Former Mutare Central long-serving opposition legislator <a href="https://pindula.co.zw/Innocent_Gonese">Innocent Gonese</a> has retired from active politics.
The former MDC Chief Whip in Parliament announced his retirement from politics in a private message to relatives over the weekend.
Gonese also confirmed his retirement to <a href="https://www.newsday.co.zw/local-news/article/200018127/veteran-opposition-politician-quits">NewsDay</a> in an interview on Sunday, saying he will now focus on his law practice after 24 years in politics.
In the message posted on Saturday, Gonese said:
<blockquote>
I am reverting to being a private citizen and a full-time legal practitioner and human rights activist. In a normal country, I would be going into real retirement, but I still have to put food on the table and what I trained to do is to practice law and so be it.
It also gives me more time to spend with the family, do my long-distance running and occasionally hit the small white ball.
In the future, time permitting, I will try to do a PhD and take up Arthur Mutambara’s challenge and write a book. But first things first, try to survive under challenging and difficult times.

In the run-up to the August 2023 general elections, Gonese and Mutasa Central legislator Trevor Saruwaka announced that they will not be contesting.
That was despite the two being nominated as representatives of the opposition Citizens Coalition for Change (CCC).
Gonese was the MDC chief whip in the 8th and 9th Parliament of Zimbabwe.

Innocent Gonese Retires From Active Politics

Citizens’ Coalition for Change (CCC) legislators for Mutare Central and Mutasa Central, Innocent Gonese and Trevor Saruwaka, respectively, stepped down from contesting in upcoming elections despite being nominated.
In a statement, Gonese, who is one of the opposition’s senior officials, said he had decided to back another nomination candidate Brian James to contest for the seat.
Gonese announced his decision to not contest in the upcoming general elections shortly after Saruwaka stepped down from contesting. Said Gonese:

I would like to thank the people of Mutare Central for giving me the opportunity to represent them as their representative in Parliament and also for nominating me as a Candidate in the forthcoming elections.
I am also happy that the former Mutare Mayor was also nominated as a candidate and while all the names are being vetted pending further processes, such as consultations and consensus in terms of the new candidate selection procedures, I have decided to decline the nomination.
I had a fruitful discussion with James yesterday as I consider him a very worthy and deserving person to take over from me and I am pleased to advise that we are going to work together to ensure that Mutare Central remains yellow and plays its part in ensuring that we deliver maximum votes for President Chamisa and all candidates in other positions.

Gonese has been quite vocal in Parliament ever since he was elected into the August House in 2008 on an MDC-T ticket.
The CCC candidate nomination process is being conducted by an independent body, the Citizens’ Independent Candidate Selection Panel (CISP).
The process has four stages, namely candidate nomination, candidate vetting, candidates’ caucuses and declaration of successful candidates.

Two Veteran CCC Lawmakers Decline Nomination

A Citizen Coalition for Change (CCC) Member of Parliament has distanced himself from the controversial US$40 000 loans offered to lawmakers by the government.
Addressing residents at a recently held community engagement meeting at Moffat Hall in Sakubva, Innocent Gonese, who represents Mutare Central in the National Assembly, said he doesn’t know anything about the loans. Said Gonese:

The issue of government loans has been topical of late. The truth of the matter is that I haven’t seen any money and I don’t know about anything concerning the US$40 000 housing loan.
As you all know, I am a steadfast CCC member and as a party, we will sit down and discuss on the issue because I don’t want to be caught offside.
After coming up with a conclusion, we will come up with a statement that will be delivered to the public.

Recent media reports indicate that MPs were offered US$40 000 housing loans with Ministers being offered US$500 000 and their deputies getting US$350 000.
CCC leader Nelson Chamisa said that the loans were a bribe and warned his MPs not to “drink from the poisoned chalice” as they will face the wrath of voters.

