Former Mashonaland West Minister of State, Reuben Marumahoko, was arrested on Monday on allegations of fraud and spent the night in custody, according to a report by <a href="https://www.herald.co.zw/ex-minister-marumahoko-spends-night-in-custody/">The Herald</a>.
Marumahoko, who served as a deputy minister in several government ministries, including Foreign Affairs, Home Affairs, and Regional Integration and International Cooperation, appeared in court on Tuesday where his bail application was deferred until Thursday.
Magistrate Nyasha Marufu agreed with the prosecution to postpone the ruling, citing concerns that Marumahoko might be a flight risk and could interfere with witnesses.
The prosecution’s concerns were further compounded by Marumahoko’s delay in surrendering to the police following his arrest.
In a related development, Marumahoko’s wife, Andy Maririmba, was arrested on Saturday on similar fraud charges.
The couple is accused of involvement in a scheme where Marumahoko allegedly received agricultural inputs under the Government’s Agricultural and Rural Development Authority (ARDA) commercial farmers’ joint venture programme, intended for 200 hectares of irrigated maize.
However, it is claimed that Marumahoko only planted 46 hectares, selling the remaining inputs—such as seeds, fertilizers, and chemicals—resulting in a loss of US$37,950 to ARDA.
Prosecutor Brighton Machekera is representing the State in the case.

A former government minister, Reuben Marumahoko, was arrested for fraud. He is accused of receiving agricultural inputs but only planted a small portion of it. His wife was also arrested for similar charges. The couple is said to have caused a loss of US$37,950 to the Government's agricultural program. Marumahoko appeared in court, and his bail application was postponed. The prosecution is worried he might run away or interfere with witnesses. The case is being handled by Prosecutor Brighton Machekera.

Former Minister Reuben Marumahoko Arrested On Fraud Charges

Langton Madara, director of Preperco Investments, attempted to defraud the Zimbabwe Republic Police (ZRP) of US$1.6 million in a bond paper supply contract.
As reported by <a href="https://www.herald.co.zw/directors-bid-to-defraud-zrp-backfires/">The Herald</a>, the presiding magistrate Clever Tsikwa initially sentenced Madara to 36 months imprisonment.
However, 18 months of the sentence were suspended on condition of good behaviour, and the remaining 18 months were suspended on condition that Madara performs 630 hours of community service at Glen View Polyclinic.
The court considered Madara’s status as a first offender and noted that no money was lost since the fraud was discovered before payment was made.
Prosecutor Tendai Tapi proved that Madara submitted a fake bank guarantee to secure an advance payment from ZRP.
In 2022, the ZRP advertised for suppliers of bond paper in a newspaper, seeking reputable companies to supply in bulk, to which Madara responded.
The police awarded Madara the tender, and in January 2023, a contract was signed between ZRP and Madara, represented by Commissioner General of Police Godwin Tandabantu Matanga.
The contract included a special condition requiring the ZRP to make an advance payment of 15 per cent of the total cost of the bond paper, backed by a bank guarantee.

A man named Langton Madara from Preperco Investments tried to cheat the Zimbabwe Republic Police out of $1.6 million by faking a bank guarantee for a bond paper supply contract. The court sentenced him to 18 months in prison and 18 months of community service. Thankfully, the fraud was caught before any money was paid. In 2022, Madara responded to a call for paper suppliers, got the contract, but tried to get an advance payment dishonestly. He got caught, and now he has to serve his sentence.

Preperco Director Sentenced For Attempted US$1.6 Million Fraud On ZRP

ZANU PF Central Committee member Dexter Taona Nduna (53), who was arrested last week for illegally collecting parking fees from motorists in Chegutu, was denied bail by the Chegutu Magistrates’ Court on Tuesday, 15 October. 
The former Chegutu West MP appeared before a magistrate on Saturday, facing fraud charges, and was remanded in custody. 
When he appeared again this Tuesday, he was denied bail and will return to court on 29 October.
According to the National Prosecuting Authority (NPA), Nduna allegedly misrepresented to two motorists that he was collecting parking fees on behalf of the Municipality of Chegutu, leading to his arrest after a police report was filed.
Last week, Nduna’s attempt to take over parking management in Harare from City Parking (Private) Limited, fully owned by the City of Harare, failed.
He later admitted to not performing the necessary due diligence before announcing that Team Chapter would take over parking management in Harare starting October 7.
During the same week, Nduna publicly apologised to President Emmerson Mnangagwa for attending the University of Zimbabwe (UZ) graduation ceremony the previous month without being on the list of graduands.
Nduna, who was pursuing a Bachelor of Substantive Laws Degree, sat among the graduates despite not graduating after failing three courses: Energy and Mining Law, Labour Law, and Language Acquisition and Intercultural Communication Literacy (Chinese Language).

ZANU PF Central Committee member Dexter Taona Nduna (53) was arrested last week for illegally collecting parking fees from motorists in Chegutu.

Prosecutor Tafadzwa Vhore told the court that Nduna deceived motorists by claiming that Team Chapter, a company connected to him, was authorised to collect vehicle parking fees in the town. Dexter Nduna Arrested For Illegally Collecting Parking Fees

A 31-year-old man from Belvedere, Harare, was arrested last week by the Southern Africa Regional Anti-Corruption Organisation (SARACO) for allegedly scamming victims by falsely claiming to drill boreholes for US$350 through a programme he claimed was endorsed by President Emmerson Mnangagwa and Zion Christian Church (ZCC) leader Samuel Mutendi.
Perfectman Dhafete faces charges under Section 137 of the Criminal Law (Codification and Reform) Act [Chapter 9:23], that is, theft by false pretences, fraud, and false advertising.
The scam involved deception and misrepresentation, as Dhafete falsely claimed to be affiliated with both the President and Bishop Mutendi while pretending to offer borehole drilling services under a non-existent programme.
He allegedly collected money from victims without delivering any services.
Complainants Clapperton Mucheki and Rosemary Chakacha reported losing money to Dhafete and an accomplice, Susan Sibanda, who remains at large.
SARACO apprehended Dhafete at Harare Gardens, where he admitted to collecting money from the complainants.
He appeared before a Harare magistrate and was granted $80 bail, with his next court appearance scheduled for October 24, 2024.

