The Chitungwiza Municipality has provided temporary accommodation for residents living in flood-prone areas.
In a public notice issued on Wednesday, December 18, Chitungwiza Acting Town Clerk, Japson Nemuseso, announced that residents will be sheltered at Unit L Hall, Chaminuka Primary School, Tatenda Tavern, and St. Mary’s Hall in the event of a disaster. He added:

We have also identified areas suitable for setting up tents. The areas are Unit L Grounds, Macheka Square, and the ground opposite Chibuku Stadium. Residents are also encouraged to put weep holes in their durawalls.

Chitungwiza Municipality is helping people who live in areas that often get flooded. They have set up emergency shelters at different places like schools and halls. They have also found places for tents. People are advised to make holes in their walls to let water out in case of flooding. Residents can call different numbers for help in case of emergency, like the Department of Civil Protection and Emergency Fire & Rescue. Residents should go to their local councilor or call the numbers provided if they need help in an emergency.

Chitungwiza Municipality Sets Up Emergency Shelters For Flood-Prone Communities

The first major rains of the 2024/25 season, which pounded Masvingo on November 6, exposed the city’s poor drainage infrastructure.
As reported by <a href="https://tellzim.com/rains-expose-masvingo-citys-poor-drainage-system/">TellZim News</a>, heavy downpours nearly submerged parts of the Ancient City, with water flowing into houses and businesses, soaking food, clothes, and other goods.
Several streets in Masvingo’s central business district were rendered impassable, and the runoff flooded multiple shops downtown as well as numerous residences, particularly in the Mucheke and Runyararo West neighbourhoods.
Thomas Mbetu, the board chairperson of the Masvingo Residents and Ratepayers Association (MURRA), called on the local council to address the city’s drainage system, as flooding had become a recurring issue. He said:

There is a need for the council to address the drainage system through regular maintenance and infrastructure upgrades to protect residents’ health, property, and overall quality of life.
Implementing effective drainage solutions can mitigate these impacts and foster a healthier and more resilient community.
Ineffective drainage leads to water pooling during heavy rains, increasing the risk of localised flooding, and damaging homes, vehicles, and infrastructure, resulting in costly repairs for residents.
Clogged drainages cause stagnant water which becomes a breeding ground for mosquitoes and other pests, increasing the risk of diseases such as malaria.
Poor drainage can decrease property values, affecting residents’ investments since water floods into their homes and businesses.

Masvingo City Council Mayor Alec Tabe told TellZim News that the council was working towards improving and upgrading the drainage systems in the city. Said Tabe:

The heavy rains were beyond our control but we have managed to open up all the drainage systems. With these types of heavy rainfalls, the drainages are easily clogged and closed up resulting in flooding of the CBD and most residential areas.
So far we have managed to install drainage systems in the high-density suburbs where we are targeting around 4km.
We were having problems in Runyararo West but we managed to widen the stream so that water will easily flow and that has reduced casualties this time around.
Our town is continuously growing, and the major contributor to these drainage chaos is the ever-growing Victoria Ranch, water runoff has increased and we are working on improving our drainage system, especially in the urban set-up.

Masvingo got lots of rain which flooded the city. Water went into houses and shops, ruining things. The city's drainage system is not good, causing floods. The council needs to fix the drains. Bad drainage makes water stay and cause diseases like malaria. It also ruins property and affects businesses. The mayor said they are working to improve the drainage system, especially in crowded areas. They are trying to prevent floods in the future.

Rains Expose Masvingo's Inadequate Drainage As Water Inundate Businesses And Residences

The Harare City Council plans to craft a Private Member’s Bill for the criminalisation of land and space barons allegedly involved in parcelling out land on wetlands and river courses to desperate home seekers.
Private bills are proposed laws that seek special powers or exemptions for a particular person or group. They are sometimes called private legislation.
Harare mayor Jacob Mafume (CCC) told <a href="https://www.newsday.co.zw/local-news/article/200021584/council-by-laws-to-criminalise-land-barons">NewsDay</a> that the local authority will push for legislation that defines land and space barons as criminal offences. He said:
<blockquote>
All those who are being threatened and extorted must report to the council, district officers and the police.
We will not tolerate the issue of land and space barons and accordingly, we will be drafting a private members Bill to clearly define land and space barons as criminal offences.
</blockquote>
Mafume’s remarks come after dozens of families in Budiriro and Kuwadzana suburbs were forced out of their homes by floods follwing torrential rains around Christmas.
On Sunday, resident associations condemned the continued parcelling out of land on wetlands by land barons, especially in Harare.
Harare Residents Trust (HRT) director, Precious Shumba, said corrupt council and government officials were working together with land barons to allocate people residential stands on the wetlands. He said:

If you visit and interview some of the victims, they reveal that identified council officials have misled the City of Harare by collecting money from the land barons and promising the desperate home seekers that nothing will happen to them.
The government should come hard on these land barons as the victims have lost their savings through corruption.

