A recent poll by the Institute for Race Relations (IRR) reveals that political parties within South Africa’s Government of National Unity (GNU) have seen increased support since the general election on May 29, 2024, reported <a href="https://www.news24.com/citypress/politics/gnu-partners-thrive-as-da-and-anc-gain-support-eff-mkp-decline-new-poll-shows-20241112">City Press</a>.
Partners such as the ANC, DA, IFP, Patriotic Alliance, and Freedom Front Plus have all experienced growth in support, according to the poll.
In contrast, opposition parties like Jacob Zuma’s uMkhonto weSizwe Party (MKP) and Julius Malema’s EFF have seen a decline in support. The MKP dropped from 15% to 12%, and the EFF from 10% to 7%.
The IRR poll was conducted in September and October 2024, via telephone with 604 registered, demographically representative voters. The margin of error is 5%.
A majority of 52% of respondents expressed a preference for a GNU with the DA and IFP as the ANC’s main partners. Only 27% preferred a coalition with MKP and the EFF.
Two-thirds (66%) of respondents believe that the GNU will complete its full five-year term, lasting until the next general election in 2029.
A large majority (83%) of respondents prioritized job creation over further distribution of social grants. This aligns with the ANC’s election campaign, which focused on income grants.
53% of respondents agreed that appointments should be based on merit, with special training for previously disadvantaged groups.
A smaller proportion (23%) felt appointments should be strictly merit-based, while 20% supported prioritizing black people in appointments.
According to Hermann Pretorius, head of strategic communications at the IRR, the growth in support for GNU partners reflects a cautiously optimistic voter sentiment toward the coalition government. He said:

Before the elections, the DA was afraid that a quarter of its voters would leave if they worked with the ANC, but this poll shows that this quarter of DA voters is willing to give cooperation with the ANC a chance. ANC voters also give their party the benefit of the doubt regarding the GNU.

Pretorius suggests that the growth in support for smaller parties within the Government of National Unity (GNU) indicates that being seen as a “constructive political player” is key to sustainable political relevance.
He warns that polling data on job creation and Black Economic Empowerment (BEE) sends a clear message to the ANC: it must focus on pragmatic, bread-and-butter issues.
He believes the ANC could regain voter support by returning to its more pragmatic policies of the late 1990s and early 2000s when it prioritised economic growth and job creation.
Pretorius attributes the EFF’s decline in support to Jacob Zuma’s return to politics, which has overshadowed Julius Malema’s image as the champion of the oppressed.
He also criticizes Malema’s decision to dismiss top EFF officials over a public relations failure, including their inability to fill buses for the EFF’s birthday event in Soweto.
Pretorius blames the decline in support for Jacob Zuma’s MKP on the party’s erratic leadership changes, particularly the appointment and dismissal of leaders under Zuma’s influence.
However, he notes that the party is starting to build its structures, though Zuma’s personal influence remains a significant factor in its support.

South Africa's GNU Partners Thrive As Support For EFF, MKP Decline - New Poll Shows

South Africa’s governing party, the African National Congress (ANC) says it will form a government of national unity (GNU) with all parties advancing South Africa, reported <a href="https://www.iol.co.za/news/politics/anc-resorts-to-government-of-national-unity-for-stability-peace-and-progress-in-south-africa-says-ramaphosa-c83b42cb-69ae-4202-a6e6-87fbaefd34da">IOL</a>.
Addressing journalists following a meeting of the party’s National Executive Committee (NEC) at Birchwood Hotel in Boksburg, Ekurhuleni, ANC President Cyril Ramaphosa said:

We have agreed that we will invite political parties to form a government of national unity as the best option to move our country forward.
The modalities of the government of national unity will take into account the conditions prevailing at this moment in our country’s history.
The purpose of this government of national unity must be first and foremost to tackle the pressing issues that South Africans want to be addressed.

