Two men, Alexander Simbarashe Mutendera (40) and Emmanuel Nyamarebvu (50), were arrested after being found with a firearm at an event attended by President Emmerson Mnangagwa in Beitbridge on Monday, February 24.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200038802/duo-arrested-with-gun-at-ed-function">NewsDay</a>, Mutendera works as the Chief Finance Officer at the Zimbabwe Consolidated Diamond Company (ZCDC), while Nyamarebvu is employed by the company as a driver.
The two men were charged with possession of a firearm without a licence and were remanded to March 19 for trial, each on a US$100 bail.
Their lawyer, Jabulani Mberesi from Tavenhave and Machingauta, said that the two are pleading not guilty.
Mberesi argued that the firearm in question was a blank pistol used for scaring away animals on a farm.
Beitbridge resident magistrate Takudzwa Gwazemba granted bail, ruling that the State failed to provide sufficient grounds to deny it.
He also ordered the release of the car belonging to the duo’s employer, after Mberesi argued that it had no connection to the alleged offence and that holding it would disrupt the employer’s operations.
Mberesi further argued that the chance of a conviction was almost non-existent, given that the firearm was not a real gun.
The court heard that on February 24, 2025, the accused were attending a ground-breaking ceremony officiated by Mnangagwa at the Xintai Palm River Metallurgical and Energy Industrial Park in Beitbridge.
At the security checkpoint, a Blow F92 pistol without a serial number was found under the driver’s seat, leading to their arrest.
Prosecutor Tawanda Chigavazira did not oppose the release of the car, as it belonged to the employer, not the accused.
He requested a longer remand period, explaining that the Ballistics Section requires time to test and verify firearms.

Two Men Arrested With Gun At Mnangagwa's Beitbridge Event

Ndabaningi “Nick” Mangwana, permanent secretary for the Information, Publicity and Broadcasting Services Ministry, has questioned why foreign nationals are granted gun licenses in Zimbabwe, calling for a policy review.
His comments followed a January 21 altercation in Lower Gweru, where a Chinese national was filmed brandishing a pistol at a local over unpaid wages.
The ZRP also confirmed that a 20-year-old man was shot and injured by another Chinese national in Filabusi.
In Gweru, Liu Haifeng of Ming Chang Sino-Africa Mining Investments claimed he felt threatened by local Kholwani Dube, whom he pointed a gun at.
In a post on X, marked as his personal view, Mangwana questioned whether Zimbabweans residing in other countries are granted the same privilege of obtaining licensed firearms as foreign nationals living in Zimbabwe. He said:

Commenting on the Lower Gweru incident, the Centre for Natural Resources Governance (CNRG) expressed concern over the escalating use of firearms by Chinese nationals in Zimbabwe. It said:

The CNRG is deeply disturbed by the escalating use of firearms by Chinese nationals in Zimbabwe to settle labour disputes.
Similar incidents have been reported in the past, including a case where two Chinese nationals were deported for abusing a mineworker at Makanga Mine in Bindura.

<a href="https://www.pindula.co.zw/2024/09/19/chinese-miner-sentenced-to-30-years-in-jail-for-killing-gokwe-man/">In September 2024, Cai Yulong, a Chinese national operating Stone Steel Blue Mine in Zhombe, was sentenced to 30 years in prison for the murder of a miner, injuring another, and assaulting a third person.</a>
Cai appeared before the High Court in Gokwe, facing charges of murder, attempted murder, and assault.
He was convicted and sentenced to 30 years for murder and an additional 5 years for attempted murder. Both sentences will run concurrently.
For the assault charge, he was fined US$100 or, in default, 1 month imprisonment.

Nick Mangwana, a government official in Zimbabwe, thinks foreigners should not be allowed to have gun licenses in the country. He is concerned about Chinese nationals using guns in disputes. In one case, a Chinese man threatened a local with a gun over wages. Another Chinese man shot and injured a person in a different incident. Nick Mangwana: Foreigners Should Be Barred From Owning Guns In Zimbabwe

A Chinese national has been arrested for shooting a Zimbabwean man, Mthahandazo Sibanda (20), in Filabusi on 22 January 2025.
The suspect, whose name was not released by police, allegedly shot Sibanda with a 9 mm Derya Pistol for stealing gold dump at Binyup 5 Mine.
This incident occurred a day after another Chinese national pointed a firearm at a Zimbabwean employee demanding unpaid wages in Lower Gweru.
Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi confirmed both incidents and the arrests of the Chinese nationals involved.
Regarding the Binyup 5 Mine shooting, Nyathi said more details will be released as investigations progress.

