MDC Alliance vice president Tendai Biti, together with several other People’s Democratic Party (PDP) legislators, could be recalled from Parliament.
The PDP legislators, who were elected to Parliament under the MDC Alliance banner in the 2018 elections, lost their bid to remain in Parliament after the High Court ruled this week that they can all be recalled from their positions.
High Court judge, Justice Sylvia Chirawu-Mugomba, ruled on Thursday that the PDP faction led by Lucia Matibenga had the power to recall the party’s MPs and councillors who have joined the post-election MDC Alliance.
Chirawu-Mugomba, in an extempore judgment, ruled that once a person supported another party, this automatically translated to “self-expulsion” from the party.
Speaking to the Daily News on Monday, PDP lawyer Simon Simango said:
<blockquote>The judge delivered an extempore judgment and said that according to the PDP constitution, clause 6:4 if a member joins or supports another political party, that individual automatically ceases to belong to PDP.
So, here we are talking about the likes of Harare East MP, Biti, who is the current vice president of the MDC Alliance.
By operation of that clause, he automatically expelled himself from the PDP. This judgment sets the pace for recall of MPs who had been seconded to represent the MDC Alliance.</blockquote>
Harare mayor, Jacob Mafume, who was in the PDP faction that included Biti among other legislators and councillors, said yesterday that they had since appealed against the High Court ruling at the Supreme Court.
When the MDC Alliance was formed under the leadership of the late former MDC president Morgan Tsvangirai, Biti and Matibenga went separate ways.
Biti and others joined the coalition under Tsvangirai, who was succeeded by Nelson Chamisa when he died a few months before the elections.
Matibenga and her faction joined hands with the Joice Mujuru-led People’s Rainbow Coalition (PRC) ahead of the 2018 general elections.

Tendai Biti Faces Recall From Parliament

Former South African President Thabo Mbeki on Tuesday met some opposition political leaders that are part of the Political Actors Dialogue (POLAD) in Harare.
<a href="https://www.pindula.co.zw/Thokozani_Khupe" rel="noopener noreferrer" target="_blank">Thokozani Khupe</a> (MDC-T) and her vice president, Obert Gutu, and another official, <a href="https://www.pindula.co.zw/Priscilla_Misihairabwi-Mushonga" rel="noopener noreferrer" target="_blank">Priscilla Misihairabwi</a>, Lovemore Madhuku (National Constitutional Assembly) and <a href="https://www.pindula.co.zw/Lucia_Matibenga" rel="noopener noreferrer" target="_blank">Lucia Matibenga</a> were some of the officials who attended the meeting with Mbeki.
Khupe and Madhuku said there should be a convergence of political minds to tackle head-on the challenges facing the country.
On Monday, Mbeki met President Emmerson Mnangagwa and MDC president Nelson Chamisa separately in Harare.

Former SA President, Mbeki Meets Opposition Leaders

National Constitutional Assembly leader, Professor Lovemore Madhuku and former opposition party official Lucia Matibenga have made a dig at Movement for Democratic Change (MDC) President Nelson Chamisa for not understanding the role of the national dialogue initiated by President Emmerson Mnangagwa.
Matibenga said that there was no need to discuss elections in the dialogue. Addressing delegates at the launch of the political actors’ dialogue in Harare, she said:
<blockquote>This dialogue process has absolutely nothing to do with the elections. The elections came and went.  The winners were declared. This dialogue is now about another process where we need to be talking about development.</blockquote>
She further argued that contrary to remarks made by critiques of the dialogue who think national resources are being wasted, the dialogue is investing in the people.
Her remarks were reverberated by Madhuku who said that the dialogue had a different mandate from that of Parliament. He said:
<blockquote>First and foremost dialogue does not happen in parliament. Parliament is created for a particular purpose. The constitution is clear about that to make laws, make government accountable. We all see what parliament does every day on television. That is not dialogue.
Dialogue must happen outside parliament.  Once we have agreed on issues parliament must respond to the interest of the people so its nit about you sitting in parliament and opposing what people outside are saying.</blockquote>
To participate in the dialogue, Chamisa who has a second majority in parliament demands the discussion of Mnangagwa’s legitimacy.

Matibenga, Madhuku Take A Dig At Chamisa

MDC Proportional Representation legislator, Priscilla Misihairabwi-Mushonga, PDP faction leader, Lucia Matibenga and women’s rights activist Loreen Ncube have vowed to support Thokozani Khupe.
Speaking at a high tea event held at the Zimbabwe International Trade Fair (ZITF) organised by Loreen Ncube, Misihairabwi-Mushonga said there will come a time when women will be holding rallies regardless of political affiliation. She also added that Khupe did not deserve the treatment she was getting because she had protected Morgan Tsvangirai. Said Misihairabwi-Mushonga:
<blockquote>If this is going to be about who is more powerful then watch this space, there will be a time when we will be holding women’s rallies regardless of which political party you come from to stand together as women. The treatment that we get from men in parties is not right because for half of our lives we have been protecting them. Khupe protected Tsvangirai to his grave; but is now being labelled a traitor and the years she invested protecting the late are long forgotten.</blockquote>

Khupe Gets Support From Misihairabwi-Mushonga, Female Politicians

The two factions of the People’s Democratic Party (PDP) led by Tendai Biti and Lucia Matibenga have clashed over ownership of the party name and symbols.
Both rival factions claim that they are the real People’s Democratic Party (PDP). Said Jacob Mafume, spokesperson of Biti’s camp:
<blockquote>We are the real PDP. They (Moyo’s team) quit the PDP and call themselves the PRC (People’s Rain Coalition) and we are fine with that.</blockquote>
In response, Gorden Moyo said his camp was the real PDP. Said Moyo:
<blockquote>We have no reason to change our name. We remain the PDP, and them the MDC Alliance and so there is no confusion.</blockquote>
