Zimbabwean authorities have invited pro-democracy campaigner Namatai Kwekweza to report to the Registrar-General’s Office, where she will be issued her new national identity card following what her lawyers described as an unwarranted refusal to replace her defaced national identity document.
According to the Zimbabwe Lawyers for Human Rights (ZLHR), officials at the Civil Registry Department had on 30 October 2024 refused to replace Namatai Kwekweza’s defaced national identity card, citing that she was on a “Stop List,” prohibiting her from possessing one.
This prompted Kwekweza to engage her lawyers, Tinashe Chinopfukutwa and Kelvin Kabaya from Zimbabwe Lawyers for Human Rights, who sent a letter on 14 November 2024 to Registrar-General Henry Machiri.
The letter protested the unlawful refusal and highlighted that Kwekweza’s right to a national identity card, guaranteed under the Zimbabwean Constitution, had been violated.
The lawyers argued that Kwekweza, as a Zimbabwean citizen, was entitled to a national identity card, regardless of any pending charges.
They also noted that even convicted prisoners are entitled to an ID card, and Kwekweza had been acquitted in 2021 of the charges that had initially led to her being placed on the “Stop List.”
The lawyers gave Machiri a 48-hour deadline to allow Kwekweza to replace her identity card, warning that failure to comply would result in legal action, with Machiri personally bearing the costs for any unnecessary litigation.
On 25 November 2024, Registrar-General Henry Machiri, through Assistant Registrar-General Ben Mpala, responded by inviting Kwekweza to report to the RG’s Office to receive her new national identity card.
Kwekweza was instructed to bring her original birth certificate, a copy of it, and a receipt for the replacement fee.

Namatai Kwekweza, a Zimbabwean activist, was not given a new national ID card because she was on a "Stop List." However, her lawyers fought for her rights, saying everyone deserves an ID card. They argued with the Registrar-General and gave a deadline. Finally, on November 25, 2024, Namatai was told to go to the Registrar-General's office to get her new ID card. She needed to bring her birth certificate and pay a fee. This is a victory for Namatai, showing that everyone has a right to their identity.

Victory For Namatai Kwekweza As Registrar-General Agrees To Issue New National ID

The Registrar-General’s office says that approximately 100,000 passports remain uncollected, and they encourage applicants to visit their offices to collect the documents.
In an interview with the <a href="https://www.sundaynews.co.zw/close-to-100-000-passports-uncollected/">Sunday News</a>, Registrar-General Henry Machiri said some of the uncollected passports were processed a long time ago and they suspect the applicants have died.
Machiri also attributed the non-collection to slight delays in processing the e-passports which may have made applicants believe the documents will not be processed. He said:

We managed to clear our backlog in September 2022 and all is well, we will never have a backlog again. We have said to those that we managed to clear when we had a backlog, come and collect your passports. Some have been collected but a number have not yet been collected.
E-Passports that have been enrolled are 1 111 625, e-passports collected/issued are 1 052 169 and the total number of uncollected machine-readable passports is 96 725.
We are encouraging people to go to the offices where they submitted their applications and collect them from there. If you applied in Bulawayo go there and collect your passport.

Machiri also said that the Registrar-General’s office has been notifying applicants that their passports are now ready for collection via text messages. He said:

We are also trying to devise other ways of informing those who will have applied for passports that their passports are ready for collection.
We have been sending them text messages when the passport is out but one might have changed the number as they wait so we will make other plans.
Other uncollected passports are due to unfortunate events such as death. So the system we use will inform us of those who will have died while they waited to collect their documents.
We do not have these statistics readily of the deceased but we can access them.

The Registrar-General revealed that an e-passport office at Gokwe Centre will be operational before the end of this month, while plans are underway to commence issuing e-passports at the Johannesburg office.

97 000 Passports Uncollected - RG's Office

The Civil Registry Department is set to despatch teams to areas that were hit by floods to replace national identity cards (IDs) and birth certificates for victims of flooding who lost their civic documents.
Last month, 51 people lost their homes in Budiriro, Harare, after the Marimba River burst its banks following a heavy downpour while close to 2 000 houses were damaged by storms countrywide.
Speaking in an interview with <a href="https://www.sundaymail.co.zw/ids-birth-certificate-replacement-for-flood-victims">State media</a>, Registrar-General Henry Machiri said every citizen had the right to access civic documents. Said Machiri:
<blockquote>
We have the floods that took place in Budiriro and Kuwadzana and we are aware that they lost property, and some also lost their documents.
We know that the people are being given alternative accommodation, and when they are in safe places the department is going to move in and issue replacement documents.
We have got people who were affected by Cyclone Idai in Chipinge and Chimanimani, and some in Bikita as well.
We had a mobile registration which specifically targeted those areas and not the whole country.
In 2022, we were in Chimanimani, Chipinge and Bikita to make sure that we gave our citizens the required documents.
We also added Tsholotsho, as they were also affected by the floods.

