Jacob Mafume, a councillor with the opposition Citizens’ Coalition for Change (CCC) party and the current Mayor of Harare, has defended the decision of mayors and council chairpersons to attend a two-day training seminar organised by the ruling ZANU PF party’s Herbert Chitepo School of Ideology.
The Ministry of Local Government and Public Works summoned all mayors and council chairpersons to attend the indoctrination sessions held at the Rainbow Towers Hotel on August 21 and 22.
While Bulawayo Mayor David Coltart and his deputy Edwin Ndlovu opted not to attend, Mafume was among those who participated in the training.
Although the training was conducted by Munyaradzi Machacha, the principal of the Herbert Chitepo School of Ideology and the ZANU PF National Political Commissar, Mafume has sought to justify the attendance of the opposition-led local authorities. Said Mafume:

We cannot shy away from attending some of these workshops when we are invited by our parent Ministry. No one has been asked to renounce their political party, but people have gone to understand the genesis and philosophy that some of us are operating in. It is something we have no qualms about attending, and we are part and parcel of that process.

Speaking in an interview with <a href="https://www.sundaymail.co.zw/ideological-college-open-to-every-zimbabwean">The Sunday Mail</a> in 2022, Machacha made it clear that the Chitepo School of Ideology is a party school for ZANU PF. He said:

Chitepo School of Ideology is a party school for ZANU PF. Its mission is to train and conscientise the leadership of the party, including the cadres, that the party deploys into Government, parastatals and other key national institutions. We aim to raise the political and ideological consciousness of the entire citizens of Zimbabwe.

Meanwhile, the Mayors, Council Chairpersons, and Town Clerks who participated in the two-day training programme were expected to receive certificates for completing the Chitepo School of Ideology course this Friday.

Mafume Defends CCC Councillors' Attendance At ZANU PF Ideology Workshop

Harare mayor, Councillor Jacob Mafume, has been criticised for attending a ZANU PF indoctrination programme at the party’s Herbert Chitepo School of Ideology.
Mafume is among a group of mayors, chairpersons, councillors, and staff from 92 local authorities across the country who attended the two-day training session at the Rainbow Towers Hotel in Harare.
The training was conducted by Munyaradzi Machacha, the principal of the Herbert Chitepo School of Ideology and ZANU PF’s National Political Commissar, on behalf of the Ministry of Local Government and Public Works.
However, the mayors of Bulawayo, David Coltart, and his deputy, Edwin Ndlovu, did not attend the training. Instead, the city’s Town Clerk and Finance Director attended in their place.
Former CCC MP Job Sikhala, in a post on X (formerly Twitter), suggested that the opposition councillors attending the training may be motivated by greed. He wrote:

There are more important things in life than money and power. No amount of silver and gold should persuade you to sacrifice your values and principles to be dragged to the Herbert Chitepo School of Ideology, to be brainwashed with some redundant ideology.
The ideology that is anti-people, promotion of the persecution of those in disagreement with that moribund ideology and intolerance of opponents of the establishment!
</blockquote>
Hopewell Chin’ono, a prominent government critic, was more blunt in his assessment of Mafume’s attendance at the ZANU PF ideological training.
Chin’ono accused Mafume of “treachery” saying he is now serving his own interests and those of the ruling ZANU PF party. Said Chin’ono:

Harareans rejected ZANU PF in toto, but here you are, Mayor, using taxpayers’ money to attend an ideological indoctrination workshop at a ZANU PF indoctrination school!
I wouldn’t blame anyone who argues that you are no longer serving the interests of the residents of Harare, you are now serving your own interests and those of ZANU PF!
I can’t imagine that you would leave your office for the whole day to go to a ZANU PF indoctrination school when your residents have no clean drinking water!
It is just irresponsible for any opposition-elected mayor to do such a reckless thing! You have insulted the residents of Harare.
They are powerless because everything in Zimbabwe is captured, but at this point, it is fair to say you don’t represent them anymore!
… History will never forgive you for this treachery Jacob, you have betrayed the residents of Harare.
Our country is broken both politically and economically because of ZANU PF, yet you see it fit to not only go to a ZANU PF indoctrination school but to also use our money as Harareans attending this rubbish!
If Harareans had a way to remove you they would, but of course, ZANUPF courts will protect you, I am disappointed in not only your irresponsible actions, but in you too!
You have undermined the democratic process by participating in a ZANUPF indoctrination workshop while serving as an opposition mayor, you have “legitimised” the ruling party’s authoritarian tactics.
Long live David Coltart, the Mayor of Bulawayo, for rejecting this nonsense!

