Police have pledged to name and shame individuals involved in corrupt syndicates of commuter omnibus operators and traffic police officers at roadblocks.
Zimbabwe Republic Police spokesperson Commissioner Paul Nyathi told <a href="https://www.sundaymail.co.zw/police-hunt-corrupt-kombi-syndicates">The Sunday Mail</a> that investigations have intensified nationwide, and those involved in corrupt activities will be named “in due course.” Said Nyathi:

Investigations are in progress and we cannot disclose the names and details of those involved at this stage. Investigations are ongoing and we will provide information on arrests and charges in due course.
The ZRP claimed to have dismantled a syndicate involving traffic police officers who allowed commuter omnibuses (kombis) without proper documentation to operate and pass through checkpoints in exchange for bribes two weeks ago.

As of Thursday, Comm Nyathi said they had impounded 2 136 vehicles, including kombis, under an operation codenamed “No to Mushikashika and Lawlessness on the Roads”. Said Nyathi:

We have discovered a syndicate of kombis and a group of police officers who were involved in corrupt activities, where they would allow kombis with stickers but did not have proper documentation or that were not registered to pass through their checkpoints.
This indicated that there were corrupt tendencies which were going on and that group would then target kombis with proper documentation.
Police have since impounded kombis that were involved in these criminal acts, and we started with those operating in Chitungwiza.
We are not targeting Chitungwiza, as was suggested by social media reports, but we are doing this in all parts of Harare and other towns.

Police To Name And Shame Corrupt Kombi Operators And Traffic Cops

The government has set a new age requirement of 30 for public service vehicle (PSV) drivers, effective immediately. This move aims to reduce fatal accidents and reckless driving on the roads.
PSVs are vehicles used to transport members of the public for a fee. They typically include buses, minibuses (kombis), taxis, and other forms of public transportation.
The age requirement increase from 25 to 30 ensures that only more mature, experienced drivers are behind the wheel.
Transport and Infrastructural Development Minister Felix Mhona confirmed the new rule in a Government Gazette published on January 31.
The regulations also state that drivers must have at least five years of driving experience to qualify to operate PSVs. It reads:

Nyathi said the ZRP is taking strong action against unregistered kombis that are currently picking up passengers along the Chitungwiza-Harare Central Business District route and dropping them off before the Seke Bridge. The statement reads:

In other words, all kombis moving on the roads must be registered and licenced through the Government relevant arms.
On the other hand, the Police implores passengers or the travelling public not to board ramshackled or dilapidated kombis including those with no registration plates or with windows or screen covered by cardboard boxes and other materials.
The public should also assist in the promotion of public safety by not boarding or waiting for transport at undesignated points as the practice disrupt the smooth flow of traffic.
The Zimbabwe Republic Police Command is taking decisive action on corrupt elements within the rank and file of the Police.
This include some unregistered kombi operators who are now working in cahoots with unruly elements to perpetuate corrupt activities on the roads.

Police Urge Commuters To Avoid Boarding Rickety And Unregistered Kombis

Public transport operators in Harare are urging authorities to tackle the issue of rank barons, who are reportedly collecting over US$300,000 per week from more than 3,000 registered transport operators at bus terminuses and ranks in the city.
According to the operators, these rank barons and touts are extorting money from all kombis, including those in different associations and independents not affiliated with any association.
They achieve this by charging between US$1 and US$3 per kombi for a minimum of five daily trips. The exact amount depends on the time of day and passenger demand.
Ngoni Katsvairo, Secretary General of the Greater Harare Association of Commuter Operators (GHACCO), said all terminuses and ranks are under the control of touts.
Katsvairo estimated that these criminals could be collecting over US$1 million per month from this illegal activity.
The operators are calling for immediate action to put an end to this exploitation and restore order to Harare’s public transport system. Said Katsvairo:

They collect at least US$2 and up to US$5 per trip depending on route. Most kombis do four to five trips per day from the rank thus almost US$1 million is being lost to these space barons per month, money which can be used to upgrade our fleet or develop the ranks like putting up security cameras, ablution facilities, repairing rank tarmac, sheds and lighting.
As GHACO we have about 1 200 kombis but all ranks in the CBD are occupied to full capacity by 3 000 public service vehicles affiliated to various associations.
It is our wish that ranks be controlled by associations and their employees who have their vehicles in ranks.
They should do this in conjunction with council enforcement. This is the only lasting solution to bring order and sanity to the public transport sector.