Harare Man Defrauds Residents In Fake Presidential Borehole Drilling Scheme

The trial of Mike Chimombe and Moses Mpofu, who have been in custody for over two months on corruption charges exceeding US$7 million, has been postponed to October 22 of this year.
The duo appeared relaxed and seemingly in good spirits during their appearance in the High Court in Harare on Thursday, where the proceedings were broadcast live on ZTN.
Chimombe and Mpofu are accused of misappropriating a total of US$7.7 million from the Presidential Goat Pass-On Scheme.
Allegations include forging a Zimbabwe Revenue Authority (ZIMRA) tax clearance certificate and a National Social Security Authority (NSSA) compliance certificate under the name of Blackdeck Private Limited.
These documents were submitted with a bidding proposal to the Ministry of Lands, Agriculture, Water, Fisheries, and Rural Development for a tender to supply goats for the scheme.
By doing so, they misrepresented their company as being in full compliance with ZIMRA and NSSA regulations.
Their trial was postponed after their lawyers requested a referral to the Constitutional Court. Both defendants have pleaded not guilty to the charges.
When Chimombe and Mpofu appeared at the Harare High Court the previous day (Wednesday), their lawyers traded barbs with Justice Pisirayi Kwenda.
Defence lawyers raised concerns about the court’s composition, specifically the age of the assessors, and argued that these issues should have been addressed before the trial began.
The defence claimed there were constitutional matters stemming from the duo’s arrest that needed to be resolved by the Constitutional Court before trial.
However, the prosecution argued that they should have been notified of the new defence outline regarding constitutional issues.
Tapson Dzvetero, representing Mpofu, began reading the defence outline, asserting that Mpofu pleaded not guilty and will challenge the legality of his detention and prosecution.
The defence contended that the charges stemmed from a civil matter related to a contractual disagreement with the Ministry of Lands and Agriculture, rather than criminal fraud.
Mpofu’s lawyer argued that he did not misrepresent the company’s capacity to supply goats and argued that the charges were unwarranted since the ministry had not pursued recovery of any funds.
The defence suggested that external parties with ulterior motives were influencing the prosecution, particularly in light of social media posts.
Professor Lovemore Madhuku told the court that Chimombe shares similar constitutional concerns and argued against the trial proceeding under what they deemed an improper court composition.
Chimombe’s lawyer explained that he was not directly involved in Blackdeck’s operations and only sought to mediate between the company and the ministry after disputes arose.
Both accused claimed that their legal troubles intensified after audios suggesting bribery by Wicknell Chivayo led to their arrest, alleging that they were targeted as punishment for leaking information.

Corruption Trial For Chimombe And Mpofu Postponed To October 22

In a first for corruption criminal court cases in Zimbabwe, ZTN has been granted permission to live broadcast the trial of businessmen Mike Chimombe and Moses Mpofu.
The two are accused of misappropriating funds totalling US$7.7 million from the Presidential Goat Pass-On Scheme.
Today’s hearing is set to begin at 2 PM at the High Court in Harare and can be viewed on the ZTN Prime channel or YouTube.
Chimombe and Mpofu allegedly forged tax and compliance certificates to secure a tender for supplying goats while misrepresenting their company’s compliance status. 
There is speculation that their troubles began after they allegedly leaked phone conversations with controversial businessman Wicknell Chivayo, in which Chivayo claimed to have significant influence over President Emmerson Mnangagwa, which assured him of lucrative tenders.
In the leaked audios, Chivayo inadvertently revealed alleged corruption surrounding the awarding of a Zimbabwe Electoral Commission (ZEC) tender in 2023.
The two were arrested a few weeks after the audio leak, while Chivayo was never arrested, and the presidency has not commented on the alleged corruption.
The accused persons, who were formerly charged with fraud on Wednesday, are contesting the court’s composition by questioning the legality of having assessors over the age of 70.
They seek a ruling from the Constitutional Court on the legality of having such assessors sit with the judge during the trial, along with other constitutional matters they want resolved before proceeding.

The Ministry of Industry and Commerce has warned the public about scammers posing as Ministry officials who claim to offer loans, grants, and offer letters.
In a recent statement, the Ministry said that these scammers contact unsuspecting individuals and organisations through email and Facebook, impersonating Ministry officials. They often defraud their targets throughout the supposed application process. Reads the statement:

The Ministry of Industry and Commerce notes with great concern the continued fraud by scammers who are deceiving unsuspecting individuals and entities by purporting to be officials from the Ministry and offering fake grants and loan opportunities through email and Facebook.
The targeted individuals are being enticed into applying for loans but end up losing their hard-earned monies in the alleged application process.
Fake loans, grants, adverts and offer letters impersonating the Ministry are in circulation. Be warned that these loan and grant offers are the work of scammers and must be ignored.
The Ministry therefore takes this opportunity to advise all stakeholders and citizens that it is not offering loans and grants.
Anyone approached by such a proposition through email, Facebook or any other means must not entertain such offers.
Reports have been made to the relevant authorities and measures are being taken to make sure that the work of the fraudsters is stopped.

Ministry Of Industry And Commerce Warns Of Fraudsters

Two suspected land barons, Lillian Chitanga (52) and Spencer Mabeka (45), both from Mabelreign, Harare, appeared before the Harare Magistrates’ Court facing fraud charges. The pair are directors of Brickstone Builders and Contractors Private Limited.
In Zimbabwe, “land barons” refers to individuals or entities that illegally sell or lease land, often in urban areas, without proper authorization or legitimate ownership.
These people typically exploit the demand for housing by subdividing land and selling plots, sometimes misleading buyers about the legality of the transactions.
They may operate outside the law, bypassing regulations and necessary approvals from local authorities and often forge documents, such as approval letters, to appear legitimate.
According to the National Prosecuting Authority (NPA), the allegations date back to May 2002, when the City of Harare approved the subdivision of a portion of land in Belvedere Ridge View into 52 residential stands. However, this plan was never implemented.
Further allegations claim that Chitanga and Mabeka forged a distribution letter approving a layout plan dated April 20, 2021, along with an offer letter dated April 22, 2021.
Both documents were purportedly authored and signed by the Principal Director of Physical Planning in the Ministry of Local Government and Public Works. Said the NPA:

They also forged another offer letter offering their company Brickstone Builders and Contractors Private Limited 14.4354 hectares of land dated 15 December 2015, purportedly authored and signed by the Housing Director of the City of Harare.
Equipped with the fake documents, the accused persons invaded the land and engaged a land developer to develop 52 residential stands measuring approximately 2000 square meters each.
They advertised and sold land to 45 unsuspecting land seekers who made payments ranging from US$ 25,000 to US$ 40,000.
They issued out lease agreements and offer letters signed by both accused persons as the land sellers.
The land seekers erected structures which were demolished by the city council.
</blockquote>
Chitanga and Mabeka filed an urgent chamber application with the High Court seeking to stop the Council from demolishing the structures as well as interdicting the Council from evicting them from the said land.
The prosecution alleges that the accused persons misrepresented in their court application that they were legal owners of the said land by tendering fake documents.
Investigations by the Zimbabwe Anti-Corruption Commission (ZACC) revealed that the allocation letter that was presented before the courts by the accused persons was not authentic.
Chitanga and Mabeka will be back in court this Wednesday, 18 September, for the continuation of the bail hearing.