Mafume is a member of the opposition Citizens’ Coalition for Change (CCC) and was re-elected as the mayor of Harare following the 2023 general elections.
His re-election came after Sengezo Tshabangu controversially recalled his two predecessors, Ian Makone and Lovejoy Chitengu.
Tshabangu, known for unilaterally recalling scores of CCC MPs and Councillors, defended the mandatory two-day ideological training, describing it as a positive initiative aimed at building the capacity of councillors and aligning local governance with national policies.
The Herbert Chitepo School of Ideology is named after Herbert Chitepo, a prominent nationalist and former chairperson of the Zimbabwe African National Union (ZANU).
The school focuses on topics such as patriotism, national security, and the history of Zimbabwe’s liberation struggle.

Mafume Slammed For Attending ZANU PF Ideological Training

Harare mayor Jacob Mafume is among mayors, chairpersons, councillors and staff from the country’s 92 local authorities who are undergoing training at ZANU PF’s Herbert Chitepo School of Ideology.
As reported by <a href="https://www.herald.co.zw/chitepo-school-of-ideology-empowers-mayors-chairpersons/">The Herald</a>, Herbert Chitepo School of Ideology principal, Munyaradzi Machacha, who is also the ZANU PF National Political Commissar, is conducting the training.
In his address during the basic orientation course, Local Government and Public Works Minister Daniel Garwe said:

The Ministry of Local Government and Public Works, through its mandate of monitoring, supervising, and capacitating local authorities in Zimbabwe conducts routine and custom-made training programmes for staff and policymakers in local authorities.
In this regard, the ministry will be rolling out a three-phased councillor induction program where mayors, chairpersons and councillors will be equipped for their role as stewards of their respective councils.
It is critical to note that during this process, the ministry notes the wide political dichotomy that exists among policymakers and staff as well as the narrow appreciation of basic but fundamental aspects of the nation’s history, identity and policy.

Mafume said that he fully subscribes to the nation’s founding ideology, which he believes is rooted in the aspiration for freedom for all. He said:

Every nation has a founding ideology that binds it. Ours is founded on the aspirations of freedom for all, a right to vote and a right to determine our economic destiny.
</blockquote>

ZANU Political Commissar Trains CCC Councillors At Ideology School

War veteran Max Mkandla says all senior government officials in their respective provinces should be sent to the ZANU PF Herbert Chitepo School of Ideology for ideological re-orientation.
The Herbert Chitepo School of Ideology’s objective is to impart knowledge and a sense of patriotism to acquaint the nation with ZANU PF ideology.
Mkandla argued that government departmental heads need indoctrination so that they pursue the devolution agenda. <a href="https://newsday.co.zw/southerneye/local-news/article/200010380/govt-departmental-heads-need-indoctrination-war-vet">Southern Eye</a> quoted him as saying:
<blockquote>
Chief executive officers are the ones responsible for their areas but are not implementing devolution dictates in their jurisdictions.
They are not employing locals. They must be sent to the school of ideology to indoctrinate them with the devolution agenda. It is a good school.
I was there myself. People must go through it so that they know where the country came from.
</blockquote>
However, political analyst Effie Ncube said the conflation of party and State is unlawful. He said:
<blockquote>
This is a dangerous conflation. The interference of the school of ideology in the running of the State is unconstitutional and completely unlawful.
ZANU PF is not Zimbabwe, nor is Zimbabwe ZANU PF. Understanding this distinction is crucial for the proper running of the State.
</blockquote>
Civil servants should be apolitical in the sense that they should not be actively involved in partisan political activities or show favoritism towards any political party or candidate.
This is because civil servants are public servants and are expected to serve all citizens and implement government policies impartially, regardless of their personal political affiliations.
Making it compulsory for top government officials to undergo ZANU PF ideological reorientation would mean that their impartiality in discharging their duties will be compromised.

