ZANU PF official Kudzanai Chipanga appeared before Rusape Magistrates Court on Tuesday, facing charges of theft.
Chipanga, a former ZANU PF Youth Secretary, is accused of stealing Presidential Pfumvudza inputs worth US$11,200 from the Department of Agriculture Research and Extension (AREX) in Makoni District.
He appeared before Rusape regional magistrate Barbra Mateko, who remanded him on US$400 bail to January 30.
Prosecutors did not oppose the granting of bail to the ZANU PF official, unlike opposition members who are often held in pre-trial detention for extended periods, sometimes up to 12 months or more.
Chipanga was ordered to reside at his Wakefield Farm in Headlands, report on Monday and Friday every week at Rusape Rural Police Station until the end of his trial, and not interfere with witnesses or investigations.
He was represented by Mutare lawyer Chris Ndlovu of Gonese and Ndlovu Legal Practitioners, while Event Dhliwayo prosecuted.
Allegations are that on November 27, AREX received 200x50kg bags of ZFC Compound D fertilisers, 100x5kg of SC649 seed maize, and 500 packets of vegetable seed from the Grain Marketing Board Rusape Depot, meant for distribution in Ward 38 in Headlands under the Pfumvudza programme.
The inputs were loaded into a MAN truck (AFJ 6795), driven by Trust Mangwanda, who ferried the inputs to Lawrencedale Primary School, where there was a ZANU PF star rally.
Dhliwayo alleged that after the rally, Chipanga and his alleged accomplices, Innocent Magutakuona, Michael Musekiwa, and Julius Chipfupa, who are still at large, told Noria Gashu of AREX that they would share and distribute the inputs to the people, claiming they had sourced the inputs.

ZANU PF Official, Kudzanai Chipanga, Arrested

Former ZANU PF national secretary for youth affairs, Kudzanai Chipanga, has expressed gratitude to President Emmerson Mnangagwa following his readmission by the party early this week.
Chipanga was among dozens of G40 apparatchiks who were expelled from ZANU PF in 2017 following the military-assisted transition that ushered in the Second Republic.
He was readmitted alongside former war veterans’ leader, James Kaunye, ex-Zanu PF councillor Taurai Chiripamberi, Talent Kadzima and Nesbert Chasara.
Since his expulsion, Chipanga had always been begging for re-admission back into the party. He said:
<blockquote>I would like to thank President Mnangagwa and the ruling party for finally accepting my application to rejoin the party.
As you are aware, I have been applying for the past four years seeking readmission, and now that my wish has been granted, I will abide by the conditions attached to it.
I will work vigorously, in conjunction with my cell leadership, for the betterment of the party ahead of the 2023 elections.
I also want to thank the party leadership from Manicaland for the confidence they have shown in me.</blockquote>
Chipanga was readmitted on condition that he does not contest an election for three years, as he reverts to being an ordinary card-carrying member.
Chiripamberi, who “expelled himself” when he contested as an independent candidate in Headlands constituency in 2018, said, “it is cold out there”.

Chipanga Lauds ED After ZANU PF Readmission

Former ZANU PF Youth League chairperson Kudzanai Chipanga has been ordered to vacate, with immediate effect, a farm he was allocated in Manicaland Province.
Following a meeting of the ZANU PF politburo in Harare on Wednesday, the party’s acting spokesperson Patrick Chinamasa said Chipanga was illegally allocated the farm which is set to be occupied by the Manicaland State University by the vanquished G40 faction.
Chinamasa further told reporters that the politburo also threw out an application from Chipanga to rejoin the ruling party. Said Chinamasa:
<blockquote>As you are aware he was expelled from the party in November 2017 for his activities and alignment with the G40 elements who did much damage to the party causing mayhem and disunity in the party.
He applied to be readmitted first in 2018 and then again in January this year. After taking into account the pivotal role that Kudzai Chipanga played in driving the G40 agenda, carrying out the activities and the gravity of the offences that he committed, the Politburo has seen it fit to turn down his application to join the party.</blockquote>
Chipanga famously vowed to mobilise Zimbabwean youths to resist an unfolding military coup in November 2017 which eventually led to the ouster of the then president, the late Robert Mugabe.
The politburo endorsed a decision by the party’s Mashonaland West province to suspend Chegutu West MP Dexter Nduna for one year.
The Politburo also approved the suspension of Tamuka Nyoni from holding a position in Zanu PF for five years, while Mashonaland East Minister Apollonia Munzverengwi was demoted from the position of commissar in the Women’s League to deputy secretary for lands.
Nyoni was sanctioned for organising the #31July anti-corruption protests but no reasons were given for the demotions of Nduna and Munzverengwi.