According to Ramaphosa, the pressing issues included job creation and inclusive economic growth, the high cost of living, service delivery, crime and corruption.
He said the ANC has heard the concerns of the people of South Africa, adding that the party remained a pivotal partner in the country’s search for a way forward.
Ramaphosa said the ANC had already engaged Economic Freedom Fighters (EFF), Inkatha Freedom Party (IFP), the Democratic Alliance (DA), National Freedom Party (NFP), and the Patriotic Alliance (PA).
He revealed that the NEC mandated its negotiating task team to proceed to engage parties on their proposal. He said:

They will also reach out to a broader range of parties to enrich the process and promote inclusiveness.
We have agreed as this NEC that it is both necessary and strategic that we act in a manner that seeks to unite the broadest range of social forces and isolate those that seek to cause chaos, instability and division.
As the ANC, we will be reaching out to formations across society to build a shared programme for social and economic change.

The ANC lost its Parliamentary majority for the first time in its 30 years of rule after the end of apartheid in 1994.
The ANC got 40.18% support, with the DA on 21.81% votes, the former president Jacob Zuma’s uMkhonto weSizwe Party (MK Party) got 14.58%, and EFF got 9.52% votes.
With South Africa’s proportional representation system, the ANC has to combine with one or more other parties to attain more than 50% of the vote to form a government.

ANC Plans A Government Of National Unity With IFP, EFF, DA, NFP And PA

President Emmerson Mnangagwa has said his Government is managing the country’s economy better than the “much-vaunted” Government of National Unity (GNU).
Writing in his weekly column for <a href="https://www.sundaymail.co.zw/govt-takes-price-madness-head-on">The Sunday Mail</a>, Mnangagwa said his Government has run the budget on a cash basis thereby avoiding un-budgeted overruns, and has done it better than the GNU.
When Tendai Biti was the Minister of Finance in the GNU, he was accused of withholding funds in order to sabotage ZANU PF programmes.
He popularised the phrase “eat what you kill” as he cut unnecessary public expenditure and ran the Government budget on a strict cash basis.
But President Mnangagwa believes the current Government has created a stable environment for businesses to grow despite the local currency losing value at an alarming rate and about half of the country living in extreme poverty. He wrote:

Government has pursued a prudent fiscal and monetary policy to guarantee macroeconomic stability.
Since the advent of the Second Republic, the Government budget has run on a cash basis, thus avoiding un-budgeted overruns.
This has never been so before, including under the much-vaunted Government of National Unity, GNU.
Because of this fiscal discipline, often pursued even at the expense of social delivery, space has since been created for businesses to grow in a stable environment where disequilibria are minimised. Indeed, this has been the case until now.

According to <a href="https://www.businessweekly.co.zw/treasury-moves-in-to-stop-printing-press/">Business Weekly</a>, Zimbabwe has been reeling under price and currency instability which has pushed the premium between the official and parallel market rates above 100 percent.
The official exchange rate itself is not stable and the local currency has lost approximately 40 percent of its value this year alone due to excessive money creation.

Second Republic Has Run The Economy Better Than Government Of National Unity - ED

Citizens Coalition for Change (CCC) spokesperson Fadzayi Mahere has said political elites cannot delay the 2023 general elections.
Mahere also said CCC is opposed to the idea of postponing elections to form a Government of National Unity (GNU).
She was quoted by <a href="https://tellzim.com/ccc-laughs-off-gnu-election-postponement/">TellZim News</a> as saying elections when done properly, are a true expression of the will of the people. Mahere said:
<blockquote>
The constitutional requirement that elections be held every five years can’t be suspended by political elites who have no support from the citizens and are afraid of electoral loss.
ZANU PF and its proxies are terrified of how much support they have lost and are seeking to use whatever hare-brained plan they can think of to try and stop the process.
We call upon citizens to continue to demand adherence to the Constitution. Elections are like Christmas, you can’t postpone them as they will come whether or not you have new clothes.
Elections are a Constitutional non-negotiable. Citizens must be at the centre of all national processes.
We reject the notion of elite pacts or a Government of National Unity or whatever basis put forward.
Done properly, elections are a true expression of the will of the people and a total necessity in a democracy.