A Chinese person got arrested for shooting a Zimbabwean man. The Chinese person thought the man stole gold from a mine. Another Chinese person also threatened a Zimbabwean worker for not paying them. The police in Zimbabwe confirmed both incidents and arrested the Chinese people. They are still investigating the shooting at the mine.

Chinese National Arrested For Shooting Zimbabwean In Filabusi

Police in Harare have recovered four firearms from suspects linked to a series of armed robberies on the 9th and 10th of this month.
According to Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi, the recovered firearms include a 9mm P38 Walther Pistol, an Airgun KWC Super Cat, a Retay MOD 92 P.A.K, and a Retay 84 FS P.A.K.
The firearms were found following the arrest of six suspects: Tapiwa Matope (23), Wonder Matope (42), Talkmore Masanga (45), Tafadzwa Kupeta (22), Steven Mahachi (51), and Rashid Adam Chipanga (30). The suspects are linked to four armed robbery cases in Harare and Chitungwiza.
Commissioner Nyathi revealed that the firearms had been stolen from a complainant at the Copa-Cabana bus terminus in Harare’s Central Business District after the suspects posed as police officers and arrested the complainant. Reads the statement:

Investigations by the Police indicated that the firearms were stolen from a complainant at the Copa-Cabana bus terminus in Harare Central Business District after the suspects had posed as police officers and arrested the complainant.
The suspects are clearing a case of robbery which occurred in Dzivarasekwa on 09th October 2024 where USD3 250.00 cash and two cellphones were stolen and another case of robbery which occurred on 10th October 2024 at Manyame Park, Chitungwiza where USD1 500.00 cash and a cellphone were stolen.
They are also linked to two separate robbery cases which occurred in Hopley Zone 6 on 10th October 2024 where a total of USD 1 800.00 cash was stolen.

Police Seize Four Firearms From Six Suspects Linked To Robbery Spree In Harare And Chitungwiza

The Cabinet has approved the amendment of the Firearms Act to provide for the profiling and tracing of all firearms, in response to the rising number of gun-related robberies.
During a post-Cabinet briefing on Tuesday, October 22, Minister of Information, Publicity, and Broadcasting Services, Jenfan Muswere, announced that the Amendment Bill would also introduce regulations on the number of firearms an individual can possess, among other provisions. Said Muswere:

The amendments seek to regulate the registration and licensing of firearms, and the establishment of a firearms database and registry.
The Amendment Bill will make provision for the classification of firearms certificates to differentiate those issued to individuals and juristic persons.
The amendments will also seek, among other things to (a) introduce psychological and training tests before one is issued with a firearm certificate; (b) place an age restriction on the possession of firearms; (c) regulate the number of firearms per person; (d) provide for the profiling of all firearms for purposes of easy identification and tracing thereof; and (e) specify the penalties for firearm offences, including the failure to properly secure firearms.

In September, police issued a new firearms amnesty for illegal weapon holders and extended it to licensed holders without renewed certificates or updated addresses. By September 27, only 44 unregistered firearms had been surrendered.

The government decided to change the gun law because there are more gun crimes happening. Government Moves To Amend Firearms Act Amid Rising Gun-Related Crimes

Police have said 69 firearms were voluntarily surrendered by the public across the country during the 2024 Firearms Amnesty for Voluntary Surrender of Firearms and Ammunition, which ran from September 1 to September 30.
Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi expressed gratitude to the public for their positive response on Thursday, October 3. He said:

Commissioner Nyathi announced that the ZRP will soon launch a nationwide operation targetting individuals and companies in possession of illegal firearms and ammunition.
He said the operation aims to tackle public safety concerns regarding the misuse of firearms in criminal activities, including armed robbery, murder, and other offences. Added Comm. Nyathi:

69 Firearms Surrendered To The Police During 2024 Firearms Amnesty

The Zimbabwe Republic Police (ZRP) has expressed disappointment over the limited response to the 2024 Firearms Amnesty on Voluntary Surrender of Firearms and Ammunition programme.
From 1 to 13 September 2024, only eight firearms were surrendered nationwide under the amnesty programme aimed at encouraging the voluntary return of firearms and ammunition.
ZRP spokesperson Commissioner Paul Nyathi said that the Firearms Amnesty, which began on 1 September 2024, is set to run through 30 September 2024. He said:

To date, only eight firearms have been surrendered to the Police throughout the country.
The Police is concerned with reports of armed robberies throughout the country which show that unregistered firearms and ammunition are in the wrong hands. These are most likely being used to commit criminal acts.
We urge the public to take advantage of this opportunity to surrender firearms and ammunition voluntarily, without fear of questioning or arrest by the Police.
The Zimbabwe Republic Police encourages companies, farmers, miners, hunters, individuals, gun dealers or gun clubs, and security companies who are no longer authorised to possess firearms or ammunition to surrender them to the nearest Police Station.
Licensed firearm holders are reminded to update their records and notify the authorities of any changes in residential or business addresses.