Two people from Mabelreign, Harare, are in court for tricking 52 people who wanted to buy homes. They pretended to own land and sold it to people for lots of money. They showed fake papers to prove they owned the land. The city council destroyed the homes that were built on the land. Now, the two people are in trouble and will have another court date soon. It's important to be careful and make sure everything is legal when buying land.

Two Land Barons In Court For Fleecing 52 Home Seekers In Mabelreign

A Harare woman has been found guilty of stealing US$25,796 from a savings club and has been ordered to complete 420 hours of community service.
Barbra Matora (39), the former secretary and cash custodian for the Anglican Church Rebecca Savings Club, will serve her sentence at Warren Park Primary School in Harare.
Harare magistrate Sharon Rakafa convicted Matora of theft of trust property and sentenced her to 42 months in prison, with 12 months suspended for five years on the condition of good behaviour.
Of the remaining 38 months, 18 months were suspended on the condition that she repay the stolen amount of US$25,796 by October 31. The remaining 20 months were converted into 420 hours of community service.
Prosecutor Bonface Musvaire presented evidence showing that Matora was responsible for managing the cash and records of the Rebecca Savings Club.
The court heard that in January 2023, members of St. James Anglican Church in Warren Park 1 formed the Rebecca Savings Club, where each member was required to contribute a minimum of US$30 and a maximum of US$300 in savings, along with a monthly emergency fee of US$5.
Matora unlawfully converted the funds for her personal use and failed to account for the funds when requested by Rebecca Savings Club, represented by Nomsa Amin Nambale.
The court heard that in December 2023, members of the savings club held a meeting where they agreed that all members should be paid up by December 9.
Matora was tasked with handing over the cash for distribution among the members.
On December 4, 2023, Nambale received information that Matora had been arrested and detained at Harare Central Police Station for fraud.
When Nambale approached Matora to request an accounting of their money, Matora was unable to provide one.
Subsequently, Nambale and other members of Rebecca Savings Club visited Matora’s residence, where they recovered an empty metal cash box from her sister, Mary.
As a result, the club members suffered a loss of US$25,796.

Barbra Matora, a woman from Harare, stole $25,796 from a church savings club. She was caught and sentenced to 420 hours of community service. Barbra was in charge of the money for the Rebecca Savings Club but used some of it for herself. She couldn't explain where the money went and was arrested. The club members lost a lot of money because of her actions. Barbra has to pay back the stolen money by October 31 and do community service for the rest of her sentence.

Harare Woman Steals US$25 000 From Anglican Church Savings Club

A 32-year-old woman from Bulawayo appeared before the Tredgold Regional Magistrates’ Court facing theft charges after exploiting a technical glitch in NetOne’s OneMoney system to steal ZiG136,442.
Prosecutors told the court that from May 10 to May 31, 2024, Clara Ncube (32) took advantage of a system error that enabled mobile money transfers without corresponding deductions. Said the National Prosecuting Authority (NPA):

Additionally, 6 months of her sentence were suspended if she pays ZWG24,400 in restitution to the complainant, and another 6 months were suspended contingent upon her completing 211 hours of community service at Drill Hall CID Minerals.

A woman from Bulawayo used a mistake in the OneMoney system to steal a lot of money. She made many small transfers to avoid being caught. She stole a total of ZiG136,442 but some was recovered. The woman was sentenced to 18 months in prison, with some months suspended if she pays back some money and does community service. NetOne fixed the mistake in their system.

A 17-year-old boy from Zimre Park, Ruwa faces fraud charges after allegedly defrauding several high school students of a total of US$2,640.
The teenager reportedly promised to facilitate their membership in a SADC junior parliament programme but failed to deliver on his promises.
According to a statement from the National Prosecuting Authority (NPA), the teenage suspect was arraigned before the Harare Magistrate’s Court on Monday, where he was charged with fraud. Said the NPA:

Sometime in July 2024, the accused person posed as a member of the Junior Parliament, promising students a chance to join the Junior Motivators SADC Parliament programme.
He charged them US$62 for registration and uniforms and US$50 for a camping trip to Domboshava Resort.
After receiving payments, he disappeared. The total amount involved was US$2,640. Nothing was recovered.

He was released into the custody of his guardian and is scheduled to return to court on September 5, 2024.

17-Year-Old In Court For Scamming High School Students Out Of US$2,640

Harare regional magistrate, Marehwanazvo Gofa has denied bail to Mike Chimombe and Moses Mpofu who are facing fraud charges after they allegedly misappropriated US$7 million from the Presidential Goats Scheme.
Gofa said Chimombe and Mpofu are facing a serious charge, adding that the duo could interfere with State witnesses. Said Gofa (via <a href="https://www.herald.co.zw/chimombe-mpofu-denied-bail/">The Herald</a>):

In as much as this is not yet a trial, the accused were supposed to offer meaningful defence. They do not have plausible defence. They also failed to tender documentary evidence to prove that their company documents were legit.
</blockquote>
Chimombe and Mpofu will return to court on August 7, 2024, for indictment, as the trial will be heard at the High Court.
Prosecutor Anesu Chirenje alleged that Mpofu and Chimombe forged documents to secure the tender to supply 600,000 goats under the Presidential Goat Scheme.
He said investigations revealed that Blackdeck Pvt Ltd, the company linked to the accused, which they allegedly used to defraud the government, did not have a valid tax clearance.
The reference on the NSSA compliance certificate was issued to a different company, according to the prosecution.
It is alleged that Blackdeck Pvt Ltd was de-registered from the NSSA system in January 2016.
The court heard that acting on the misrepresentation, on 16 November 2021 the Ministry of Lands entered into an agreement with Blackdeck for the supply of 632 001 goats valued at US$87,7 million.
Between April and June 2022, the ministry transferred ZWL1.6 billion, which was equivalent to US$7 712 197, into the company’s bank account.
Consequently, their contract was cancelled on 29 August 2022 after Chimombe and Mpofu only supplied 4 208 goats valued at US$331 445.
They went on to convert US$7 380 751 to their personal use.
Critics argued that Chimombe and Mpofu’s arrest may be in retaliation for exposing alleged underhand deals between Wicknell Chivayo and the Zimbabwe Electoral Commission (ZEC), which implicated several high-ranking government officials.

