Exiled former cabinet minister and opposition party leader Savior Kasukuwere has said he paid back the loan he received from the RBZ in the infamous Farm Mechanisation Scheme that has rocked the nation and caused a media frenzy this past week.
Kasukuwere disclosed this information on Twitter where he even went ahead and asked for the RBZ to invoice those who paid back the loans. Kasukuwere was responding to one Royal Manala who had urged those who benefited from the scheme to pay back the money and said:
<blockquote>Those who benefited from the mechanization USD fat cheques,please you dont need to be invoiced officially to pay back, and you dont need to pay RBZ, you need to find citizens who need financial support to kick start projects and extent a helping hand by giving them soft loans</blockquote>
Kasukuwere responded and said he paid for the tractors he got from the scheme and said:
<blockquote>I think the RBZ should invoice and collect the money. These are public funds and no one should put up useless defences for looting. I paid for the two tractors I got and I am happy to receive an invoice from the RBZ if I owe them anything.</blockquote>
The ruling party officials have released a statement saying they will not be repaying the debts, former RBZ governor Gideon Gono also said the loans were not supposed to be repaid contrary to what he had said almost decade ago when the loans were being issued by the central bank.

I Paid Back The Money, No One Should Put Up Useless Defences For Looting. - Kasukuwere On The Farm Mechanisation Scheme Scandal

Former ZANU PF Mashonaland West provincial chairperson, Temba Mliswa, who is the current legislator for Norton, has pledged to assist members of the Chakabvure Methodist Church in Shurugwi to complete a church building which is under construction.
This follows an expose on Saturday by University of Kent law professor Alex Magaisa on how Zimbabwe’s governing elite gave each other farming implements worth millions of United States dollars at taxpayers’ expense in 2007/08 under the controversial Farm Mechanisation Programme.
Mliswa said he will use proceeds of the land reform programme and the Farm Mechanisation Scheme to assist the Methodists. He said:
<blockquote>Yesterday [Sunday] I attended church Chakabvure Methodist Church, Gamwa Section, Shamba Circuit, under the Methodist Church of Zimbabwe.
I’ve pledged to assist in completing the church building with proceeds of the land reform, supported by the mechanisation programme at my farm.
As a proud beneficiary of various empowerment initiatives implemented by the late former President RGM, I will do my part in ploughing back to the community and in this instance enlarging the Kingdom of God. The next 3 months will see a transformation at this church.

Writing on his Big Saturday Read blog on Saturday, Magaisa revealed that ruling elites and their relatives received loans, with some getting as much as US$500 000 worth of tractors, combine harvesters and disc harrows from a Reserve Bank of Zimbabwe (RBZ) subsidiary.
The beneficiaries were initially expected to pay for the implements but later the government took over the debts.

Mliswa Pledges To Build Church With Proceeds From RBZ Farm Mechanisation Loans

Twimbos have unearthed articles from the state media that contrary to what former RBZ Gono said, that the farm mechanisation scheme loans were not supposed to be repaid, say the loans were supposed to be repaid. The first article that was unearthed is from <a href="https://allafrica.com/stories/201002040060.html">The Herald and it was written on 4 February 2010</a> and it reads:

Beneficiaries of Government’s Farm Mechanisation Programme launched in 2007 will start paying for the machinery this year, with the Reserve Bank of Zimbabwe currently working on repayment modalities.
In a statement yesterday, RBZ Governor Dr Gideon Gono said they had already completed preparations for stop orders or cash payments.

The article no longer appears in the state media but it was aggregated by All Africa News and it is still appearing on the All Africa News site 10 years later.
Another article that appeared in the private media, <a href="https://www.theindependent.co.zw/2008/05/16/mechanisation-debts-balloon/">The Zimbabwe Independent, further exposes</a> Gideon Gono’s lies to the Sunday Mail. In an article that was written on 16 May 2008, details of how farmers were paying back the debts and how some were paying close to nothing for the equipment like tractors they received from the scheme are listed and the publication even publicised a threat it received from Munyaradzi Kereke when they enquired about the scheme.
Gono yesterday while speaking to <a href="https://news.pindula.co.zw/2020/07/19/even-zimbabwe-assumed-rhodesias-debt-this-is-just-national-debt-no-beneficiary-refused-to-pay-gono-says-magaisas-allegations-are-defamatory/">The Sunday Mail said the debts were not supposed to be repaid</a> as he was explaining why the loans that benefited a lot of Zanu PF politicians and those linked to the party like <a href="https://news.pindula.co.zw/2020/07/18/ezekiel-guti-nehemiah-mutendi-among-the-clerics-who-benefited-from-the-rbz-mechanisation-scheme-and-never-repaid-their-debts-magaisa/">Ezekiel Guti and Nehemiah Mutendi were</a> never repaid.