Machiri said the department will soon start issuing death certificates for those presumed dead after Cyclone Idai. He said:
<blockquote>
There are issues of death certificates as well and according to the law, we don’t just issue a death certificate. A person is declared dead by the courts, by the judges.
Over the last two years, there have been visits to Mozambique by a team headed by the Minister of Provincial Affairs in Manicaland, which also includes stakeholders from the Ministry of Local Government, our own Minister of Home Affairs and others to investigate.
Several bodies as well as shallow graves were found there.

Machiri said the Civil Registry Department will commence issuing death certificates once the victims are declared dead by the courts.
In November 2023, Attorney-General Virginia Mabiza launched a class action suit at the Mutare High Court to declare 279 missing victims of Cyclone Idai dead.
The High Court is set to legally declare the missing people dead after no one opposed the class action suit.

Budiriro Flood Victims To Get IDs, Birth Certificate Replacements

Zimbabweans living in South Africa, the United Kingdom, the United States, and two other countries will soon be able to apply for passports in their host countries, according to Registrar-General <a href="https://wiki.pindula.co.zw/Henry_Machiri">Henry Machiri</a>. The first foreign passport offices will be established in Johannesburg and Cape Town in South Africa, ZimLive reported. South Africa has the largest population of the Zimbabwean diaspora, estimated to be just under a million. Machiri said:

Renovations at the embassy’s offices in South Africa are complete and during the first quarter of this year, we are going to open passport centres at our embassies in Johannesburg and Cape Town.
South Africa is one of the countries with the largest population of Zimbabweans. Therefore, it is one of the countries that we are starting with.
This year, we are planning on setting up passport centres in five countries and so far, we have South Africa, London in the UK and the US. We have not yet figured out where the other two centres will be located.
We are starting with countries that have the highest number of Zimbabweans, while consultations will continue on the next two stations.

Machiri stated that the application fees for passports will remain the same as those charged in Zimbabwe. Additionally, applicants’ details from outside Zimbabwe will be processed through the respective offices set up abroad.
Passports are highly sought after by Zimbabweans due to economic challenges in the southern African nation and the search for better job opportunities abroad. The government <a href="https://www.pindula.co.zw/2024/01/03/zimbabwean-government-announces-new-passport-fees/">recently increased passport fees</a> to US$150 for ordinary passports and US$250 for emergency passports.
At least 14 passport offices have been set up countrywide, with close to 200,000 travel documents having been issued since the introduction of e-passports in January 2022, according to <a href="https://www.sundaynews.co.zw/south-africa-united-kingdom-and-united-states-passport-centres-to-open-this-year/">The Sunday News</a>. E-passports are now being processed at the Harare passport registry and provincial and district offices in Bulawayo, Gwanda, Gweru, Lupane, Marondera, Beitbridge, Chitungwiza, Hwange, Mazowe, Murewa, Zvishavane, Chinhoyi and Guruve.

Zimbabweans In Diaspora Will Soon Be Able To Apply For Passports In Host Countries - Registrar General

The Registrar-General Henry Machiri has said plans are underway to establish passport enrolment centres in Johannesburg and Cape Town before the end of this year.
This will enable Zimbabweans living in South Africa to apply for and collect passports and national identity cards in the neighbouring country.
In an interview with <a href="https://www.sundaymail.co.zw/passport-offices-to-be-opened-in-sa">The Sunday Mail</a>, Machiri said they are planning to establish e-passport enrolment centres in several countries. He said:

E-passport enrolment centres are being established across borders and citizens will benefit by applying whilst in countries that will have these facilities.
The Ministry of Home Affairs and Cultural Heritage is implementing the e-passport system in South Africa.
Renovations to consulate offices in Johannesburg and Cape Town will be completed soon. We are targeting to open the two centres before the end of the year.

Consul-General at Zimbabwe’s Embassy in Johannesburg Eria Phiri said:

Renovation and repurposing of the building is now complete and work is going on well.
For the consulate office, everything is now ready and we are waiting for the deployment of the information and communication technology infrastructure at the end of this month.
The offices will greatly improve the ability of Zimbabweans in South Africa to access their civic documents.

Meanwhile, Machiri said Zimbabweans will soon be able to apply for civic documents (birth certificates, marriage and divorce certificates, etc) online once the deployment of the enhanced Zimbabwe Population Registry System (ZPRS) by the Government is complete.
Currently, applicants have to come in person to apply for the documents at the Civil Registry Department offices.
The ZPRS will link Government offices in real-time, cutting bureaucracy and revolutionising the department’s work. Said Machiri:

The digital migration is likely to start end of October 2023. The servers have been installed and configured. Software development for system applications is in progress.
The online passport application process is not yet functional. The system is being implemented in phases. We expect to complete the implementation of all phases in 12 months.

He also said more than 100 000 e-passports have been issued since the introduction of e-passports in January 2022.