CCC MP Distances Self From US$40 000 Housing Loan For Lawmakers

Mutare Central MP, Innocent Gonese’s resignation from the Parliament’s Committee on Standing Rules and Orders has resulted in some members in the provincial structures calling for his ouster.
Gonese’s resignation paved way for MDC-T president, Senator Douglas Mwonzora, to be a member of the committee.
MDC Alliance Manicaland spokesperson David Panganai confirmed to Manica Post that Gonese’s resignation took them by surprise. He said:
<blockquote>The long and short of it all is that Mr Gonese resigned from the top parliamentary committee without the knowledge of the party.
This raised a lot of eyebrows and some sections within the party are not happy and suspect that this could have been done for selfish reasons.
It is unfortunate that as the lower echelons of the party, we cannot discuss disciplinary issues of senior members as Mr Gonese is a national executive member.

Meanwhile, in a telephone interview with Manica Post, Gonese said his resignation was only informed by the need to ‘take a break’. He said:
<blockquote>I just felt I needed to take a break and this had nothing to do with paving way for anyone. The party does not refuse anyone the right to resign from any post in Parliament if one feels they cannot serve in that capacity anymore.
In fact, everyone in the party is very clear on those developments and it is not an issue, even in the upper echelons of the party. It is just that I felt I needed to take a break, that is all.</blockquote>
The MDC Alliance recently fired two Mutare councillors, Elizabeth Tsoro (Ward 2) and Tsitsi Ziweya (Ward 3) for voting for an MDC-T candidate during the recent elections for Mutare’s deputy mayor.
The former deputy mayor, Kudakwashe Chisango, was part of the seven councillors recalled by the MDC-T in December last year.

<blockquote>The MDC is disappointed and dismayed by the continued harassment and violation of People’s Rights as exemplified by the unjustified remand in custody of Makomborero Haruzivishe and Alan Moyo to Monday for Bail Ruling.
The duo was arrested on Thursday evening at Red Roof restaurant together with 32 others and at the time of their arrest, they were neither informed of the reasons thereof or informed of their rights to contact a legal practitioner or their relatives in violation of Section 50 of the Constitution of Zimbabwe.
Instead, they were assaulted using baton sticks and bundled into a police truck and taken to Harare Central Police Station Law and Order where they were still not told why they were being harassed like that.
In the process, some lost their property like cellphones while some like laptops were damaged.
No explanation was given for this high-handed behaviour and it was only when their lawyers arrived that the Police then said that the 34 had been arrested for public drinking.
This was nonsensical and laughable and none of the arrested persons agreed to pay an admission of guilt fine for a none existent offence.
It was only then that the charges of participating in a gathering with intent to commit public violence were preferred against all of the arrested persons only for the Police to release all but two cited above who were taken to Court this morning.
This wanton and brazen behaviour has no place in a democratic country. But unfortunately in Zimbabwe, it is now the norm.
We in the MDC have no hesitation in condemning this kind of behaviour. It is time for the Police to be held accountable for their actions.
The situation is compounded by our courts which at times unnecessarily prolong the agony of accused persons by reserving rulings even on simple matters.
The liberty of an individual is a fundamental right and it is unfortunate that the two young men have been deprived of their liberty since Thursday night.
We call upon our judiciary not to deny or delay justice to all arrested persons.
The MDC will continue to fight for the Return to Legitimacy and upholding of the Rule of Law so that the people can fully enjoy their rights and freedoms enshrined in the Supreme Law of the Land.
This can only happen when free and fair elections are held and we have a people-centred government led by the People’s Choice Advocate Nelson Chamisa.

MDC Dissapointed By The Continued Harassment And Violation Of People's Rights {Full Text}