MDC-T leader Douglas Mwonzora recently challenged the Zimbabwe Electoral Commission (ZEC)’s delimitation report.
Some commentators have suggested that the court challenge may lead to the deferment of the elections, which may lead to a GNU as the country prepares for another election.
In his court application, Mwonzora argued that the final delimitation report did not take into account the final results of the population census among other issues.
He argued that such issues will affect the credibility of the elections and thus his application seeks to ensure credible elections are held using a credible delimitation report.
Mwonzora goes on to say that in the event that elections are held with the report in question, the results can be easily challenged before a court of law and be invalidated.
A political analyst, Alexander Rusero dismissed claims that Mwonzora’s court challenge is a tactic by ZANU PF to postpone the general elections.
Since Mwonzora controversially took control of the MDC in 2020, critics claim he has been working with the ruling ZANU PF party to derail the “democratic project”. Said Rusero:

I think people have to understand why Mwonzora had taken the case to the court beyond the conspiracy theories doing circles that he is Mnangagwa’s blue-eyed boy intending to delay elections, that is a misleading statement and fallacy which is very costly to the opposition because ZANU PF wants those elections, they are not afraid and are prepared regardless of all such claims doing rounds in the misguided opposition rank and file.
Politics is the ability to determine outcomes and Mwonzora might be politically irrelevant in as much as the gravitas on the grassroots on the ground is concerned but you cannot take away his legal talents and prowess as he is one of the best lawyers produced in Zimbabwe since 1980.
So I am very sure he picked certain loopholes in the whole delimitation exercise that warrants court attention and that is why the case was given the green light that it warrants a hearing by the full bench.
There is really nothing to take away from that since it is not the first time a case has been granted such kind of attention by the courts.
Suppose Mwonzora wins that does not have a bearing on issues politically or at law to do with the proclamation of election dates or some possibilities of delaying an election.
The whole idea is, should he win because the case has been positively perceived to have some merits, ZEC can be directed to do certain things right and not necessarily to delay or stop the process of elections.
Elections are conducted when they are constitutionally due and not when a country is ready or ZEC has exposed certain incompetences or not political parties are ready. Elections are done within the prescribed time frame.

Rusero argued that the way ZANU PF has been campaigning does not indicate that the ruling party is considering the possibility of delaying elections.

Elections Are Like Christmas, You Can’t Postpone Them - Mahere

The President of the Zimbabwe Chief’s Council Chief Fortune Charumbira has denied claims that he urged CCC leader Nelson Chamisa and President Emmerson Mnangagwa to join hands and form a Government of National Unity (GNU).
Speaking to <a href="https://www.herald.co.zw/chief-charumbira-rubbishes-reports-he-called-for-gnu/">The Herald</a>, Charumbira said contrary to reports on social media that he pleaded with Chamisa and Mnangagwa to consider foregoing this year’s elections in favour of a GNU, he called for unity among all Zimbabweans irrespective of political differences. He said:

Of course, it is utter rubbish that I appealed to (Mr) Chamisa to join President Mnangagwa in a GNU for whatever reason including to avoid elections due this year.
Of course, nothing can be further from the truth because the unity I was talking about was the unity of all Zimbabweans to pull and push in the same direction irrespective of political differences and who is in power.
I was not talking about the unity of political parties that they must join to form a Government, no!
It was unity to cast aside political differences and come up with a single agenda to develop Zimbabwe in peace and harmony without necessarily collapsing different political parties.
I said we must unite and contest elections in harmony and peace and this was predicated on (Mr) Chamisa who earlier on in his speech had said President Mnangagwa is his brother.
I told (Mr) Chamisa that since he openly conceded on his own during his own speech before I spoke that President Mnangagwa is his brother, why then doesn’t he visit him at State House?
Pay a courtesy call on him as the President and big brother and drink tea together to nourish harmony, peace and oneness in our country. I never talked about GNU as purported.

Charumbira was alleged to have made the “GNU” remarks at Mbetu Village in Charumbira communal lands on Sunday where he was part of the mourners at the burial of Mbuya Mafume, who is mother to Harare Mayor Jacob Mafume (CCC).
Chief Charumbira is related to the Mafumes through a family marriage.
He attended the funeral as a relative and also in his capacity as a traditional leader of the area.
Chamisa and other CCC leaders, including MPs and councillors and party members, attended the funeral.
Charumbira also rubbished claims that he was pushing for a Karanga hegemony in Zimbabwe when he said Chamisa should not challenge his “homeboy”, Mnangagwa. He said:

In the run-up to the 2018 harmonised elections, I approached (Mr) Chamisa and asked him why he was challenging his homeboy (President Mnangagwa) in an election instead of respecting him as the elder brother and let him run his race.
I was saying this as a person who is familiar with both of them by virtue of my position as chief and on Sunday again I was merely repeating the same message I first have him in 2018.
I never said we should forego this year’s elections for a GNU why would I say that when processes are already underway to hold polls as constitutionally mandated?
I was only highlighting that election outcomes should not be the basis of not working in unison to grow our country as one people with a shared past and a common future.

