Exiled former Higher and Tertiary Education Deputy Minister Godfrey Gandawa says comments made by ZANU PF Acting Political Commissar Patrick Chinamasa about the relationship between the party and the Zimbabwe Defence Forces (ZDF) show that the country doesn’t have a professional army.
Addressing the media at the ZANU PF national headquarters in Harare on Thursday, Chinamasa said there was an unbreakable continuity between the ruling party and its military wings during the liberation struggle. He said:
<blockquote>Always be mindful that there is this unbreakable continuity between the liberation struggle and ZANU PF, between the armies of liberation ZIPRA and ZANLA and the national army of independence.
Any notion which seeks to break this bond should be rejected outright.</blockquote>
Commenting on Chinamasa’s remarks, Gandawa said the ZANU PF official is delusional if he believes the vast majority of soldiers belong to his party.

<blockquote>Chinamasa’s comments are not a surprise to anyone. It has always been public knowledge that we do not have a professional army. As per his now public comments, the army is loyal to the ruling Zanu PF with which it enjoys “unbreakable continuity.” Yet he made one mistake.
He must not mistake the command element for the generality of the Zimbabwe Defense Forces. The vast majority of our soldiers are living in poverty and have nothing to gain from the romance with Zanu PF. Chinamasa is delusional if he believes these soldiers belong to Zanu PF.
Chinamasa has effectively admitted to an unconstitutional relationship between the ZANU PF and the military. Zimbabwe is effectively under military rule despite the routine holding of democratic rituals like elections whose outcome is predetermined and guaranteed by the gun.
Dozens of military personnel have been deployed across the government institutions, including ZEC. Govt cannot now deny that these deployments are partisan and threaten the public interest. These soldiers cannot serve the public interest but that of Zanu PF.
The abductions, torture and killings that we have seen perpetrated by elements in the army are therefore unsurprising. As per Chinamasa, the army carries out these violations on behalf of Zanu PF. Whenever the army is deployed, it is to serve Zanu PF’s interests.
That the army has the power to further Zanu PF’s political interests is undisputed. What cannot be accepted is for the army to posture as a national people’s army. If this was the case, it would have quickly distanced itself from Chinamasa’s dangerous but honest remarks.
At the heart of Zanu PF’s power is the use of violence as a means to transact politics. The army is central to the continuity of the status quo. It is highly unlikely, if not wishful thinking, that the army would stand aside in the event of a Zanu PF election loss.
The question that arises is how Zimbabwe can escape from this criminal vice grip. By admitting that Zanu PF, a political party, is in fact working with the army, Chinamasa has confirmed that political contestation is meaningless as the army is the guarantor of power.</blockquote>

'Chinamasa Confirmed Elections In Zimbabwe Are Meaningless', Says Gandawa

Former Deputy Minister at Ministry of Higher Education, Science and Technology Development <a href="https://www.pindula.co.zw/Godfrey_Gandawa" rel="noopener noreferrer" target="_blank">Godfrey Gandawa</a> writes on the hypocritical calls for “ubuntu” falling high profile deaths due to COVID-19. The full thread:
<blockquote>The unfortunate celebrations that followed the death of SB Moyo and other govt officials appear to have angered the regime, prompting hypocritical calls for “ubuntu”. The regime has to recognise the direct role it has played in creating an angry and bitter culture.
The president’s spokesperson publicly taunted a victim of state-sponsored torture, Tawanda Muchehiwa, asking him if his ‘buttocks had healed’. This uncouth behaviour was not rebuked by Mnangagwa, despite a public outcry, suggesting that govt agrees with it.
Now, if the president’s spokesperson can publicly celebrate the torture of a 21-year-old student why would such a govt be surprised that the public will equally celebrate news of its demise? The regime is in no position to demand decency because it has no decency itself.
This was not an isolated incident. The president’s spokesman also mocked the death of an opposition councillor who had perished under unclear circumstances in Hurungwe. It is hypocrisy of the worst kind that such a govt expects commiserations from the very people it abuses.
Then Deputy Minister Energy Mutodi mocked Joana Mamombe suggesting she was a prostitute that had been attacked after demanding payment in foreign currency. The callous remarks came after she, and two others, were abducted and sexually assaulted by suspected state agents.
Mutodi was not sanctioned for this uncouth behaviour. When he was eventually fired, it was reported that this had nothing to do with his attack on Mamombe. It is apparent that govt and Zanu PF found nothing untoward in what he had said.
How then does that same govt act surprised when the public breaks with cultural expectations and celebrates the death of Zanu PF or govt-linked officials? The lack of decency began in govt and is filtering into society. Mnangagwa’s regime appears not to understand this.
Mnangagwa himself publicly said if he was God he would “switch off the oxygen” for opposition supporters. That is not the language of a decent man, let alone the president of a nation. It is outrageous that such a callous regime actually expects condolences from its victims
The culture of denouncing rivals at political rallies is distinctly Zanu PF. The ruling party has no interest in the politics of ideas, where arguments are made, and the better view prevails in the national interest. Instead, it is full of threats and violence.
Talk is cheap. If the regime genuinely desires unity, it must begin to take substantive actions to resolves the People’s Grievances. You cannot in one breath cheer the murder of your opponents and in the next call for national unity.</blockquote>

