The Zimbabwean government has announced that abandoned and vacant land units will be re-allocated to “deserving applicants.”
This was revealed during a Tuesday post-cabinet briefing on phase I of the comprehensive national agricultural land audit.
The Minister of Lands, Agriculture, Water and Rural Resettlement presented a Report on Phase I of the Comprehensive National Agricultural Land Audit, which was adopted by Cabinet.
Phase I covered eighteen thousand six hundred and forty-six (18 646) land units, representing 6% of the estimated three hundred thousand (300 000) total land units to be audited.
Phase II covering 38 000 land units has already been undertaken and the report will soon be presented while Phase III will cover 242 000 units.
Arising from yesterday’s presentation, the following key decisions were made:
<blockquote>(i) That the issuance of tenure documents will be expedited; 
(ii) That married beneficiaries will be given joint tenure documents to protect spouses on land ownership; 
(iii) That the 255 abandoned land units and 112 vacant land units will be re-allocated to deserving applicants; 
(iv) That 24 farms under multiple farm ownership will be withdrawn and re-allocated to deserving applicants; 
(v) That the 71 identified farms exceeding the maximum gazetted sizes will be downsized and measures are being put in place to safeguard production thereof.</blockquote>
Allocation of land will be in line with the gazetted policy quotas with respect to War Veterans, Women, Youths and People living with Disabilities.

"Abandoned And Vacant Land Will Be Re-allocated To Deserving Applicants," - Zim Govt

The miister of Lands, Agriculture, Water and Rural Resettlement Minister, Retired Air Chief Marshal Perrance Shiri has dismissed as fase reports which say the government’s farm downsizing campaign is discriminating against white farmers.
He speaks after some independent local publications had reported on 26 June that the government had targeted Mr Drummond and Mr Davenport, white farmers Mashonaland West Province, in  in fresh land seizures.
Speaking at a media briefing this Thursday, Shiri dismissed the reports as malicious. He added:
<blockquote>Firstly, both farmers Mr Drummond and Mr Davenport are beneficiaries of the Land Reform Program. Both farmers are domiciled in area, in Mashonaland West Province where the maximum farm size is 500ha by virtue of this area falling under natural ecological region II.</blockquote>
The minister added that the farmers’ farms were in excess of 2000 hectares contrary to the required measurements.
He added that the implementation process is being done “religiously without any bias, discrimination, nepotism and favouritism.”
The government conducted a land audit which exposed serious irregularities. This comes when the country is facing starvation due to a myriad of factors including poor rains and poor agricuture policies over the past two decades.

Govt Denies Racial Discrimination As White Farmers Are Affected By The Farm Downsizing Campaign

According to the land audit that was carried out by the land audit commission, these 11 politicians must be investigated for some of their land dealings.
<ol>
<li>Saviour Kasukuwere – Mr Kasukuwere should be investigated after he “unjustifiably” withdrew land from Beyond Reality and awarded it to UDCORP at Knockmallock Estate A in the province, without an agreement of sale or payment of the purchase price</li>
<li>Christopher Shumba – Mr Shumba stands accused of subdividing the Governor’s residence in Chinhoyi when he was a provincial administrator for Mashonaland West. He is accused of sharing the stands created from the subdivision with two other ministry officials identified as Matimba and Watambwa.</li>
<li>Mr Andrew Rhory Shawatu – Mr Shawatu should be investigated after receiving a number of stands from Delatfin at Haydon Farm in Zvimba, according to the report</li>
<li>Mr Casper Ngoshi –  Mr Ngoshi is said to have allegedly prepared layout plans for property developers called Shine Plus and Leengate, who had land in Zvimba, using his personal company while still employed by the Government and allegedly received payment through his wife’s bank account.</li>
<li>Rtd Col Mhakayakora – Colonel Mhakayakora reportedly asked for stands from Delatfin’s Haydon Farm project after he had facilitated the allocation of 120 hectares of State land to the company.</li>
<li>Felix Munyaradzi – Delatfin director Mr Felix Munyaradzi should, according to the report, be investigated for allegedly illegally selling State land and for selling stands to people without servicing them.</li>
<li>Philip Chiyangwa – Zvimba South legislator Cde Chiyangwa should, according to the report, be investigated for abuse of office after reportedly convening and chairing a council meeting to solicit a favourable resolution to enable his company Gabroc Investments (Pvt) Ltd to sell State land. He allegedly sold Lot 1 of Lot 3 of Brundish Farm to the National Social Security Authority (NSSA) when he did not have title to the land.</li>
<li>Mr Mudavuri – Zanu PF central committee member Cde Muduvuri faces investigation on allegations of selling State land before fully developing it in Kadoma through his company, Macsherp Pvt Ltd</li>
<li>Francis Makwangwariwa – The commission recommended the investigation of former Zvimba East legislator Mr Francis Mukwangwariwa for allegedly selling State land without the authority of the relevant ministry and selling stands before servicing them at Penrose Farm.</li>
<li>Peter Hlola and Shacky Siyamayambo – Zvimba Rural District Council former chief executive officers Mr Peter Hlohla and Mr Shacky Siyamayambo are also implicated for selling State land without authority from the Ministry of Local Government, with some stands being sold before development</li>

