The Zimbabwe Energy Regulatory Authority (ZERA) projects that liquefied petroleum gas (LPG) consumption will reach 70 million kilograms in 2024, up from 66 million kilograms in 2023.
This increase in LPG usage is largely due to the ongoing electricity crisis, which has forced businesses and households to endure daily power outages of up to 18 hours.
In 2022, LPG consumption was 59.89 million kilograms, marking a 5.47% rise from 56.78 million kilograms in 2021.
Speaking at a media stakeholder engagement in Bulawayo on Wednesday, ZERA’s Head of Petroleum Department, Andrew Guri, said that Zimbabwe has set a new record for gas usage in Southern Africa. Said Guri (via <a href="https://www.sundaynews.co.zw/zimbabwes-lpg-usage-to-hit-record-70-million-kilograms-in-2024/">The Sunday News</a>):
<blockquote>
Last year, the country used 66 million kilograms of gas and this year we project usage to be about 70 million kilograms.
There’s no other country where people have become so comfortable with LPG than Zimbabwe. In Zambia, they are always coming to us, asking, ‘What have you done in Zimbabwe to make people so comfortable with LPG?’
Whatever the case, the outcome is good that people have migrated or shifted to LP gas. LPG is actually known as the modern fuel and the transition to cleaner energies as we move to renewable energies.

Guri said the country’s LPG consumption has risen from under 1 kilogram per person per year in 2012 to around 4.5 kilograms per person today, marking significant progress in cleaner energy adoption.

The use of LPG in Zimbabwe is going up because there is not enough electricity. People and businesses have power cuts for up to 18 hours a day. In 2024, it is predicted that 70 million kilograms of LPG will be used, up from 66 million in 2023. This is a record for Southern Africa. Zimbabweans are using more LPG now which is cleaner than other fuels. In 2012, they used less than 1 kg per person a year and now they use around 4.5 kg per person. This is good for the environment.

Zimbabwe’s LPG Usage Soars As Electricity Crisis Drives Demand

The use of Liquefied Petroleum Gas (LPG) has increased fiftyfold in the past five years, an official has said.
National Oil Infrastructure Company of Zimbabwe (NOIC) Board Chairperson, Daniel Mckenzie attributed the exponential rise in LP gas consumption to a deliberate policy thrust to improve supply chains of the commodity. <a href="https://zbcnews.co.zw/2023/07/30/lpg-energy-consumption-increases-50-fold-since-2017/">Said Mckenzie:</a>
<blockquote>
In 2017, the national LPG consumption stood at just 1 million kilograms, but this has increased to 50 million kilograms to date and this is attributable to a deliberate policy thrust to improve supply chains of the commodity including building capacity of infrastructure…
The Parastatal has plans to build more storage facilities in anticipation of further increased demand rises in the upcoming year.
This is in line with our strategic thrust to safeguard the country’s energy supply as the economy is expected to grow.
</blockquote>
Increased LPG usage in Zimbabwe is also attributable to load shedding which has become part of daily life for Zimbabweans.
Due to unscheduled power cuts, most households especially in urban areas have resorted to the use of LPG for cooking and heating.
While diesel and petrol are now readily available at fuel service stations, the products are being sold exclusively in foreign currency.

Zimbabwe's LP Gas Consumption Increased 50-fold Since 2017 - NOIC

The Zimbabwe Energy Regulatory Authority (ZERA) has warned members of the public against using some 48kg cylinders that are being brought into the country illegally and others whose brand identifications have been tampered with.
In a public notice, ZERA also warned LPG wholesalers who fill cylinders that do not belong to them, saying they will be penalised. Reads the notice:
<blockquote>
The Zimbabwe Energy Regulatory Authority (ZERA) wishes to advise the public that there are some 48kg cylinders that are being used unsafely and illegally for the distribution of LPG in the country.
This includes 48kg cylinders smuggled from neighboring countries and others whose brand identifications have been tampered with.
Such cylinders are unsafe as no one in the country bears responsibility for their maintenance and safety.
In terms of LPG regulations and for safety reasons, only brand owners of 48kg cylinders or their authorized agents, are entitled to fill and maintain them.
It is a license condition that LPG wholesalers own and refill their own branded 48kg cylinders or obtain permission from brand owners if they need to fill cylinders that do not belong to them.
ZERA will not hesitate to act against wholesalers violating this license condition.
Some of the cylinders shown below have no licensed owners in Zimbabwe and some were smuggled from South Africa and Botswana and are circulating in Zimbabwe without the owners’ consent and support.

Owners of the above cylinders are not licensed to operate in Zimbabwe and as such, these cylinders have no maintenance support in the country.
For safety reasons, members of the public and LPG retailers are warned against using such cylinders because their owners cannot be held liable for accidents arising out of unauthorized use of these cylinders in the country.
Consumers are encouraged to approach licensed LPG wholesalers and retailers for good quality gas and safe cylinders.
ZERA is working with fellow regulators to eliminate the menace of smuggled cylinders in the market and urges LPG retailers and consumers to report any LPG wholesaler they find filling or selling smuggled 48kg cylinders.
</blockquote>
LP Gas can be dangerous if not handled properly. Some potential dangers associated with LP gas are fire and explosions, carbon monoxide poisoning, burns, and asphyxiation.

