The Zimbabwe Revenue Authority (ZIMRA) foresees a significant boost in revenue following the upgrade of Forbes Border Post to operate 24 hours a day. The smooth implementation of the extended operating hours has already yielded promising results, with 51 commercial trucks and 105 individuals served on the first night alone, <a href="https://www.herald.co.zw/revenue-boost-as-forbes-border-opens-247/">The Herald</a> reported.
ZIMRA’s corporate affairs executive, Mr. Gladman Njanji, expressed optimism about the positive financial impact of the border post’s upgrade. He explained that the increased operating time would lead to a higher volume of trade each day, resulting in a rise in revenue. The expanded working hours provide more opportunities for effective staff engagement, ultimately enhancing operational efficiency. Njanji said:

The roll out started smoothly with 51 commercial trucks being served during the night for both outgoing and incoming cargo. No challenges were encountered as preparations by all border agencies had been done in good time.
The increased operating time will result in increased volume of trade every day. An expanded working day implies more time for effective staff engagement and that results in operational efficiency.
Revenue will increase due to an increase in cross-border passage of goods.

Mr. Njanji further elaborated on the anticipated numbers, stating that on a busy day, they expect to clear approximately 700 incoming trucks and 800 outgoing trucks, spread across the 24-hour period of cross-border movement. Such a significant increase in trade activity is expected to translate into a substantial revenue boost for both Zimbabwe and Mozambique.
The upgraded Forbes Border Post holds great significance due to its proximity to the busy seaport of Beira. Serving nearly half of the Southern African Development Community (SADC) region, it has become one of the busiest ports of entry in the country. The extended operating hours are expected to facilitate smoother trade flows and also relieve congestion at the border, particularly along Park Road and the Mutare-Chimanimani Road, where long queues of commercial trucks have become a common sight.
Various stakeholders, including shipping and forwarding agents, have expressed their support for the upgraded border post. Mrs. Priscilla Murewanhema, the chairperson of the Shipping and Forwarding Agents Association of Zimbabwe’s branch, welcomed the development, emphasizing that it would reduce congestion and ensure faster movement of goods. She also called for improvements in the lighting system at the Mutare Dry Port to aid in physical inspections of goods before clearance.
Truck drivers have also praised the extended operating hours, saying will significantly reduce delays in transporting cargo to and from Beira. Mr. Jordan Shava, a truck driver, highlighted the positive impact on their well-being, allowing more time for rest and family engagement while reducing fatigue.

ZIMRA Foresees Boost In Revenue As Upgraded Forbes Border Post Opens 24/7

Forbes Border Post will be running 24 hours from Monday, 15 January to cope with an increase in haulage truck traffic and use of Mozambique’s Beira port, Zimbabwe’s closest access to the sea.
The border post is clearing about 550 haulage trucks every day.
<a href="https://www.herald.co.zw/forbes-border-post-starts-24-hour-service/">The Herald</a> reported that both Zimbabwe and Mozambique are ready to open the matching pair of Forbes and Machipanda border posts for 24 hours.
The Chairperson of the Forbes Committee on 24-hour Operation as well as Transport and Infrastructural Development Permanent Secretary, Joy Makumbe, on Friday announced that Forbes Border Post will be open 24 hours a day with effect from Monday. Said Makumbe:

Currently, both border posts close at 10 PM, forcing truckers to spend more time in the queues awaiting clearance.
Come Monday, we will be opening 24 hours so that we can reduce the backlog in terms of clearance of cargo.
All stakeholders in the movement of goods in and out of the country are here and we have agreed that starting on Monday, Forbes Border Post will be opening 24 hours so that we can address all the challenges affecting the smooth flow of traffic at the border.
The Mozambican Transport Minister recently had a conversation with our minister, and they said they are ready as well to open their border (Machipanda) for 24 hours, and it was left to us to be ready.
We are giving all the necessary Government agencies and other stakeholders this whole weekend to make the necessary preparations to ensure that come Monday everything is in place to run 24 hours.

Home Affairs and Cultural Heritage Permanent Secretary Ambassador Raphael Faranisi said:

As the Ministry of Home Affairs and Cultural Heritage, we are responsible for immigration formalities and security.
Since we will be opening the border 24 hours, there is a need to realign our staff, office space and accommodation of staffers. We are here to assess what is needed.
We know that as we open the border 24 hours, there will be some teething problems, but we are ready to address all these challenges.
We now have the experience to operate our borders 24 hours as Beitbridge and Chirundu are already operating round the clock.
We will also be looking for cooperation from the private sector to tell us what their needs will be as Forbes Border Post is proving to be our lifeline to the seaport of Beira.
We aim to modernise all our ports of entry into the country to increase efficiency in the discharge of our duty.
If we had resources we would have wanted to modernise all our ports of entry yesterday, but now doing everything bit by bit.

