The Global Fund has allocated Zimbabwe US$75 million for the country to fight against the COVID-19 pandemic.
The Global Fund is the world’s largest financier of AIDS, TB, and malaria prevention, treatment, and care program. It invests US$4 billion annually into its programmes.
In a statement, the United States Embassy in Harare said the Global Fund has allocated US$75-US$150 million to Zimbabwe which the government can secure through an evidence-based grant proposal to run from 2021-2022 to respond to the devastating COVID-19 pandemic and mitigate the impact of the pandemic in the fight against HIV, tuberculosis, and malaria, and strengthen health and community systems. It said:
<blockquote>The base allocation of US$75 million amounts to 15% of Zimbabwe’s 2021-2023 Global Fund allocation.
Zimbabwe can apply for an additional US$75 million, and the funds should be used by December 31, 2023.</blockquote>
Working closely with the government of Zimbabwe and health development partners, the Embassy said, the COVID-19 Response Mechanism funds complement existing funding sources, such as World Bank, World Health Organization, other UN Agencies, bilateral assistance, and individual USG agencies, such as the U.S. Centers for Disease Control and Prevention, U.S. Agency for International Development, and the President’s Emergency Plan for AIDS Relief.
The U.S. Embassy has provided over US$20 million in support of the COVID-19 response in Zimbabwe. The embassy added:
<blockquote>The United States Government remains committed to working together with the Government of Zimbabwe, through the Ministry of Health and Child Care, multilateral organizations, partner governments, and civil society organizations, to fight the COVID-19 pandemic and other public health threats, for Zimbabweans to live safer, healthier, and longer lives.</blockquote>

Global Fund Allocates US$150m To Zimbabwe For Tracking COVID-19

Zimbabwe has been allocated US$500 million from the Global Fund for the fight against HIV, Tuberculosis and malaria between the period 2020-2022.
Global Fund revealed in a statement posted on its website this Wednesday that Zimbabwe will get more than US$500 million of which US$425 million is allocated for HIV and Aids, US$24 million for Tuberculosis and US$51 million for malaria. Part of the statement reads:
<blockquote>The Global Fund’s 2020-2022 allocation methodology is geared towards increasing the overall impact of programmes to prevent, treat and care for people affected by HIV, TB and Malaria, and to build resilient and sustainable systems for health. The allocations provide significantly more resources for the highest-burden and lowest income countries while maintaining current funding levels or moderating the pace of reductions in other contexts.</blockquote>
The Global Fund allocates funding to countries to support programmes to fight HIV, TB and malaria after every three years.

Zimbabwe Allocated US$500M From Global Fund

Workers assigned to HIV/Aids work in Matabeleland South province by the Ministry of Health and Child Care have not yet received their allowances remitted by the Global Fund.
Reports indicate that health workers in all the other provinces have already received theirs, paid in foreign currency.
Newsday reached out to an official in the Ministry of Health identified as Alice Makore who said:
<blockquote>You must not contact me in connection with that but go back to the province.
I must not even be talking to you because you must start at the lowest level.</blockquote>
One of the affected workers who spoke to Newsday had this to say:
<blockquote>We are discouraged and this also affects how we perform because it clearly means someone is sitting on our allowances. It would not surprise us to hear that the funds have vanished.
We have been told different stories, but it is surprising that our colleagues in other provinces have been getting their allowances.</blockquote>
Primary counsellors reportedly earn an allowance of about US$292 while data capturing clerks earn about US$300.
The role of primary counsellors is interviewing HIV/Aids patients prior to both testing and administration of drugs, whilst data capturing clerks maintain records of the afflicted and are deployed at health centres throughout the districts.

Health Workers Worried Over Unpaid USD Allowances

The Global Fund to Fight Aids, Tuberculosis and Malaria (Global Fund) has been granted tax exemption by the Parliament of Zimbabwe.  This means that charity will be exempt from paying taxes, penalties and fines.  The charity will also be protected from having any of its assets frozen or seized.
The treaty was unanimously ratified by the Senate on 21 December.  Finance Minister <a href="http://www.pindula.co.zw/Patrick_Chinamasa">Patrick Chinamasa</a> said:
<blockquote>Madam President, honourable members, the Global Fund supports the health sector in Zimbabwe through strengthening of health systems and fighting HIV/Aids, tuberculosis and malaria.</blockquote>