<blockquote>Setting Up Of A Privileges Committee to Investigate the Conduct of MDC Members of Parliament Fundamentally and Procedurally flawed
The purported setting up of a Privileges Committee ostensibly to investigate the conduct of Members of Parliament who did not attend the Budget Presentation on the 14th of November 2019 is fundamentally and procedurally flawed and against the tenets of democracy justice and fairness.
Apart from the fact that the Opposition Chief Whip Honourable <a href="https://www.pindula.co.zw/Prosper_Mutseyami" rel="noopener noreferrer" target="_blank">Prosper Mutseyami </a>officially notified the Speaker of the unavailability of the MDC Members of Parliament, there is no provision or rule which compels backbenchers to attend any particular session.
What we find disconcerting is that on the day that <a href="https://www.pindula.co.zw/Pupurai_Togarepi" rel="noopener noreferrer" target="_blank">Pupurai Togarepi</a> the ZanuPf Chief Whip moved the motion for the setting up of Privileges Committee the Speaker did not even reflect on the matter but immediately made a Ruling to refer the matter to the Committee on Standing Rules and Orders and he had already shown that this matter had been predetermined when he responded to Honourable Temba Mliswa that the MDC Members of Parliament would be “punished” and in this regard whatever is going to happen is a charade.
There are breaches of the letter and spirit of the Constitution which in its preamble recognizes our diversity and the Founding Values and Principles in Section 3(2) d include the respect of the Rights of all Political parties.
The Speaker of the National Assembly has failed to show leadership and has dismally failed to discharge his responsibilities as an impartial arbiter and presiding officer.
The MDC Members of Parliament articulated the issues but the Speaker went on to unilaterally make a decision without following due process in terms of which it was the Committee of which he is only a chair which was supposed to make the determination.
Furthermore, once the Speaker had unilaterally stated that members of the MDC who are supposed to be investigated could not be part of the Committee it equally meant that Members of ZanuPf could equally not be complainant prosecutor judge and jury rolled into one
The Speaker and his fellow ZanuPf Members also failed to appreciate that the discord in Parliament emanating from the disruptive behaviour of members who are refusing to accept the chairing of Committees by MDC members who are appointed by the Committee on Standing Rules and Orders is a symptom of the bigger political question of legitimacy.
The critical issue is the MDC members of the Committee dissociated themselves from the drama which violated all the principles of fairness.
It’s unfortunate that ZanuPf Members failed to see reason and appreciate that as a country the issue of the illegitimacy of Emmerson Mnangagwa cannot be resolved by viciousness but through sincere and genuine dialogue.
We feel vindicated because when Honourable Chikwinya raised the issue of the Members who are causing pandemonium and mayhem and disrupting Parliament Business the same Speaker did not respond with the same vigour and urgency but instead decided to evade the issue by declaring that the matter was under consideration by the CSRO when the issues are different.
The bottom line is that <a href="https://www.pindula.co.zw/Jacob_Mudenda" rel="noopener noreferrer" target="_blank">Jacob Mudenda</a> has dismally failed the test and will probably go down as the worst Speaker in our country.
Autocracy and partisanship can only result in the dysfunctionality of the Institution when all that is required is to take off the political party lenses when Presiding over Parliament and being in charge of its Administration.

MDC Statement On The Setting Up Of Privileges Committee To Investigate Its MPs {Full Text}

MDC MP Innocent Gonese on Wednesday called on the government to investigate threats against leaders of the Zimbabwe Congress of Trade Unions (ZCTU) on Tuesday by unknown people. The officials received bullets placed in letters and warned against planning a stay away.
Gonese also demanded that the government should also bring to book the culprits who assaulted a union leader, Obert Masaraure as well as update the nation over the progress that has been made to-date regarding the disappearance of Itai Dzamara.
Speaking during parliament’s question and answer session on Wednesday, Gonese said:
<blockquote>What is the government doing in ensuring that the fundamental human rights and freedoms enshrined in Chapter 4, Section 52 (of the Constitution) relating to the right to personal security on the threats which were sent to the ZCTU president Peter Mutasa?
What steps is the government or executive taking to make sure that what happened to Itai Dzamara who disappeared has not been found, we have ARTUZ president Obert Masaraure who was abducted, beaten up, assaulted and no one up to now has been arrested.
Recently we have had the situation where the First Lady Auxillia Mnangagwa has also indicated that she has received some threats. What steps is the government taking to ensure that people’s rights are protected?</blockquote>
In response, Home Affairs Minister, Cain Mathema said that the government will try its best to get to the bottom of the cases.