Combined Harare Residents Association (CHRA) director Reuben Akili said:
<blockquote>
As long as we do not address these needs, we are not accomplishing anything.
This is the third time people in Budiriro have been hard hit by floods and we would have loved a situation where they are allocated land suitable for housing.

Land barons, most of whom are linked to ZANU PF, have been illegally selling council and State land to home seekers over the years.
Last week, ZANU PF distanced itself from land barons illegally parcelling out land in different parts of the country using its name and demanded that law enforcement agencies ensure that the law takes its course.
In a statement, ZANU PF acting secretary-general Patrick Chinamasa said that the ruling party did not condone the unlawful land occupations and illegal activities of land barons.

More than 1 600 houses have reportedly been damaged by flash floods since the onset of the rainy season in October, resulting in the loss of properties valued at thousands of dollars.
According to <a href="https://www.sundaymail.co.zw/flash-floods-damage-1-600-houses">The Sunday Mail</a>, 52 people have been killed during incidents of adverse weather, while 28 have sustained injuries.
The largest number of damaged houses (688) was reported in the Midlands Province, with Mashonaland Central Province (400) the second most affected province.
Ministry of Local Government and Public Works communication and advocacy director Gabriel Masvora revealed that in Harare’s Budiriro 5B Extension, 51 residents have been evacuated. He said:

Budiriro 5B Extension and Kuwadzana residential areas (paddocks) experienced flooding due to incessant rains on December 21 and 22, 2023.
Unfortunately, a minor aged six years was swept away in the Marimba River and the body has since been retrieved and awaits a post-mortem.
Several houses, household items and access roads were damaged.
Two evacuation centres, namely, Budiriro 3 Primary School and Kuwadzana 2 Primary School were identified.
Relief in the form of food and non-food items is being distributed to affected households.
For Budiriro Common Vision, 42 households were affected by the flooded Marimba River on Friday, December 22, around 2 AM.
The affected households lost their foodstuff and household property, while one house was destroyed.
Of the 42 affected households, only 12 families (51 people) volunteered to be evacuated to Budiriro 3 Primary School.

Masvora said the rains had damaged property valued at nearly US$189 000.
Almost every rainy season, some urban settlements in Zimbabwe, especially Harare and Chitungwiza, experience flash floods as heavy and prolonged rain overwhelms the capacity of drainage systems.
Factors contributing to flooding in urban areas include inadequate drainage infrastructure, and the replacement of natural surfaces such as vegetation and soil with impervious surfaces like concrete and asphalt which reduces the absorption of rainwater, leading to increased runoff and flooding.
Another factor is poor urban planning and zoning, whereby city fathers approve construction in low-lying areas, river banks and wetlands.

Flash Floods Damage 1 600 Houses Countrywide

Over 100 families have been evacuated after flash floods struck the Budiriro and Kuwadzana suburbs in Harare. The floods have forced residents to seek shelter in temporary accommodations. Harare Mayor Jacob Mafume has called for immediate action and a comprehensive approach to tackle the city’s housing crisis.
<a href="https://www.pindula.co.zw/2023/12/28/floods-alert-harare-mayor-mafume-urges-residents-in-low-lying-areas-to-evacuate-their-houses/">During a press conference in Harare</a>, Mayor Mafume revealed that approximately 100 families have taken refuge at Budiriro 3 Primary School, while six to seven families have sought shelter at Kuwadzana 2 Primary School. The Civil Protection Unit (CPU) has provided essential supplies such as dry food for the affected families. Mayor Mafume mentioned that once the necessary sanitary facilities are in place, the families will be relocated to a vocational centre, as the schools are scheduled to reopen soon. He added:

We encourage families that are in those areas to go to these areas. Should flooding occur in other areas we will work with CPU to provide places for them to take people. They have provided transport and food and we as council have provided meat.”
Some of the flooded areas were newly allocated council residential stands.
For those that were allocated land legally and it is within an area where you cannot construct we are going to give them alternative land.
For those that have gone and invaded land illegally. We are becoming uneasy as a council with the process of regularization of illegalities. We need to come up with a robust plan.
We need to come with a ministry of housing. We have a national housing crisis as a country and as a city.

