War veteran Max Mkandla says all senior government officials in their respective provinces should be sent to the ZANU PF Herbert Chitepo School of Ideology for ideological re-orientation.
The Herbert Chitepo School of Ideology’s objective is to impart knowledge and a sense of patriotism to acquaint the nation with ZANU PF ideology.
Mkandla argued that government departmental heads need indoctrination so that they pursue the devolution agenda. <a href="https://newsday.co.zw/southerneye/local-news/article/200010380/govt-departmental-heads-need-indoctrination-war-vet">Southern Eye</a> quoted him as saying:
<blockquote>
Chief executive officers are the ones responsible for their areas but are not implementing devolution dictates in their jurisdictions.
They are not employing locals. They must be sent to the school of ideology to indoctrinate them with the devolution agenda. It is a good school.
I was there myself. People must go through it so that they know where the country came from.
</blockquote>
However, political analyst Effie Ncube said the conflation of party and State is unlawful. He said:
<blockquote>
This is a dangerous conflation. The interference of the school of ideology in the running of the State is unconstitutional and completely unlawful.
ZANU PF is not Zimbabwe, nor is Zimbabwe ZANU PF. Understanding this distinction is crucial for the proper running of the State.
</blockquote>
Civil servants should be apolitical in the sense that they should not be actively involved in partisan political activities or show favoritism towards any political party or candidate.
This is because civil servants are public servants and are expected to serve all citizens and implement government policies impartially, regardless of their personal political affiliations.
Making it compulsory for top government officials to undergo ZANU PF ideological reorientation would mean that their impartiality in discharging their duties will be compromised.

War Veteran Says Govt Departmental Heads Need ZANU PF Indoctrination

Suspended Zanu PF youth political commissar <a href="https://www.pindula.co.zw/Kudakwashe_Tagwirei" rel="noopener noreferrer" target="_blank">Godfrey Tsenengamu</a> risks expulsion from the party after he snubbed the Politburo’s directive to attend ideological training at the Herbert Chitepo Ideological College.
Tesenengamu revealed his stance through a Facebook post on Monday. He wrote:
<blockquote>Instructed to attends 5 day Basic Course @ Chitepo Ideological College from today till Friday before the 3-month course in April. My response – HANDIDI. (I don’t want).</blockquote>
Tsenengamu, youth secretary Pupurai Togarepi and his deputy Lewis Matutu were suspended last month after they called a news conference and named three Zanu PF benefactors on a corrupt list while also accusing them of running cartels.
Though Togarepi did not attend the press conference, he publicly backed the duo’s stance and as a result, he lost his position in the Politburo.
The duo accused Green Fuel boss <a href="https://www.pindula.co.zw/Billy_Rautenbach" rel="noopener noreferrer" target="_blank">Billy Rautenbach</a>, Sakunda chief <a href="https://www.pindula.co.zw/Kudakwashe_Tagwirei" rel="noopener noreferrer" target="_blank">Kudakwashe Tagwirei</a> and Grain Millers Association of Zimbabwe chairman Tafadzwa Musarara of being corrupt and running cartels that have wrecked the economy.
Reports indicate that some Politburo members resisted attempts to expel the youth league leaders from the party.

Tsenengamu Risks Expulsion After Snubbing Latest ZANU PF Directive

The ruling <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" rel="noopener noreferrer" target="_blank">ZANU PF</a> party has targeted the training of at least 60 000 members in Bulawayo province at the Herbert Chitepo Ideological College by 2023.
The principal of the Herbert Chitepo Ideological College, Munyaradzi Machacha, told a party meeting at the Bulawayo provincial headquarters on Sunday that the training will restore unity within the party. He said:
<blockquote>We are looking at training at least 60 000 party members at our school of ideology and so far, we have trained 118 trainers.
This training is meant to bring back Zanu-PF ideologies to the cadres so that we bring back our political culture, and it will also encourage cohesion in the party.</blockquote>
The Herbert Chitepo School of Ideology was established by the party to inculcate its ideology in its adherents.
The school was named after the late nationalist and ZANU chairman, <a href="https://www.pindula.co.zw/Herbert_Chitepo" rel="noopener noreferrer" target="_blank">Herbert Chitepo</a>, who was assassinated on March 18, 1975, in Lusaka, Zambia at the height of the liberation struggle.