Mike Chimombe And Moses Mpofu Denied Bail

Defence Minister Oppah Muchinguri-Kashiri’s 35-year-old daughter, Tanya Rozina Rushesha, was arrested on Friday for alleged fraud, reported <a href="https://www.zimlive.com/defence-minister-oppah-muchinguris-daughter-held-on-fraud-charges/">ZimLive</a>.
Detectives from the police commercial crimes unit apprehended Tanya after three individuals filed complaints against her for alleged fraud. A police officer was quoted as saying:

She approached these business owners claiming to sell bulk fuel, and they placed large orders after giving her money. However, she has failed to deliver.
</blockquote>
Tanya’s arrest marks the second time in 2024 that the child of a Cabinet Minister has been taken into custody.
In May, Neville Mutsvangwa, the son of Women’s Affairs Minister Monica Mutsvangwa, was arrested on charges of illegal currency dealing.
Neville and his two alleged accomplices spent nearly a month in remand prison before securing bail.
Following Neville’s arrest, Monica claimed that the arrest was “politically motivated” and accused Vice President Constantino Chiwenga of instigating the arrest.

Oppah Muchinguri’s Daughter Arrested On Fraud Charges

Mike Chimombe and Moses Mpofu, who are facing fraud charges related to the alleged siphoning of over $7 million from the Presidential Goat Scheme, will continue to be held in remand prison until their bail application is ruled on next week.
According to <a href="https://www.herald.co.zw/chimombe-mpofu-to-spend-another-week-in-custody/">The Herald</a>, the lawyers for the accused, Arshiel Mugiya and Tapson Dzvetero, completed their cross-examination of the lead investigator, Henry Chapwanya from the Zimbabwe Anti-Corruption Commission (ZACC), on Tuesday, July 9th.
The state prosecutors are expected to file their closing arguments tomorrow, arguing against the granting of bail, while the defence counsel will submit their bail application arguments on Friday.
The presiding magistrate, Marehwanazvo Gofa, said the ruling on the bail application will be delivered on July 16.
Prosecutors have alleged that Mpofu and Chimombe forged documents to secure the tender to supply 600,000 goats under the Presidential Goat Scheme.
The two lead investigators, Henry Chapwanya and Gamuchirai Zimunhu, provided evidence in court arguing that Mpofu and Chimombe should be denied bail.
They claimed that if released, the suspects would pose a flight risk and also the release could result in protests that would undermine the peace and security of the nation, especially with the upcoming SADC Summit scheduled in the next few weeks.
In addition, Chapwanya submitted that there was a high likelihood Mpofu and Chimombe would interfere with witnesses, as they had previously interacted with some of them during negotiations for the goat tender held with the Ministry of Lands, Agriculture, Water, Fisheries and Rural Development.
Prosecutor Anesu Chirenje presented documentary evidence in the form of a memo that had been circulated on social media by the two suspects.
The memo stated that the government had provided them with around $4 million equivalent for the project.
Some critics have questioned the timing of the arrests of Mpofu and Chimombe, as the alleged fraud is said to have occurred a couple of years ago.
There has been speculation that their arrest may be in retaliation for exposing alleged underhand deals between Wicknell Chivayo and the Zimbabwe Electoral Commission (ZEC), which implicated several high-ranking government officials.
Chivayo is an ex-convict and an associate of President Emmerson Mnangagwa, as well as a ZANU PF donor.

Chimombe, Mpofu Bail Ruling Deferred To 16 July

Authorities faced difficulties in locating the alleged fraud suspects and business partners Mike Chimombe and Moses Mpofu, with the intent of apprehending them on Tuesday, Harare magistrate Marewanazvo Gofa was told Thursday.
Speaking in court while opposing the accused persons’ bail application, Zimbabwe Anti-Corruption Commission (ZACC) investigating officer Gamuchirai Zimunhu said the two men evaded arrest on Tuesday.
Zimunhu said Chimombe and Mpofu later promised to visit the ZACC offices by 6 PM on Tuesday, but they ultimately failed to show up as agreed. She said (via <a href="https://www.zimlive.com/zacc-investigators-say-chimombe-mpofu-arrest-was-a-nightmare/">ZimLive)</a>:

Public disorder may arise; people will no longer trust the justice system in that ZACC catches and releases people.
Accused may abscond from court. On Tuesday 25 June, we spent the greater part of the day manhunting for them and they were not at their place of residence.
We called them on Monday after they left. When Mr Chapwanya (the other IO) called Mr Mugiya to advise him that we wanted to see his client, Mr Chimombe said he was out of Harare and Mpofu was at his farm in Zvimba.
He promised to bring them before 6 PM but they didn’t come and Mugiya promised to bring them on Tuesday and we waited for them up to mid-day.
Mr Chapwanya advised Mugiya that his clients had turned hostile, which resulted in teams being deployed to manhunt the accused persons.

Chimombe and Mpofu were finally arrested on Wednesday around 10 AM after they finally handed themselves in.
Zimunhu also said she was not satisfied with the address given by Mpofu. She said:

Chimombe and Mpofu were on Friday, June 28, ordered to spend the weekend in remand prison after a bail ruling in their case was deferred to Monday, July 01.