War Veteran Says Govt Departmental Heads Need ZANU PF Indoctrination

Scores of lecturers from Zimbabwe’s State-owned universities are set to undergo ZANU PF ideological orientation at the party’s Herbert Chitepo School of Ideology under the banner Academics for Economic Development.
The Higher and Tertiary Education ministry has sent invitations to universities across the country for the workshop which will be held this week.
According to a letter written to universities seen by <a href="https://www.newzimbabwe.com/university-lecturers-to-attend-zanu-pfs-ideology-classes/">NewZimbabwe.com</a>, each university will send 20 lecturers to the workshop.
Universities are expected to pay for their members who will attend the orientation slated for 23 and 24 January at Midlands State University (MSU).
The total cost of meals and accommodation will be US$65 000 if the targeted number attends. Reads the letter:

The Chitepo School of Ideology will be having a workshop for University and College Lecturers at the Midlands State University’s Main Campus from 23-24 January 2023.
The School has prepared a Basic Orientation Course which is designed to offer ideological orientation to all sectors of the Zimbabwean society, “living no one and no place behind” as directed by His Excellency, the President of the Republic of Zimbabwe, Cde. Dr. E. D. Mnangagwa.
It is against this background, that the Ministry is cordially inviting a maximum of twenty (20) members of staff from each institution to attend this very important workshop.
… Midlands State University shall provide accommodation and meals (see attached breakdown of costs), for the duration of the stay.
Institutions are therefore required to make payments for their members directly to the hosting institution.

University Lecturers To Undergo ZANU PF Ideological Orientation

Police officers have reportedly been ordered to attend civic education meetings coordinated by the ruling party where they undergo ZANU PF ideological reorientation.
During the civic education meetings, ZANU PF officials are reportedly pleading with police officers to vote for the ruling party in the upcoming general elections.
ZRP national spokesperson Assistant Commissioner Paul Nyathi confirmed the training to NewsDay but professed ignorance of ZANU PF’s involvement. He said:
<blockquote>
I can confirm that the police are undergoing [civic education] training.
But as to the allegations [that ZANU PF is facilitating], I am not aware.
</blockquote>
NewsDay reported that on Monday, 16 January, police officers from various provinces spent the day attending the “training” programme in Murewa and Chivhu in Mashonaland East province.
ZANU PF officials promised to improve cops’ welfare if it wins this year’s general elections.
The ZANU PF officials were accompanied by police commissioners and superintendents.
Police officers were made to sing ZANU PF songs and chant its slogans, reported NewsDay.
Junior police officers are reportedly angry with the development, accusing high-ranking officials of using them for their own benefit.
A message posted by a police officer on one of their WhatsApp groups read:

They (the chefs) get cars, hefty salaries, they live in mansions apa basa ravo ndere kuco-ordinator vopa maorders chete (their job is only to co-ordinate and give orders) What about us?
We get a $200 dollars salary and roam around the streets each day whole on an empty stomach. Zvimwe zvinoda kushandisa brain (Some of these issues need critical thinking).

University of Zimbabwe (UZ) political science lecturer Eldred Masunugure said State institutions should be non-partisan. He said:
<blockquote>
If it is really happening that police are under Zanu PF training, it is unconstitutional.
It is up to the affected stakeholders to challenge that in a court of law. It is clear-cut political interference.
Political parties, watchdogs, or prospective candidates should challenge that.
That is an (un)ambiguous abuse of the Constitution.

Police Officers Forced To Chant ZANU PF Slogans | Report

The<a href="https://www.pindula.co.zw/TeachersforED"> Teachers for Economic Development (ED)</a> union is reportedly forcing unemployed teachers to attend ZANU PF’s <a href="https://www.pindula.co.zw/Herbert_Chitepo">Herbert Chitepo</a> School of Ideology for orientation so they could secure employment in the public sector.
Teachers for Economic Development code-named <a href="https://www.pindula.co.zw/TeachersforED">TeachersforED</a> is a shadowy union reportedly championing President Emmerson Mnangagwa’s re-election bid.
Sources in the civil service said the TeachersforED group was targeting qualified, but jobless teachers for recruitment, according to NewsDay.
An anonymous source is quoted as saying:

Teachers for Economic Development is now playing a key role in recruiting teachers across the provinces. They are targeting mostly qualified teachers without jobs and they are first told to attend the Chitepo School of Ideology.
They are targeting provinces and all provinces have responded to the recruitment drive.