Zimbabwe Revenue Authority Commissioner (Custom and Excise) Batsirai Chadzingwa said:

As ZIMRA, we are ready to operate 24 hours at this border post as this is not the first time to have a border running 24 hours.
We are running the Beitbridge and Chirundu border posts 24 hours, so we have the experience to run the border posts 24 hours.
Our staff members are ready to quick-start the project. Yes, we have some constraints in terms of resources, but we can do with what we have to ensure that we deliver on this mandate.
We also need to look at the benefit of having a 24-hour border post as it allows the continuous movement of trucks.
Over the past few years, we have heard reports of trucks queuing for almost 13km waiting on either side of the border to be cleared when we were closing at 10 PM.

Regional immigration officer for the eastern region, Richard Tambandini, said that they have requested 6 more officers to manage the increased workload. He said:

We need to address issues of staff movements and their accommodation, but in the meantime, we will be making use of the officers at our disposal.
We have requested 6 more officers from the current 16 we have, the reason being that we will be increasing our shifts from the current two to three.
We will be having a total of four shifts, three will be at work, while another shift will be off. As the other shift breaks, the other one that will be resting will come on board.

The Forbes-Machipanda Border Post serves as a crucial trade route between Zimbabwe and Mozambique and also connects the landlocked countries of Zimbabwe and other Southern African countries to the Mozambican ports.

Forbes Border Post Set To Starts 24-hour Service

The <a href="https://www.pindula.co.zw/ZIMRA/">Zimbabwe Revenue Authority (ZIMRA)</a> has acknowledged the long queues that have formed at Forbes Border Post in <a href="https://www.pindula.co.zw/Mutare/">Mutare</a> due to a road traffic accident. The accident occurred on October 3, 2023, involving four trucks, which led to the temporary closure of the exit channel and the sharing of the entry channel for all traffic.
ZIMRA said it was working with other agencies, partners, stakeholders, and authorities to clear the vehicles and trucks at the border. Despite efforts to clear the queues, commercial traffic accumulates overnight and during the day, resulting in queue build-up each morning when the entry point opens. In a statement seen by Pindula News, ZIMRA said it has extended the operating hours of Forbes Border Post to accommodate the increased traffic. Read the statement:

The Zimbabwe Revenue Authority (ZIMRA) confirms that there have been long queues forming at Forbes Border Post in the past week. 
ZIMRA is working in conjunction with other state agencies, partners, stakeholders and authorities to clear the vehicles and trucks at the border.
The long queues stemmed from an accident at the Forbes border Post on 3 October 2023 involving four trucks leading to the temporary closure of exit channel and sharing of the entry channel for all traffic resulting to traffic build-up.
The lane has since been cleared and from 5 to 7 October 2023, an average of 360 outbound trucks were cleared per day and on 8 and 9 October 2023, 592 and 656 outgoing trucks were cleared respectively.
The operating hours for Forbes Border Post were extended to stretch from 0600 hours to 2200 hours.
However, commercial traffic accumulates overnight and during the day leading to queue buildup each morning. This means that the entry point has to deal with long queues as soon as it opens.
Other reasons that might contribute to the increase in traffic at the Forbes Border Post could be the following:
1. The refurbished road network from Harare to Mutare then to Beira is enticing transporters to use the Forbes route creating congestion.
2. The Port of Beira is nearer as compared to Durban Port, which means there are less transport costs and turnaround times for both transporters and businesses. This has resulted in a surge in traffic to Beira via Forbes.
3. Beira Port has also increased its capacity and has become a preferred port for Africa’s imports and exports to the Far East.
4. An increase in fuel tankers (both Zimbabwean and foreign) exiting to Beira to get fuel for onward transportation to countries in the north. Some transporters have significantly increased their fleet size due to increased demands and business contracts.
5. The region’s sudden boom in the mining industry could be leading to increased exports of various minerals through Forbes Border Post.
6. The Beira Corridor is a critical feeder into and out of the North South Corridor and the shift preferences have led to an increase in its use.
However, the current border post infrastructure was not designed to handle high volumes of commercial traffic as there is hardly any parking space for commercial trucks. This has overstretched the spatial capacity for the handling of the commercial traffic influx. Its location is within constricted terrain which requires significant civil engineering for expansion.

The Munene River bridge between the Mozambican and Zimbabwean borders at Forbes has become a major bottleneck, allowing only one truck to cross at a time. ZIMRA has been in talks with their Mozambican counterparts to prioritize trucks entering Mozambique. However, this arrangement is inadequate as similar requests are made from the Mozambican side for traffic bound for Zimbabwe.
The Authority encourages clearing agents and traders to utilize pre-clearance facilities to reduce waiting times at the border. ZIMRA appreciates the cooperation of all stakeholders and is confident that traffic will return to normal levels by October 15, 2023. Long-term measures are also being considered to increase the border post’s capacity.

The inbound trucks are mainly transporting agricultural inputs and other commercial products for the festive season while the outbound trucks are carrying exports from our country and other consignments from countries in the north. Due to the short distance between Beira in Mozambique and the Chirundu One Stop Border Post, countries in the north now tend to prefer Forbes Border Post for their exports and imports destined for and from the eastern markets.
The current traffic build-up at Forbes Border Post is however under control and measures have been activated to ensure speedy clearance of outbound and inbound traffic.