Former ZANU PF official <a href="https://www.pindula.co.zw/Shadreck_Mashayamombe" rel="noopener noreferrer" target="_blank">Shadreck Mashayamombe</a> has revealed how the ruling ZANU party used land barons to buy votes in peri-urban areas during elections.
Mashayamombe is considered one of the <a href="https://www.pindula.co.zw/G40_(Zanu-PF_Faction)" rel="noopener noreferrer" target="_blank">G40</a> kingpins that had coalesced around the late former President <a href="https://www.pindula.co.zw/Robert_Mugabe" rel="noopener noreferrer" target="_blank">Robert Mugabe</a> and his wife, former First Lady Grace during the internecine factional fights against the military-backed Team Lacoste. Said Mashayamombe:
<blockquote>My biggest question about the land commission is that why is the report not published properly so that every interested person can access it?
This is political and it exposes how our institutions are captured because some of those accused were never summoned by the commission to give their side of the story.
All those 137 co-operatives’ leadership who are being sacrificed today were used to mobilise votes for Zanu PF in peri-urban areas. Now they are being dumped.</blockquote>
Mashayamombe’s remarks come after the publication of a report which investigated the sale of State land across the country.

ZANU PF's Use Of Land Barons To Buy Votes Exposed

President Emmerson Mnangagwa has said that the ongoing land audit being carried out by the Land Commission is unearthing irregularities including multiple farm ownership by some senior government officials.
The president said that the government shall seize those farms for redistribution to citizens without land.
His remarks come as there are reports suggesting that some government officials registered their “ill-gotten farms” in other people’s names to outsmart the audit.
The country has underutilised land at a time when severe starvation is threatening citizens. Some former commercial farmers urged the government to take the underutilised land and give it to those who have the capacity to use it.

The Zimbabwe Land Commission (ZLC) has unearthed a number of irregularities in land allocation under the Land Reform Programme.
ZLC recently completed the first phase of the land audit which showed that, among other things, there were multiple allocations of the same piece of land.
ZLC chair Tendai Bare told Sunday News that some of the irregularities could be rectified if the Ministry of Lands is made the sole issuing authority of Tenure documents. She said:
<blockquote>Basically, it was established that the carrying capacity of subdivisions, particularly of A1 farmers, far exceeded the planned target due to the fact that there were multiple allocations by authorities who were not following laid-down procedures.
The level of investment was not to the expectation due to the fact that farmers had used all their initial savings and could not access new credit from financial institutions, and this accounts for low production levels and very little mechanisation.
On issues of security of tenure, the tenure documents given to A1 farmers are shambolic because they came from different allocating authorities.
This made it impossible to verify the legal status of genuine farm beneficiaries.</blockquote>
The government launched the National Agricultural Land Audit last year and the first phase was conducted in 10 districts across the country’s 10 provinces between October and November last year.
The audit is meant rationalise ownership and farm sizes. However, only 6 per cent of the targeted land has been covered so far.

Land Audit Unearth Massive Irregularities

The Zimbabwe Lands Commission plans to audit about 60 000 farms this year. The land audit is aimed at bringing fairness and transparency as well as accountability in the agricultural sector.
The audit will be carried out in all gazetted categories of land. These include old resettlement schemes, A1 villages, A1 self-contained, A2 small-medium and large-scale commercial farms, small-scale commercial farms, commercial agricultural plots and the three-tier farms.
Presenting its budgetary requirement for 2019, the Parliamentary Portfolio Committee on Lands revealed:
<blockquote>… increase farms audited from 0 to 300 000 by 31 December 2021, which would imply that in 2019, about 100 000 farms would need to be audited. However, the Commission has set a target of 60 000 farms being audited in 2019, due to resource constraints.</blockquote>
As part of its recommendations, the Committee said:
<blockquote>A lot of Government programmes aimed at supporting farmers are not taking off due to failure to bring the land reform exercise to completion. The issuance of 99-year leases is also preventing the ease at which farmers can unlock financing of the farming activities. The committee is, therefore, recommending that resources for the land audit programme be increased.</blockquote>