Many Zimbabweans were killed during Gukurahundi.  
But I don’t feel bitterness, I feel indebtedness, I feel gratitude to the work he did in liberating our country.
Now that for 22 months we have been run by Emmerson Mnangagwa, we have now truly understood what a predatory regime means, what toxicity means because the life of an average Zimbabweans has just completely been devalued and decimated. 
So we must say “thank you, Robert Mugabe”.  
Now we know there is someone worse than Mugabe: Emmerson Mnangagwa and his minions. 
We now appreciate that despite his weaknesses, despite his commissions, despite his omissions there was an element of redemption in Mugabe. 
There was an element of value in Mugabe because now we have seen a valueless coterie of elites that are plundering our country into depths that we have not seen before.
I have seen Mnangagwa issuing a tweet on Robert Mugabe. 
I don’t think he is in a position to do so because if there is anything that killed Mugabe apart from old age, it is the coup of November 2017, and most importantly the betrayal by men and women that he had raised as his own children, in particular, Mnangagwa himself.
As a little boy in the 1980s, I lived in a township called Dzivaresekwa and we had neighbours who supported Joshua Nkomo’s Zapu whose houses were burnt and stoned. 
So right from a very early age, I understood how ugly Zanu PF was and I began fighting it from a very early age. 
My appreciation of Mugabe now is bigger because of what I have been exposed to over the last 22 months. 
In fact during the government of national unity, after working closely with him, I suddenly realised that there were redeeming features and in 2012 I gave an interview to the country’s major newspaper saying this man will be missed when he is gone because Zimbabweans will appreciate his value, and that’s exactly what is happening.</blockquote>

Information Ministry secretary Nick Mangwana said President Mnangagwa’s government will not be forced into a Government of National Unity or power-sharing arrangement.
In an editorial published in The Sunday Mail, Mangwana said there is no need for a GNU because Zanu-PF won 145 National Assembly seats against its main challenger, MDC-Alliance, which garnered 63 seats. Mangwana said the dialogue initiated by President Mnangagwa is not a power-sharing negotiation. Said Mangwana:
<blockquote>In Britain there is a hung parliament. This could be an ideal case for GNU between Labour and the Conservative. But the mere suggestion of that would sound so ridiculous that some may ask the suggester to have a Mental State Examination. In the United States, there is so much bitterness which goes back to the elections; that’s why there has been this shut down over the building of the border wall. But nobody has made a suggestion for the Democrats and the Republicans to have a GNU. Why then do we get that suggestion whenever there is some crisis in Africa? Isn’t this the type of attitude which makes African leaders accuse their Western colleagues of condescension and double standards?</blockquote>

Govt Dismisses GNU Talks

The MDC has denied reports that the party is desperate to form a government of national unity with ZANU PF (GNU). MDC president and vice chairperson, Nelson Chamisa and Tendai Biti respectively, have called for negotiations with ZANU PF in order to put an end to the political and economic crisis facing the country.
ZANU PF has scoffed at those calls, insisting that it won the July 30 polls with a clear majority, therefore there is no need for a GNU.
In an interview with the Daily News, MDC party spokesperson Jacob Mafume said
<blockquote>It is them Zanu PF who stole a vote, they are being hounded by their theft, it is them who were rejected by all credible observer missions and it is them Zanu PF who are failing to get a single cent even from the Chinese.
They have caused fuel shortages and are taxing people, it is not us who have begged them for a unity government, it is not us who have suggested that they be a unity government but it is them who are being haunted by the ghost of illegitimacy.
Zanu PF is the one that has messed up, they have failed the economy. They are illegitimate; they have failed to pass the legitimacy test internationally and to the people of Zimbabwe. You cannot seek to govern people by force, they will not comply. They are facing resistance from the people and the economy. It is Zanu PF which needs to be rescued not anyone else.</blockquote>