Katsvairo said the rank barons wield considerable power. If a transport operator refuses to pay them, they are barred from loading passengers for their next trip.
He urged the Harare City Council to deploy municipal police and called for the national police to support legal operators and eliminate these criminals.
The Zimbabwe Union of Drivers and Conductors (ZUDAC), another major association in Harare, also called for the removal of the rank barons.
However, Council spokesperson Stanley Gama, responding to The Herald, denied that some illegal pirate kombi ranks in the CBD operate with impunity. He accused associations of working with the rank barons. Said Gama:

The issue of rank barons is tricky. Some rogue associations themselves are cultivating this vice. Some of these barons are affiliated to the associations.
We have asked associations to disown these people by not paying them money. If forced to pay they are supposed to report the cases to the police who are more than willing to react and arrest the culprits… no reports have been received by the police or by municipal police.

Kombi operators have condemned the government’s decision to restrict commuter omnibuses to a 60 km radius, which is half of the previous limit.
Under the new regulations, kombi operators can continue to operate on urban and peri-urban routes but are now prohibited from servicing intercity routes.
Only larger buses, capable of carrying more than the 26-passenger limit for kombis, will be allowed to operate on these longer journeys, whether in scheduled or charter services.

These buses are more predictable, reliable, comfortable and more consistent than the quality of service offered by kombis on long-distance routes.
Buses also have greater leg space and baggage space for long-distance travellers than kombis, which makes buses more ideal for long-distance journeys.

Parliamentarians Hail Government's Move To Limit Kombi Distances

The Zimbabwe Republic Police (ZRP) and the Ministry of Local Government and Public Works have requested the Judicial Service Commission (JSC) to authorise stricter penalties for traffic violations ahead of the 44th SADC Heads of State and Government Summit, which is scheduled to be held in Harare.
The ZRP and the Harare City Council have launched a joint operation targeting unregistered public transport operators and passengers using unauthorised pickup and drop-off points in the capital.
In an interview with <a href="https://www.sundaymail.co.zw/authorities-tighten-traffic-enforcement-ahead-of-summit?">The Sunday Mail</a>, Shingirayi Mushamba, the Chief Director of Spatial Planning and Development in the Ministry of Local Government and Public Works, revealed that less than half of the kombis (minibus taxis) operating in Harare are currently registered. Said Mushamba:

Between 2019 and 2021, Greater Harare had 9 000 kombis, with only 4 000 of them being registered. The City of Harare is currently conducting a traffic census to understand the number of operators on the roads so that we get rid of the unregistered ones.
This will ensure that the kombis left on the roads are manageable and can be accommodated at the termini.
We are also encouraging kombi operators to register with associations so that they can self-regulate.
For all these problems, we have the rules in place, but our issue has always been a lack of enforcement due to manpower challenges…
Some of these measures will continue being implemented even after the summit, as part of the urban renewal programme.
Offenders are now being taken to court and we have requested that they be handed custodial sentences.
Normally, when someone is taken to court, the Judiciary has a choice of either making them pay a fine or give a custodial sentence.
So, the police and the Ministry of Local Government have requested the Judiciary to give custodial sentences for road rules violations during and after the summit to deter bad driving.
Private vehicle operators who disregard traffic laws will also be charged the same as kombi drivers. We are also working on barricading illegal or undesignated bus stops across the city.

In a separate interview, ZRP spokesperson Commissioner Paul Nyathi confirmed the joint crackdown operation and said they were working closely with the JSC. He said:

Police are arresting motorists who are driving against oncoming traffic, those creating third lanes on the roads and those who fail to stop at red traffic lights.
The Judicial Service Commission has assured us that the right sentences will be given to such individuals.