ZACC Investigators Said Search For Chimombe And Mpofu Was Challenging

Mike Chimombe and Moses Mpofu have been ordered to spend the weekend in remand prison after a bail ruling in their case was deferred to Monday, July 01.
The two individuals are accused of defrauding the government of $7 million that was earmarked for the Presidential Goat Scheme.
On Monday, the Zimbabwe Anti-Corruption Commission’s investigating officer, Gamuchirai Sibongile Zimunhu, will continue testifying against the duo, reported <a href="https://www.herald.co.zw/chimombe-mpofu-to-spend-weekend-in-jail/">The Herald</a>.
Chimombe and Mpofu allegedly failed to supply goats despite receiving full payment from the Government.
On Friday, Zimunhu told the court that if the duo was released on bail, it could cause a public outcry as there was overwhelming evidence against Chimombe and Mpofu.
She said the public has an interest in the matter as the goats were supposed to benefit less privileged people in the country, hence people could protest if the two were granted bail.
Allegations are that Chimombe and Mpofu forged a ZIMRA Tax clearance certificate and an NSSA compliance certificate in the name of Blackdeck Private Limited and attached them to a bidding document which they submitted to the Ministry of Lands, Agriculture, Water, Fisheries and Rural Development for a tender for the supply and delivery of goats for the Presidential Goat Pass-on Scheme.
Chimombe and Mpofu allegedly misrepresented that the company was in full compliance with ZIMRA and NSSA requirements.
However, investigations indicated that the QR code and the reference on the NSSA compliance certificate were issued to a different company.
It is further alleged that Blackdeck Private Limited was deregistered from the NSSA system in January 2016.
The NPA said further investigations established that Blackdeck Private Limited was not issued with a ZIMRA tax clearance certificate for the year 2021 and that the QR code on the forged tax clearance certificate belonged to a different company. Said the NPA:

The Ministry transferred ZWL901 294 200 and ZWL698 705 800 on the 21st of April 2022 and the 29th of June 2022 respectively into their bank account.
The total amount was ZWL1.6 billion and was equivalent to USD7 712 197. Following delays in the delivery of the goats, the Ministry of Lands officials made several engagements with the accused persons.
The accused persons misrepresented that they had mobilized 32 500 goats across the provinces which were ready to be distributed to the beneficiaries.
However, a verification process revealed that the accused persons only had 3,713 goats in their holding sites.
The Ministry cancelled the contract on the 29th of August 2022, following the discovery.

Chimombe and Mpofu reportedly only supplied a total of 4 208 goats valued at US$331 445 and went on to convert US$7 380 751 to their personal use. Nothing was recovered.

Chimombe And Mpofu To Spend Weekend In Jail

Pardon Dziva, a Public Prosecutor stationed at the Harare Magistrates’ Court together with his co-accused Alex Tombe who were facing fraud charges appeared at the Harare High Court on Tuesday, 11 June, for sentencing following their conviction on fraud charges on 28 May.
Dziva was sentenced to 10 years imprisonment of which 2 years was suspended for 5 years on condition that he does not commit a similar offence.
Tombe was sentenced to 8 years imprisonment of which 2 years was suspended for 5 years.
The State proved that on 15 November 2023, Dziva demanded US$20 000 from Wellington Takavarasha to facilitate a lighter sentence for Henrietta Rushwaya who had been convicted of smuggling by a Harare High Court Judge.
Wellington Takavarasha told Henrietta Rushwaya’s sister, Helliate Rushwaya about Dziva’s demand. She reported the matter to the Zimbabwe Republic Police Anti-Corruption Unit who set a trap for the accused person.
Helliate agreed to meet the duo at CABS Centre whereupon Tombe approached her and indicated that he had been sent to collect the money by Dziva.
She, however, refused to hand over the money and insisted on handing it over to Dziva. They drove to Kebbab Restaurant in Milton Park where they met Dziva.
Dziva went to Helliate’s car where she handed over the trap money before the two men were subsequently arrested.

Prosecutor In Henrietta Rushwaya Smuggling Case Sentenced To 8 Years In Jail

A bogus policeman was arrested in Chegutu after he solicited US$1 500 from a woman whose husband had been remanded in custody for a case of robbery.
The Zimbabwe Republic Police (ZRP) spokesperson Commissioner Paul Nyathi said that Anesu Tauya Maponga claimed he was a law enforcement agent and assured the complainant that he could facilitate her husband’s release by paying prosecutors, magistrates and court officials. Said Commissioner:

The Zimbabwe Republic Police confirms the arrest of Anesu Tauya Maponga in connection with a case of fraud which occurred in Chegutu between April 2024 and June 2024.
Sometime in April 2024, the suspect purported to be a policeman and approached the unsuspecting victim whose husband had been remanded in custody for a case of robbery.
The suspect charged US$1 500.00 so that he could facilitate the release of the victim’s husband from remand prison by paying prosecutors, magistrates and court officials.
The suspect demanded a down payment of US$700.00 which he alleged he was going to give to his friend who is a Magistrate to commence the release process. Resultantly, the victim was duped of US$470.00.
On 03rd June 2024, detectives from CID Police Internal Investigations acted on the received information and arrested Anesu Tauya Maponga in Chegutu Central Business District following a trap in which the suspect received US$50.00.
</blockquote>
Comm. Nyathi appealed to members of the public to exercise due diligence when approached by individuals purporting to be members of the security services or court officials.
He urged the public to report suspicious individuals on National Complaints Desk number (0242) 703631 or WhatsApp on 0712 800 197.

Fake Policeman Arrested After Extorting US$1,500 From Robbery Suspect’s Wife

A 36-year-old man from Hopely in Harare appeared before the Masvingo Magistrates Court on allegations of defrauding Econet Life trading as EcoSure.
Ecosure is a company that provides funeral assurance cover that entitles a promised amount determined by the Policy Package to be paid out in the event of the death of the Insured.
It is the State’s case that Sylvester Rusere registered for Ecosure Funeral cover and added his daughter and another fictitious daughter as dependents.
From March to April 2024, Rusere allegedly misrepresented that his fictitious daughter Mufaro Rusere had passed on in March 2024 at Mukutukutu Village, Chief Nyashanhu, Buhera. Said the National Prosecuting Authority (NPA):
<blockquote>
To substantiate his claims, the accused person fraudulently fabricated a death certificate for Mufaro Rusere and went to complete all the forms which were supposed to be completed and signed by the Village head.
He convinced his witnesses and obtained copies of their national identity cards. Armed with the fake death certificate and the national identity cards, he proceeded to the Masvingo Econet shop and submitted the documents so that the complainant could process the fraudulent claim.
He completed EcoSure funeral cover claim forms and attached the fake death certificate and national identity cards of the witnesses and falsified the signatures of the witnesses.
The complainant instituted a preliminary investigation to verify the authenticity of the claim and established that the accused person does not have any daughter named Mufaro. A report was made which led to the arrest of the accused person.