Commissioner Nyathi said the ZRP will maintain rigorous checks and verifications at residential and business premises suspected of housing illegal firearms throughout the amnesty period.
He also issued a stern warning to the public: once the amnesty period concludes, a nationwide operation will be launched, leading to arrests for illegal possession of firearms or ammunition.
Commissioner Nyathi urged citizens to take advantage of the amnesty by voluntarily surrendering any firearms and ammunition they may possess, adding that such cooperation is crucial for ensuring public safety.

Only Eight Weapons Surrendered Under Firearms Amnesty - ZRP

Members of the public with unregistered firearms and ammunition have been granted another opportunity to voluntarily surrender them without facing criminal charges. The amnesty period extends until September 30.
In a statement issued on September 3, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi urged individuals in possession of firearms to bring them to their nearest police stations for surrender. Reads the statement:

2024 FIREARMS AMNESTY ON VOLUNTARY SURRENDER OF FIREARMS AND AMMUNITION
The Zimbabwe Republic Police informs the public that the 2024 Firearms Amnesty on voluntary surrender of firearms and ammunition is currently underway. The amnesty period will run from 01st September 2024 to 30th September 2024.
The Police has noted that some members of the public are holding on to or are in possession of firearms and ammunition yet some are not licensed or authorised to be in possession of such weapons.
This has led to the abuse of firearms in the country in clear violation of the provisions of the Firearms Act, Chapter 10:09.
The Zimbabwe Republic Police has also observed that some licensed firearm holders are no longer renewing their firearm certificates or even notifying the authorities about the change in residential or business addresses to enable constant checks to be made by the Police on the status of the firearms.
As previously done in the year 2022 and 2023, the public and relevant institutions are reminded and urged to go to nearest Police stations and formally surrender all firearms under the listed categories:-

<li>Companies who have closed and their representatives are still holding on to firearms.</li>
<li>Farmers, miners, hunters and individuals who are no longer in the same position that they were when they applied for firearm certificates.</li>
<li>Firearm licence holders who have died and relatives are holding on to the firearm without regularizing new firearm ownership.</li>
<li>Unregistered firearms obtained through smuggling amongst other means. These firearms need to be surrendered to the State for destruction or registration.</li>
<li>Gun dealers or gun clubs are holding unclaimed firearms that were surrendered to them for safekeeping for a considerable long period of time hence the need for such firearms to be surrendered to the State.</li>
<li>Security Companies who are holding on to redundant firearms which are not being surrendered to the Zimbabwe Republic Police National Armoury for destruction by the State.</li>
</ul>
The exercise is aimed at reducing the number of illegal firearms in circulation, thereby enhancing public safety and reducing the risk of firearm-related crimes.
The Zimbabwe Republic Police takes this opportunity to inform the public that physical checks and verifications will be conducted on all residential and business premises where illegal firearms are suspected to be.
In the same vein, all licensed firearm owners are implored to visit local Police stations and update their records in compliance with the Firearms Act Chapter 10:09.

Police in Beitbridge have arrested three suspects for allegedly smuggling 10 pistols and Broncleer Syrup through the Beitbridge Border Post.
In a statement, Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi named the three suspects as Mehluli Nkomo (35), Brendon Dube (28) and Wellington Ndlovu (34).
He said the suspects were inside a Toyota Quantum vehicle that was pulling a trailer with the dead body of Kudakwashe Saveka from South Africa. Said Comm Nyathi:

Smugglers Conceal 10 Firearms In Trailer Carrying Dead Body From South Africa

A gun was found in a room at a lodge along Masotsha Ndlovu Road in Hatfield, Harare on Friday last week, while another loaded firearm was discovered on the bank of the Manyame River.
According to <a href="https://www.hmetro.co.zw/guns-found-at-lodge-manyame-river-bank/">H-Metro</a>, the Norinco Star pistol was found in a room that had been booked by an unknown man and woman.
The owner of the lodge filed a police report after the couple did not return to claim the weapon.
Zimbabwe Republic Police (ZRP) acting spokesperson in Harare Province, Assistant Inspector Faith Mapisa, said an investigation to determine ownership of the gun is currently underway. She said:

The gun was found in a black leather pouch on a couch in a room.
Circumstances are that on January 5 at around 2.45 PM, an unidentified car was reported to have dropped a man and a lady and took off.
The duo booked a room at the lodge and around 3.50 PM on the same day, they left and an employee went to clean the room.
As he was cleaning, he noticed a black pouch on the couch and saw that it was a pistol.
The cleaner put the pistol in a cardboard box and placed it in a staff bedroom expecting the owner to come back and claim it.
But no one came to claim the pistol.

