Former commissioner-general of the Zimbabwe Revenue Authority (Zimra) Gershem Pasi has claimed that he is struggling to get his terminal benefits from the state revenue collector. He is claimed that he walked away empty-handed despite 35 years of government service and that he is receiving summons from financial institutions because of some loans he took when he was still employed by Zimra . In an interview with the Daily News, Pasi said,
<blockquote>For the 35 years in government service, I walked away with nothing. I am struggling now to get the small terminal benefits due to me and the leave days I had accumulated and that same car they accused me of registering as a (Toyota) Vitz, they took it away. So I walked away without even the vehicle I was supposed to be offered at book value. So I walked away with nothing.</blockquote>
<blockquote>…it’s difficult because I have no one to engage because the board has refused to talk to me. But now that they have taken the matter to court, I will get my lawyers to put a counterclaim so that I get what is rightfully mine in terms of my contract of employment. People say I resigned to avoid being fired. Yes, I was going to be fired because it was a Kangaroo court and I refuse to authenticate that process. For instance, my contract was drafted and or reviewed by Kantor &amp; Immerman as our corporate lawyer(s) but during the hearing, you get Kantor &amp; Immerman sitting on the opposite side with the board chair (Willia Bonyongwe) arguing that provisions of my contract are null and void. That’s serious conflict of interest. And then tell me, if it were you, would you proceed with a process that the final verdict is already determined?</blockquote>
<blockquote>I have been receiving a lot of summons, banks and so forth. It’s normal because I had an income which was at a certain level and my expenditure was on a certain level and one of the loans was based on a company-assisted scheme and I would not have taken the loan if I knew things would end this way. My contract was supposed to end in October this year. So, some of the loans had been earmarked to end there. So it’s not easy, so it’s inevitable even to be taken to court. Fortunately, I have a farm and since 2003, I have been developing it so I won’t die of hunger.</blockquote>

I Left Zimra Empty Handed, Am Struggling To Get My Benefits And Am Now Being Sued: Former ZIMRA Boss Pasi

Former Zimbabwe Revenue Authority (Zimra) commissioner-general Gershem Pasi who resigned from the revenue authority is going to face criminal charges relating to corruption among other charges. This was revealed by Zimra board chair Mrs Willia Bonyongwe.
Said Bonyongwe:
<blockquote>In terms of what action the board will take against (Mr Pasi), the answer is nothing apart from the normal termination procedure. But that is not to say the charges will be ignored. I must emphasise that the board has not negotiated any exit package with the Commissioner-General
However, both the board and Ministry of Finance and Economic Development are in agreement that the charges which are of a criminal nature will not be washed away. Any charges relating to corruption, abuse of office or anything of a criminal nature will be pursued through the relevant state authorities.
He claimed that the board chair (Mrs Bonyongwe) was pursuing him out of malice. The High Court did not agree with him and ruled that the suspension, audit process and the hearing process was lawful and that he should defend himself.</blockquote>

Ex-Zimra boss Gershem Pasi to face criminal charges: Zimra

Former Zimbabwe Revenue Authority (Zimra) commissioner-general Gershem Pasi who resigned from the revenue authority has refuted claims that he asked for immunity before resigning. Pasi insisted that he is innocent and that he does not need any form of immunity.
In an interview with the Zimbabwe Independent, Pasi said:
<blockquote>I am grateful that God and the government gave me the opportunity to create the revenue authority which became the envy of the whole world. Now it is time for me to go. According to my letter, I am saying I don’t see any future and any wisdom in me wanting to hold on. I need to correct the notion that I begged for a package and immunity. I did no such thing. If lawyers were discussing options here and there, that is what lawyers do. There is no reason for me to ask for immunity. If I had stolen all that money as reported in the press, do you think I would have remained in the country? This is my country and I served it well.</blockquote>

Ex-Zimra boss Gershem Pasi says he never asked for immunity

Former Zimbabwe Revenue Authority (Zimra) commissioner-general Gershem Pasi who resigned from his post earlier on this week is reported to have sought an exit package and immunity from prosecution before resigning. Pasi had been under suspension for almost a year and was facing 45 counts of misconduct. The board, however, refused to grant him an exit package, while also dismissing his plea for immunity from prosecution.
In his resignation letter Pasi wrote:
<blockquote>My employer has without just or lawful cause preferred unfounded charges against me. The charges ring hollow, being based as they are, upon an incompetent audit report prepared by auditors who abdicated their most basic functions and responsibilities. I wish to reiterate and make it abundantly clear that I have committed no misconduct, either of nature alleged or at all.</blockquote>