Former Minister Denounces Hypocritical Calls For 'Ubuntu'

Former Deputy Minister at Ministry of Higher Education, Science and Technology Development <a href="https://www.pindula.co.zw/Godfrey_Gandawa" rel="noopener noreferrer" target="_blank">Godfrey Gandawa’s</a> views on the conferment of national hero status to individuals and the controversies surrounding the issue. <blockquote>The public has been made to believe that having fought in the liberation struggle is the main criteria for hero status conferment.
This false view is now so deeply ingrained to the extent that govt now feels compelled to create fictitious liberation struggle profiles.
It should be a source of discomfort for any person who has been in public service for many decades to have to look back to the 1970s for their claim to heroism. Beyond the war, we need to see heroic acts in public service, humanitarian work and even business.
Govt does not have to justify the conferment of hero status on Biggie Matiza. It is discretionary and the status can be granted for whatever reason.
However, there is everything wrong with propaganda that seeks to rewrite history with the ascription of fictional heroics.
The Herald and other state newspapers should be papers of record. The same is true of ZBC, Star FM and other govt information services.
It is a disgrace that we have been reduced to a level of telling outright lies. Our children read newspapers and assume their accuracy.
If newspapers and national broadcasters deliberately publish falsehoods, in a bid to justify the conferment of hero status, they fail in their duty not only to those children, who assume their accuracy but to the generality which expects responsible journalism.
It is unfortunate that those in power do not think beyond their immediate personal and political interests. While it might appear like a clever idea to fabricate military accomplishments, there is harm to our society in our long term. It is a very bad culture.</blockquote>

'Fabricating Heroes' Military Accomplishments Harmful To Society'

African dictators are radicalising young people in their countries through the wanton subversion of democratic processes, a commentator has said.
Self-exiled former Higher Education, Science and Technology Development Deputy Minister <a href="https://www.pindula.co.zw/Godfrey_Gandawa" rel="noopener noreferrer" target="_blank">Godfrey Gandawa</a> opined that it is only a matter of time before young people in Africa tell the liberators-turned-oppressors that enough is enough.
Gandawa was commenting on political developments in Uganda where the country’s president, Yoweri Museveni, unleashed violence against opposition politicians ahead of general elections being conducted today in the East African country.
Scores of opposition protesters were shot dead by security forces and Museveni’s main rival, Bobi Wine (38) has been arrested numerous times and shot at by police and security guards from a private security company ordered off his residence. In a Twitter thread,<a href="https://twitter.com/DrGGandawa/status/1349632013779816448" rel="noopener noreferrer" target="_blank"> Gandawa wrote:</a>
<blockquote>This shocking treatment of opposition presidential candidate Bobi Wine’s wife by Uganda’s security apparatus reflects the general lack of respect that African dictators, including Mnangagwa, have for their populations. Violence is the trump card, not ideas.
Museveni will soon claim victory in an election which was anything but free and fair. It does not matter that the evidence of this unfairness is there for all to see, his trump card is violence. Without electoral reforms, Zimbabwe is heading in the same direction in 2023.
At the heart of this problem is the capture of state security organs and the perversion of these national institutions into effective political militias. In Zimbabwe, the harassment of the opposition by the security services is routine, aided by the equally captured judiciary.
However, this is not a long-term winning formula. By subverting the democratic process in this way, Museveni and other African dictators actually serve to radicalize young people who will sooner or later realise the futility of participating in electoral charades.
It is only a matter of time; freedom always prevails over tyranny. Young people in Africa will eventually tell the liberators-turned-oppressors that enough is enough. On that day, not even a dozen armies will be able to save these dictators from the wrath of the people.</blockquote>