Asst Insp Mapisa said a loaded rifle was recovered on the banks of Manyame River in St Mary’s on Saturday.
A Nyau dancer reportedly stumbled on the weapon which was placed between rocks and contained seven rounds.
The discovery of guns in public places is a worrisome development given the rise in armed robbery cases in recent years.
In 2022, President Emmerson Mnangagwa granted a firearms amnesty to members of the public still in possession of unregistered firearms and ammunition so they could voluntarily hand these in at any police station and face no criminal charges.
As a result, 580 firearms and 260 rounds of ammunition were surrendered to the police.
The President granted the amnesty in line with Article 12 of the SADC Protocol on the control of firearms, ammunition and related materials.

Couple Leaves Gun At A Lodge; Loaded Firearm Found At Manyame Riverbank

A Bulawayo man has been arrested for pointing his licensed gun at another following a dispute over the price of a Honda Fit fuel pump.
Posting on Twitter, police said Emmanuel Charuka (30) pointed his 9mm pistol at Maxwell Tshabalala (39) at a car parts shop leading to his arrest. Police said:

The ZRP warns firearm holders against abusing firearms to settle scores. On 05/10/22, Police in Bulawayo arrested Emmanuel Charuka (30) for pointing a firearm.
The suspect pointed a 9mm pistol at Maxwell Tshabalala (39) at a car parts shop in Kelvin North after disagreeing on the price of a Honda Fit fuel pump.
The Police have since recovered the 9mm pistol registered in the suspect’s name.

In July, police warned members of the public with licensed firearms to desist from displaying them in public.
Zimbabwe Republic Police (ZRP) national spokesperson Assistant Commissioner Paul Nyathi said the police had cases where some people got into shopping centres displaying firearms. He said:

We have had cases of people who are abusing their firearms. Some are giving them to their relatives who later use them to commit robberies.
Others are not securing their firearms which then land in the wrong hands later used by criminals.
We have also had cases where some people even get into shopping centres and start showing around live arms.
Others get to a stage of going to public gatherings where they start firing unnecessarily in the air, which is dangerous.

Man Brandishes Gun During Dispute Over Price Of Car Parts

The Zimbabwe Republic Police (ZRP) is set to raid targeted homes and business premises in search of illegally held firearms commonly linked to rampant violent crimes involving the use of dangerous weapons in the country.
This follows the Friday expiry of the 53-day amnesty declared in August by President Emmerson Mnangagwa on all illegal gun owners to voluntarily surrender their weapons without any prosecution.
Police announced Thursday 545 firearms and 260 rounds of ammunition had been surrendered since the start of the amnesty. Said police in a statement seen by Pindula News:

On 29/09/22, seven firearms were voluntarily surrendered to the Police throughout the country on the operation, “Firearms Amnesty,” bringing the cumulative figures to 545.
Meanwhile, 260 rounds of ammunition have so far been voluntarily surrendered to the Police across the country.

The number however excluded any weapons that may have been surrendered between the period the statement was issued and 30 September, the date set as the official end of the amnesty.

He said the government extended the amnesty after finding that a lot of guns were “generally being held illegally by those with expired firearm licenses, members of gun clubs who are no longer active, farmers, hunters and individuals who may be no longer be practising.

Six (6) firearms were surrendered to the Zimbabwe Republic Police (ZRP) on Tuesday under the presidential amnesty on voluntary surrender of firearms and ammunition.

Forty-six (46) unregistered firearms were surrendered to the Zimbabwe Republic Police (ZRP) on Thursday alone under the presidential amnesty on voluntary surrender of firearms and ammunition.
This brings the total number of guns surrendered to the police so far to 256.

46 Unregistered Guns Surrendered In One Day - ZRP

The number of unlicensed firearms that have been surrendered to the Zimbabwe Republic Police (ZRP) since President Emmerson Mnangagwa granted a presidential amnesty on voluntary surrender of firearms and ammunition on 8 August this year has risen to 114.
On 17 August, the police said 15 unlicensed firearms had been surrendered by the 16th of August in addition to the eight-five (85) firearms that had been handed in previously.
In a statement posted on their official Twitter page on Monday, 22 August, ZRP said one more firearm was surrendered on Sunday. ZRP said:

The Zimbabwe Republic Police (ZRP) says fifteen (15) more unlicensed firearms have been surrendered by the 16th of August 2022 under the operation “Firearms Amnesty”.
On 15 August police said eight-five (85) firearms had been handed in since President Emmerson Mnangagwa granted a presidential amnesty on voluntary surrender of firearms and ammunition on 8 August this year.
In a Twitter post on Wednesday evening, police said the cumulative number of surrendered firearms now stands at 105.