ZERA Warns Against Using Unsafe 48kg LP Gas Cylinders

The Zimbabwe Energy Regulatory Authority (ZERA) has increased the price of Liquefied Petroleum (LP Gas) for March.
In a statement, ZERA said the price of LP Gas is now US$2.06 per kg and ZWL$1 861.35 per kg with immediate effect.
Previously, the price of LP Gas was US$1.77 per kg and ZWL$1 499.85. ZERA said:

On 06 March, ZERA increased the price of petrol to US$1.62 or ZW$1 455.32 up from US$1.61 or ZW$1 341.07, while the price of diesel went down to US$1.67 from US$1.70.

ZERA Hikes LP Gas Prices

The Zimbabwe Energy Regulatory Authority (ZERA) has announced the Liquid Petroleum Gas (LPG) prices for November 2022.
The prices are calculated according to the Petroleum (Liquified Petroleum Gas Pricing) Regulations 90 of 2021.
LP gas now costs US$1.78 per kg and ZWL$1 133.05 per kg. ZERA said in a public notice:

Operators are advised to display the prices at their retail outlets at a prominent place in clearly legible letters.
Please note that it is permissible to sell LPG at prices below the prescribed prices depending on one’s trading advantages.

In October 2022, the official LP gas prices as announced by ZERA were as follows: US$1.85 per kg and ZWL$1 161.88 per kg.

ZERA Announces Price Of Liquefied Petroleum Gas For November

The Zimbabwe Energy Regulatory Authority (ZERA) has announced the Liquid Petroleum Gas (LPG) prices for October.
The prices are calculated according to the Petroleum (Liquified Petroleum Gas Pricing) Regulations 90 of 2021.
With effect from 08 October 2022, LP gas costs US$1.85 per kg and ZWL$1 161.58 per kg. ZERA said in a public notice:

Please note that it is permissible to sell LPG at prices below the prescribed prices depending on one’s trading advantages.

In September 2022, the official LP gas prices as announced by ZERA were as follows: US$1.88 per kg and ZWL$1 078.09 per kg.

ZERA Reduces Price Of Liquefied Petroleum Gas

The Zimbabwe Energy Regulatory Authority (ZERA) has increased the price of Liquid Petroleum Gas (LP Gas).
In a public notice this Wednesday, ZERA announced that the retail price of LP gas for the month of April has been set at US$2.32 and ZWL$337.96 per kilogramme.
In March, the retail price of LP gas was US$2.07 and ZWL$268.11 per kilogramme, respectively. ZERA said:

The Zimbabwe Energy Regulatory Authority (ZERA) has announced liquefied petroleum gas (LPG) prices for October.
In a notice, the energy regulator said the retail price of gas, calculated according to the Petroleum (Liquid Petroleum Gas Pricing) Regulations 90 of 2021, has been set at US$1.87 per kilogramme or alternatively, ZWL$165.59 per kilogramme. ZERA added:

ZERA Announces LP Gas Price For October

Several businesses have increased the forex prices of goods and services in response to Statutory Instrument 127 of 2021.
Under SI127, the government imposed fines on companies that set prices above the official exchange rate or sell their products exclusively in forex.
A snap survey by Pindula News showed that retailers have hiked the price of LP gas since the government announced the new regulations last week.
Zuva Petroleum raised its price from US$1.35 to $1.70 per kilogramme. “We raised our prices 3 days ago,” said the attendant.
We also asked one passer-by about the recent developments and he said all the retailers in Sunway City were selling the product at US$2/kg. He said:
<blockquote>At US $1.70, the Zuva price is actually much cheaper than all the gas retailers in our area of Sunway City. All the retailers there are now selling for $2, since the weekend.</blockquote>
At the branch we visited, the attendant said their supervisors ordered them not to accept Zimbabwe dollars (Swipe or EcoCash) anymore.
Another LP gas retailer, EnviroGas raised the price last Friday from US$1.25 to US$2.00 per kilogramme.
However, an attendant at EnviroGas confirmed they were still accepting Zimbabwe dollars (swipe) and that the price in local currency had increased from $165 per kilogramme to $175.
The Zim dollar price increase is therefore much smaller (6%) compared to the USD increase (60%).
EnviroGas had, however, run out of the product, a sign that consumers were probably rushing for their much cheaper Zim dollar price.
The Confederation of Zimbabwe Industries (CZI) <a href="https://news.pindula.co.zw/2021/06/02/industry-wants-new-forex-rules-suspended/" rel="noopener" target="_blank">has since called for the immediate suspension of Statutory Instrument 127 of 2021</a> saying the new law threatens the progress industry had made towards recovery.