Rusere was ordered to pay US$400 or face 6 months imprisonment. In addition, he was sentenced to a wholly suspended 3 months sentence.
His conviction comes just a week after a couple from Chief Nhema’s area in Zaka District, Masvingo Province, was arraigned before the Masvingo Magistrates’ Court for faking their daughter’s death to claim money from Ecosure.
According to the NPA, wife and husband, Rungamirai Machinjike (27) and Talent Rutindingwe (33, were found guilty by the courts and were sentenced to 6 months imprisonment of which 3 months were suspended. The remainder was suspended on condition of 105 hours of community service.

Harare Man Fined US$400 For Defrauding Ecosure

A couple from Chief Nhema’s area in Zaka District, Masvingo Province, was recently arraigned before the Masvingo Magistrates’ Court for faking their daughter’s death to claim money from Ecosure.
Ecosure is a company that provides funeral assurance cover that entitles a promised amount determined by the Policy Package to be paid out in the event of the death of the Insured.
According to the National Prosecuting Authority (NPA), wife and husband, Rungamirai Machinjike (27) and Talent Rutindingwe (33, were found guilty by the courts and ordered to perform 105 hours of community service each. The NPA said:

The first accused person registered for Ecosure Funeral cover and added the second accused person, her daughter and her cousin as dependents.
During the period extending from November 2023 to December 2023, the accused person misrepresented to Ecosure that their daughter had passed on in November 2023.
In an effort to substantiate their claim, she fraudulently obtained a death confirmation letter from the Headman and identity documents of her witnesses which she gave to her husband to go and process the claim.
The second accused person went on to complete claim forms and attached the fraudulent documents. He signed on behalf of the witnesses.
</blockquote>
The matter came to light when Ecosure instituted preliminary investigations to verify the claim’s authenticity and established that the duo had made a false claim.
The company reported the fraud to the police leading to the arrest of the two.
They were sentenced to 6 months imprisonment of which 3 months were suspended. The remainder was suspended on condition of 105 hours of community service.

Couple Fakes Daughter's Death To Defraud Ecosure

A church leader in Mbare, Harare, was arrested after he allegedly impersonated a Zimbabwe Anti-Corruption Commission (ZACC) official to acquire land that his church wanted to use as an extension to its allocated space.
The cleric, Kudzai Ngoni Nyamasoka (29), is also accused of associating himself with the Office of the President and Cabinet and claiming to be a ZANU PF member to intimidate congregants from another church.
As reported by <a href="https://www.newsday.co.zw/local-news/article/200027317/fraudster-church-leader-arrested">NewsDay</a>, Nyamasoka was on Thursday granted US$200 bail and ordered to appear at Mbare Magistrate Court on June 18 2024.
Prosecuting, Thomas Chanakiratold the court that Nyamasoka was a pastor at Faith Ministries International in Mbare, Harare, and was arrested for fraud and forgery.
The complainant in the matter is the City of Harare.
It is alleged that in January 2024, Faith Ministries International got involved in a dispute over a piece of land adjacent to its church which was temporarily leased to True Believers International Ministries.
Faith Ministries International was using the land for parking before it was leased to True Believers.
However, Faith Ministries allegedly tried to acquire the same land as an extension of their church stand but failed, the court heard.
It is further alleged that after the application was turned down, Faith Ministries International, through Nyamasoka, allegedly began victimising congregants at True Believers.
The court heard that Nyamasoka engaged individuals who would purport to be from ZRP, the President’s Department and ZANU PF youth league to harass members of the other church.
In April 2024, Nyamasoka allegedly called council officials pretending to be a ZACC officer and demanded that they rescind the allocation of the stand to the rival church.
Nyamasoka allegedly created a counterfeit letter using a computer-generated letterhead. The letter warned the district officer to refrain from proceeding with the allocation, citing an ongoing investigation by the Zimbabwe Anti-Corruption Commission.
He was reported to the police leading to his arrest.

Church Leader Arrested For Fraud And Forgery

Two more directors of e-Creator, a suspected Ponzi scheme that allegedly defrauded thousands of people of over US$1 million, have been granted US$1 000 bail each by the Harare Magistrates Court.
The two are Justin Kuchekenya and Abraham Mutambu.
As reported by <a href="https://www.newzimbabwe.com/two-e-creator-fraudsters-granted-us1k-bail-each-chinese-mastermind-remains-locked-up/">NewZimbabwe.com</a>, the two were granted bail on changed circumstances, after their co-accused Trymore Tapfumaneyi was granted bail recently.
This leaves the suspected mastermind of the Ponzi scheme, a Chinese national, Zhao Jiatong, the only suspect still in remand prison.
The four were arrested in July 2023 and have been in custody after they were denied bail by Magistrate Marewanazvo Gofa on their initial appearance.
According to court papers, sometime in January 2023, Zhao created an online investment Ponzi scheme called e-Creator.
On February 7 2021 and in connivance with Tapfumaneyi, Kuchekenya, Bily Thomas Syedou, Abraham Mutambu, Jiatong allegedly registered a company with the Zimbabwean Registrar of Companies named E-Creator Electronic Commerce Private Limited.
The company had its offices situated at rooms 15 and 16 10 Floor Joina City Building, Harare.
Prosecutors alleged that Zhao went on to launch the company as an online e-commerce operator with a global internet as its core. Reads the court papers:

During the period from February 2023 to July accused misrepresented to unsuspecting Zimbabwean nationals that if they invested with the company, they would enjoy huge monthly profits depending on the amount invested.
</blockquote>
The court heard Zimbabweans across the country invested up to US$1 million into the company through various Ecocash numbers supplied on the platform by the accused. Prosecutors said:

To make the company more attractive and appealing to unsuspecting Zimbabweans the accused used the media including the national television broadcaster Zimbabwean Television (TV) social media and powerful Zimbabwean socialites namely Tarisai Cleopatra Munetsiwa also known as Madam Boss, and Admire Mushambi also known as Mama Vee to advertise the company business on their social media platforms in order to gain more subscribers.
</blockquote>
The suspected fraudsters also allegedly employed various agents in major towns and cities throughout the country to market the business.
It is further alleged that on July 3 2023 some of the complaints encountered challenges in accessing their funds and approached the company for clarifications.
One of the accused persons, Abraham Mutambu assured these complainants that it was a system upgrade that was preventing them from accessing the funds.
The court heard Mutambu further advised them that the situation would normalise in due course.
On July 5 2023 complainants were shocked to realise that E-Creator Electronic Commerce Private) Limited had sent a notice on their website that they are no longer operating.
The company also posted the passport photo of the accused Zhao Jiatong as the one who had taken their money and absconded to China.
The court heard that the complainants also visited the accused’s known offices and saw that they had been permanently closed and there were no signs of business operations.
They received information that the accused person had withdrawn the money and fled.
As a result of the accused’s actions, complainants suffered an actual prejudice of US$1 000 000 and nothing was recovered.

