at $15. We have not sent a circular to schools informing them of any changes on examination fees.
If any school is found on the wrong side of the law, the parents should report directly to the relevant ministry so that drastic measures will be taken accordingly.
We are guided by the Government on the examination fees structure. What the Government said will remain.
If there are any changes, we will send a circular to schools informing them.</blockquote>
ZIMSEC had increased examination fees to $190 per subject from $15 for Ordinary Level candidates and $351 per subject from $26 for Advanced Level candidates.
Following a public uproar over the fees hike, the government ordered the examinations council to revert to the fees structure approved in 2015.
ZIMSEC also announced that the closing date for payments and submission of entries is February 28 and March 27 for June examinations and November examinations respectively.
Late entries will close on May 15.

ZIMSEC Sets The Record Straight On Exam Fees

Teachers Plan March In Protest Over ZIMSEC Exam Fees Hike

The Junior Parliament has petitioned the government to direct the <a href="https://www.pindula.co.zw/Zimbabwe_School_Examinations_Council" rel="noopener noreferrer" target="_blank">Zimbabwe School Examinations Council (ZIMSEC)</a> to reduce the recently announced examination fees.
The Junior Minister of Youth, Sports Arts and Recreation Tinashe Ngirandi said the examinations body should have consulted widely before coming up with the fees. He said:
<blockquote>[On Tuesday] as the Junior Parliament of Zimbabwe, we petitioned the <a href="https://www.pindula.co.zw/Zimbabwe_School_Examinations_Council" rel="noopener noreferrer" target="_blank">Ministry of Primary and Secondary Education</a> to reduce examination fees that were set by Zimsec because they are unreasonable and beyond the reach of many. ZIMSEC Urged To Reconsider 1 200 Per Cent Exam Fees Hike

ZIMSEC Ordinary Level, Advanced Level and Grade Seven examination fees will remain unchanged after Cabinet resolved to retain the 2018 fee structure.
Advanced Level exam fees were pegged at $26, while Ordinary Level pupils paid $15 per subject with Grade Seven students paying $6. This was said by Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa while addressing the media during a weekly Cabinet briefing held in Harare yesterday. Said Mutsvangwa:
