Public Service Commission (PSC) secretary, <a href="https://www.pindula.co.zw/Jonathan_Wutawunashe">Jonathan Wutawunashe</a> has retired from the commission after being at the helm for nearly five years.
He is 67 years old.
Acting PSC secretary Edson Badarai confirmed Wutawunashe’s retirement from the PSC. He said Wutawunashe, a former Ambassador, would issue a statement. Said Badarai told The Standard:

I can confirm that he (Wutawunashe) is now retired but we will be issuing an official statement very soon.
</blockquote>
Wutawunashe was allegedly working on a contract basis for the past two years.
Wutawunashe reached the retirement age of 65 years in 2020.
There are some insiders who allege that President Emmerson Mnangagwa forced Wutawunashe to retire after he was implicated in some scandals.

Public Service Commission Secretary Jonathan Wutawunashe Retires

The Government is rolling out low-cost loans for civil servants to advance their education and improve competitiveness in the labour market, Public Service Commission Secretary Ambassador <a href="https://www.pindula.co.zw/Jonathan_Wutawunashe">Jonathan Wutawunashe</a> has said.
He made the remarks at the National Secretaries’ Day Celebrations in Harare on Friday where he was officiating on behalf of Vice President Constantino Chiwenga. <a href="https://www.sundaymail.co.zw/civil-servants-to-get-educational-loans">The Sunday Mail</a> quotes him as saying:

The PSC offers training loans for people in the civil service. Recently, I was given a document to approve the list of personnel who were asking for low-cost self-development and training loans.
I was astonished because on average each Government ministry submitted a list of two people to be given the training loans.
The money is there to cover more people, so before I signed I said let’s improve the numbers and let’s make sure that among those numbers are some of the people whom we have in this room.
</blockquote>
He added that secretaries can only adapt to the changing dynamics of technology through education and training warning that those who refuse to upgrade themselves would become outdated.
Wutawunashe implored secretaries to stay abreast with technological developments as the workplace is now “a shape-up or ship-out environment.

Govt Offers Training Loans For Workers In The Civil Service

The Government has released ZWL$2.68 billion for the payment of school fees for over 100 000 teachers’ children.
This was announced by Public Service Commission (PSC) secretary Jonathan Wutawunashe at a press conference on Friday.
The money will cover first term fees for 103 556 children from 52 171 teachers.
In February this year, the Government committed to pay school fees for teachers’ children.
Announcing the non-monetary benefits for teachers, the Ministry of Information, Publicity and Broadcasting Services said, then:

Payment of school fees for up to three biological children per teaching family, with an upper limit of ZWL$20 000 per child per term, paid directly to the school.

Govt Releases ZWL$2.68 Billion For Teachers’ Children Fees

Top Government officials will on Thursday sign Performance Contracts at Harare International Conference Centre at the Rainbow Towers.
In a statement, Secretary to Service Commissions, Jonathan Wutawunashe, said 84 Chief Directors and Directors will sign the contracts. The statement read:

Government continues to raise the bar on performance management in Ministries and Departments by requiring senior officials to sign Performance Contracts in order to strengthen service delivery to citizens.
In a ceremony to be held on Thursday 31 March 2022, Chief Directors and Directors in all 21 Government ministries will publicly sign Performance Contracts at Harare International Conference Centre at the Rainbow Towers.
At the ceremony, 84 Chief Directors and Directors are scheduled to sign contracts as a representative sample on behalf of a total population of 463 Chief Directors and Directors, the rest of whom will sign their contracts in their Ministries and Departments.
This event signals the cascading to all levels of the high-performance Work Culture which Government in the Second Republic is championing, and which was demonstrated in February at a ceremony graced by the presence of His Excellency President E.D. Mnangagwa, where Ministers, Permanent Secretaries of Government as well as CEOs of parastatals and leaders of Local Government Authorities signed their own Performance Contracts.
In the true spirit of the principle, ‘What Gets Measured Gets Done’, the contracts will outline specific strategic objectives, outputs and outcomes targeted for the year 2022 for Chief Directors and Directors.
The performance of Chief Directors and Directors will be assessed on a quarterly basis, together with that of Permanent Secretaries with the final evaluation conducted annually.

More Senior Govt Officials To Sign Performance Contracts

All unvaccinated civil servants without any underlying medical conditions have been barred from work without salary subject to disciplinary hearings.
Those qualifying for exemption are required to provide a medical certificate certifying that vaccination can worsen their conditions.
This was announced by Public Service Commission (PSC) Permanent Secretary Ambassador Jonathan Wutawunashe in a circular addressed to all ministries dated February 11, 2022, referenced measures for Covid-19 containment within the public service.  
The circular directs the rest of the vaccinated Government workers working from home to return to work with immediate effect under strict adherence to the current lockdown normal working hours. Reads the circular:

In view of the announcement by the Acting President General (Rtd) Dr C.G.D.N Chiwenga on January 2022, regarding measures for Covid-19 containment in the country, heads of ministries are directed to adhere to the underlisted measures with immediate effect, all vaccinated members to return to work with immediate effect.
Face to face interviews now permitted in strict adherence to Covid-19 health measures, office hours shall remain the same and in line with Section 3 (a) (i) of Statutory Instrument 234 of 2021, members not vaccinated should be barred from the workplace and shall not be paid while they are barred.
</blockquote>
Members that are not fully vaccinated without a reasonable excuse shall be subject to disciplinary proceedings.
All other health protocols such as wearing face masks, social distancing and sanitisation should be adhered to.

Government Bars Unvaccinated Workers From Work, Withholds Salaries

Public Service Commission (PSC) Secretary, Ambassador Jonathan Wutawunashe was listed among farmers who received GMB Soya Bean inputs worth over $150 000 and failed to plant the seed.
Wutawunashe received inputs valued at $156 532 and was expected to deliver the estimated 15 metric tonnes to Grain Marketing Board (GMB) but failed to do so.
Wutawunashe was listed together with hundreds of other defaulters in the Sunday Mail edition of July 18, 2021.
GMB is threatening legal action against those who allegedly defrauded the company and is also contemplating blacklisting the said defaulters.
Ambassador Wutaunashe denies defaulting but acknowledges that he failed to plant citing continuous rains that were experienced last cropping season which he said were not friendly to Soya Beans.
<blockquote>Of course, we were given the seed intending to plant at our farm in Masvingo. When one is given seed under Command Agriculture, you will have to pay for the seed and it is like buying the seed. As you are aware, last season there was excessive rainfall and we were not able to plant the seed. When we failed to plant the seed we notified GMB boss Mutenha.</blockquote>
Wutawunashe claimed that he still has the inputs adding that he was shocked to see his name on the list since he had notified GMB Chief Executive Officer (CEO) Rockie Mutenha that he was going to use the inputs in the next cropping season. He added:
<blockquote>When I got to know that my name was on the list, I called Mutenha clarifying the issue. You can contact Mutenha because he might have made an error by publishing my name on that list since I communicated with him regarding my failure to plant the soya beans. If you communicate with him, he will clarify the issue. It now seems as though we planted the seed, harvested and diverted the produce to another market of which we did not plant at all and the seed is still there at our farm as we were not able to plant so we will wait for the next planting season.</blockquote>
Contacted for comment, Mutenha said he was busy and referred all questions to GMB Public Relations manager Nixon Kanyemba who demanded that the questions be sent to his email.
He, however, did not respond to the questions saying the reporter may fail to come up with a story since there were three major players – government (command agriculture), the financier and GMB.
