Zimbabwe has officially lifted the mandatory wearing of masks and the requirement for tourists to produce COVID-19 vaccination certificates and negative PCR tests at the country’s points of entry.
This comes after the World Health Organisation (WHO) announced that the disease was no longer a public health emergency of international concern in May.
In terms of Statutory Instrument 102 of 2023, Vice President and Minister of Health and Child Care Constantino Chiwenga directed the scrapping of the mandatory wearing of masks. Part of the SI reads:
<blockquote>
WHEREAS the World Health Organisation on the 4th May 2023, released a statement that COVID-19 no longer constitutes a public health emergency of international concern; AND WHEREAS the Government of Zimbabwe subsequently directed that mandatory wearing of face masks be lifted, that all border control measures to prevent the spread of COVID-19 be lifted and that tourists no longer be required to produce COVID-I9 vaccination certificates and negative COVID PCR tests at ports of entry or at tourist resorts around the country…
NOW, THEREFORE, the Minister of Health has, in terms of section 8(1) of the Public Health (COVID-19 Prevention, Containment and Treatment) Regulations, 2020 (published in Statutory Instrument 77 of 2020), made the following order: — 
1. This order may be cited as the Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) (No. 2) (Amendment) Order, 2023 (No. 44).
2. Notwithstanding — (a) section 2(a) of the Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) (No. 2) (Amendment) Order, 2022 (No. 41), published in Statutory Instrument 67 of 2022, returning residents and visitors are no longer required to produce COVID-19 PCR tests or vaccination certificates at ports of entry; (b) section 5 (“public gatherings”)(1)(g), the wearing of face masks at public gatherings is no longer mandatory.

Zimbabwe Scraps Mandatory Wearing Of Masks At Public Gatherings

The Ministry of Primary and Secondary Education says it will maintain standard operating procedures (SOPs) introduced at the peak of the coronavirus crisis including the wearing of masks and social distancing.
On Monday, National COVID-19 task force coordinator Dr. Agnes Mahomva said it is no longer mandatory to wear face masks indoors.
But Primary and Secondary Education communications and advocacy director Taungana Ndoro said SOPs adopted at the onset of COVID-19 including the wearing of masks make schools safe. He said:
<blockquote>
They don’t protect our pupils from COVID-19 only but many other communicable diseases such as cholera, typhoid, flues and any other diseases.
They also help us in terms of health and hygiene, washing of hands, cleanliness, and social distancing, it has taught us a lot and there is no way we are going to discard that.
It is to our advantage whether there is an outbreak we will able to contain it because we have the SOPs.
If it’s the flue, it’s a bug it won’t spread because we have these standard operating procedures. So, this is why we will continue to maintain them.

Dr. Mahomva said schools will continue getting support from the Government to ensure that they uphold the SOPs currently in place. She said:
<blockquote>
Government continues to support schools to make sure that they have access to water, to make sure there is no crowding, they practice social distancing and those are the practices.
And we know even before COVID-19 when you go into winter pay attention, especially in places where someone has a common cold because you’ll never know what it is.
That is the kind of thing that is the new normal. We are not going back to where we were before COVID-19.

The education sector was one of the worst affected by COVID-19 as the Government closed schools and institutions of higher learning for prolonged periods to curb the spread of the coronavirus.

"School Children To Continue Wearing Masks Despite Lifting Of Mask Mandate"

It is no longer mandatory for people who have received three doses of COVID-19 vaccines to wear face masks in outdoor public places.
The partial removal of the mask mandate was announced by Information and Publicity Minister Monica Mutsvangwa, during a post-cabinet media briefing on Tuesday evening.
Mutsvangwa, however, said the wearing of masks remains mandatory for all people in indoor public places and on public transport.
She said Cabinet noted the decrease in COVID-19 cases before reaching the decision to amend the mask mandate. Said Mutsvangwa:
<blockquote>
… those who have received three doses of the WHO recommended vaccines are exempted from the mandatory wearing of face masks in outdoor public places but should however wear masks in indoor public places and on public transport. Those fully vaccinated should carry their cards all the time.
… all provinces [should] continue intensifying COVID-19 Vaccination activities for the nation to achieve herd immunity.

In an unrelated development, Mutsvangwa dismissed as false reports by a local daily publication suggesting that relations between Zimbabwe and South Africa have become strained. She said:

Cabinet noted with concern unfounded reports by a local daily publication attributing some comments to the Minister of International Relations in South Africa, Hon Naledi Pandor.

Fully Vaccinated Citizens Exempted From Wearing Masks In Outdoor Public Places

More than 183 people countrywide were this week arrested and fined between $200 and $500 for not wearing face masks outside their homes.
Under the relaxed lockdown restrictions imposed by the government to slow the spread of COVID-19, the respiratory disease caused by the SARS-CoV-2, the novel coronavirus, it is mandatory to wear face masks in public places.
National police spokesperson Assistant Commissioner Paul Nyathi confirmed the arrests and urged the public to follow the rules. He said:
<blockquote>We have to date, arrested 183 people across the country for not wearing face masks in public places. We have been very clear on that issue, anyone found without a face mask would be arrested.</blockquote>
Asst Comm Nyathi further revealed that the number of arrests made since the beginning of the lockdown on 30 March has risen to 23 162.
Bulawayo has the highest number of offenders with 5 398 arrests, while Manicaland and Harare recorded 4 902 and 2 999 respectively.
Other provinces have the following recorded cases: Midlands (2 167), Mashonaland West (2 162), Matabeleland South (1 332), Masvingo (1 192), Matabeleland North (1 010), Mashonaland Central (960), and Mashonaland East Province (926).