African Dictators Are Radicalising Young People Through Rigging Elections

The former Deputy Minister in the Ministry of Higher Education, Science and Technology Development, Godfrey Gandawa said that President Emmerson Mnangagwa’s ‘deal’ with chiefs in handling <a href="https://www.pindula.co.zw/Godfrey_Gandawa" rel="noopener noreferrer" target="_blank">Gukurahundi</a> is akin to sweeping the atrocities under the carpet.
Posting on his Twitter handle @DrGGandawa on Monday morning, the self-exiled former ZANU PF official called for transparency and accountability in dealing with the massacre of an estimated 20 000 citizens mainly from the Ndebele ethnic group by a North Korean-trained Zimbabwe National Army (ZNA) brigade in the 1980s. Wrote Gandawa:
<blockquote>Gukurahundi cannot be swept under the carpet by striking deals with chiefs. What is required is truth, justice and then reconciliation, not so much who leads exhumations and reburials. Those who killed must be subject to a process while victims should be compensated.
The present process, which does not include any truth-telling on the part of the perpetrators, many of whom are alive, is a charade that only serves to tamper with crime scenes. Further, the victims and their families are not being given an opportunity to be heard.
he National Peace and Reconciliation Commission is wholly incapable of delivering for the simple reason that it has no commitment to truth-telling or delivering justice for the affected. The authorities are conducting a synthetic process in the hope of an organic outcome.
What is particularly offensive to the victims is that Mnangagwa, who is accused of playing a key role in the killings as State Security minister, is purporting to preside over atrocities in which he is an alleged perpetrator. His involvement strips the process of credibility.</blockquote>

'Gukurahundi Cannot Be Swept Under The Carpet', Says Gandawa

Former Deputy Higher and Tertiary Education Minister felt the need to apologise for working with the ruling party during the time he was still a civil servant. Dr Gandawa tweeted his apology which he captioned:
<blockquote>I deeply regret having worked with Zanu PF … (and) I accept that I must bear the distrust and suspicion that accompanies all those who have dined with the devil, and work to restore the reputation I built before entering government.</blockquote>