One person was injured when a kombi, a Nissan Caravan, rammed into another, at the intersection of Simon Mazorodze Road and Remembrance Drive in Harare on Thursday afternoon.
The Zimbabwe Republic Police (ZRP) said the incident resulted in five other vehicles ramming into each other. The ZRP:

ZRP is investigating a serious road traffic accident which occurred at the intersection of Simon Mazorodze Road and Remembrance Drive, Harare on 09/05/24 at around 1408 hours. One person was injured when a Nissan Caravan vehicle registration number AEB 1040 rammed into another Nissan Caravan vehicle registration number AFQ 8137. Resultantly, five other vehicles rammed into each other.

Although the police have not officially disclosed the cause of the initial incident involving the two Nissan Caravan vehicles, kombi drivers frequently evade traffic police at undesignated pick-up and drop-off points, often resulting in accidents.
Numerous lives have been lost, and some individuals have suffered serious injuries due to accidents caused by kombi crews fleeing from the police in the central business district.

Police Investigate Harare Vehicle Pile-Up Linked To Kombi Incident

Kombis that do not have route permits to roads leading to the Morris Depot grounds have been granted the greenlight to ferry people to the venue for the Zimbabwe Republic Police (ZRP)’s Commissioner-General of Police’s 2023 Funfair edition to be held on 4 November.
In a statement, ZRP spokesperson Assistant Commissioner Paul Nyathi said the event will be held from 7 AM to 9 PM at Morris Depot grounds, now Mkushi Police Academy grounds.
He said the Ministry of Transport has granted their applications for a waiver of routes for registered transporters to ferry members of the public straight to the venue. Reads the statement:

In a notice seen by Pindula News, the local government authority said kombis need 10 documents for them to be allowed to ply Harare routes. Reads the notice:

The government has allowed commuter omnibuses (kombis) back on the roads after banning them in early 2020 to curb the spread of the coronavirus.
According to Statutory Instrument 213A of 2022 promulgated on 21 December 2022, the ban on kombis has been lifted with immediate effect. Reads the Statutory Instrument:

Five male bogus Zimbabwean taxi association patrollers were arrested in Randburg, South Africa, for extortion and kidnapping this week.
The Johannesburg Metropolitan Police Department (JMPD) spokesperson Xolani Fihla confirmed that their Undercover Reaction Unit had arrested the suspects. Said Fihla:

On Wednesday, 26 October 2022, officers received information of suspects pretending to be taxi association patrollers affiliated with PRS taxi association in Pretoria, who were extorting money from unsuspecting motorists giving lifts to hitchhikers in the Randburg area.
Further information was received that the suspects were driving around in a silver-grey Volvo S40.

He said on 24 October, a case docket was opened at Randburg SAPS as the Zimbabwean men had extorted money from a truck owner at the Randburg Driving License Testing Centre. Explained Fihla:

Whilst on patrol along Malibongwe Drive and the N1 searching for the suspects, officers identified the vehicle matching the description used in the commission of the crime. They tactically approached and stopped the vehicle.
While searching they discovered that one of the occupants was a victim of extortion who the suspects had forced to withdraw R4000.

SA: Five Bogus Zimbabwean Taxi Association Inspectors Arrested

The High Court has ended the Zimbabwe United Passenger Company (ZUPCO)’s two-year long monopoly which came into effect under the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020.
The law, which was promulgated at the height of the COVID-19 pandemic, barred private operators unless they joined the ZUPCO franchise.
The government said the regulations were aimed at curbing the spread of the novel coronavirus.
Bulawayo High court judge Justice Evangelista Kabasa ruled that Section 4(2)(a) of the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020, was unlawful, irregular and invalid and set it aside.
The ruling followed an application by the Zimbabwe Lawyers for Human Rights (ZLHR) challenging the Order. The ZLHR said:

We have stripped the state-run ZUPCO of its widely despised monopoly in the transport sector by outlawing legislation which created domination for ZUPCO to provide bus and commuter omnibus transport services to passengers across Zimbabwe.
The ban on private bus and commuter omnibus operators by the government in March 2020 made ZUPCO the only approved public transport provider, thereby spawning a major transport crisis in the country.
This compelled our lawyer Josephat Tshuma, who represented Tshova Mubaiwa, a network of commuter omnibus owners operating in Bulawayo, to in October 2021 challenge the monopoly created by the government.
After hearing arguments from Tshova Mubaiwa and respondents who included health minister Constantino Chiwenga, police commissioner-general Godwin Matanga, local government minister July Moyo, and President Emmerson Mnangagwa, Kabasa ruled that section 4(2)(a) of the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020, which provides that only ZUPCO could transport passengers, is unlawful, irregular and invalid and therefore set it aside.
Several people were in 2020 left unemployed as a result of the arbitrary ban of commuter omnibuses and their right to choose and carry out a profession of their choice as provided in section 64 of the Constitution was violated.
The ban also violated their right to administrative justice as enshrined in Section 68 of the Constitution. In representing Tshova Mubaiwa, we sought to advance the rights to administrative action and the rights to a trade of one’s choice.

The ruling, however, doesn’t change much on the ground as the government reversed the ban several months ago and allowed private operators to return to the roads, albeit, under associations, some of which are allegedly linked to ZANU PF.

High Court Ends ZUPCO Monopoly

Police in Plumtree, Matabeleland South Province, arrested 55 drivers and impounded at least 29 vehicles during a seven-day operation code name “i-number plate ingaphi/ number plate iripi” (where is the vehicle number plate?).
The operation, which covered both rural and urban areas, business centres and highways and ended on Tuesday, was aimed at curbing traffic lawlessness thereby reducing road traffic accidents.
Police said they noted that unregistered vehicles were being used to commit crimes such as armed robbery, murder, kidnapping and smuggling. Police said in a statement:

It has also been observed that the mushikashika vehicles and kombis that are being contracted to ZUPCO were carrying passengers across the district and these have removed number plates to avoid being identified.
The seven-day operation which was conducted in the district resulted in 55 arrests and 29 vehicles were impounded for infringing the temporary identification card facility.
The operation led to the confiscation of those vehicles without relevant papers.

Police Impound 29 Vehicles, Arrest 55 Drivers In Plumtree

The Zimbabwe United Passenger Company (ZUPCO) says it needs a minimum of 3 000 buses to end transport challenges for the travelling public.
ZUPCO has contracted private transporters to boost its fleet as the state-owned public utility struggles to get back to its feet.
However, some of the contracted private players withdrew their buses from the ZUPCO pool because of meagre payments.
Currently, ZUPCO is deploying at least 765 high-volume buses and 1 150 commuter omnibuses (kombis) in urban areas.
More than 500 of the available buses are currently plying Harare’s roads but still, the buses are inadequate as travellers are still facing challenges.
ZUPCO chief executive officer, Evaristo Madangwa, told The Sunday Mail that the company is still open to more transporters. Madangwa said:

The issue of the fleet is an ongoing process, we need at least 3 000 buses to meet demand though we will get conclusive figures when census results are out.
We are expecting additional buses this month while more are being assembled locally.
This will go a long way in addressing the prevailing challenges.

Earlier this year, ZUPCO introduced a new pre-ticketing system whereby a passenger purchases their ticket from ZUPCO booths and are then given their fleet and seat numbers before boarding the bus.
The pre-tickets can be bought using cash, swipe or EcoCash.
Madangwa said the system also helps reduce long queues and stampedes at pick-up points. He added:

When one purchases their ticket, they are given a fleet and seat number and wait for their bus.
This means there is no point in stampede because one knows which bus they are waiting for.

