Southern African Development Community (SADC) countries are petrified of a jihadist backlash if they send their troops to fight terrorists operating in Mozambique’s Cabo Delgado Province, it has emerged.
The deployment of 2 916 military personnel, the bulk of which should be ground forces, including 140 special forces troops, has been put on ice as there is an underlying fear of terrorist backlash targeting regional countries.
According to The NewsHawks, a leaked strategy report compiled by a special SADC technical assessment team reveals that regional heads of state were expected to consider the immediate deployment of the troops but a crucial SADC organ troika meeting initially scheduled for last Thursday was postponed. The report said:
<blockquote>The team also couched the threat posed by insurgents as regional. Evaluating likely insurgent courses of action, the team predicted that the group would pursue ‘terror activities in the identified countries that are seen to be supporting Mozambique’. The insurgency’s goal, the team assessed, is to ‘expand the caliphate in Cabo Delgado and to the SADC region’.</blockquote>
The Cabo Ligado weekly newsletter says Palma town remained under threat last week, with insurgents returning to the town and clashing with government troops. This has forced more people to flee to the Tanzanian border.
In March, Islamic State terrorists overran Palma, in Cabo Delgado province and killed several people while thousands fled into the bush.

SADC Countries Fearful Of Jihadist Retaliation Over Deployment

A Southern African Development Community (SADC) extraordinary troika meeting on Mozambique’s deteriorating security situation which was scheduled for Thursday 29th April 2021 was postponed indefinitely due to the complex geopolitical nature of the conflict, it has emerged.
SADC claimed the Organ on Politics, Defence and Security Troika Summit meant to finalise military deployments to tackle insurgents was called off this week due to pressing commitments on two regional leaders.
Botswana President Mokgweetsi Eric Keabetswe Masisi is said to be quarantining while South African President Cyril Matamela Ramaphosa is appearing at the Zondo Commission of Inquiry on State Capture.
A security source who spoke to The NewsHawks said the real reason is Maputo’s strong reluctance towards a multilateral approach on the conflict-stricken northern parts of that country owing to complexities around the strife.
Mozambican President Filipe Nyusi is reportedly not keen on a SADC military intervention due to questions of sovereignty, nature of the conflict, external influence and the financing of the operation. The source is quoted as saying:
<blockquote>President Nyusi prefers bilateral support instead of a multilateral approach due to complexities around the geopolitics of this conflict.
While SADC wants to stamp its authority and show that it has teeth to bite, consensus remains a stumbling block.
Some member states are concerned that once they take a multilateral approach, any future insurgency may be on their doorstep. That is a price many are not willing to pay.</blockquote>
Ahead of Thursday’s meeting, Nyusi reportedly told a virtual forum of the Portuguese Speaking African Countries (PALOPs) that despite the violent extremism in Cabo Delgado, Mozambique enjoys political stability and its institutions are functioning normally.
This meeting was attended by leaders from former Portuguese colonies such as Angola, Cape Verde and Equatorial Guinea.
Nyusi’s utterances have been interpreted as signalling Maputo’s willingness to treat the conflict as an internal matter with limited support from the region and other bilateral partners.

'Real' Reason Why Mozambique Crisis Meeting Was Postponed Revealed

Mozambique President Filipe Nyusi has indicated that his country does not want full intervention by SADC saying it is a sense of sovereignty.
He makes the remarks ahead of a SADC troika scheduled for Maputo to discuss how best to deal with the Islamist insurgency that erupted in Mozambique in 2017.
The meeting is held when the conflict has escalated with reports suggesting that the militants attacked and captured Palma, a town in northern Mozambique located close to a multi-billion dollar oil project.
While SADC is having the pressure to intervene, Nyusi has emphasised the need to protect sovereignty. In an address to mark Mozambican Women’s Day this Wednesday, Nyusi said:
<blockquote>We know in which areas we need support and which areas are up to us, Mozambicans, to solve.
Our government has told the international community the needs for the fight against terrorism, and these needs are being assessed. Those who arrive from abroad will not replace us, they will support us. It is not empty pride. It is a sense of sovereignty.</blockquote>
While Nyusi did not specify the areas his country would seek international help for and which should be left to Mozambique, his Defence Minister told a SADC summit in Botswana last November that Mozambique country needed weapons and other resources, not intervention.
Since the emergence of the conflict, hundreds of people have been killed while thousands have fled from their homes.
There are fears that the conflict might worsen of frog jump into neighbouring countries if appropriate action is not taken in time.