I have felt, for some time, compelled to issue a statement to settle longstanding accusations that I was a central cog in Zanu PF and participated in its violation of human rights. 
While I readily accept responsibility for my error of judgment in working with .nu PF, it is important that I put on record the extent of that cooperation.
I joined active politics in 2013 after a career spanning 15 years in development work and academia. It was this development work, which includes the setting up of 12 new secondary schools, the construction of 7 weir dams, a hospital, 9 dip tanks, 79 classroom blocks, 8 teachers’ houses, 4 administration blocks and other such initiatives, that spurred my community to encourage me to represent them as their Member of Parliament.
At the time, Zimbabwe was under the Government of Nation Unity which saw then Prime Minister Morgan Tsvangirai working together with former President Robert Mugabe in a power sharing deal that expired at the 2013 election. Despite some troubles, the situation in the country was relatively optimistic with a new constitution in the works. My decision to run on a Zanu PF ticket was merely the path of least resistance given that my community, Magunje, was a Zanu PF stronghold. While I was aware of Zanu PF’s many failings, the objective was not to challenge the political order but to better serve the community through effective representation in Parliament.
Soon after winning the Magunje seat, I was pleasantly surprised to receive a call from President Mugabe’s aide asking to meet me as I was tipped, she said, to be appointed minister. I had never met Mugabe before, and she wanted to know more about my work so she could brief him. Indeed, I had not met any of Zanu PF’s leading lights given that I was not a politician. The aide was particularly interested in my work as Registrar at the Zimbabwe Institute of Public Administration, where I had successfully overhauled the courses on offer, and whether I felt there was scope for similar interventions in the broader education system.
I was not appointed minister and ended up deployed as Deputy Minister in the Ministry of Higher and Tertiary Education, Science and Technology Development where I believe I served with distinction. In the four years I was government, I steered five bills through Parliament and the Senate with 100% bipartisan support. Inside the ministry, I played a central role in the formulation of the STEM initiative that saw a 140% increase in students taking up sciences at A-level.
During this time in government, I was entirely focused on my constituency and ministry work and did not at any time engage in human rights violations or subversion of the rule of law. I would challenge my accusers to present evidence to the contrary.
My great undoing came about after a state media ,ournalist attempted to recruit me in a plot to overthrow President Mugabe, claiming he had been sent by then Vice President Emmerson Mnangagwa. I was compelled by the oath of office to report the incident and recorded a second episode with the same journalist. That audio recording is now in the public domain through no actions of my own.
The publication of that recording immediately identified me as being hostile to Mnangagwa’s ambitions and brought me into the direct line of factional political fire, resulting in my removal from government at the 2017 coup when Mnangagwa eventually seized power.
Contrary to claims, I was not expelled from Zanu PF but expelled myself by standing as an Independent at the 2018 election where I ran a vigorous anti-Mnangagwa campaign. Indeed, Zany PF lost the popular vote in both the Presidential and Parliamentary elections in Magunje. This information is in the public domain.
I deeply regret having worked with Zonu PF. It was a significant error of judgment to have ignored the party’s past violations in the interest of political expediency. I accept that I must bear the distrust and suspicion that accompanies all those who have dined with the devil, and work to restore the reputation I built before entering government.

Exiled former cabinet minister Walter Mzembi, former government officials and other Zimbabweans based in the diaspora have launched a new party called People’s Party.
The party has since written a letter to the Westminster Foundation introducing itself. Below is the full text of the letter:

PEOPLE’S PARTY – ZIMBABWE: LETTER OF INTRODUCTION
With the authority vested in the Guardian Council, the highest decision-making body within the Party, I write to introduce the People’s Party.
The People’s Party is a political formation duly registered in terms of the laws of Zimbabwe. People’s Party will seek the people’s mandate to govern Zimbabwe in the next election and successive elections.

Gandawa has gone into hiding, saying his life is in danger from state security agents. Addressing a recent meeting in Karoi attended by Mashonaland West Provincial Affairs minister Mary Mliswa-Chikoka, Magunje MP Cecil Kashiri asked Hurungwe rural district councillors and management what action they were taking to repossess Gandawa’s Mudzimu clinic. Said Kashiri:
<blockquote>We have a clinic built by the community, where public resources were used and has been turned into a private property. Can council tell this house when the clinic will be handed over to the community as it is on council ground?<ins data-ad-slot="2074462840" id="aswift_2_expand"><ins id="aswift_2_anchor"></ins></ins></blockquote>
Hurungwe council chairperson Bradwell Chasara, however, responded by saying that the platform was not the right one to discuss the issue. In an exclusive interview with The Standard, Gandawa said the clinic was privately-owned.

Zanu-PF Officials Want Former Minister Gandawa's Clinic To Be Repossessed

Independent candidate for Magunje, Godfrey Gandawa, told Daily News that his family, including his mother, were temporarily abducted by four armed men at his rural home in Magunje.
He said the four men came to his rural home looking for him, claiming they were law enforcement officers. Gandawa said they abducted his mother and five other family members around 1am in a white BAIC double cab truck on Wednesday night. He said they drove his family members for about six kilometres before returning them home. He said he had received a tip-off. Said Gandawa:
<blockquote>I had gone away, so I escaped. I had been tipped-off of the assassination plot disguised as an investigation. The informant told me not to take chances and I obliged. My family is not safe at all and even I am not safe and those that support me closely. I couldn’t go to the police considering status of the informant.”</blockquote>
Gandawa said the incident will not allow him to campaign anymore because he is afraid.