ZUPCO Needs At Least 3 000 Buses To Meet Demand

<a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">President Emmerson Mnangagwa</a> Thursday commissioned another batch of 115 <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company">Zimbabwe United Passenger Company (ZUPCO)</a> buses bringing the fleet owned by the company to over 2600 buses and commuter omnibuses.

Private-owned commuter omnibuses (Kombis) have been the major mode of transport for commuters following the collapse of ZUPCO.
The government banned kombis in 2020 as a measure to curb the transmission and spread of the coronavirus pandemic but has since then refused to allow private-owned kombis a return to the roads.
Only those contracted to the ZUPCO are allowed to pirate routes with authorities arguing that the kombis had caused disorder especially in towns. 
Meanwhile, there has been a huge shortage of buses to ferry commuters, a situation that has seen many spend over three hours in queues waiting for their turn to board the buses.

Police in Bulawayo have deployed more officers, some from the Support Unit, to the city’s western suburbs to deal with pirate kombi and taxis who have since Thursday been blocking some roads.
The public transporters were protesting the requirement for them to join the Zimbabwe United Passengers Company (ZUPCO) franchise in order for them to be allowed to operate.
Some roads leading to western suburbs were blocked by kombis and pirate taxis on Friday morning and the crews were forcing commuters out of ZUPCO buses, leaving hundreds stranded.
Bulawayo provincial spokesperson Inspector Abednico Ncube said some touts had been arrested but could not say how many. He said:

We have got help from the ZRP Support Unit which usually assists us in times like these.
Many touts have been arrested since the crackdown but I do not have the actual figure yet. They have been arrested and are at different police stations across the city.
We are also carrying out investigations on the messages circulating on social media.
The touts have been inviting each other to do chaotic malicious activities that disturb peace and sanity in the city.

The government decreed that all public transporters should be registered under ZUPCO as a measure of restoring order in urban areas.
Police have since the beginning of the lockdown been impounding kombis and taxis operating illegally.
However, this has failed to push private kombis off the roads as they are more flexible and charge lower fares compared to ZUPCO kombis.

The Zimbabwe Republic Police (ZRP) says it has enough manpower to deal with illegal transporters who are blocking Zimbabwe United Passenger Company (ZUPCO) buses from transporting passengers to and from town and will not hesitate to arrest them.
This comes after traffic movement was affected along Luveve road on Thursday night and Friday morning as illegal kombi drivers and Honda Fit drivers blocked ZUPCO buses and kombis.
Bulawayo provincial police spokesperson Inspector Abednico Ncube said police have the situation under control. He said:

Some rowdy Kombi operators blocked Luveve road and Pumula road and in the morning, they also blocked roads in Cowdry Park. Our teams went there and cleared them.
We want to warn them and any like-minded people that we have enough manpower to handle the situation. It is in their best interest to comply with the law. We are not going to live anything to chance.

ZRP Warns Illegal Transport Operators

The government is set to procure 667 more buses for the Zimbabwe United Passenger Company (ZUPCO) to ease transport problems faced by commuters in high-density suburbs and across the country.
This was announced on Tuesday by Information, Publicity and Broadcasting Services Minister, Monica Mutsvangwa after a Cabinet meeting. Said Mutsvangwa:
<blockquote>On enhanced public transport logistics, Cabinet resolved to support the urgent procurement or hire of an additional 667 buses to enable ZUPCO to provide a more efficient service to all high-density suburbs.
Zupco is going to revive traditional bus routes, using designated bus stops, adhering to the stipulated bus timetable, and improving the electronic payment system.
Furthermore, there will be the repair of non-functioning traffic management signals, deployment of the traffic management system at Zimbabwe Republic Police (ZRP) Command Centre; generation of number plates, smart transport solution with cameras will be rolled out in June, and implementation of the tracking system on Zupco franchised buses.</blockquote>
Mutsvangwa also revealed that the Zimbabwe Republic Police and Municipal Traffic Police around the country would soon be undertaking joint operations to eradicate unregistered public transport vehicles. She said:
<blockquote>Cabinet resolved that in order to enhance public transport service provided through Zupco the Municipal Traffic Police and the Zimbabwe Republic Police will carry out enforcement programmes targeted at removing pirate taxis (mishikashika) operating in the Harare Central Business District.
Zimbabwe Republic Police and the Municipal Police will be resourced to enable ZRP to implement traffic enforcement programmes effectively. There will be joint operations between Municipal Traffic Police and ZRP at the intersection.
Municipal Traffic Police will also be trained on how they will operate in the controlling of traffic. Furthermore, impound yards would be established at strategic places along major routes and trading at all Traffic Intersections and along Road Servitudes will be criminalized.</blockquote>
Members of the public have been facing transport challenges since the initial lockdown in March last year after the government banned kombis from the roads.
The government has hitherto failed to address the acute transport problems being experienced by citizens across the country.

667 More ZUPCO Buses For Urban Routes

Pirate kombi drivers (Mushikashika) attacked traffic police officers before smashing the rear windscreen of their patrol vehicle and stealing a car battery that was in the boot.
The incident took place in Bulawayo shortly after 10 AM on Friday.
The commotion was caused by kombi drivers following the interception of a kombi that was involved in an accident while fleeing from the police, witnesses told the Chronicle.
Bulawayo provincial police spokesperson Inspector Abednico Ncube confirmed the incident. He said:
<blockquote>Police officers were conducting routine patrol at 6th Avenue extension where pirate kombis operate from.
When kombi crews spotted our officers, they sped off resulting in one of the drivers hitting another vehicle.
The driver of the kombi, which was hit, pursued the driver of the offending kombi as he drove along Herbert Chitepo Street, towards 1st Avenue.
Police also chased after the same kombi and upon reaching 5th Avenue intersection, the kombi driver caused another accident leading to his arrest.</blockquote>
Insp Ncube said rogue kombi drivers and touts attacked the police officers demanding the release of their colleague.
The drivers and touts also smashed the windscreen of the police vehicle during the melee.
Insp Ncube warned members of the public against engaging in lawlessness saying those who attacked police officers should surrender themselves to police. He added:
<blockquote>This is not just an attack on police officers but on the entire Zimbabwe Republic Police and Government.
It’s a behaviour that will not be tolerated and it would be in the best interest of those involved to hand over themselves to the police before the long arm of the law catches up with them.</blockquote>

Pirate Kombis Attack Cops, Smash Police Patrol Vehicle Windscreen

The Zimbabwe Republic Police (ZRP) has warned commuter omnibus (kombi) drivers against “cramming” passengers in their vehicles as they have been doing in Harare and Bulawayo.
In a statement on Thursday, national police spokesperson Assistant Commissioner Paul Nyathi said police will not hesitate to take action against offenders. The statement read:
<blockquote>The Zimbabwe Republic Police is warning kombi operators not to cramp people in their kombis as witnessed this morning in some parts of Harare and Bulawayo.
Drivers are not putting on facemasks, not practising social distancing and putting four passengers at the front seat. The police will take stern action against such offenders.
Above all, only kombis contracted to the ZUPCO franchise are allowed to ferry passengers.
The public should not cry foul when the law takes its course. All kombis without proper windscreens and panes, which have placed cardboard boxes will be impounded.
Police officers have been directed to take action accordingly. Let us all take heed of this warning.</blockquote>

Police Warn 'Maskless' Drivers 'Cramming' Passengers In Kombis

The Zimbabwe Republic Police (ZRP) has announced that 80 pirating taxis were impounded for violating COVID-19 regulations in Bulawayo.
This comes barely two weeks after police in Bulawayo impounded 127 vehicles that were also pirating in defiance of the Government regulations.
The development was confirmed by Bulawayo police spokesperson Inspector Abednico Ncube who said the impounded vehicles included commuter omnibuses (Kombis), Honda Fit and pirate buses. Ncube said:
<blockquote>Police in Bulawayo have impounded 80 vehicles which include 60 pirate kombis, four pirate Honda Fit cars, four pirate buses, two unregistered vehicles and ten cars for violating road laws. These vehicles were banned from ferrying passengers locally or plying the intercity routes.</blockquote>
Since March when Zimbabwe recorded its first coronavirus case, the government banned all vehicles save for ZUPCO buses and Kombis from ferrying passengers as a measure to stop the spread of the virus.
The government seems reluctant to authorise the return of kombis and private taxis even at a time when demand for public transport has risen as the government is slowly reopening the economy.
The Ministry of Local Authority and Public Works ordered owners of privately-owned kombis to register with ZUPCO saying the move was meant to restore order in the public transport sector.