ZIMRA Gives An Update On Traffic Build-up At Forbes Border Post

The Zimbabwe Revenue Authority (ZIMRA) has attributed delays at the Forbes Border Post to installation works for an automatic high-rapid speed boom barrier.
The delays which have left tracks scattered in Mutare’s central business district would last 10 days, said ZIMRA in a statement seen by Pindula News.
Forbes Border Post near Mutare serves traffic between Zimbabwe and Mozambique, bordering the Machipanda Border Post on the Mozambican side. It is a getaway to the Beira corridor.
Reads the statement issued on October 28:

CURRENT DELAYS AT FORBES BORDER POST DUE TO INSTALLATION OF THE AUTOMATIC RAPID HIGH-SPEED BOOM BARRIER; 28th OCTOBER 2022
The Zimbabwe Revenue Authority (ZIMRA) wishes to advise all travellers, importers, exporters, transporters, clearing agents and the general public that due to the ongoing installation works for the automatic high-rapid speed boom barrier at Forbes Border Post, the border post’s traffic handling capacity has been significantly impacted upon.
This has resulted in the closure of the east-bound traffic lane, reduction of working and parking space. This reduction in capacity has resulted in some congestion and delays in the effective passage of all traffic, both out-bound and in-bound. The delays are projected to last for the next ten (10) days during which period the installation works is expected to be completed.
The Authority regrets the inconvenience caused to all its clients transacting through Forbes Border Post, nonetheless, we believe that this project is necessary as it will go a long way in creating efficient and effective traffic management for all stakeholders.
In the meantime, stakeholders are encouraged to engage the Authority through the various communication channels should they encounter any challenges during this period.

ZIMRA Speaks On Delays At Forbes Border Post

There is chaos at one of the country’s busiest eastern borders the Forbes Border Post in Mutare as officials are reportedly taking time to clear traffic at the border which is causing serious delays, The Herald.
Truckers that spoke to the publication complained about the delays and said they have been at the border for days and they have not yet been given the go ahead to leave. Mr Tendai Shumba a driver stuck at the border said:
<blockquote>.The situation has worsened during this period. I have been here for three days and the queue is moving at a snail’s pace. We have all the necessary documents but we end up losing patience, worsening the delays</blockquote>
A Mozambican trucker Mr Abednico Mleya  told the publication that the delay was dishearting:
<blockquote>I am from Mozambique and I have been here for four days. It looks like I will spend the Christmas holiday here because the process is slow. The customs officials are taking their time and it seems the situation is getting worse.</blockquote>
However a Forbes Border  Post official that spoke to the publication said the border is closed to ordinary citizens but trucks passing through:
<blockquote>Everything is normal save for the closure of the border to ordinary citizens. However, truckers with Covid-19 certificates are not facing any problems in entering Mozambique. Yes, the process has been a bit slow because we have registered high numbers of trucks that are passing through the border post.</blockquote>

One person died and 2 others were injured in an accident that occurred at Forbes Border Post in Mutare, New Zimbabwe reports. According to the publication, a haulage truck rammed into other vehicles and knocked down trees and a building at the border and one of the injured is a health official stationed at the border and the driver of the truck.
The accident was confirmed by ZRP National Spokesperson Assitant Commissioner Paul Nyati who said:
<blockquote>I can confirm there was an accident at Forbes Border post in the morning and so far one person is confirmed dead while the other person was injured. The driver of the Mozambican registered truck was also injured during the mishap.The truck rammed into a Vehicle Inspection Department (VID) vehicle, cars belonging to clearing agents and a house where it stopped</blockquote>
The identity of the dead person is yet to be established. According to Assistant Commissioner Nyathi, the accident was due to breaks failure. Photos of the accident have started circulating on social media and speculation is rife that many people perished in the accident.

<a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimra</a> officers at the Forbes Border Post in <a href="https://www.pindula.co.zw/Mutare">Mutare</a> intercepted a truck carrying 2.1 tonnes of weed, Manica Post reports. The seizure was confirmed by Zimra Forbes Border Post station manager Mr Nelson Chuma who said:
<blockquote>What happened is that the truck was coming from Malawi, according to the documents we have. It came to the border and declared as an empty container.
What they simply did was just to knock around the container and as they were doing so they noted from the different sounds coming from the same container that there was a false compartment.
They asked the driver to assist them can check inside. He opened the main door of the container but the driver was no longer cooperating at all and kept asking irrelevant, questions.
…there were 93 bags of the drug, which weighed 2,1 tonnes but could not immediately ascertain its value</blockquote>

ZIMRA Intercepts A Truck Carrying 2.1 Tonnes Of Mbanje In Mutare

Operations at Forbes Border Post in Mutare have resumed since the road to the port of Beira is now open.
Haulage trucks were failing to reach the port after bridges were destroyed in Mozambique due to the devastating effects of Cyclone Idai. Mozambican authorities communicated this week that temporary roads had been constructed to facilitate trade. In an e-mail dated March 24, Michael Jensen from JJ Africa; one of the biggest players in transporting cargo from the port of Beira to the inland; advised his colleagues that the road was now accessible. A visit to Forbes Border Post by The Herald yesterday showed that bulk fuel tankers, small vehicles and other haulage trucks were now travelling to and from Beira.