We Are Not Desperate For A Unity Government: MDC Spokesperson

Vice President Kembo Mohadi has refuted media reports that there are ongoing talks between ZANU PF and MDC for the formation of a Government of National Unity.
Mohadi said there are no such talks taking place. In an interview with the Herald in Bulawayo yesterday, VP Mohadi had this to say
<blockquote>We haven’t heard anything of that sort or an approach from those that would want a Government of National Unity with us.
But if they want to discuss with us they can come, but certainly not on a GNU because we have got the mandate emanating from the two-thirds majority in Parliament. We can do it alone unlike in 2008 where we had a sort of hung Parliament. This time there isn’t going to be that kind of arrangement.
We want unity, which is one of our mandates to get the people of Zimbabwe together and speak with one voice, work and progress together and this is important. In fact, we want them (opposition parties) to be part of Zimbabwe. We don’t want them to be left out.</blockquote>

VP Mohadi Refutes Reports That ZANU PF, MDC Are Engaged In Talks For A GNU

A Daily News report claims that President Emmerson Mnangagwa and opposition MDC president Nelson Chamisa have started indirect talks to unlock the country’s political logjam.
These reports, if confirmed, would bring hope to millions of long-suffering Zimbabweans who have had to deal with acute shortages of fuel and medicines among other things and a high cost of living.
Historically, Zimbabwe has had periods of relative calm and prosperity whenever polarised politicians have come together to resolve whatever differences they could have. The 1987 Unity Accord between ZANU PF and PF ZAPU in 1987 and the Government of National Unity between ZANU PF and MDC-T in 2009 were followed by a period of relative prosperity.

Chamisa, Mnangagwa In Indirect Talks To End Political Stalemate, Report Claims

Zanu-PF Bulawayo province yesterday resolved that the party should not engage in any talks of a government of national unity with MDC Alliance and endorsed President Mnangagwa as the party’s sole presidential candidate in the 2023 elections.
The resolutions were passed during a Bulawayo Provincial Coordinating Committee meeting and will be taken aboard when various thematic committees discuss a range of issues at the National People’s Conference which kicks off next week at Esigodini. The resolutions include the re-introduction of district coordinating committees (DCCs) and finalisation of the vetting exercise of ex-detainees. The resolutions are premised on what would be debated by thematic committees during the conference. Zanu-PF’s Bulawayo provincial secretary for administration Elifas Mashaba said:
<blockquote>We have resolved as Bulawayo province that there won’t be any talk of government of national unity with [MDC Alliance leader, Mr Nelson] Chamisa. We have also endorsed ED as the sole Presidential candidate in 2023. We also resolved that all provincial heroes’ acres should be constantly maintained and refurbished just like the national shrine in Harare. We also made a resolution that our party should strengthen its relations with other liberation movements in the region and internationally as well as engaging leaders in our neighbouring countries about the ill-treatment of Zimbabweans in those countries. We also agreed on the need to decentralise the registry offices so that licences, identity cards and passports can be accessed electronically at either provincial or district level instead of everything being done in Harare.</blockquote>

Zanu-PF Urges Mnangagwa Not To Engage In GNU Talks With Chamisa, Endorses ED As 2023 Candidate

Speaking to ZBC News after a Zanu PF special caucus meeting to discuss the prevailing economic situation, the party’s secretary for administration Obert Mpofu said MDC Allaince wants to take advantage of the prevailing economic situation and force a Government of National Unity (GNU).
Mpofu said Zanu-PF is on top of the situation and will soon expose MDC Alliance’s agenda. Said Mpofu:
<blockquote>After extensive consultation and investigations, we discovered that there is a hidden hand in the economic situation prevailing, MDC Alliance is going round claiming it has the keys to economic revival  envisaging that the situation gets dire and force a GNU, never, President Mnangagwa has a full mandate given to him by the people, they invited sanctions and at the same time want to take advantage to cause chaos in the economy, we are on top of the situation and very soon the whole agenda will be exposed</blockquote>

