The Minister of State for Presidential Affairs in charge of implementation and monitoring of governmental programmes, Jorum Gumbo has urged contractors working on the Gwayi-Shangani Dam to employ local people.
Gumbo said the involvement of local people in the implementation of programmes promotes a strong sense of ownership for projects.
He was speaking after touring the pipeline under construction to link up the dam and the city of Bulawayo last week. Gumbo said:

It is my hope that members of the local community are participating in the project through employment opportunities in various aspects of its implementation.
In my view, community participation promotes a strong sense of ownership of the project.
The rapid development that we seek to achieve through the 100-Day Cycle Programme can only be achieved if communities are allowed to actively participate in the projects as opposed to being passive beneficiaries.
</blockquote>
The Gwayi-Shangani-Bulawayo pipeline is 250km long. It is expected to stimulate rural industrialisation through irrigation projects.
Besides at least 10 000 hectares of land that will be put under irrigation, a 10MW hydro-electric plant will be built at the dam.
The dam will draw water from the Zambezi River and supply water to the city of Bulawayo.

Gwayi-Shangani Dam Contractors Urged To Employ Locals

The construction of Manicaland University is underway with the learning block and a “state-of-the-art” clinic almost complete.
The developments at the university were revealed following a Wednesday tour of the Manicaland State University of Applied Sciences by the Minister of State in the President’s Office in charge of Implementation and Monitoring government programmes, Dr Jorum Gumbo.
Speaking after the tour, Gumbo commended the University for the construction of a health facility and a learning block under the hundred-day target based programme. He said:
<blockquote>As we fight the pandemic, we must expedite the implementation of priority projects in all the key pillars of our economy. It is for this good reason I welcome the developments taking place at this institution with regards to the construction of a clinic. I need not emphasize the fact that investment in infrastructures such as lecture rooms and clinics is essential to cater for increased enrolments.</blockquote>
The acting Pro-Vice-Chancellor, Professor Albert Chahwanda said 1.5 million Zimbabwe dollars has been spent on the construction of a clinic with 6.1 million dollars being used to construct a learning block.
He added that upon completion of the hospital and clinic, the university plans to provide accommodation on campus.

ZANU PF Political Commissar, Victor Matemadanda who is also the Deputy Minister of Defence has leapt to the defence of President Emmerson Mnangagwa over his administration’s lack of seriousness in fighting corruption.
His remarks come as there is a growing concern within members of the public over the “catch and release” of corruption suspects, particularly political elites.
Speaking to New Zimbabwe, Matemadanda said that the release of corruption suspects was in sync with the law which gave arrested individuals rights to apply for bail. He added:
<blockquote>And for the ‘Catch and Release’ that is a human right, it is a constitutional right that a person is allowed bail pending the finalisation of their trial. So there is nothing amiss.
And also what I want our people to understand is that it is not the role of the Executive to lock up people who are given bail and so forth; that is what we call separation of powers because the Judiciary has got a role to play, which is different from the Executive and so forth.</blockquote>
So far, the Zimbabwe Anti-Corruption Commission (ZACC) has arrested 101 corruption suspects 10 of which are prominent people, Marry Mubaiwa-Chiwenga being the latest one.
Courts have so far dismissed a number of cases citing ZACC’s failure to present compelling evidence to support the allegations.

Matemadanda Exonerates ED On "Catch And Release" Of Corrupt Suspects

Energy and Power Development Minister Joram Gumbo yesterday said Government has signed a deal with Sakunda and its partner Trafigura that will last from the next 12 to 18 months.
Gumbo said Sakunda and Trafigura gave Government 100 million litres of fuel upfront and will be getting 50 million litres of fuel a week from that deal. Gumbo said Government has also concluded deals with Independent Petroleum Group (IPG), Glencore, Engen and Total. Said Gumbo:
<blockquote>As Government, we have put in place some mitigatory measures and these mainly include a facility we are concluding with Sakunda and its partner Trafigura. The deal is already in motion and it will stand for the next 12 to 18 months. The draw down began last week and we were given 100 million litres upfront and it is one of the facilities that have resulted in the stabilisation being witnessed. We will be getting 50 million litres of fuel a week from that deal. To cover the gap left by Sakunda, there is the IPG deal, which became operational end of last week where we will be getting about 20 million litres per month . There are also other players, which are giving us their facilities for example Engen and Total have also come up with their facilities. The market is liberal and we urge those with similar facilities to come forward and present them to us. We welcome them.</blockquote>

Govt Signs Fuel Deal With Sakunda And Trafigura

The Zimbabwe Anti-Corruption Commission (ZACC) has cleared three cabinet ministers of corruption saying that there is no credible evidence against them. The commission also urged people to stop supplying it with false information, alleging that some of the charges were motivated by sour grapes. The ministers who have been cleared are Home Affairs Minister Obert Mpofu, Transport and Infrastructural Development Minister Joram Gumbo and Information Communication Technology and Cyber Security Minister, Supa Mandiwanzira.
Mpofu was facing allegations of corruption and involvement in missing diamond revenues from the time he was Mines and Mining Development Minister. Gumbo and Mandiwanzira were also alleged to have been involved in corrupt deals at Air Zimbabwe and NetOne respectively.
Speaking to Business Weekly, Zacc head of investigations, Commissioner Goodson Nguni said:
<blockquote>Zacc is mandated by the Constitution to follow the only evidence of a crime and we cannot be following someone’s political affiliation first and foremost. The issue is all the popular names that are being talked about who is supposed to be arrested; we do not have evidence of them having committed a crime and we cannot arrest ministers to please people.
…citizens of this country have written letters making allegations against Minister Obert Mpofu (when he was Mines and Mining Development). But the story that (the whistleblower) gave us has a lot of false information and half-truths, half backed information that does not have evidence.
For example, he alleges that this minister took his $10.6 million. It is a lie. We asked the Minerals Marketing Corporation of Zimbabwe. They told us that they never had $10 million in their account and certainly Minister Mpofu never took any money from MMCZ. We got a court order, we got the court documents and bank statements. There is no money like $10 million and Minister Mpofu did not take money from MMCZ; it’s a lie.
…So we urge the public not to give us lies. You are upset over somebody who has fired you and start making stories about them saying they are corrupt while they are not corrupt. There is no evidence to link Minister Mpofu to any criminal activities and we are yet to be given that story
…In the case of Minister Supa Mandiwanzira, there is just no evidence to justify even calling him to question because there is nothing that is criminal in what he did, nothing at all. The allegations are that some money, $4 million, was supposed to be paid. We checked with the banks, the RBZ, no $4 million was paid and the allegations that Minister Mandiwanzira ordered the board to fire the former CEO (Kangai) is also as false as it is because it is the board that took the decision.
…Well, it’s not our duty to tell the nation about what is happening at Air Zimbabwe, but I can tell you there was no crime that was committed by Minister Gumbo, nothing. There are people who are saying because you said there are criminals around Mugabe, now they are trying to look for criminals in this Government. In the process of doing that, they are just making bar-room talk in calling that as pointers to a crime. There is nothing like that.</blockquote>
Some quarters have accused the anti-corruption body of going after perceived enemies of President Emmerson Mnangagwa’s administration as no known supporters of his have been arrested yet.