MDC MP Pushes For Probe Into Threats Against ZCTU Officials And First Lady

The Maintenance of Peace and Order Bill (MOPA) has been characterised as a reincarnation of the repressive Public Order and Security Act (POSA).
The MOPA Bill is part of moves to align the country’s laws with the new constitution. This is being done after the international community piled pressure on the “New Dispensation” to reform.
However, MDC Alliance MP for Mutare Central, Innocent Gonese said that MOPA is a copy of POSA. Said Gonese:
<blockquote>There are no changes at all in this new Bill compared to POSA. Actually, the changes are just cosmetic and it is very similar to the previous law (POSA) because we will still have the same problems of criminalisation and abuse of people who fail to notify the police when they engage in demonstrations or gatherings.
The police still have powers to prohibit meetings and this can be abused and I would describe the Bill as a regurgitation of POSA, except for that section 27 of POSA was struck down by the courts.
Obviously from the opposition perspective, we will not be supporting this Bill, but unfortunately, Zanu PF will use its numbers (majority) to vote for it.</blockquote>
Gonese added that the new Bill is merely a smokescreen to hoodwink the international community;
<blockquote>They are trying to hoodwink the international community that they are aligning laws to the Constitution, but if you look at the MOPA, it does not speak about repealing of POSA. It should have a clause that speaks about repealing POSA.</blockquote>

MDC Alliance chief whip in the National Assembly Innocent Gonese said that anyone who dreams of challenging party president Nelson Chamisa at the Congress slated for May will be humiliated.
Writing on microblogging site Twitter on Sunday, Gonese said:
<blockquote>In the MDC family, we are clear… The people s choice is Nelson Chamisa and he will remain our President and anyone who dreams of challenging him will be humiliated.</blockquote>
Chamisa is set to be challenged by the party’s secretary general Douglas Mwonxora for the party presidency.
According to reports, Mwonzora is being backed by ZANU PF youths and war veterans who are eager to see Chamisa’ back.

MDC Chief Whip Warns Chamisa's Rivals Of Humiliation

The government will soon rectify the anomaly that saw President Mnangagwa appointing six non-constituency parliamentarians as ministers instead of the constitutionally stipulated five.
This was said by Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi in the National Assembly while responding to concerns raised by Mutare Central legislator Mr Innocent Gonese that the President had breached the Constitution by appointing more than five non-constituency MPs as ministers.
In his response Minister Ziyambi acknowledged Mr Gonese’s concerns.
Said Ziyambi:
<blockquote>I want to thank honourable Gonese for his concerns which are well acknowledged. The current administration is committed to constitutionalism and in no way will it wilfully violate the Constitution. His concerns have been noted and will be rectified.</blockquote>

Government To Fix Non Constituency MPs Irregularity

Legislators across the political divide opposed the appointment Mike Ndudzo as the new Auditor General (AG) to replace Mildred Chiri.
MDC-T chief whip, Innocent Gonese, Zvishavane Ngezi MP John Holder (ZANU-PF) and ZANU-PF MP Goodluck Kwaramba rejected Ndudzo’s candidature. Gonese said that Chinamasa had not followed due process by proposing to replace the Auditor General without consulting the Public Accounts Committee (PAC ) in line with section 310 (1) of the constitution which states that the AG is appointed by the President with the approval of Parliament.
Said Gonese:
<blockquote>The AG is secretary to the PAC and we cannot perform without the AG and for the minister to come here with the proposal (to replace the AG) without having consulted PAC with reference to the curriculum vitae of Ndudzo is wrong.  We are saying Chinamasa is jumping the gun and we do not want to discuss Ndudzo until he goes before the PAC.</blockquote>
Holder asked why public interviews were not held and said that he suspected foul play and that President Robert Mugabe had been misled into appointing someone with a bad track record. Said Holder:
<blockquote>Why were public interviews not held?  I suspect foul play here.  Public interviews must be held and public accountants consulted, and President Robert Mugabe must not be misled with false information because his CV might look good but he has a very bad track record on companies like Modzone, the National Railways of Zimbabwe and others which he led.</blockquote>
ZANU-PF MP Goodluck Kwaramba said the PAC preferred to continue working with Chiri as AG.