LP Gas Prices Soar In Response To New Forex Rules

The Zimbabwe Energy Regulatory Authority (ZERA) has warned against the mobile sale of liquefied petroleum gas (LPG) saying such conduct is criminal and potentially dangerous.
ZERA head of petroleum department Engineer Andrew Guri said the sale of LP gas can only be done by licenced companies from premises approved by local authorities, fire departments and the Environmental Management Authority (EMA).
Engineer Guri warned unlicensed LP gas dealers that they risk imprisonment of up to five years or fine or both. He said:
<blockquote>In terms of Petroleum (Liquefied Petroleum Gases) Regulations, Statutory Instrument 57 of 2014, LPG wholesale and retail activities can only be conducted under ZERA licence granted to companies with physical facilities approved by relevant local authorities, fire departments and EMA.
Mobile filling of LPG does not meet safety requirements for licensing since this activity can be carried out anywhere including unsafe places.
… The illegal practice exposes consumers and property to the risk of fire considering that the dealers are unable to use correct filling methods.</blockquote>
He said unlicensed LPG mobile fillers pose a serious safety hazard not only to themselves but to their customers and members of the public.
Further, unlicensed LPG dealers use unapproved equipment and can under or overfill cylinders to the disadvantage of customers.
Engineer Guri urged members of the public to report people moving around to fill consumers’ cylinders without licences.

Mobile LP Gas Fillers Risk Imprisonment - ZERA

Zimbabwe recorded a spike in the consumption of LP gas in the first quarter of 2021 amid intermittent power supply.
The Zimbabwe Energy Regulatory Authority (Zera) reports that Zimbabweans used nearly 13 million kg of Liquefied Petroleum Gas (LP Gas) in the first three months of the year.
This was an increase from 11 million kg consumed over the same period last year.
Zera attributes the spike in the consumption levels of LP Gas to the growing appetite for cleaner and cheaper energy among local consumers.
Zimbabwe consumed only 1 million kg of LPG at the beginning of 2016. Speaking to The Sunday Mail, Zera board chair Dr David Madzikanda said:
<blockquote>_The sector has matured over the years as evidenced by the imports and consumption trends in the country._
_The product is used mainly for cooking, heating and lighting. As the regulator, we intend to introduce a raft of new measures to ensure the sector is attractive to investors, safe and conforming to regulations, standards and codes._</blockquote>
Zimbabweans used 4 131 000kg of LP Gas in January, while 3 872 756kg were used in February and 4 995 281kg in May.
Consumption is expected to rise in winter.
Zimbabwe has been having a huge power shortage forcing citizens to turn to alternatives such as solar and LP Gas.

Zimbabwe Energy Regulatory Authority has urged consumers to be cautious when buying gas for domestic use since the energy source can have hazardous effects.
Speaking at the weekend at a domestic consumer education awareness workshop in the eastern border city, where Mutare Residents and Ratepayers Association partnered ZERA, the authority’s Consumer Services Manager, Nobert Matarutse, said:
<blockquote>What we expect, for a start, is people need to buy gases from reputable suppliers because we value your safety first. We want our consumers to make sure that their gas cylinders are observed from time to time. Consumer security is critical to us. We want them to use gas without destroying property and not being killed</blockquote>
Matarutse also revealed that gas usage in the country has increased to 50 million kilogrammes up from 28 million kilogrammes as of last year due to power outages facing the country.
The country has a very huge power deficit which the local power utility, ZESA attributes to dwindling water levels at Kariba Dam and ageing equipment at Hwange Power Station.

"Buy Gas From Reputable Suppliers," ZERA Warns Consumers As Gas Usage Increases

The<a href="https://www.pindula.co.zw/Zimbabwe_Energy_Regulatory_Authority"> Zimbabwe Energy regulatory authority</a> has announced that it will regulate gas prices ao ta consumers are protected from those profiteering from this unfortunate situation, the Chronicle reports.
ZERA’s Mr Mataruse spoke to the publication about the move and he said:
<blockquote>Its (price regulation) work in progress. When LP Gas Industry started, we decided to allow the industry to develop hence there was no control on its prices.
Now the industry has grown and that the market is bigger, we are moving in to protect consumers against exorbitant prices</blockquote>

ZERA To Regulate Gas Prices To Protect Consumers

Zimbabwe Energy Regulatory Authority mulls regulating gas prices, The Sunday Mail reports. This is due to the fact that gas, as a commodity,  has become an integral energy source for domestic and industrial use. ZERA’s pricing formula, which is set to be operational soon, is currently being fine-tuned as per government regulations and standards. While the law required that ZERA regulate gas prices, the energy authority had left the industry to self regulate when it comes to prices.
ZERA head of petroleum spoke to Sunday mail and said:
<blockquote>We had not regularised the sector as it was still in its infancy, the commodity was being used as alternative energy. The industry was self-regulating and the prices were determined by retailers. However, we now feel the industry has matured and that is why we need to get involved to protect the public. We already have the templates of how it will be regularised and we are now working on a pricing framework that will be used by the industry</blockquote>
However, players in the industry think it’s premature for ZREA to regulate gas prices because right now the retailers are footing all the cost associated with importing and handling the gas till its sold to the final consumer without the government’s involvement.
