The Minister of Information, Publicity and Broadcasting Services has announced licence fees for local digital television satellite broadcasting services.
The fees have been effected through Statutory Instrument 43 of 2024, Broadcasting Services (Licensing and Content) (Amendment) Regulations, 2024 (No. 7).
The application fee initial/renewal fee (per channel) has been set at US$2 900 (non-refundable) while the basic license fee for ten years (per channel) has been set at US$20 300 per annum. Reads the S.I.

IT is hereby notified that the Minister of Information, Publicity and Broadcasting Services has, in terms of section 46(6) of the Broadcasting Services Act [Chapter 12:06], approved the following regulations made by the Broadcasting Authority of Zimbabwe Board:-
1. These regulations may be cited as the Broadcasting Services (Licensing and Content) (Amendment) Regulations, 2024 (No. 7).
2. The principal regulations are hereby amended by the insertion of the following section after section 12C-
“Additional categories of broadcasting service”
12D. (1) For purposes of this section- “local digital television satellite broadcasting service” means a local satellite television channel created by a content distribution service licensee and provided exclusively on the platform for which the content distribution service licence was issued.
(2) In addition to the classes of broadcasting service that a licensee may be permitted to provide in terms of section 7 of the Act, a broadcasting licence may authorise the holder thereof to provide a Local Digital Television Satellite Broadcasting Service.
(3) Application for the licence specified under subsection (2) above shall be made in accordance with the provisions of section 10 of the Act as read with section 4 of the principal regulations as if it were a licence for a broadcasting service specified in the Act.
(4) A licence specified under subsection (2) above shall be valid for a maximum period concurrent with the period for which the relevant content distribution service licence is valid.
(5) No person shall be allowed to provide a local digital television satellite broadcasting service without the licence specified in subsection (2) above.”.
3. The principal regulations are amended in the Second Schedule after, “Free to air national television broadcasting service” by insertion of the following-
“Local Digital Television Satellite Broadcasting Service”
(a) Application Fee Initial/renewal fee (per channel) . . . . USD$2 900,00 (non-refundable)
(b) Basic License Fee for ten years (per channel)… USD$20 300,00, per annum”.

Govt Announces Licence Fees For Digital Television Satellite Broadcasting Services

The business community in Harare has expressed unhappiness over the shop licences fee hike by the Harare City Council.
A number of small to medium enterprise businesspersons have signed a petition against the increase. Part of the petition reads:

As the business community of Harare guided by the Urban Councils Act (Chapter 29:15), we feel obliged to be consulted on issues of city budgets.
We are guided by Section 86 of the Constitution of Zimbabwe, which gives us the right to have access to information with regards to our operations.
Currently, we are experiencing deflation as per the Minister of Finance and Economic Development’s economic outlook for 2022.
The Reserve Bank of Zimbabwe auction rate has remained the same for the last three months.

One businesswoman operating hair salons in the capital told H-Metro that her licence fee had gone up from US$400 to US$640.
She said the “unjustified charges” may force small businesses to close shop. Another shop owner said:

It’s an unjustified increase. They want to force all licence holders into vending where corruption is rampant; this is not good at all.

Businesses In Harare Challenge Licence Fee Hike

The business community in Marondera has voiced opposition to the move by the Municipality of Marondera to charge 2023 licence fees exclusively in United States dollars.
The local authority has reportedly ordered business owners to renew their licence fees in USD only even though the council budget is yet to be approved by the central government.
Some businesses have been ordered to pay as much as US$10 000 in licence fees.
Shopowners have demanded that the council should allow them to pay the licence fees in both local and foreign currencies.
Marondera Urban Business Forum (MUBF) chairperson Emmanuel Danha <a href="https://opencouncil.co.zw/marondera-business-rejects-usd-licence-fees/">told Open Council Marondera</a> that they will challenge the move by the local authority. Said Danha:

We have received quite a worrying number of complaints from those seeking clarity and guidance on the 2023 Business License Fees.
Apparently, the Council has started issuing quotations and invoices exclusively in USD terms only without any other payment options availed.
This is wrong, illegal and unilateral as the 2023 budget itself is yet to be approved by the government.
We will tackle the council head-on and come to the bottom of this dictatorship tendencies.