Woes Mount For Kudzanai Chipanga

Former Zanu PF youth league leader Kudzanai Chipanga has taken Manicaland Provincial Affairs minister Monica Mutsvangwa to the High Court accusing her of illegally grabbing his farm and handing it over to a white farmer.
In his urgent chamber application, Chiapanga cites Mutsvangwa, former Local Government deputy minister Christopher Chingosho, Alias Masuku, Andrew Dawson and James Chisholm as respondents. He is represented by Emmanuel Samundombe. Chipanga argues that the respondents have taken the farm which was initially earmarked for Manicaland State University, without following due process. He wants an order removing Dawsona and Chisholm from the farm which he was allocated in August 2016.

Chipanga Takes Mutsvangwa's Wife To Court For Illegally Grabbing His Farm

Kudzanai Chipanga, the former Zanu-PF Youth league leader and ardent supporter of former President Robert Mugabe is set to lose his Wakefield farm to the government. The government has said that it is going to repossess the farm because Chipanga corruptly acquired it despite the fact that it was meant for the construction of a university. Chipanga is also alleged to be renting out the farm to the former owner for $7 000 per month at the expense of conducting any meaningful activity.
This comes after Minister of Finance and Economic Planning Patrick Chinamasa said:
<blockquote>…We had set aside three farms, which were gazetted by the then Minister of Lands, Didymus Mutasa. This one was set aside for the construction of Manicaland State University.
I also went with Mandi Chimene (then Manicaland Minister of State for Provincial Affairs) and showed her the land. I was shocked to hear that they had given the same land to Chipanga. Maybe G40 meant to spite me, but that land remains a national asset.</blockquote>
Minister of State for Manicaland Provincial Affairs Senator Monica Mutsvangwa added:
<blockquote>The original farm owner was allegedly told by Chipanga to pay him $10 000 every month and continue farming…the farmer ended up paying Chipanga $7 000 every month.
…Chipanga still wants to return to the farm, but there is no activity that he is doing. We made it clear that the farm is earmarked for the university.</blockquote>

Rodney Dangarembizi has denied Zanu-PF national secretary for youth affairs Kudzanayi Chipanga’s statement that he authored the press statement which denigrated the Zimbabwe Defence Forces and its commander General Constantino Chiwenga.
Dangarembizi said that Chipanga should own up to his mistake and not implicate him. Said Dangarembizi:
<blockquote>The leader of the Zanu-PF Youth League Kudzanai Chipanga issued an apology to the Defence Forces. Instead of owning up to his gross and grievous error in judgment he chose to implicate me and insinuate I was the author of the misconceived statement. I would like from the outset to categorically and unreservedly deny any involvement with the said statement and any association with the press statement in any manner.</blockquote>

I emphasise that I have reflected on my own as a young person, as the leader of the Youth League hence I have come to this juncture of offering myself to the State media to give this public apology. We shall also make frantic efforts to approach the commanders of our Defence Forces in person so that we convey this apology. I thank you.</blockquote>

Press Statement: Chipanga's full apology to the military

Zanu PF Youth League leader Kudzanai Chipanga made a number of statements which were considered outrageous and shocking, in an effort to ingratiate himself to the first family.  Chipanga seemed to have taken bootlicking to another level. However, with the fall of the first family and the G40 Faction, a<a href="https://news.pindula.co.zw/2017/11/15/general-chiwengas-full-press-statement/">fter the Zimbabwe Defence Forces (ZDF) took power</a>, Chipanga may be regretting some of his pronouncements. Here are a few that he may be rethinking:
<h2>1.We’ll not allow Mugabe to step down. We will even approach the Constitutional Court to compel him to lead us</h2>
<blockquote>Assuming that the president says he wants to step down and wants to pave way for someone, we will maintain our position that as long as he is still alive, he must be our president. We will go out of our way even if it means to approach the Constitutional Court to compel him to represent us. We are prepared to go that route because we have our constitutional rights to be represented by someone of our own choice.</blockquote>

<h2>6.General Chiwenga and Mnangagwa Should Account For Missing $15 Billion</h2>
<blockquote>As Commander of the Defence Forces Comrade Chiwenga, we await a report on the whereabouts of the missing 15 billion dollars as the army never accounted for the revenue after extraction. This money would go a long way in the obtaining hardships the soldiers are facing and improve their welfare and morale. Comrade Chiwenga cannot have his cake and eat it too. He also cannot benefit from his own mischief and misdeeds in that together with the former Minister of Defence now fugitive Comrade Dambudzo Mnangagwa, they dismally failed in the stewardship of revenue streams that flowed from Diamond concessions allocated to the Defence Forces whose sole purpose was cushioning the Defence Forces from economic hardships. A day will come when those responsible will have to account to the people.</blockquote>