Armed Men Raid Former Zanu-PF Minister's Home

Former deputy minister of Higher and Tertiary Education, Godfrey Gandawa has accused the Central Intelligence Organisation (CIO) of threatening to kill him. This comes after Gandawa declared that he would contest the 2018 harmonised elections as an independent candidate. Gandawa has written to the Zimbabwe Human Rights Commission (ZHRC) and submitted the names of the alleged CIO officers. Part of his letter reads:

Senior police officers at Magunje in connivance with the aspiring Zanu PF candidate have been sending a team of youths to harass my family, relatives and close associates so that they get scared and coerced to support their weak candidate.</blockquote>

Former Minister Says CIO Wants To Kill Him After Move To Contest As Independent Candidate

President Robert Mugabe appears to have won the same shirt and tie when he officiated the Zimbabwe Open University (ZOU) Graduation Ceremony as the one he wore for the negotiations with the Zimbabwe Defence Forces (ZDF) yesterday.
This was President Mugabe’s first public appearance ever since the Zimbabwe Defence Forces seized power in the early hours of Wednesday morning. However, Higher Education Minister Professor Jonathan Moyo, who usually attends such graduations with the president was absent. His Deputy Dr Godfrey Gandawa was in attendance. Moyo is reported to be in military custody together with other members of the G40 Faction. First Lady Grace Mugabe was not at the ceremony, although she normally does not attend such events.
Mrs Chiwenga wife of Constantino Guveya Chiwenga graduatea too so she will be capped by the Chancellor President Mugabe.

Mugabe officiates Zimbabwe Open University (ZOU) Graduation in same shirt he wore for negotiations?

Deputy Minister of Higher and Tertiary Education, Science and Technology Development Godfrey Gandawa has said that the government is working on revamping the country’s higher education curriculum. This is due to the fact that at least 12-degree programmes offered by the country’s universities may be redundant in Zimbabwe by 2040 due to technology disruption.
The programmes include:

There is a need to focus on advantages of technology innovation. Revamp the higher education curriculum to incorporate technological skills in all degree programmes, either arts or humanities. There is also a need to offer hybrid degrees that offer a diverse of careers rather than teaching programmes without specific diverse career paths</blockquote>

12 degree programmes may become redundant in Zim due to technology disruption: Minister

The Chronicle yesterday issued an apology to High Education Minister Jonathan Moyo’s personal assistant Ms Chipo Mukabeta for publishing a story stating that she was arrested in connection with Moyo’s abuse of the Zimbabwe Manpower Development Fund (Zimdef). <a href="http://news.pindula.co.zw/2017/09/27/jonathan-moyos-personal-assistant-arrested-zacc/#.Wc34e2hL_IU">READ STORY HERE</a>
The State owned publication also alleged that Moyo’s deputy Dr Godfrey Gandawa and Zimdef finance director Mr Nicholas Mapute are on remand over the same allegations that Moyo is facing. Part of the apology reads:
<blockquote>It has come to our attention that Ms Mukabeta was not arrested as alleged and that Dr Gandawa and Mr Mapute were removed from remand in January. We sincerely apologise to Ms Mukabeta, Dr Gandawa and Mr Mapute for any inconveniences our story might have caused.</blockquote>

Chronicle apologises to Jonathan Moyo's personal assistant

The government has revealed that it is working on a new law which will enable it cancel degrees and diplomas of teachers and lecturers who abuse students. The government wants to implement more deterrent measures saying that imprisonment and expulsion from work were not enough, to deter the abuse of female students.
Deputy Minister of Higher and Tertiary Education, Science and Technology Development, Godfrey Gandawa said:
<blockquote>We are in the process of crafting a new law for higher and tertiary education. All higher and tertiary education institutions, teachers’ colleges, polytechnics and universities, private or public will have the same law governing them. So in that same law, that is where we are putting deterrent measures to make sure that we curb such practices (abuse of learners). It’s actually a comprehensive Act.
So we feel that once this policy is done it will control malpractices. Even in lecturers we also have this problem where they are asking for sexual favours from female students for pass marks. All that is going to be included in that Act.</blockquote>