A TeachersforED official, who only identified himself as Masekesa, yesterday said there is nothing wrong with unemployed teachers going to the Chitepo School of Ideology. Added Masekesa:

This is practised even in Japan and America.
</blockquote>
Primary and Secondary ministry spokesperson Taungana Ndoro said he only spoke for teachers who are employed by the government. He is cited as saying:
<blockquote>
If there are those who are not employed with us, we don’t speak for them because they will be employed somewhere and if they are employed with us we will be able to speak for them. If the Teachers for Economic Development have some initiatives, it’s a noble idea.
</blockquote>
Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure said the initiative would divide teachers and condemned the politicisation of the civil service.
The Teachers for (ED) union is reportedly storming schools countrywide to mobilise support, disrupting learning at some institutions.

"TeachersforED Now Playing A Key Role In Recruiting Teachers" - Report

Newly-elected ZANU PF youth leaders will be sent to the party’s Herbert Chitepo School of Ideology for orientation to prepare them to play a key role in the party’s campaigns ahead of the 2023 elections.
The ZANU PF youth leaders were elected at the party’s national youth conference held in Harare last week.
The new-look youth leadership has endorsed President Emmerson Mnangagwa as the ZANU PF 2023 presidential candidate.
Addressing journalists at the party headquarters in Harare on Tuesday, 10 May, ZANU PF commissar Mike Bimha said:

Very soon, we are organising orientation time for them. They will also go through the Chitepo School of Ideology orientation and go through team-building exercises so that they bond and work as a team to campaign for the 2023 general elections.
We will work closely with them because there is a lot of work for us to do in view of the fact that we have an election.
We will give priority to the youth to campaign vigorously for the party and the President.

Gutu West MP and Masvingo provincial youth chairman John Paradza was elected as the ZANU PF Youth League deputy national chairperson.
Meanwhile, Bimha said Mnangagwa will handpick his preferred candidate for the youth league secretary position “when the time is right”. Said Bimha:

There is no definite time frame for the President to announce the candidate befitting for that position.
The President will make his selection when the time is right, and he will then announce who the chosen person is.

ZANU PF Youth Leaders Set For Ideological Reorientation

The Principal of the Chitepo School of Ideology, Munyaradzi Machacha has written a letter to all ZANU PF Provincial Chairpersons, requesting them to submit names of trained teachers who are awaiting employment in the public service.
The trained teachers will undergo a Basic Orientation Course in ZANU PF ideology. Below is Machacha’s letter:

Teachers To Undergo Basic Orientation Course In ZANU PF Ideology {Full Text}

Zanu-PF’s Herbert Chitepo Ideological College is expected to open more learning centres in Zimbabwe’s 10 provinces as part of its expansion drive, an official has said.
Addressing delegates during Zanu-PF’s inter-district meeting held in Zaka last week, the college’s director Roger Magumise said recruitment of trainers had started at ward level and that they were seized with identifying places to set up the learning facilities. Said Magumise:
<blockquote>We want to make sure that every Zanu-PF member receives political orientation starting from cell level and this has prompted us to work on establishing schools’ in all the country’s 10 provinces.</blockquote>

Zanu-PF's Herbert Chitepo Ideological College To Open More Centres

Zanu-PF’s Herbert Chitepo School of Ideology opened in Manicaland on Saturday.
Speaking during the official opening of the ruling party’s ideological school at Knowstics Academy in Bonda, Manicaland Provincial Affairs Minister Dr Ellen Gwaradzimba said the school should take into account the academic part and skills development. She said the education should focus on Zimbabwe’s revolution and its history.
Zanu-PF Manicaland provincial secretary for administration Kenneth Saruchera said the establishment of the school was a step towards fulfilment of objectives listed in the ruling party’s manifesto.