Police Say 85 Guns Handed In Under "Firearms Amnesty"

The Zimbabwe Republic Police (ZRP) has warned members of the public with licensed firearms to desist from displaying them in public.
Speaking to NewsDay, ZRP national spokesperson Assistant Commissioner Paul Nyathi said the police had cases where some people got into shopping centres displaying firearms. He said:

We have had cases of people who are abusing their firearms. Some are giving them to their relatives who later use them to commit robberies.
Others are not securing their firearms which then land in the wrong hands later used by criminals.
We have also had cases where some people even get into shopping centres and start showing around live arms.
Others get to a stage of going to public gatherings where they start firing unnecessarily in the air, which is dangerous.

In a statement on Monday, 4 July, Asst Comm Nyathi said police will not hesitate to enforce the withdrawal of the firearm licences and arrest those who abuse the privilege of legally owning a firearm.

Police Warn Citizens Against Public Display Of Firearms

<h2>CLARITY BY POLICE ON ISSUANCE OF FIREARM LICENCES</h2>
The Zimbabwe Republic Police wishes to advise the public that the Central Firearm Registry is currently reviewing the firearm licencing process for individuals and companies in terms of the Firearms Act, Chapter 10:09.
This position has been taken in view of the abuse of firearms by certain individuals and groups in the country.
Investigations are currently underway to verify allegations that some firearms owners are allowing their weapons to fall into the hands of criminals with some using them to commit armed robbery and other cases. The law will certainly take its course on such firearm owners.
The Police implore business entities, mining, farming, conservancy operators, professional hunters, security companies and those with valid and verifiable reasons to approach the Firearms Controller for the necessary licencing procedures to be followed. This is subject to strict vetting protocols by the Police.
Business entities are urged to religiously adhere to the tenets of the Firearms Act and comply with all legal requirements as they engage the Central Firearm Registry.
Meanwhile, the Police has established that in most cases, relatives of deceased registered firearm holders are failing to surrender firearms after the passing on of a relative due to lack of information on the disposal of the weapons.
The Zimbabwe Republic Police reiterates that firearms belonging to late individuals should immediately be surrendered to the nearest Police Station or firearm dealer for safe custody pending processing of all the required paperwork authorizing one to be in possession of the said firearm.
A receipt for the safe custody of the said firearm is issued upon surrendering the weapon.
According to the Firearms Act, Chapter 10:09 notice should also be given to the Controller of Firearms giving details of the death of the holder of the firearm through the Central Firearm Registry or any local police station.
Any family representative intending to inherit a late relative’s firearm should submit a copy of the death certificate, firearm certificate and a set of personal fingerprints for the vetting process, among other security considerations.
Therefore, a person can only have custody of the firearm after being vetted and deemed fit to possess a firearm and issued with a firearm certificate.
The Firearms Act Chapter 10:09 is very clear, it is an offence to possess a firearm or any ammunition without a firearm certificate. Above all, failure to renew a firearm certificate after the expiry date is an offence.
Observations by the Police indicate that failure to secure firearms by the holders is one of the factors contributing to the influx of theft and robbery of firearms: Registered firearm holders are reminded to ensure that their firearms are well secured at all times so that they do not fall into wrong hands.
The public should take note that it is not automatic that all persons or entities who apply for firearm licences will indeed be issued with such licences.
The Firearm Controller will be guided by the law and strict vetting process which is currently underway.

Police Speak On The Issuance Of Firearm Licences

A senior police officer and his wife have both been acquitted on charges of contravening the Firearms Act after they were linked to six guns found in the hands of two men in a national park.
The police armoury officer-in-charge for Mashonaland West, Inspector Clive Kadambure, together with his wife, Shyness Kadambure, were arrested in March after being linked to a case where two men were arrested in Gonarezhou National Park.
The two men were found in possession of six firearms which they were suspected of trying to smuggle to Mozambique through Sango Border Post.
Chinhoyi provincial magistrate Ruth Moyo found the couple not guilty on Monday after a full trial which revealed that they were not linked to the Gonarezhou case.
Their lawyer, Fortune Murisi, confirmed the acquittal. He said there was no big deal about ammunition found at Insp Kadambure’s house since he worked at the armoury section of the police.
He said in terms of Section 24, Kadambure was allowed to be in possession of ammunition without having a certificate.