Two E-Creator Directors Granted US$1 000 Bail Each

A Harare couple appeared in court on Friday, April 5, facing charges of defrauding the owner of Pandhari Hotel of US$90 000, <a href="https://www.newsday.co.zw/local-news/article/200025281/harare-couple-in-court-for-us90k-fraud">reported NewsDay</a>.
The accused, Usedia Zhuwaneti and his wife Edzayi Arufaneti appeared before Harare magistrate Ethel Chichera.
They are represented by Shepard Makonde.
The complainant in the matter is Sunday Chifamba, the owner of Pandhari Hotel.
Prosecuting, Zebediah Bofu told the court that in 2014, the couple planned to defraud Chifamba by posing as shareholders of Anglovaal Investments Private Limited.
Zhuwaneti and Arufaneti claimed that they also owned stand number 761 Glen Lorne Township of 41 of Glen Lorne held under Deed of Transfer 9391/98 through the company.
It is further alleged that in March 2014, Chifamba acted on the accused’s misrepresentation and bought stand number 761 Glen Lorne for US$90 000 from them.
The court heard that the property had an equivalent value of 200 shares in Anglovaal Investments (Pvt) Ltd.
In 2016, Eelco Alexis Walraven, the owner of the property who had sold it to Anglovaal Investments in 2011 but later reclaimed after Anglovaal Investments (Pvt) Ltd had failed to pay the full purchase price, approached Chifamba, claiming ownership of the property.
In June 2019, Walraven obtained a High Court order to evict Chifamba from the property.
As a result of the accused’s actions, the complainant suffered actual prejudice of US$90 000 and nothing has been recovered.

Harare Couple In Court For US$90 000 Fraud

Kudakwashe Mpofu, a Zimbabwean and former chief financial officer (CFO) of the North West Development Corporation in South Africa, appeared in the Pretoria magistrate’s court on Wednesday.
He faces charges of fraud and contravening the Immigration Act. In 2022, Mpofu, aged 32, allegedly utilised a fraudulent permit to remain in the country.
<a href="https://www.timeslive.co.za/news/south-africa/2024-03-20-former-north-west-development-corporation-cfo-in-court-for-fraud/">TimesLive</a> reported that after investigations by the police, Mpofu handed himself over on Wednesday and was formally arrested.   
Lumka Mahanjana, spokesperson for the National Prosecuting Authority (NPA), announced that court proceedings were adjourned to March 26 for bail information and a potential bail application.
She further clarified that Mpofu would remain in custody until his scheduled appearance and the NPA intends to oppose bail while considering additional charges.
On Sunday, South Africa’s Home Affairs Minister Aaron Motsoaledi told journalists Mpofu was informed as “far back as June 23 2023 that his purported permanent residence permit is fraudulent”. Said Motsoaledi:

I’m here today to confirm that, according to our records, Mr Kudakwashe Mpofu’s permanent residence document is fraudulent and was not issued by the Department of Home Affairs and we do not know where he obtained it.
We can confirm the permanent residence permit number appearing on Mr Mpofu’s document does not exist in our systems.
We can further confirm that the control number appearing on Mr Mpofu’s purported document was not issued by the department to him but rather it was legitimately issued to somebody else.
As to how Mr Mpofu came across that control number, we do not know.

Mpofu tendered his resignation on Monday this week, and on March 10, the Sunday World reported that he was vigorously opposing the Home Affairs Department’s efforts to deport him.

Former North West Development Corporation CFO, Kudakwashe Mpofu, Arrested

Henrietta Rushwaya, the Zimbabwe Miners Federation (ZMF) president, faced accusations related to a mine sale involving an Indian investor. She was granted bail of US$500 by a Harare magistrate on Wednesday, as reported by <a href="https://www.zimlive.com/miners-boss-henrietta-rushwaya-out-on-us500-bail-after-fraud-charges/">ZimLive</a>.
Following her Tuesday arrest, Rushwaya was released into her lawyer’s custody. The Harare magistrate, Stanford Mambanje, cited the absence of compelling reasons from the National Prosecuting Authority (NPA) to deny her bail. 
She will be back in court on April 10.
According to Prosecutor Lancelot Mutsokoti, on April 2, 2021, Henrietta Rushwaya invited Ashok Jain, the chairman of the NV Group of Companies based in New Delhi, India. The purpose of this invitation was to discuss potential investment in a gold mine located in Umpfurudzi.
It is alleged that Rushwaya was aware of the impending expiration of a special grant issued to her, which was set to lapse on May 2, 2021.
Allegedly, Rushwaya, who had connected with Jain through Asif Adil, informed him that she could facilitate business opportunities in Zimbabwe. These opportunities included ventures related to liquor distribution, establishing a distillery, and setting up an ethanol plant.
According to court proceedings, Rushwaya requested US$35,000 from Jain as a prerequisite for initiating the establishment of his business in Zimbabwe.
Additionally, it is alleged that on October 4, 2021, Jain met Rushwaya in New Delhi, and she received the requested sum of money.
During the same month, Rushwaya extended an invitation to Jain and his son, Varun Jain, to visit Zimbabwe for a business meeting. Said Mutsokoti:

During that visit, Rushwaya allegedly informed Jain that she had a gold mine in Mashonaland Central which she could sell to him.
She took Jain and his son to Umpfurudzi in Mashonaland Central and showed them the alleged mine which she claimed was rich in gold and was on 420 hectares.

Allegedly, Rushwaya proposed selling the mine to Jain for a sum of US$350,000. On December 26, 2021, Rushwaya requested the initial payment of US$175,000 from Jain for the mine purchase. This transaction was facilitated by a representative known solely as Richard. Said Mutsokoti:

On different dates between January 10, 2022, and May 2022, Rushwaya misrepresented to the complainant that she was preparing for mining to resume and she was paid various amounts of money totalling US$615,000 by the complainant when in actual fact she was doing no such process.
On May 12, 2022, she further demanded the second instalment of US$175,000 for the purchase of the Umpfurudzi gold mine and the money was deposited into Relm Mining Syndicate’s CBZ Account 26160480020 and US$3,000 was transferred into her personal CBZ Harare account.
</blockquote>
Rushwaya allegedly provided a fraudulent geologist’s report claiming the Umpfurudzi mine lacked gold deposits, intending to divert Jain’s attention to another mine in Shangani.
Through the continued misrepresentation, Jain was allegedly defrauded of over US$1 million.
Rushwaya is represented by his lawyer Oliver Marwa.