Furthermore, Mayor Mafume emphasized the need to reduce the cost of building houses. He proposed exploring cheaper building materials and construction methods to bring down the <a href="https://www.pindula.co.zw/2023/12/28/a-house-needs-to-cost-less-than-us5-000-mafume-on-housing-options/">cost of constructing a decent house to approximately US$5,000.</a> By implementing lower building standards, he believes that affordable housing can be provided on a larger scale, ensuring that residents have access to decent homes.

Over 100 Families Evacuated After Flash Floods Struck Harare Suburbs

The majority of people in Budiriro B, a wetland next to the Marimba River now in flood, have declined the Government’s offer to be evacuated to Budiriro 2 Vocational Community Training centre.
Some of the affected women who spoke to <a href="https://www.herald.co.zw/59-budiriro-flood-victims-evacuated-to-safe-place/">The Herald</a> said they feared their marriages will collapse if they go to Budiriro 2 and leave their husbands behind guarding their properties.
Susan Bure said in the flooding last season she accepted evacuation, but when she returned she found that her husband was living with another wife.
Budiriro B lies close to the Marimba River which is now in flood and this prompted the Department of Civil Protection to move in to evacuate the families.
The Department said it will not force the evacuation and so far, only 59 people from 43 families in Budiriro B have accepted the government’s offer to be evacuated.
Department of Civil Protection director Nathan Nkomo said the area is a condemned settlement and people should move to save their lives. He said:
<blockquote>
We are not denying anyone some conjugal rights. If you feel you need them, you are free to go back and have conjugal rights with your partners. It’s unfortunate if we lose people’s lives during this rainy period.
If you are in trouble you will not even think of these useless things. We are not forcing you, you choose what to do in this situation.
</blockquote>
Other residents, however, thanked the Government for the timely intervention.
Authorities intend to permanently resettle the households in Budiriro B at a flat complex in Dzivarasekwa Extension.

"Our Marriages Will Collapse", Flood-hit Budiriro B Residents Refuse To Be Evacuated

The Victoria Falls City Council has urged residents to desist from blocking the smooth flow of water via the city’s drainage system as this results in flooding in residential areas.
A torrential downpour on Wednesday morning resulted in flooding in parts of the city.
On one hand, council authorities blame residents for the floods saying the storm drains are clogged by garbage comprising beer bottles and containers, plastic, diapers, used sanitary pads, rags and other items.
On the other hand, residents blame the local authority for the floods saying city fathers are failing to clear drains to prevent flooding.
The worst affected areas are the Hwange-Victoria Falls road whose eastern lane was destroyed near truck stop, Ingugama road in Mkhosana and Pioneer road in the industrial area, as well as some houses near the VID depot in Mkhosana.
Victoria Falls Town Clerk Ronnie Dube advised residents to remove any rubble in front of their premises as it is also contributing to the clogging of the drainage system. Said, Dube:

We wish to advise the residents to desist from clogging the drainage system with litter and not to block the drainage system using soil in the name of seeking passage across the drain to their houses as this defeats the whole purpose of a drain and causes flooding.
Council will carry out an extensive exercise to identify and fine all those who clog our drainage system with building materials.

Heavy Rains Cause Flooding Victoria Falls

More than 250 families were affected by flash floods that hit Beitbridge town recently, the Civil Protection Unit (CPU) has said.
The floods affected residents of the Dulibadzimu suburb following a torrential downpour last week.
Speaking to <a href="https://zbcnews.co.zw/2022/11/02/more-than-200-families-affected-by-early-flash-floods-in-beitbridge/">ZBC News</a>, one of Dulibadzimu residents said flash floods have become a perennial nightmare for them. He said:
<blockquote>
For us, the rainy season comes with nightmares. When it rains at night, we wake up in a pool of water right inside our bedrooms.
What is more worrying is that we experience this almost on an annual basis and we feel hard done by our council.
</blockquote>
Beitbridge CPU chairperson, Sikhangezile Mafu said the government is mobilising resources to continue assisting the families affected by the flash floods. She said:
<blockquote>
While we move in to assist affected families, it is necessary that the council employ a long-term solution because we cannot be witnessing such catastrophes each time it rains. We need to decisively deal with this.
</blockquote>
Beitbridge Mayor, Councillor Munyaradzi Chitsuke, said the long-term solution to the problem of flooding is to renew the suburb. Said Chutsuke:

Dulibadzimu floods are giving us sleepless nights as the council. We are working on strategies for building our capacity to relocate those houses in the long run.
Strategic partnerships with developers to renew this old suburb might be the ultimate solution.

Beitbridge Town Council is also mulling de-silting the Wamlala River which is now flowing into some parts of the Dulibadzimu suburb.

Flash Floods Affect 250 Families In Beitbridge

A violent storm hit Beitbridge on Wednesday night leaving dozens of families without food as water flooded homes.
No deaths or injuries were reported but residents are without water after power to water pumps was cut off.
The Beitbridge district civil protection unit (CPU) on Thursday sent teams to assess damage in Dulivhadzimo high-density suburb, the worst affected.
CPU has issued an alert to potentially vulnerable areas in Chikwarakwara and Shashi where flooding occurs when there are storms.
Addressing reporters on Thursday, Beitbridge head of the CPU Sikhangezile Ncube said:

We have tasked the municipality of Beitbridge to head a technical team that will make a detailed assessment.
The details we want should include the number of households, number of people, gender, and age of those affected. The immediate problem we have just established is the lack of food.
We are also looking for long-term solutions to end this problem we face perennially. We need a lasting intervention. It does not make sense that each year we fight floods in the same area.

Beitbridge town clerk Loud Ramagkapola said the municipality was considering relocating the affected residents under its urban renewal programme.

Flash Floods Hit Beitbridge Town

A mother of five from Gweru, Zimbabwe’s third-largest city, is now destitute after heavy rains damaged her dwellings in Montrose, making them uninhabitable.
Tecla Majangara (28), said she lost all her property and food after Gweru River overflowed into her two-roomed apartment.
Majangara is among nine women who were given temporary accommodation at Mtapa Hall by the Gweru City Council. The inmates are living from handouts from NGOs.
Her situation is compounded by the fact that she is pregnant and her live-in boyfriend who is the breadwinner is rarely present.
She has five children, one of them with her current boyfriend and the other four with different fathers. Majangara narrated her predicament to Masvingo Mirror:
<blockquote>There were heavy rains from 9 am on Monday and this went on for the whole day. At 4 pm we heard a big bang, l think that is when the bridge which connects Gweru and Lower Gweru collapsed and water overflowed into our homes.
Suddenly the water level outside the house was up to my waist. I helped the kids out and went to high ground and everything was left in the house.
I have never seen anything like that. Water gushed into the house through any slight openings in the walls. It was terrifying (mvura yaiita kusinira kumadziro eimba sezvoita minyatso yemombe ichibuda mukaka).</blockquote>

Gweru Mother Of 5 Pleads For Help After Rains Destroy Her Property

Victoria Falls residents lost groceries and some property following flash floods in the town caused by heavy rains on Saturday and Sunday.
The problem of floods was exacerbated by the town’s poor drainage system especially in ward 11 in Mkhosana suburb where there are few storm drains and water flows on the surface whenever it rains.
The few storm drains in Victoria Falls were blocked due to random littering as garbage including diapers, plastic bottles and papers find their way into the town’s drainage system.
People were stuck indoors as they could not go out of their houses which were literally marooned.
Ward 11 councillor Edmore Zhou said they were not prepared for the floods as this has never happened in the town before. He said:
<blockquote>The situation is bad and this has never happened hence no one was prepared.
We visited some of the affected places and the challenge is the drainage system which needs fixing.
Our biggest problem in Mkhosana is the gradient which doesn’t allow water to flow down to Chinotimba and all the rainwater drains towards VID side and houses in the area get flooded. There is a need for storm drains.</blockquote>