Did He Really Say That? 8 Outrageous Statements Made by Kudzanai Chipanga

During a broadcast aired on state media yesterday, the Zanu-PF Youth League head, Kudzai Chipanga claimed that he was used. There has been general suspicion in Zimbabwe that the Youth League was just a tool in the factional fights between the G40 and Lacoste factions.
Yesterday Chipanga put credence those rumours, confirming that the “Ready-to-die-for-Mugabe” statement was not authored by him or the Youth League. "I was used" says Chipanga

Zanu-PF Youth League national leader Kudzanayi Chipanga has apologised to the Zimbabwe Defence Forces (ZDF) and Commander Constantino Chiwenga for a press statement he issued saying that they are prepared to die for President Robert Mugabe and that as the Commander of the Zimbabwe Defence Force he should not hide behind the barrel of the gun. Chiopanga said that the press statement he delivered was given to him by Rodney Dangarembizi.

The Zanu-PF Youth League which only yesterday was defiantly stating that it was ready to die for President Robert Mugabe, has commended the Zimbabwe Defence Forces for using minimum force in their quest to implement what it calls the “National Democratic Project.” The Youth league revealed this information while announcing that it’s leader Kudzanai Chipanga has been arrested and is currently in detention.
Writing on microblogging site Twitter, the Youth League said:
<blockquote>The Youth League would want to confirm the detention of Cde K Chipanga. His safety has been guaranteed &amp; has implored us to comply with the National Democratic Project which is underway.
We would also want to commend the military for conducting the NDP with minimal force.</blockquote>
After Mugabe fell out with the liberation war veterans, the Youth League became Mugabe’s most strident supporters. In yesterday’s press statement, Chipanga said:
<blockquote>All those in the insecurity sector fatigues who wish to engage in politics are free to throw their hats in the ring and not hide behind the barrel of a gun. We also wish to remind them that conniving and conspiring to overthrow a constitutionally elected government is a crime in this country and anywhere in the world.
…Defending the revolution and our Leader and President is an ideal we live for and if need be it is a principle we are prepared to die for. From the outset, we would like to make it clear that we have every respect for the Armed Forces in this country and cherish their role in protecting and safeguarding the count, and its revolution. We are however totally against the bulk of the press statement issued by General Chiwenga yesterday.</blockquote>

Zanu-PF Youth League Commends Military For Using Minimum Force

In a letter suspended Zanu-PF Manicaland Youth leader Mubuso Chinguno claimed that he had a fallout with national youth leader Kudzanai Chipanga when the latter received a car from Vice President Emmerson Mnangagwa’s ally Kudakwashe Tagwirei.
Chinguno also accuses Chipanga of not acting against Mnangagwa’s allies and for not supporting him when he publicly supported Grace Mugabe to be Vice-President when Zanu-PF goes for a special congress. Writes Chinguno:
<blockquote>We have been working together with Cde Chipanga quite well and we even used to fight and defend our President RG Mugabe and Dr Amai Grace Mugabe, until Honourable Kudzi Chipanga received a luxurious Discovery vehicle from a business tycoon Mr Kudakwashe Tagwirei (Sakunda chief executive officer) for him to engage all national and provincial youth executives to support ‘Team Lacoste’ against the President RG Mugabe and Dr Amai Grace Mugabe. For example, Cde Nobert Ndaarombe wrote a report to Cde Chipanga complaining about misconduct by the youth league members. Youth league members had chased away senior government officials and Zanu PF members, accusing them of bringing ‘Gushungo Dairy ice-creams’ laced with poison. For your information, Cde Chipanga decided to ignore the matter and no action was taken. Cde Kudzi Chipanga, on his return from the Russia trip, he was not happy with how Cde Mubuso Chinguno pushed for Manicaland PCC [provincial co-ordinating committee] to adopt that we should do a ‘special congress’ that one of the Vice-Presidents should be a woman. This also resulted in an article in Daily News, where I publicly declared that we are supporting Dr Amai Mugabe to be Vice-President when we go to the special congress. This also resulted in our fallout with Cde Kudzi Chipanga. I expressed my displeasure on VP Mnangagwa’s poisoning saga, that he was pointing fingers at the First Family, Cde Chipanga reprimanded me for that, he actually threatened to have me expelled from the party.</blockquote>