Henrietta Rushwaya Granted US$500 Bail After Arrest On US$1 Million Fraud Charges

A 46-year-old man from Victoria Falls has been found guilty of fraud by a Victoria Falls Magistrate after he sold a residential stand twice.
Controller Daka was sentenced to 36 months imprisonment of which 8 months was suspended for 5 years on condition of good behavior.
The court also suspended 16 months imprisonment on the condition that Daka completes 560 hours of community service.
A further 12 months imprisonment was suspended on condition that he restitute the complainant the sum of US$3 000 by 02 April 2024.
Prosecutors proved in court that on 11 February 2024 at Monde Village, Victoria Falls, Daka intentionally made a misrepresentation to one Munashe Chizhou that he was selling his residential stand. Chizhou paid the full price for the stand.
However, on 03 March 2024, when Chizhou contacted the village head for a change of ownership, he was informed that the stand had been sold to one Wellington Muzhuzha sometime in January 2024.
Chizhou reported the matter to the Police leading to Daka’s arrest. The total value prejudiced was US$3 000 and nothing was recovered.

Victoria Falls Man Sells Residential Stand Twice

Two men, Tawanda Matau and Bernard Chizunza, were arrested by the Zimbabwe Anti-Corruption Commission (ZACC) for allegedly conniving to swindle government pensioners.
Matau and Chizunza appeared in court on Monday 12 February 2024 and were charged with eight (8) counts of fraud. ZACC said:

Circumstances are that the two accused connived to swindle government pensioners’ lump sum payout fund targeting CBZ bank clients.
Chizunza and Luckmore Matuku were the resource persons receiving information from an accomplice (yet to be arrested) to the effect that the complainant had received his lump sum pension; the accused would then create fake identity cards bearing details of their victims but with their facial photos.
They would then approach Econet agents and do SIM card replacements leading to the victim’s mobile phone losing network connectivity.
When in hold of the victim’s Econet line, they would then insert it in their mobile phones and have access to the victim’s mobile application.
After entering all the details requested the accused persons would be in control of the bank account and withdraw all the money.
The accused would then approach illegal foreign currency dealers and buy US dollars or bulk groceries for re-sale.

ZACC added that Matuku was once arrested in July 2022 for similar offences and charged with 52 counts of fraud and was later released on bail at the High Court and since then he has been on warrant of arrest for defaulting court.
The accused persons appeared in court and were remanded in custody pending their bail hearing on 16 February 2024.

Fraudsters Swindle Government Pensioners

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested the Deputy Director of the Road Services Division in the Ministry of Transport and Infrastructural Development, Ernest Shenje.
ZACC said Shenje has been arrested on accusations of fraudulently claiming US$1 003 417 in compensation for a property affected by the construction of the new interchange at Mbudzi roundabout, along Simon Mazorodze Road, in Harare. He is expected to appear in court soon. ZACC said in a statement:

ZACC has arrested Mr Ernest Shenje, Dep Director Road Services Division in the Min of Transport &amp; Infrastructure Dvt on charges of fraud, over a fraudulent claim of USD1 003 417-00 as compensation for a property affected by the construction of a multi-level interchange at Mbudzi.
Shenje, working in cahoots with one Levy Idana [who is still at large] and some lawyers, manufactured a fraudulent agreement of sale purporting that Levy Idana was the owner of Subdivision A of Subdivision B of Delft of Hopely which was in the name of John Maloney.
They used the fraudulent agreement of sale to claim compensation, misrepresenting that Idana had purchased the property.
Shenje went on to facilitate the processing working together with other Ministry officials. As a result, Idana was paid USD200 000.00.

Last week, a local weekly publication reported that ZACC had questioned several directors at the Ministry of Transport and Infrastructure Development over alleged fraudulent activities linked to Mbudzi Traffic Interchange project funds.
According to the report, the officials were quizzed by ZACC after whistle-blowers leaked details linking them to the “pillage” of a fund meant to compensate owners of companies and houses who were moved to pave the way for the construction of the traffic interchange.
Officials who spoke to the publication claimed that of this figure, US$12 million could have been paid out to 52 affected individuals and businesses by the end of 2023.
The US$88 million Mbudzi interchange is at the intersection of Simon Mazorodze Road, Chitungwiza Road and High Glen Road in Harare.
Funding for the project is being done through local financial institutions, while the contractor for the project is a joint venture of three local road construction companies: Tensor Systems, Fossil Contracting and Masimba Construction, collectively coming under the banner of Tefoma Construction joint venture.
When complete, the interchange will have 13 bridges and 15 kilometres of interchange and service outlets.
This is expected to eliminate congestion at the point where two major highways meet the Beitbridge-Harare national highway.

Ministry Of Transport Official Arrested For Looting Mbudzi Traffic Interchange Fund

A teacher based in Chivhu allegedly stole groceries worth nearly ZWL$2 million from a local supermarket on Christmas Eve last year, reported <a href="https://www.newsday.co.zw/local-news/article/200022080/teacher-steals-groceries">NewsDay</a>.
Fortunate Nhundu, a teacher at Manhize Primary School, appeared at the Chivhu Magistrates Court on Friday last week facing a fraud charge.
Nhundu pleaded not guilty to the offence and will be back in court on 18 January for trial.
Allegations are that on 24 December 2023 at around 5 PM, Nhundu entered Pick ‘n Pay supermarket with a used receipt for groceries and filled up a trolley with items similar to those on the receipt he had.
It is further alleged that on the same date and at around 5:30 PM, the accused person left the shop with the groceries without paying for them.
Nhundu was, however, arrested by an alert security guard at the supermarket.
All the stolen goods worth ZWL$1 840 378.90 were recovered.
While the allegations are yet to be proven in a court of law, and fraud cannot be condoned under any circumstances, Zimbabwe’s civil servants, teachers included are poorly paid.
With effect from 01 January 2024, the Government converted civil servants’ US$300 COVID-19 allowance into a pensionable salary.
The salary is taxed, which means civil servants are now earning less than what they were getting last year.