80 Pirate Taxis Impounded In Bulawayo

The Ministry of Local Government and Public Works has reiterated that only the Zimbabwe United Passenger Company (ZUPCO) is allowed to ferry passengers in urban areas.
In a statement on Friday, the Ministry said private kombis and pirate taxes remain banned from carrying commuters and travellers to prevent the spread of the coronavirus.
Meanwhile, owners of suitable kombis can still apply to join the ZUPCO franchise. The statement read in part:
<blockquote>We direct that private kombi and bus operators who intend to operate in Harare, Bulawayo, Gweru, Mutare, Masvingo and any other town or urban area, to register and work with ZUPCO.
The service is open to all kombi and bus owners who meet the stated requirements.</blockquote>
To register, operators should have a current vehicle licence, vehicle insurance, certificate of fitness, passenger insurance and VID clearance.
Drivers of the vehicles under the ZUPCO franchise should have a valid driver’s licence, medical fitness, retest, defensive driving certificate and Government authority.
The Ministry also warned that kombi or bus operators plying intra-city routes in Harare or any city and town in Zimbabwe without a ZUPCO sticker, and pirate vehicles (mshikashika) risk being penalised and having their vehicles seized.

Non-ZUPCO Kombis Urged To Register

Private transport operators, that is, kombis and taxis are still not allowed to resume operations except those registered under the Zimbabwe United Passengers’ Company (ZUPCO).
This was said by the Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services Ndavaningi Nick Mangwana. He said:
<blockquote>The only kombis that are allowed to operate are those under the Zupco franchise. We are still under lockdown Level Two and the SME’s referred are not in the transport sector.</blockquote>
Mangwana added that the window was still open for those that wish to resume operations but under ZUPCO and those interested should register at ZUPCO depots countrywide.
During an address to the nation on Friday, President Emmerson Mnangagwa announced that the informal sector can resume operating after formalising their operations.
Meanwhile, Tshova-Mubaiwa Transport Co-operative Limited chairman Atlas Moyo said they were unwilling to operate under the ZUPCO franchise saying their company was ready to implement COVID-19 safety measures when the Government gives them the green light to resume operations.

Kombis, Taxis Still Banned

Some private commuter omnibuses are reportedly buying ZUPCO stickers from the informal markets which they put on their vehicles to enable them to operate under the guise of registered franchisees.
Only Zimbabwe United Passenger Company (ZUPCO) buses and those operating under its franchise are allowed to operate during this lockdown period.
The fake stickers, which are of different dimensions are readily available on the market, with the cheapest set of the labels for a single kombi being sold for US$15.
A man who was carrying a stash of ZUPCO stickers in Highfield told The Sunday Mail that the emblem is all that one needed to be able to operate on the roads. He said:
<blockquote>The Zupco emblem is all you need for easy passage on the road. During peak hours, there are usually long, winding queues, so passengers use any form of transport that comes their way and rarely complain about fares since they will be eager to reach their destinations with little or no hassle.</blockquote>
ZUPCO northern division depot manager, Fungai Muchena admitted that the labels have no security features and as a result, it becomes difficult for passengers to tell which one is fake or genuine.
Meanwhile, a private contractor producing the ZUPCO stickers – Headline Communications – said they have since been given instructions to work on new labels with improved security features and work has already begun.

