MDC Alliance Vice President Tendai Biti has said the government should not have extended the national lockdown without announcing safety nets to help the country’s vulnerable groups.
Using Microblogging site Twitter Biti called the move by the government to extend the lockdown by 2 weeks without any social safety nets ridiculous:
<blockquote>The extension of the lockdown in the absence of social safety nets &amp; a stimulus for business is pointless harsh &amp; ridiculous. Regime needs to test &amp;t o have a roll out plan for vaccines It does not. Lock down decisions should be made on science &amp; science alone not authoritarian whim.</blockquote>
The government through President Mnangagwa extended the lockdown for 2 more weeks and said the move was meant to allow the high number of active cases to recede. However, the government did not announce any social safety nets for the general populace that will be affected by the lockdown extension.
Meanwhile, several government officials witnessed the delivery of 200 000 doses of COVID-19 vaccines from China this morning, Minister of Health Constantino Chiwenga said the vaccines <a href="https://news.pindula.co.zw/2021/02/15/chiwenga-receiving-covid-vaccines-says-hope-has-arrived/">brought hope that things will eventually</a> go back to normal.

Extension Of Lockdown Without Social Safety Nets Ridiculous - Biti

The MDC Alliance has issued the following statement condemning the government’s decision to allow ZUPCO only to serve all people going to and from work during the lockdown. Read the full statement below:
<blockquote>Mnangagwa has effectively banned private actors in providing public transportation services through the ban of kombis.
The move is not only creating a monopoly for ZUPCO but will create challenges for commuters.
ZUPCO as seen in the first two weeks of the so called phase two is unable to provide adequate transport to the people already allowed to report for work.
Half the time commuters wait long hours to be able to travel to and from work, the level of inconvenience is unbearable.
Many transporters are against partnering ZUPCO providing it with their vehicles due to poor mantainance of vehicles in the scheme.
That itself is also a danger to commuters who are transported in unroadworthy vehicles, the ZUPCO badge puts an inspection immunity by VID therefore taking away the available remedy.
In any case ZUPCO has had failures of old , mostly associated with State Enterprise under a Zanu PF government, the failure to adhere to basic tenets of corporate governance, poor service, corruption and incurring of massive losses.
Without proper parastatal reform ZUPCO will once again fail, the ban on kombis will result in transport challenges.
The government ought to allow private actors to participate in provision of public transport under regulations meant to curb the spread of the COVID-19 virus.
These may include but not limited to mandatory disinfecting of the kombis through a monitored framework, limited number of passengers possibly half of the usual carrying capacity, enforcement of the use of masks and sanitisers.
That the police check compliance at all desgnated checkpoints.

FULL TEXT: MDC Alliance Condemns Ban On Private Players In Public Transport System

The government in anticipating a surge in the number of returnees coming from neighbouring countries is planning to use Community Halls, Churches and Warehouses to quarantine them, Newsday reports.
This was reportedly communicated in a communique seen by the publication from  Matabeleland South Provincial Development co-ordinator Sithandiwe Ncube to districts in the region. The communique reads:
<blockquote>May I kindly request that we have plan B for quarantine centres in case schools and colleges open. You can look at such places as community halls, churches if the owners are agreeable and warehouses. 
We also need a warehouse in each district where food stuff will be stocked
There is an urgent need to look for alternative infrastructure to quarantine repatriates as schools might open soon and we will be left with nowhere to quarantine them since all the facilities but one, a hotel, are learning facilities. Probably, this is what the newly appointed national COVID-19 coordinator in the President’s Office, Agnes Mahomva, saw as a grey area in the fight to control the spread of COVID-19.</blockquote>
Returnees are being quarantined in schools and colleges at most entry points. Meanwhile, the president has extended the<a href="https://news.pindula.co.zw/2020/05/16/breaking-ed-extends-lockdown-indefinitely/"> lockdown indefinitely</a> and he said schools will remain closed as a phased reopening of school plan is set in place.

Govt Plans To Quarantine Returnees In Warehouses, Community Halls & Churches

The country’s leading opposition party the MDC has reportedly blasted the government for ignoring the plight of informal traders and not announcing relief measures for informal traders when President Mnangagwa announced the lockdown extension, last week, New Zimbabwe reports.
This was after the president allowed the industry to operate but said informal trading remained closed a move that did not go down well with the MDC whose secretary for projects, livelihoods and entrepreneurship, Sesel Zvidzai said:
<blockquote>The announcement of a further 14 days extension under the new restrictions seems to have favoured the rich and privileged only at the expense of the long suffering poor marginalised masses such as those in the informal sector
…Hence the people’s party (MDC) expected some serious considerations to be given to the informal sector but is shocked to see that this most important sector has once again been overlooked and unkindly treated
The lockdown extension will without doubt exacerbate the plight of the majority of poor urbanites whose livelihoods are hinged on vending and other informal activities.What makes it even worse is that the relevant authorities have made pronouncements on rentals and shut a source of livelihood for pensioners and many others whose only source of income is rentals income.
We refuse to be part of a fight against the poor and marginalised communities. Social safety nets should be upscaled so as to help in catering for the people whose livelihoods have been destroyed by a combination of Covid-19 and bad socio-economic policies</blockquote>
The lockdown extension announced by the president will provisionally end on 17 May.