Flash Floods Hit Victoria Falls

The Speaker of the National Assembly <a href="https://www.pindula.co.zw/Jacob_Mudenda" rel="noopener noreferrer" target="_blank">Jacob Mudenda</a> on Tuesday visited families affected by floods which hit Hwange town last week.
Mudenda said the 101 families affected by the floods require urgent assistance. He said:
<blockquote>The official number that I was given is 101 families that have been affected by the recent flash floods.
As one of the leaders born here in <a href="https://www.pindula.co.zw/Hwange" rel="noopener noreferrer" target="_blank">Hwange</a>, I came to find out how victims are coping with the tragedy and also how the corporate world and CPC (District Civil Protection Committee) are responding.</blockquote>
Following the unusual flash floods which hit the drought-prone coal mining district, a total of 35 families were moved from their inundated homes and are currently accommodated at the Hwange Colliery Company guest house.

Mudenda Visits Birthplace To Assess Floods Damage

Hwange district has been hit by flash floods following heavy rains received in the area since Friday night.
The rains and accompanying flash floods destroyed property, with the Civil Protection Department (CPD) deploying a team to assess the damage and to conduct rescue operations.
While damage to property has been widespread and houses have been inundated with water, no injuries or deaths have been recorded so far.
The <a href="https://www.pindula.co.zw/Meteorological_Services_Department" rel="noopener noreferrer" target="_blank">Meteorological Services Department</a> on Friday issued a warning of heavy rains and urged people to be cautious as there will be flash floods, damaging winds and lightning in some parts of the country.
The heavy rains are expected to prevail during the weekend and expected to have faded by Tuesday.

High Court judge Justice David Mangota ordered Harare City Council (HCC) to pay $57 556,70 together with costs from date of summons at the interest rate of 5% until full payment to 43 Mbare families whose property was damaged by flash floods believed to have been caused by the city’s poor drainage system. 
The residents approached the High Court through their lawyers, Allen Moyo Attorneys in May stating that they lost various movable and immovable properties in last year’s flash floods. The class action was filed under case number HC4127/17. They were seeking compensation in the sum of $100 556,70, with the money broken down as $57 556,70 for property and items damaged and swept away, and $43 000 as compensation for shock, loss of sleep and alternative accommodation.

The flash floods have swept away crops and key infrastructure such as bridges, roads and houses. The situation is reportedly grave mainly in Matabeleland North, South and some parts of Masvingo. Rains should be a blessing and not a curse, as is the current situation in these provinces.
However, more disturbing are reports that key institutions that should help such as the Civil Protection Union (CPU) that could mitigate the huge the impact of this huge disaster remain crippled by under-funding, poor communication and demoralized and underpaid staff, among other factors.
Hundreds of villagers temporarily are sheltered at Sipepa camp in Tsholotsho in Mat. North after the Gwayi river burst its banks and wreaked havoc in village communities. These people deserve the support of everyone in terms of mobilizing for food, blankets, medical supplies and other material resources to alleviate the situation.
Fellow Zimbabweans, let us all assist in whatever way we can. This is a predicament that can befall any of our communities and we must all assist our fellow citizens who have been trapped into this situation through no fault of their own.
I urge civic organizations and the international community to assist our citizens mired in this very dire crisis. I and the party I lead are taking this situation seriously and we will do all we can to mobilize assistance for our fellow citizens.
It has been saddening to read sad stories of some of our citizens especially children, the elderly and the infirm who have been caught up in this tragic situation. We should all help but we want to see the government play a more prominent role in mitigating the sad plight.
Let us all help where we can because an injury to one is an injury to all of us.</blockquote>

MDC-T Statement on humanitarian crisis due to floods in Matabeleland

The department of civil protection has warned and issued a flood alert to families residing near Manyame or Hunyani dam, St Marys, Seke and Harava dams to be alert as rivers and dams in these areas are at risk of bursting due to the persistent rains.
The department of civil protection acting director Mrs Sibusisiwe Ndlovu emphasised the need for people to monitor local conditions and follow weather bulletins and be alert to move to higher grounds if need arises to prevent being stuck. The Meteorological Services Department has also indicated that the country is expecting heavy rains of between 50 mm to 90 mm from Saturday the 28th to Tuesday 31st of this month.
Floods have hit several parts of the country in regions such as Muzarabani, Gwanda and Mwenezi.

Chitungwiza residents warned of floods

A lorry overturned in Harare, on a small bridge over the Mukuvisi river close to OK Mart in Hillside.  The flash floods made it impossible to see the bridge yet drivers risked driving through.