"Chipanga is working with Mnangagwa against Grace Mugabe": Chinguno

Speaking ahead of the 9th Presidential Youth Interface Rally expected in Bulawayo later this month, Zanu-PF National Secretary for Youth Affairs, Kudzanai Chipanga said solutions can only come from Zanu-PF and that youth will vote for the party come 2018.
He said that they will soon announce the date for the Bulawayo youth interface rally after consultations with President Robert Mugabe. Said Chipanga:
<blockquote>The majority of the youths in the country have realised that the only party that can carry their aspirations and deliver on their wishes is Zanu-PF through home-grown solutions and not the opposition parties that are controlled from outside the country. Zanu-PF Mashonaland East province has hired more than 200 buses to ferry youths, women and war veterans to Rudhaka Stadium in Marondera for President Robert Mugabe’s first provincial interactive meeting with youths in the province on Friday.
Zanu-PF Youth League secretary Kudzai Chipanga said that they have invited the Women’s League, Vice Presidents, Politburo, Central Committee members and the Zimbabwe National Liberation War Veterans Association. Chipanga also responded to Douglas Mahiya’s comments on the meeting and said:
<blockquote>War veterans are our parents, Don’t mind about certain individuals in the association. They are not the association. We have invited them because they are our colleagues in the party. Don’t mind about individuals, mind about the association.</blockquote>
After tomorrow’s meeting in Marondera, Mugabe will head to Manicaland on June 16 before visiting Masvingo.

Zanu-PF hires more than 200 buses for Mugabe's rally in Mashonaland East

Zanu-PF Youth League secretary and Politburo member Kudzai Chipanga yesterday confirmed that President Robert Mugabe’s meeting with the party’s youth members in Mashonaland East has been moved from Saturday to Friday.
Said Chipanga:
<blockquote>We would like to advise all the stakeholders that the date for the meeting is now this Friday in Marondera. The President has other engagements, but in his busy schedule, he has decided to accommodate us on Friday. We are happy for the honour and we urge all our members to continue with the preparations such that the event becomes a success.</blockquote>
The rallies have been renamed “Provincial Youth Interface Meetings” and Mugabe is expected to visit Manicaland on June 16. From Manicaland he go to Masvingo. The meetings are expected to last until October.

Mugabe's first rally with Zanu-PF youth moved

Zanu-PF Youth League Secretary Kudzanai Chipanga has confirmed that President Mugabe will be going on a nationwide tour of the country to meet the youth. The president wants to gain a better understanding of the propblems that the youth are facing. This comes as Zanu-PF prepares for the 2018 elections.
Said Chipanaga:
<blockquote>The objective of the meetings is in line with our party’s constitution where we have a responsibility to mobilise youths to participate in the political, social and economic activities of the country

President Mugabe to go on nationwide tour to meet youths

Zanu-pf Secretary for Youth Affairs Kudzanai Chipanga has dismissed the opposition parties in Zimbabwe, claiming that there is no credible opposition to speak of. He claimed that the only opposition that Zanu PF is worried about is the economy. In an interview with Christopher Charamba of the state controlled newspaper the Herald, Chipanga said:
<blockquote>It is our feeling as young people we no longer have any opposition party to talk about here in Zimbabwe, our main opposition is now the economy. So while we appreciate efforts being made by the Government to address the economy, we also feel enough is not being done from the Cabinet point of view.
Yes, we understand that His Excellency chairs the Cabinet but at the same time we appreciate that His Excellency has appointed ministers who are responsible for certain economic portfolios, people who are in charge of these economic ministries on a day- to-day basis. We feel that those ministers are not doing enough.</blockquote>

Chipanga dismisses opposition parties, says Zanu PF's only opposition is the ecomomy

In an interview with The Standard newspaper’s  Obey Manayiti, Zanu PF Secretary for Youth Affairs, Mr Kudzanai Chipanga said that even if President Robert Mugabe were to step down they will not allow him. He said that they will even challenge the decision in court.
When asked by Obey Manayiti: “What if he says he wants to step down and leave office for someone?”, Chipanga replied:
<blockquote>Assuming that the president says he wants to step down and wants to pave way for someone, we will maintain our position that as long as he is still alive, he must be our president. We will go out of our way even if it means to approach the Constitutional Court to compel him to represent us. We are prepared to go that route because we have our constitutional rights to be represented by someone of our own choice. President Mugabe has never said he wants to lead, it was always the people saying Robert Mugabe take this position. If he says he no longer wants to lead us, we will feel as if he is infringing our rights, hence, we will be forced to approach the ConCourt. The same manner he was compelled to proclaim election dates in 2013, we will also take the same route so that he continues to lead us.</blockquote>