Former Zimra boss Gershem Pasi sought immunity from prosecution  before quitting

Underfire Zimbabwe Revenue Authority (Zimra) Commissioner-General, Gershem Pasi who was under suspension after allegations of corruption and gross misconduct has resigned from the tax authority. This was announced by Zimra chairperson Willia Bonyongwe on Wednesday. Pasi and five other executives were suspended last May after they were implicated in a vehicle import scam.
Said Bonyongwe,
<blockquote>I can confirm that he has resigned. He was undergoing a disciplinary hearing, but he decided to terminate it. The board will meet next week to discuss his perks as we had charges against him</blockquote>
Pasi is still maintaining his innocence, however, alleging that the audit team was incompetent.  Said Pasi:

Gershem Pasi resigns from Zimra after spending a year  on suspension

A forensic audit by HLB Zimbabwe revealed that <a href="http://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimra</a> bosses, among them suspended Commissioner-General <a href="http://www.pindula.co.zw/Gershem_Pasi">Gershem Pasi</a>, evaded paying tax on some of their employment benefits, prejudicing the Government of hundreds of thousands of dollars. The auditors said Comm-Gen Pasi declined to pay his tax obligations arising from his unwarranted board fees between 2011 and 2013 and as a consequence, $9 119.37 in unpaid Pay As You Earn and Aids Levy accrued.
The auditors also found that Zimra Director for Human Resources and Administration, Ms Christine Msemburi evaded paying tax during her secondment to the Regional Office for Capacity Building in Kenya from October 2012 to September 2015. The audit reveals she earned income in excess of $850 000 from Zimra, which should have attracted income taxes approximately $350 000.
The audit report revealed that Zimra executives earned about $15 million in salaries and employment benefits between December 2014 and May 2016.

Zimra bosses in tax evasion scandal

The disciplinary hearing into the conduct of suspended <a href="http://www.pindula.co.zw/Zimbabwe_Revenue_Authority">Zimbabwe Revenue Authority</a> Commissioner-General <a href="http://www.pindula.co.zw/Gershem_Pasi">Gershem Pasi</a>, who is facing more than 40 counts of misconduct, has been deferred to Thursday this week. Retired judge Justice Moses Chinhengo, who is presiding over the hearing, postponed the matter to allow lawyers of both parties to agree on the guidelines to follow in the proceedings.
 
Mr Alex Mambosasa and Mr Tazorora Musarurwa of Mambosasa Legal Practitioners are representing suspended Comm-Gen Pasi, while Mr Addington Chinake and Mr Simplicio Bhebe both of Kantor and Immerman, are prosecuting on behalf of Zimra.
The charges against Pasi include signing a $14 million contract with a company called AVIC International for the supply of uniforms and tollgate equipment without following tender procedures. He also stands accused of failure to investigate the alleged fraudulent importation of vehicles by Zimra executives, authorising his daughter to use the authority’s vehicle and approving salary increments without the board’s blessings.

Gershem Pasi's disciplinary hearing postponed to Thursday

<a href="http://www.pindula.co.zw/Zimbabwe_Revenue_Authority"> Zimbabwe Revenue Authority</a> (Zimra) Commissioner-General, <a href="http://www.pindula.co.zw/Gershem_Pasi">Gershem Pasi</a>, has filed an urgent chamber application at the High Court challenging his suspension and the proposal he appears before a disciplinary hearing on Tuesday.
In his application, Pasi accused Zimra board chairperson, Willia Bonyongwe, of causing his suspension after her company allegedly lost a multi-million-dollar contract to refurbish a Zimra property, Kurima House, in <a href="http://www.pindula.co.zw/Harare">Harare</a>. In his founding affidavit through his lawyers Mambosasa Legal Practitioners he says,
<blockquote>The whole charade against me is driven by her (Bonyongwe) desire to wrest, from Rasams Electrical, the contract relating to Kurima House, by displacing me. I dare say that here lies the heart of the motive and unjustified and unwarranted attack by the first respondent (Bonyongwe) against me. First respondent is aggrieved by the fact that a company, in which she is an owner with direct interest and control called Woodsbrand Investment (Woodsbrand), was unsuccessful in a dispute relating to the award of the tender for the renovations and improvements at Kurima House (a Zimra property).</blockquote>
The matter is yet to be set down for hearing.