Chamisa's MDC Causing Economic Crisis To Force GNU: Zanu-PF

When contacted for comment by Daily News, Zanu PF spokesperson Simon Khaya-Moyo said there was no need for a government of national unity (GNU) with MDC Alliance leader Nelson Chamisa.
Said Khaya Moyo:
<blockquote>The challenges we have are being addressed. So, what is the need for that (a government of national unity)?</blockquote>
Political analyst, Piers Pigou, told the Daily News that Mnangagwa and Chamisa should engage in dialogue that solves the cause of the problem unlike the previous GNU which was temporary. Said Pigou:
<blockquote>It’s high time for Mnangagwa and Chamisa to sit down and talk … but a complete solution requires national dialogue beyond political parties. As we have seen in Zimbabwe over the years, political settlements in 1987 and 2008 did not resolve the central problems, and so there must be wider conversations.</blockquote>

Economic Challenges Are Being Addressed, No Need For GNU With Chamisa: Zanu-PF Spokesperson

Addressing Zanu-PF youths from Mashonaland East Province who were gathered at the provincial headquarters over the weekend, the party’s National Secretary for Youth Affairs Pupurai Togarepi said the Zanu-PF Youth League is against a Government of National Unity (GNU) with people who call for sanctions.
Togarepi said the opposition is considering a GNU but they won’t succeed. Said Togarepi:
<blockquote>We are hearing already that the opposition is mulling an inclusive Government. As Zanu-PF youths we are totally against that and the opposition must never dream of such. You see, we cannot form an inclusive Government with people who call for sanctions on our people. We cannot be in an inclusive Government with someone who calls for people’s suffering, no we cannot do that. After all, they lost the election, so they must forget about it and maybe look forward to 2023. They know that sanctions will affect the ordinary people like us and they will blame the Government for that and make people believe that the Government is failing yet they are the very people who called for these sanctions.</blockquote>

We Cannot Have GNU With Someone Who Calls For People’s Suffering: Zanu-PF Youth League

The leader of the opposition MDC-T, Morgan Tsvangirai, has said that his longtime nemesis President Robert Mugabe must resign immediately if he has the best interests of the Zimbabwean people at heart. Tsvangirai said that the Zimbabwean people had endured a lot of suffering in the last five years. Speaking at press conference at his house on Thursday, Tsvangirai said that there was a need for an inclusive transitional mechanism, agreed upon by all parties to ensure that the country stabilised and prepared for elections.
Tsvangirai gave an example of the Government of National Unity (GNU) and how it had benefitted the country. He acknowledged that the GNU had its own shortcomings, but overall it had helped to solve the crisis.
Tsvangirai also said that he was willing to participate in any talks that resulted in a transitional process. However, Tsvangirai dismissed rumours that he had been involved in any talks saying that he was yet to have any contact with either President Zuma or the Zimbabwe Defence Forces generals.
When he was asked if President Robert Mugabe and First Lady Grace were going to be granted amnesty for any crimes they may have  committed while Mugabe was in office, Tsvangirai deferred to the military saying:
<blockquote>I am not in a position to discuss that, ask the military</blockquote>

Mugabe Must Resign Immediately Says Tsvangirai, Defers to Military On Issue of Immunity

<a href="http://www.pindula.co.zw/Morgan_Tsvangirai">Tsvangirai</a> through his spokesperson, Luke Tamborinyoka, wrote a letter to NewsDay, in which he sought to clarify issues around his interactions with Mugabe, following reports by Zimbabwe Independent, that Mugabe’s government had given him $70 000 to cover his health costs.
However, Tsvangirai claimed that <a href="http://www.pindula.co.zw/Robert_Mugabe">Mugabe</a> owed him his pension for the time he served in government during the <a href="http://www.pindula.co.zw/Government_of_National_Unity">Government of National Unity</a>. Former Cabinet minister <a href="http://www.pindula.co.zw/Paul_Mangwana">Paul Mangwana</a>, who was a co-chairperson of the Parliamentary Select Committee that crafted the new Constitution and law expert <a href="http://www.pindula.co.zw/Lovemore_Madhuku">Lovemore Madhuku</a> said legally Tsvangirai had no right to claim for a pension since his position was a temporary one.