Kombis With Fake ZUPCO Stickers Flood Roads

Some “enterprising” kombi operators in Harare are converting their vehicles into vegetables and groceries vending vehicles after the government ordered them off the roads during the coronavirus-induced lockdown.
According to the owners, the kombis failed to meet the Zimbabwe United Passenger Company (ZUPCO) franchise prerequisites. The vehicles are now being used as mobile shops around shopping centres and road-sides.
A former omnibus conductor, Amos Meda, is now selling groceries in one of the kombis he used to operate in. Speaking during an interview with H-Metro, Meda said:
<blockquote>This is what has become of us after the ban and we are doing anything to make some money.
We have to make use of the kombis because they cannot be idle until they lose value.
This kombi used to ply Kambuzuma-Central Business District route and taitora mari but it’s now history.
We tried to go for the Zupco franchise deal but ma kombi edu asakara.
Murungu takatomupa idea akati itai so long tichi chengeta simbi yake and munhu aribho.</blockquote>
The government imposed a nationwide lockdown on 30 March to curb the spread of COVID-19, the respiratory disease caused by the novel coronavirus, SARS-CoV-2.
Despite some relaxations of the stay at home order, kombis remain banned from operating.

Kombis Operators Convert Vehicles Into Mobile Shops

The Zimbabwean Human Rights NGO Forum has accused the government of attempting to do a hostile takeover of kombis through Zupco.
Under the current Level 2 Coronavirus lockdown,  kombis are not allowed to operate. Buses operating under the ZUPCO banner are however allowed to operate. The government has asked private transport operators to register as ZUPCO transporters in order to be classified as official service providers.
In a statement, Zimbabwe Human Rights NGO Forum said the move is unfair and has been considered a hostile takeover attempt:
<blockquote>Statutory Instrument (SI) 99 of 2020 Public Health (Covid-19 Prevention, Containment and Treatment) National Lockdown (Amendment Order No.5, 2020) stipulated that public buses are the only mode of public transport allowed. Omnibus like Kombis and smaller taxis are still not permitted to operate.
Private transport operators have been negatively affected by the pronouncement. According to the Minister of Local Government and Public Works, July Moyo, private transport operators to be classified as official service providers have to register with Zupco so that they can operate during the lockdown period. However, coercing private transport operators to join Zupco is an unfair practice and private transport operators have seen the move as a hostile takeover of their business.</blockquote>

Government Accused Of Hostile Takeover Of Kombis Through Lockdown ZUPCO Deals

An association for transport passengers called Passengers Association of Zimbabwe (Paz) has complained that recent increases of public transport fares have negatively affected commuters in the country. A representative of the association said the increases have resulted in people using unsafe means to travel such as boarding open trucks and boarding overloaded, as well as traveling during unsafe hours:
Said Paz president Tafadzwa Goliati in part:
<blockquote>The commuting public is being forced to use other forms of transport such as open trucks, which will be overloaded.
In many instances, school children end up sitting on each other’s laps in order to cut down on the amount of commuter omnibus fares that they will be paying.
In addition, many people are getting home as late as 10pm because of shortage of commuter omnibuses. This affects children, mothers and some people who live in areas where it’s not safe to walk during late hours. The mass transportation system introduced by the government is inadequate and most people still depend on commuter omnibuses (kombis) for daily commuting to work or school.
We recommend that the Government of Zimbabwe should prioritise and allocate fuel to commuter omnibuses who are in associations, for the convenience of the commuting public.</blockquote>

Passengers Association Complains About Kombi Fare Increases

The government-run public transport company, Zupco is set to get 700 buses from Belarus and South Africa, Vice President Kembo Mohadi said at a rally recently.
Speaking at a “Thank-You” Rally at Mt Darwin High School in Mashonaland Central province, Mohadi said the development was part of the plan to resuscitate Zupco.

Following the fuel price hike, the protests in January 2019 and increased fares by private transport players, the government intervened to provide commuters transport using Zupco. So far, Zupco is renting its fleet of buses from private players. The entry of Zupco in urban commuting transport effectively increased competition and forced private players to review prices downwards.