Zimbabwe To Open Passport Offices In South Africa - Registrar General

The Civil Registry Department says it has increased the production of passports, with Harare now producing about 1 300 passports per day from under 1 000.
In an interview with <a href="https://www.herald.co.zw/registry-clears-festive-season-passport-demand/">The Herald</a> on Wednesday, Registrar-General Henry Machiri said there has been a sharp increase in the number of passport applications during the festive season.
He said that in order to meet demand, they are working on weekends and have extended working hours and also increased personnel servicing passport applicants. Said Machiri:

The situation is that people are still coming. Diasporans are still around, and we are working as we said, those extra hours and we are managing.
We cannot say the numbers have really dwindled. As long as they (Diasporans) are still around, numbers are still there.
But we expect that in the next two weeks, the numbers will be going down as some collect their passports, but we are managing.

Demand For Passports Surged During Festive Season

Hundreds of people were left stranded at the Registrar-General’s (RG) office following the alleged unavailability of paper used to produce the newly-introduced e-passports, NewZimbabwe.com reported.
A source at the RG’s Office told the publication that they had stopped producing the e-passports because of a glitch. The source is cited as saying:

There is no paper and the contractors contracted to produce the e-passports have not been paid.
</blockquote>
This would be the second time Zimbabwe’s e-passport processing system has run aground in two months with authorities unsure of when the crisis will be over.
Last month, the Registrar General, Henry Machiri said they <a href="https://zero.pindula.co.zw/registrar-general-speaks-on-challenges-in-the-issuance-of-passports/">had experienced challenges</a> in the issuance of vital civil registration and travel documents due to a technical fault. 
The <a href="https://zero.pindula.co.zw/electronic-passport-launch-set-for-today/">government launched the e-passport</a> in December 2021 in a development that saw Garsu Paulis getting the nod to produce modern passports that comply with global aviation benchmarks. 
Authorities say the <a href="https://zero.pindula.co.zw/zimbabwe-clarifies-on-e-passport-application-expiry-of-current-passport/">non-biometric Zimbabwean passports will remain valid</a> until they expire in December 2023.

Hundreds Left Stranded As Registrar's Office Halts e-Passport Production

Registrar General Henry Machiri has said the Zimbabwean e-passport can now be read at border entry points around the world.
This comes after the southern African country joined and participated in the International Civil Aviation Organisation (ICAO) Public Key Directory (PKD) becoming the 84th country to do so.
ICAO PKD is a database established and maintained for the purposes of holding national cryptographic keys related to the authentication of electronic passport information.
Participation in the ICAO PKD will see the uploading of the public key data necessary for authentication of all electronic passports that are issued by a State. <a href="https://www.sundaymail.co.zw/zim-in-major-e-passport-milestone-new-travel-documents-readable-around-the-world">The Sunday Mail</a> cites Machiri as saying:

I am pleased to inform the nation that the Zimbabwe e-passport is ICAO compliant, and Zimbabwe, on September 14, 2022, became the 84th member of the United Nations to be admitted to the ICAO Public Key Directory (PKD).
One of the key benefits of the ICAO PKD is that it supports processes of reading and verifying travel documents in an efficient and cost-effective manner,” read a statement issued after the recent feat.
This provides border control authorities with the assurance that travel documents are genuine and unaltered, which in turn authenticates the biometric information contained in e-passports and allows for automation of aspects of the border clearance process.

President Emmerson Mnangagwa launched e-passports on December 14 last year, and the country started issuing them on January 18 this year.

"Zimbabwean Electronic Passport Can Be Read At Border Entry Points Around The World"

The Registrar General has issued a statement with regards to challenges his office is facing in the issuance of passports. In a statement seen by Pindula News, Henry Machiri said there is a technical fault and technicians are working on rectifying it. Reads the statement:

The Civil Registry Department wishes to inform its valued clients and stakeholders that the Department is currently experiencing challenges in the issuance of vital civil registration and travel documents due to a technical fault.
Our technicians are working tirelessly to rectify the situation and members of the public are urged (to) remain calm and bear with us during this time.
Members of the public are also advised to disregard messages circulating on various social media platforms. Any information regarding this matter will be communicated by the Department through its formal channels.
We sincerely apologize for inconveniences caused by this development which we are working around the clock to address.
The Department in collaboration with the partner Garsu Pasaulis (GP) has made significant improvements in the issuance of electronic passports (e-passports) and since January 2022, a total of 140 000 passports have been issued. The e-passport project has also been successfully cascaded to Bulawayo, Lupane, Chitungwiza, Murewa and Hwange. Recently, the project was completed in Gweru and Beitbridge; and by end of October 2022, it will be completed in all the provinces.
In August 2022, the Department resumed clearance of the passport backlog of 176 000 which was backdated from July 2019. The backlog has been reduced to 80 000 and will be cleared by end of September 2022.
The mobile registration exercise is also currently underway and to date, more than 2 000 000 civil registration documents that is birth certificates, death certificates and national identity documents have been issued. The programme is expected to be completed by 30 September 2022.
The Civil Registry Department remains committed to continue improving service delivery for the benefit of (the) citizens of Zimbabwe.