Govt to cancel degrees and diplomas of teachers who abuse and impregnate students

The <a href="http://www.pindula.co.zw/Zimbabwe_Manpower_Development_Fund">Zimbabwe Manpower Development Fund</a> (Zimdef) is selling one of its top properties in Harare for $1,7 million to raise capital to fund other projects at a time senior officials in its parent ministry are under probe for allegedly fleecing the organisation of hundreds of thousands of dollars.
Insiders told The Herald that the fund has cited financial challenges among reasons why it is putting Kuwirirana House on the market. The six storey building, which once belonged to the late Dr <a href="http://www.pindula.co.zw/Sikhanyiso_Ndlovu">Sikhanyiso Ndhlovu</a> in the 1990s, is situated along George Silundika Avenue close to First Street.
Zimdef tasked Knight Frank Estate Agents to sell the property on its behalf and the estate agents have since aired adverts alerting potential buyers. No one at Zimdef was prepared to talk to The Herald yesterday over the matter. Zimdef chief executive officer Mr Fredrick Mandizvidza claimed he was in a meeting and promised to call back.

Zimdef selling property to raise capital to fund other projects

Deputy Minister of Higher Education, <a href="http://www.pindula.co.zw/Godfrey_Gandawa">Godfrey Gandawa</a> who is also facing charges of corruption has been arrested and will appear in court tomorrow.
The <a href="http://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission" title="Zimbabwe Anti-Corruption Commission">Zimbabwe Anti-Corruption Commission</a> alleges that Gandawa’s company <a href="http://www.pindula.co.zw/Fuzzy_Technologies">Fuzzy Technologies</a> was awarded tenders unprocedurally by Ministry of Higher Education. In one instance  the company was contracted by Ministry of Higher &amp; Tertiary Education to supply computer equipment without going to tender. The case is therefore of conflict of interest as it is owned by the deputy Minister.

Moyo's deputy, Godfrey Gandawa also arrested for corruption. Expected to appear in court on Friday

According to documents obtained by NewsDay, <a href="http://www.pindula.co.zw/Jonathan_Moyo">Jonathan Moyo</a> has revealed how Zanu PF is using money meant for STEM to fund its own projects. The government, through Moyo’s ministry, is implementing a Stem project, which seeks to encourage students to take up science subjects by paying their tuition fees, among other incentives.
The documents in <a href="http://www.pindula.co.zw/NewsDay">NewsDay</a>‘s possession suggest that Zimdef used <a href="http://www.pindula.co.zw/Supa_Mandiwanzira">Mandiwanzira</a>’s firm, AB Communications, to fund <a href="http://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front">Zanu PF</a> projects with the company raising invoices purporting to have used the money for science, technology, engineering and mathematics (Stem) projects. Moyo’s deputy, Godfrey Gandawa wrote to him in a letter attached to the correspondence sent to the President that,
<blockquote>You shall note that while the invoices attached read Stem, the payment was in actual fact for the <a href="http://www.pindula.co.zw/Zanu-PF_Million_Man_March_2016">million-man march</a>. The total cost through AB Communications was $181 633,43. AB Communications further ran the multimedia campaign for the meeting of war veterans with His Excellency the President after the communiqué, which sought to undermine the authority of the President. The total expenditure for the war veterans meeting was $79 175,43. Please note that while the AB Communications invoices state Stem, it is the multimedia for the war veterans meeting.</blockquote>
Moyo also claimed his donation of computers and bicycles to schools and traditional leaders in Tsholotsho North was aimed at promoting Stem in the constituency. His deputy, Gandawa funded the First Lady’s campaign rally in Rushinga with computers and logistics.
