<p>The Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) has clarified the licensing of internet service providers (ISPs) in the country, including those partnering with Starlink.</p>
<p>Speaking to <a href="https://www.herald.co.zw/potraz-has-no-starlink-sole-exclusivity-licences/"><strong>The Herald</strong></a>, POTRAZ Director-General Gift Machengete said the regulatory body has issued several ISP licenses to both prospective and existing operators, and none of these licenses carry sole or exclusive rights to partner with Starlink.</p>
<p>This appears to contradict a previous announcement made by President Emmerson Mnangagwa on May 25th, where he stated that IMC Communications, which is linked to businessman Wicknell Chivayo, had been approved as the “sole and exclusive local partner” for Starlink in Zimbabwe.</p>
<p>Machengete’s comments suggest that the President’s statement may have been inaccurate or incomplete, as POTRAZ has not granted any ISP an exclusive partnership with Starlink. Said Machengete:</p>

<p>POTRAZ has over the years granted licences to ISPs such as DFA Zimbabwe, ZOL, Utande, Powertel, Liquid Intelligent and TelOne, among others.</p>
<p>Machengete asserted that none of the ISPs holds a licence with sole or exclusivity rights for any internet services because that would violate the country’s competition laws. He said:</p>
<p>An ISP licence is an internet service provider’s licence. Several others already have the licences.</p>
<p>In our licence categories, we have no licences for exclusivity. Our licences are not technology-specific, in this case, the service that we are licensing is internet service provision.</p>
<p>This means that anyone who has our licence, if it is an ISP, that person can go to Starlink, that person can go to Liquid, that person can use any technology.</p>

POTRAZ said no one has exclusive rights to partner with Starlink in Zimbabwe. The President's statement about IMC Communications being the sole partner may be wrong. POTRAZ has given licenses to many ISPs, not just IMC Communications. No ISP has the exclusive right to work with Starlink. The licenses are for providing internet services, not specific technologies. This means anyone with a license can work with Starlink or other internet providers. The licenses follow competition laws in Zimbabwe.

<p>ZOL announced today an increase of internet prices in RTGS$. The increase is effective 1 April 2019.</p>

<h3><strong>USD Dollar Pricing</strong></h3>
<p>ZOL has also now officially introduced an alternative USD dollar price. It is important to note that ZOL did not have a USD option before this new announcement. Therefore the table below used the parallel market rate of 15 March 2019 to calculate the effective old USD price taking into account that some people who had access to USD simply exchanged their money on the black market to pay in RTGS$.</p>
<p><span>Just to reiterate, the Old USD Prices in the table below are official ZOL prices. ZOL did not have USD prices before this announcement. It is a price we computed using parallel market rates. In fact, from ZOL’s historical pricing, the company’s new USD prices are really their 2017 prices when the currency was still just USD.</span></p>

<p>In the press adverts announcing the new prices today, ZOL did not mention the new prices for other packages such as WiBroniks. As the percentage increases are different depending on the package, it is not possible to determine what these prices are.</p>
<h3>Increase of data on capped packages</h3>
<p>ZOL also announced an increase of data to all capped packages. This has an effect on the price increase above and makes the comparison difficult. The new data caps, however, do not affect unlimited packages such as <em><strong>Family Entertainment, Modern Family and Turbo pack,</strong> </em>since they are uncapped. The new capped packages are as follows:</p>
